Whereas in the process of verification of rationcard data after digitization of records theimplementing agency M/s. Goa Electronics Ltd.had reported that some ration cards from BardezTaluka were not supported with adequatedocuments to ascertain genuineness andidentification of ration cardholder.

Accordingly all these cardholders which thusremained to be verified were issued notices bypost and informed that they should submit to thisoffice the identification documents in support oftheir ration card and in case that they fail toproduce documentary evidence, then such cardsshall be liable for cancellation. However inspite ofproper postal address the notices sent to rationcardholders with their details and address as perlist given in Annexure attached to this order werereturned by postal authorities unserved as thesecardholders mentioned on the address were founduntraceable.

In view of above as the ration cards listed inAnnexure attached to this order appears to be notgenuine as the cardholders are not traceable, whichis evident from the notice being returned by postal

It appears that said ration cards maynot be genuine, or that the cardholders might haveshifted/moved out or for any other reason, As suchin the absence of proper identification, it isnecessary that these cards be made ineligible toreceive the benefit under Public DistributionSystem which is heavily subsidized by theGovernment and should go only to the genuinebeneficiaries.

Therefore I, the undersigned in exercise ofpowers conferred under the Goa, Daman & DiuControlled Commodities (Regulation andDistribution) Order, 1966 hereby order that theration cards as listed in the Annexure attached tothis order stands suspended for a period of threemonths with immediate effect. The JointMamlatdar–I of Bardez is hereby directed toimmediately stop allocation of quota against thesecards from the month of May 2014 onwards to therespective Fair Price Shops these cards standattached at the moment.

All the cardholders/cards which will remainwithout submitting any identity proof shall becancelled finally after end of 3 months period fromdate of issue of this order and the Taluka officersshall accordingly strike off the said ration cardsfrom the office records permanently. The JointMamlatdar–I shall then submit an action takenreport in the matter on or before 30-09-2014.

This order may be caused to be published in theOfficial Gazette & also on the website of theDepartment and shall be sent to the concernedVillage Panchayat & Municipality to display ontheir notice board and also display on Taluka officenotice board for information of all concerned.

Whereas, the Assistant Engineer III, O/o. Asst.Engineer, SD III, WD VI, PWD, Baina, Vasco, videletter dated 13-3-2014 has requested to grantpermission for diversion of traffic along Mangor roadnear Hotel Taniya in Vasco, from 05-5-2014 to18-05-2014 (14 days).

And whereas, the Superintendent of Police,South Goa, Margao vide Report dated 29-04-2014has given No Objection for diversion of traffic alongMangor road near Hotel Taniya in Vasco from05-05-2014 to 18-05-2014 (14 days) to carry outrepairs to road near RUB along Mangor road byproviding heavy duty pavers in Vasco Constituency.

And whereas, it is revealed that the workmentioned above is of urgent nature and it requiresto divert the traffic for smoother movement of traffic.

And whereas, I am satisfied that the repairs toroad near RUB along Mangor road by providingheavy duty pavers in Vasco Constituency is essentialfor which diversion of traffic along Mangorroad near Hotel Taniya in Vasco, is required from05-05-2014 to 18-05-2014 (14 days).

Therefore, I, R. Mihir Vardhan, IAS, DistrictMagistrate, South Goa, Margao do hereby permitupon urgency of the work for diversion of trafficalong Mangor road near Hotel Taniya in Vasco tocarry out repairs to road near RUB along Mangorroad by providing heavy duty pavers in VascoConstituency from 05-05-2014 to 18-05-2014 (14days).

And also Order under Section 115 and 116 of theMotor Vehicle Act, 1988 (Central Act 59 of 1988)read with Government Notification No. 5/28/88/TPT(part) dated 26th September, 1989 being satisfiedthat it is necessary in the interest of public safetyand convenience to divert the traffic as per theplan enclosed with this order and erect thesignages accordingly subject to compliance withthe conditions mentioned below:-

1. The applicant/contractor is directed to ensurethat the regular movement or pedestrian//vehicular traffic on the road digging sites isnot disturbed/blocked.

2. The applicant/contractor is directed to informexact date of commencement of work to TrafficCell, Vasco, well in advance.

3. The applicant/contractor is directed to displayproper signages, indicating flash light fordiversion/closure/work in progress forawareness of the motorists, particularly duringnight.

4. The applicant/contractor is directed to deputesecurity guards/traffic marshals with retroreflective jackets for diversion of traffic.

5. The applicant/contractor is directed to ensurethat the area around road repair should beproperly barricaded and illuminated to preventfrom commissioning of any untoward incident.

6. The applicant/contractor is directed toapproach Incharge Traffic Cell, Vasco fordeployment of Traffic Police, if required, on

payment of requisite charges as per prevailingGovt. rates.

7. The applicant/contractor is directed to publishan advertisement well in advance in the localnewspaper about the date of closure of roadfor commencing this said work to createawareness among the general public.

8. In case, any untoward incident arises due topoor barricading/non-applying of glowing//reflective tapes, then the concernedcontractor/PWD authorities shall be heldresponsible for the same.

9. The applicant/contractor is directed to obtainprior permission from other concernedcompetent authorities.

10. The original condition of the road includingtarring of road should be restored after thecompletion of the work.

11. The applicant/contractor is directed to adhereto the guidelines on Model Code of Conductissued by the Election Commission of India.

12. If the applicant/contractor fails to abide bythe conditions laid above or if the NOC issuingauthority feels so, the NOC is subject tocancellation/revocation at any given time.
