State Planning Commission Advertisement for Consultant
Applications in the prescribed proforma (Annexure I & II) to the advertisement are
invited from eligible candidates /agencies for working as Consultant to provide
Technical Assistance to support Sustainable Development Goals (SDG) Planning and
Monitoring in Tamil Nadu in State Planning Commission as per the details given below:-
1. Name of the Post : Consultant [ Technical Assistance to support Sustainable Development Goals (SDG) Planning and Monitoring in Tamil Nadu]
2. Period of Consultancy & Project Management
: Initially Six months. Contract could be extended further depending on assessment of performance and mutual willingness. Project Management by Additional Chief Secretary for Planning and Development, Government of Tamil Nadu who will be the Supervisor. UNICEF will provide additional technical supervision if required.
3. Nature of Duties : i. To provide support and input to strategic planning in line with the priorities and to development objectives of the state government in support of the SDGs
ii. To support in enabling correction of documents, plans and strategies into actionable mechanisms
iii. To identify and establish systems to create partnerships for achieving goals.
iv. To design /finalize the State indictor framework for Tamil Nadu (TN-SIF) in discussion with Govt. of Tamil Nadu, UNICEF and other stakeholders
v. To set up a robust monitoring framework of indicators at State , District and sub-district or local levels, and to compile relevant data for analysis and dissemination
vi. Support research, analytics and capacity development. Strengthening the capacities for planning and implementation at State and District level, and to deliver on key development priorities and objectives
vii. To support demonstrable system of SDG review at the highest level in the State, that discusses progress and challenges, and
informs policy decisions for social equity and no one left behind
viii. To prepare documents, reports and presentations from time to time as needed by State and Central Government

4 Job Location & Travel involved
: State Planning Commission, Chennai
Depending on the precise nature of duties assigned to the Consultant from time to time, he/she may be given office space within the premises of State Planning Commission or other Government Office
Occasional travel within Tamil Nadu and to other States for attending meetings
5 Qualifications/Essential Criteria
: Master’s degree in Social Sciences and related disciplines, and at least 5 years of progressive work in development field
Good technical and coordination skills supported by excellent communication and presentation skills
Sound understanding of working of State Government Departments
Demonstrated ability to work in a multi-disciplinary environment and to establish harmonious and effective working relationships with Governmental, Non-Governmental and Civil Society Organizations
Fluency in English and Tamil is required
Computer literacy and ease with MS Office and its applications is a must
6 Technical Evaluation criteria and Desirable skills
: Good quality cover letter and CV to be sent along with a two page original writing sample on any of the 17 SDGs with focus on no one left behind in Tamil Nadu context
Previous experience of handling issues relating to SDG Desirable skills
Exposure to state planning processes and annual budgeting exercise of the Government
Working knowledge on any analysis package will be added advantage

7 Remuneration and Entitlements
:
Cost of Consultancy Rs. 1,60,000/- p.m. negotiable
The Consultant/Agency will be paid an all-inclusive mutually agreed upon monthly remuneration, depending on qualifications, past experience and his/her performance
Employment will be strictly contractual and will not confer any other benefits to the selected candidate
In case of domestic travel as part of duty travel, accommodation and perdiem costs on par with Officer of Group A in Government.
Selected candidate / agency is required to enter into a contract with SPC from the actual date of appointment as Consultant
Consolidated monthly remuneration is payable in monthly installments, upon submission of monthly progress report certified by the reporting officer.

The final selection will be based on their performance at the interview and on the basis of the information provided on Remuneration and Perks expected with any change as agreed on/after interview

TERMS OF REFERENCE
Technical Assistance to support SDG planning & monitoring in Tamil Nadu
1. BACKGROUND/RATIONALE
India is signatory to the global resolution of transforming our world by 2030 through adopting the 17
Sustainable Development Goals (SDGs). In order to monitor the progress of these goals, and the targets
within the goals, a National Indicator Framework (NIF) with 306 indicators has been finalised through
several discussions and meetings by the Ministry of Statistics and Programme Implementation (MoSPI).
More recently MoSPI has also decided to estimate 20 new indictors at national and state level through
NSSO’s household survey (78th Round), as part of effort to bridge the SDG reporting data and National
Indicator Framework. This allows more scope for state governments to include relevant indicators in
finalising their State Indicator Frameworks. Some of these indicators are also aligned to the global SDG
indicators.
2. PURPOSE OF ASSIGNMENT
National SDG achievement is not possible if the states do not actively achieve the goals and targets at
their level. The current purpose of technical support for Government of Tamil Nadu is for working on
various aspects and with multiple agencies in the process of achievement of SDGs. This would involve
SDG related planning , strategy, action and interventions preparation of a well-informed State Indicator
Framework for Tamil Nadu (TN-SIF), and to establish a robust monitoring framework of indicators at
state, district and sub-district or local levels. It is expected to prepare the State as a model in
demonstrating a system of SDG cross sectoral work, review of progress and challenges, which can
inform policy decisions for SDG with social equity and no one left behind. Achieving SDGs for women,
children and the most vulnerable is still a challenging task ahead. The assignment would involve close
engagement with the SDG Working Groups formed by the Government, interdepartmental planning and
coordination, and also discussion with civil society and other key stakeholders.Continuous support
would be necessary for review and refinement of an institutional mechanism and focussed work on SDG
Goals and targets involving functional State SDG monitoring system, and reporting of progress and
challenges for follow up action by Government.
3. OBJECTIVE(S)
To support Government of Tamil Nadu with high level expertise in policy advocacy, strategic planning and programme monitoring for SDG progress and challenges.
The technical assistance will lead to setting up systemmatic design, strategy, action plans, monitoring, assessment and measuring of progress against each goal, and particularly those that are relevant for women, children and the most disadvantaged people. Initial phase of support is planned for May to December 2019.
4. MAJOR TASKS TO BE ACCOMPLISHED

Compiling the available data and information related to processes for SDGs with effective follow
up on process progress, across various deliverables and action plans, as well as proposing new
indicators and methods of data collection for indicators and progress monitoring that requires
knowledge of various development sectors and computer applications, at mid-career level.
