    On 25 September 2012,government level talksbetween the Federal Re-

    public o Germany and the Govern-ment o Albania were nalized withthe conclusion o a Co-operationProtocol or the period 2012-2013.The signatories were the Ministryor Economic Co-operation (BMZ)or the German Government andthe Ministry o Finance and theDepartment o Strategy and DonorCoordination or the Albanian gov-ernment.The talks ocused on set-tlement o various issues related toimplementation o actual projectsor preparation o uture projects.This high-level meeting was also

    meant to renew the sustainable -nancial commitment under the bi-lateral cooperation between Al-bania and the Federal Republic oGermany.

    In the next two years, coopera-tion will be materialized throughtechnical assistance and inrastruc-ture investments projects in pri-ority cooperation areas such asEnvironment; Water Supply andSewerage; Energy; Business De-velopment; Vocational Educationand Training; and Tourism Devel-opment. 2012-2013 programmingwill support projects amounting to8.1 million Euros, mainly in con-solidation o reorms concerningthe water sector, VET enhancement,ostering rural competitiveness o-cused on Mountainous/Rural Tour-ism and Biodiversity Preservation.In addition to quality technical ex-pertise, the Albanian governmentpledged sot loans or inrastructure

    investments. The Albanian side wel-comed the German proposal to -nance the 4th phase o Communal

    Inrastructure project amounting to 22million Euros.

    As with previous phases, this project

    will be in line with the conclusions othe Water Supply and Sewerage Mas-ter-Plan and will generate signicant

    impact in improving water supply andsewerage at national level.

    Next talks are scheduled in 2014,

    whereas bilateral co-operation out-comes are discussed on a yearly basisin the orm o technical consultations.

    Climate Change Conerenceon: Regional Approach toclimate change challenges

    On 21 September 2012, the GermanDevelopment Cooperation, GIZ, und-ed and contributed to the internationalClimate Change Conerence, hosted andorganised by the Ministry o Environ-ment Forest and Water Administration(MoEFWA). Delegations with senior en-vironment ministers rom six countries othe region, including Kosovo, Montene-gro, Macedonia, Turkey, Czech Republicand Albania, participated in the coner-ence. The Head o the EU Delegation toAlbania, Ambassador Ettore Sequi, wasalso present. The conerence was mod-erated by German Deputy Ambassador,Mr. Erik Tintrup.

    All ministers acknowledged that ad-

    dressing climate change challenges inthe region is a matter o high urgency.They noted that historic climate varia-tions and recent extreme weather eventsdemonstrate the vulnerability o the en-tire climatic and environmental systemwith severe eects or social and eco-nomic lie. The need to integrate adap-tation and mitigation to climate chang-es into National Development Strategies

    was strongly emphasized. The AlbanianMinister o Environment, Fatmir Mediu,also acknowledged the act that Albaniais lacking a national strategy on climatechange adaptation. He requested the do-nor community to support his Ministryto ormulate the necessary strategy soon.

    A joint declaration on the RegionalApproach to Climate Change Challengeswas made at the end o the conerence.The ministers noted to continue the re-

    gional cooperation and to exchange in-ormation in the rame o dierent pro-grams or climate change aiming atexchange o methodologies and sharingexperience in macroeconomic and dy-

    namic systems modelling, statistics andindicators, development o climate relat-ed policies, strategies and measures. Theministers noted also that threats rom cli-mate change cannot be managed sepa-rately/individually. It requires joint e-orts at global, regional and local levelsbased on the principle o sustainable de-velopment. The ministers evaluated theneed to develop a strategic approach toclimate change adaptation

    The GIZ supported program on cli-

    mate change adaptation in the river Drinbasin will co-operate with the conerencestakeholders in order to implement thisregional declaration.

    Albania hosts Regional Forumor Europe on Broadband: APillar o Social and EconomicDevelopment

    Broadband or all was the main theme

    o the Regional Forum or Europe or-

    ganized on 6 September 2012 by theMinister or Innovation and ICT, GencPollo and the International Telecommu-nication Union (ITU) with the support oUNDP. The Regional Forum representeda good opportunity or high level dia-logue between the stakeholders on strate-gies and policies directed towards broad-band development in the region. Severalcabinet Ministers working in the area oICT, heads o regulatory authorities, andICT managers rom Europe and the re-

    gion present at the orum discussed thechallenges and opportunities oered viahigh speed networks and e-services pro-vided over the modern inrastructure,including e-learning, e-government, e-health, etc.

    Prime Minister Sali Berisha during hisspeech highlighted that the Digital Alba-nia dream is a reality and he conrmedthat the government will strongly con-tinue to build the digital inrastructurethroughout the country.

    Mrs. Yesim Oruc during her speech atthe regional orum noted that ICT is in-tegrated already into the Albanian pub-lic sector and public service delivery as

    a critical tool. Mrs. Oruc mentionedsome notable successes, only in part withUNDP support, such as the much laudede-schools and the e-Albania governmentportal as they are symbols o the central-ity o ICT in Albania. Regarding e-gov-ernance and e-service practices, UNDPResident Representative a.i. highlighted:The national electronic procurement

    system, business registration and licens-ing platorms are signicant not only orthe eciencies they create in businessprocesses, but also in the condence theyhelp build between citizens and state inthe eorts to combat corruption and topromote transparency.

    By reviewing the most current develop-ments related to the broadband ecosys-tem in the region, the Forum exploredways to maximize the economic and so-cial benets and provided new ideas onhow to oster demand or broadband and

    e-services. It has been widely establishedthat accelerating broadband deploymentprovides a constructive platorm or ad-dressing a variety o public challenges in-

    cluding healthcare, education, securityand workorce/economic development.High-speed Internet access has developedrapidly in the last decade and is increas-ingly viewed as essential inrastructureor our global inormation economy.

    Voicing concerns and fnding

    solutions through new mediaOn 24 September 2012, the citizens oElbasan joined 100 countries aroundthe world in the largest global conversa-tion ever about technology and new me-dia. The goal o the global conversationwas to hear the voices and the ideas opeople on how the power o new mediaand technology can be used to improvethe lie o our communities. The discus-sion was part o the Social Good Sum-mit that took place 22 24 September

    2012 in New York, Nairobi and Beijingwhere the most innovative technologists,infuential minds and passionate activ-ists came together to discuss on how the

    technology can grow communities andimprove lie or all o us as we move to-ward being a networked society. Peopleall over the world joined this conversa-tion while being part o dierent meet-

    ups organized in cities in more than halo the world. This event in Elbasan, or-ganized by UNDP project IntroducingICT Applications and Enhancing Citi-zens Participation at local level andMunicipality o Elbasan, brought togeth-er students, media representatives, localauthorities, community members andcivil society. Participants discussed wayshow technology and social media can beused or the benet o development. Par-ticipants highlighted the impact o tech-

    nology among youth in Elbasan and thecontribution it might give in the area oeducation, health and economy.

    Arben Rama, Manager o UNDP Al-bania Democratic Governance Clusterpresent at the event, amongst others said:Communication has expanded incred-ibly in todays world. But our role as adevelopment organization is to make thiscommunication more meaningul andeective. Our e-participation tool at-tached to municipalities gives all o us theneeded means to join in the governance

    o our city and our country. Lets use e-participation and take part in electron-ic consultations, electronic complaining,electronic monitoring o public services,budgeting, etc. through electronic discus-sions, orums, petitions, and all that.

    They also discussed about the chal-lenges they ace in monitoring the use osocial media among the young genera-tion. Discussions also ocused on wayshow citizens can express their concerns,opinions and give eedback through so-

    cial media so as to be part o the citysdevelopment.UNDP Albania has nalized this year

    an intervention in 2 Municipalities calledIntroducing ICT Applications and En-hancing Citizens Participation at locallevel. One o the applications which iscalled e-participation is expected to in-crease the transparency and accountabil-ity o municipalities, through enhancingcommunication with citizens throughrequesting, receiving, and incorporat-ing their eedback. E-portals have been

    established in 2 Municipalities with theaim o enhancing citizens involvementin the processes o administration, policymaking, decision making, service deliv-

    ery, inormation sharing, consultations,etc. Citizens can now engage in consulta-tion processes such as budgeting, urbanplanning and quality o services. E-par-ticipation portals can be used by munici-palities across the country.

    Albanian Commissioneror Protection romDiscrimination organizesopen days against

    Discrimination

    tation of the Law on Protection from

    Discrimination signed with the Munici-

    palities of Durrs and Lezha-

    On 24 and 25 September 2012, theCommissioner or Protection rom Dis-crimination supported by UNDP Alba-nia hosted the Open Days against Dis-crimination in the cities o Durrs and

    Lezha. Citizens o diverse groups, wom-en, men, youth, persons with disabilities,as well as Roma and Egyptian commu-nity representatives joined the activities.Commissioner or Protection rom Dis-crimination Irma Baraku explained tothe participants the provisions o the An-ti-discrimination Law by emphasizing thatevery woman or man, NGOs representingdierent citizen groups that are discrimi-nated because o gender, or or any otherreasons, have the right to make complaints

    to the Commissioner. Protection againstdiscrimination is not simply an individualsright, but it is an obligation o the state ad-ministration bodies and o all stakeholdersin the country to actively contribute in theeld o human rights protection, Barakusaid in Durrs in an activity organized incooperation with Durrs municipality andthe community centre Sot pr t ardh-men [Today or the Future] which as-sists local vulnerable communities.

    The European Mobility Week is the most

    widespread campaign on sustainable mo-

    bility in the world. It takes place every year from

    16 to 22 September. The aim of the campaign

    is to encourage European local authorities to

    introduce and promote sustainable transport

    measures and to invite their citizens to try out

    alternatives to car use.

    In the frame of this campaign, and to the in-

    tegration process of Albania to EU, the Minis-

    try of Environment Forest and Water Adminis-

    tration with the technical support of SELEA EU

    nanced Project in collaboration with the Mu-

    nicipality of Tirana undertook an educationaland awareness raising activity from 16-22 Sep-

    tember 2012. The aim of the campaign was to

    encourage local authorities in Tirana, Shkodra

    and Vlora to develop and promote sustainable

    urban mobility plans and to promote the use of

    alternative transport means to cars among citi-

    zens so to reduce air pollution in urban areas.

    This campaign was made possible by the

    shared efforts of the EU-funded project SE-

    LEA, Ministry of Environment and Water Ad-

    ministration, Ministry of Education and Science,

    Tirana Municipality, Ministry of Interior Affairs,

    EU Info Centres (EUIC), Ecovolis, Universities,

    Red Cross and the community of environmen-

    tal NGOs.

    Environmental Educationand AwarenessOpen hours at 9-year school

    From 17 to 21 September 2012, special open

    hours were organized in some schools of Ti-

    rana and Shkodra. More than 500 students of

    9-year schools from Tirana and Shkodra par-

    ticipated in the event.

    The movie AIR was broadcasted, and stu-

    dents asked to discuss the causes of air pol-

    lution in their city and which are the ways for

    living in a healthier city. In Shkodra activitieswere facilitated by Aarhus Information Centre

    and in Tirana were facilitated by SELEA team,

    experts from REA of Tirana and National En-

    vironmental Agency, and Regional Education

    Directory.

    EuropEan Mobility WEEk16-22 Seeme 2012The European Mobility Week is the most widespread campaign on sustainable

    mobility in the world. It takes place every year from 16 to 22 September

    Ten pictures from students of age 10-15

    years old were selected from previous col-

    lection (competition) organized under the EU-

    funded INPAEL project. Pictures were print-

    ed in big poster format and together with four

    Best Award Advertisements (ACT Responsible

    campaign) and 6 maps of urban transport lines

    of Tirana, Shkodra and Vlora (future plans)

    were placed at the movable exhibition organ-

    ised at premises of EU Info Centres. Exhibi-

    tion started in Vlora on 17-18 September 2012,

    continued in Shkodra on 19-20 September and

    ended up in Tirana on 21-22September 2012.

    The scope of this exhibition was to send infor-

    mation to the citizens and local authorities, whoare challenging trafc difculties on daily basis

    to make an effort and nd the right balance of

    their transport needs by giving so, a chance to

    a safer and less polluted city. Through this ex-position, the EU Info Centre in Shkodra, Vlora

    and Tirana aimed to raise awareness on the

    need to increase the pedestrian and cycle ar-

    eas, as well as to improve the public transport.

    Open discussion at POLISUniversity

    On 20 September 2012, at Polis Univer-

    sity was organized a workshop on Mobil-

    ity. Many students, staff of the University and

    Co-plan team were present. The workshop was

    opened and facilitated by Dritan Shutina, direc-

    tor of Co-plan. Deputy Minister of Environment,Forest and Water Administration, Taulant Bino,

    introduced the main concepts of the European

    mobility week and of the initiative City WithoutMy Car, which is becoming a tradition in Alba-

    nia. He listed all projects and measures MoEF-

    WA has undertaken to address air pollution re-

    duction. Mr. Bino ended his speech by inviting

    students to take into consideration sustainable

    transport, while planning urban plans in the fu-

    ture and behave as responsible citizens. The

    EU Programme Manager, Antoine Avignon, in

    his speech provided a brief history how it start-

    ed the Mobility Week in France and how has

    been widespread in Europe. He also listed the

    EU support to Albania on road construction,

    railways, urban planning, environment moni-

    toring, etc. Mr. Avignon concluded his speech

    mentioning the very nice tradition biking inShkodra, as unique in Balkan and Eastern Eu-

    rope, which should be promoted and facilitated

    further.

    Broadcasting o movie Airin bars

    The movie Air was broadcasted in 10 bars

    in Tirana in between 19.00 -20.00 (Palma,

    Movida, Whisky bar, Vogue, Shakes Beer,

    Grand at Sheraton Hotel, Rio bar, Fox, Charls,

    Si nshpi, La Voglia). The above mentioned bars

    had a promotional corner with banner, post-cards of the event with STAR RIDE quick scan

    and brochure of the programme for the week.

    Bike and STAR RIDE

    A bike ride was organized on 21 September

    2012 in Vlora and Shkodra with students and

    NGOs of respective cities. It aimed at demonstrat-

    ing the importance of using alternative means of

    transport to prevent air pollution and protect envi-

    ronment, and contributing to a healthy life style.

    STAR RIDE was organized in Tirana on 22

    September 2012. More than 200 citizens, public

    and private organizations, donors, and embas-

    sies representatives and staff participated on a

    STAR RIDE starting from different neighbour-

    hoods of Ring Road of Tirana on bikes, rollers

    skates, scooters or walk which ended up at Mu-

    rat Toptani Street.

    The Head of the EU Delegation to Albania,

    Ambassador Ettore Sequi, who took part at this

    massive activity greeted the participants and in-

    vited everyone to support the alternative modes

    of transport. Ambassador Sequi mentioned that

    hundreds of European towns and cities were par-

    ticipating in the 11th edition of European Mobility

    Week. He invited the NGO-s, public institutions

    and citizens to join actions which promote betterurban planning in order to have alternative modes

    of transport by reducing so the use of personal ve-

    hicles for everyone to enjoy the benets of good

    air quality. Deputy Minister of MEFWA Taulant

    Bino thanked the participants for joining the Eu-

    ropean Mobility Weeks activities, which, he said,

    shows that Albanians want to become part of Eu-

    rope and deserve membership. He invited local

    authorities to consider a better urban planning for

    more sustainable transport, in the future. Deputy

    Civil society air

    More than 13 NGO-s had positively an-

    swered to the invitation of the MoEFWA to par-

    ticipate in a fair. They presented activities, pub-

    lications and materials developed by them on

    mobility issues. At the same time they postedtheir ideas for the future and shared them with

    each other and policy makers. In order to get

    attention of pedestrians, an NGO has prepared

    a gurative etude and another one a ash mob.

    Commissioner Baraku also met in sep-arate meetings with the Mayor o DurrsVangjush Dako and the Mayor o LezhaViktor Tushaj, who both underlined the

    importance o a close cooperation be-tween the municipalities and the oceo the Commissioner in the joint ghtagainst discrimination. Memoranda oUnderstanding were signed by Commis-sioner Baraku and the mayors.

    Established in 2010, with an indepen-dent status, the Commissioner representsthe interests o citizens, by supportingthem to challenge discrimination and o-ers their services ree o charge. Duringthese activities, advice was provided to the

    interested individuals and organizationsby Commissioner Baraku and her sta.The Oce o the Commissioner or Pro-tection rom Discrimination has launcheda national tour o Open Days throughoutthe country with the aim o bringing theinstitution closer to the citizens.

    The Open Days against Discriminationin the cities o Durrs and Lezha are sup-ported by UNDP through its programmesand projects in the area o human rightsand protection rom discrimination: Gen-der Equality and Gender-Based Violence

    Programme that supports public over-sight bodies in implementing appropriatepolicies with regard to human rights, gen-der equality and against gender-based anddomestic violence; the Project PromotingDisability Rights in Albania that works tostrengthen national capacities to achievesocial inclusion and to promote the rightso persons with disabilities; Empower-ing Vulnerable Local Communities Pro-gramme thatworks to improve the socio-economic opportunities and civic rights

    or Roma and Egyptians in Albania .

    UN Women to supportWomen`s EconomicEmpowerment in Albania

    On 20 September 2012, the Gender Al-

    liance or Development Centre (GADC)presented the project Strengthening Civ-il Society to Advocate or Womens Eco-nomic Empowerment and Rights in thepresence o civil society organizations,media, syndicates, public institutions, thePeoples Advocate and the Anti-Discrim-ination Commissioner. Participants came

    rom several regions, including Shkodra,Elbasan, Vlora and Tirana.

    This project is supported by UN Wom-en in the ramework o the eorts under-taken to promote womens rights in Alba-nia. Economic empowerment o womenis among UN Womens priorities, UNWomen Representative, Semia SolangeGuermas De Tapia, stressed in her greet-ing speech. We are supporting the Gov-

    ernment, women entrepreneurs and CSOsto empower women to get ull access toeconomic resources and, markets. Theproject aims to bring together civil societyactors and public institutions in order tobuild a national platorm that advocatesor womens economic rights and empow-erment. Around 200 people are expectedto benet in 4 regions, namely: Tirana, El-

    basan, Vlora and Shkodra. Women havelimited access to job markets, land, inor-mation, technologies, credit and training.To change this situation we need coordi-nated eorts by all actors and this projectis a rst step in that direction, ExecutiveDirector o GADC, Mirela Arqiman-driti, said. Two important institutions inthe eld o human rights joined the initia-tive. Expressing his ull support or the

    project, Peoples Advocate, Igli Totozani,highlighted the need to integrate womenin all policies. There is a very strong linkbetween women participation in deci-sion-making and their economic empow-erment, Mr. Totozani said, while em-phasizing the act that women were stillshareholders without power.     The Ofce of the Commissioner for Per-

    sonal Data Protection with the support of IPA

    2009 Project Strengthening of the Ofce of the

    Commissioner for Personal Data Protection

    in Albania organised a series of awareness-raising activities between June and Septem-

    ber, involving the citizens of the cities of Dur-

    rs, Shkodra, Fieri, Vlora and Peshkopia, and

    intended to enhance public knowledge of per-

    sonal data protection.

    On 28 June 2012, an outdoor awareness-

    raising activity took place in Durres. With the

    assistance of IPA 2009 project, the Commis-

    sioner organized two other activities on 23-24

    June in Vlora and Fieri with the focus placed

    on citizens and their rights under the person-

    al data protection law. The event in Vlora took

    place in an open place, next to Riviera trade

    centre, whereas that in Fieri was organized in-

    side Univers trade centre. Another similaractivity was organised in Shkodra, in a public

    place near Grand Europa Hotel on 12 Sep-

    tember 2012.

    Protection and IPA 2009 Project, who commu-

    nicated key messages to citizens in terms of

    privacy and personal data protection, as well

    as by representatives of respective Municipali-ties and Prefectures of these cities. The citizens

    showed great interest and came in numbers in

    the stands of the Commissioner for Personal

    Data Protection to get extensive information on

    their personal data protection rights. They were

    distributed awareness-raising materials such as

    leaets, pens, lapel pins, notebooks and many

    other promoting materials with messages for

    citizens, such as Think before you click, Do you

    know how to measure your privacy, Respect my

    privacy, etc. The citizens became familiar with

    their personal data protection rights and com-

    pleted a brief test about their knowledge ac-

    quired during the activities. The winners were

    given symbolic presents provided by IPA 2009assistance.

    Similar awareness-raising campaigns aimed

    at enhancing citizens knowledge of personal

    data protection will continue in the future.

    EU-unded project supportsvisibility and awareness-

    supported by IPA 2009, project organized the-

    matic promotion and awareness-raising events

    during June-September intended to enhance

    A thematic seminar Personal Data Protec-

    tion and controllers obligation to notify theCommissioner took place in Kruja, on 15 June

    2012, with the participation of representatives

    of central and local government and repre-

    sentatives of the education system of Kru-

    ja region. During the event, the representa-

    tives of the Commissioner presented topics

    such as Presentation of CPDP supervisory

    board, Introduction to Personal Data Pro-

    tection Law, Controllers legal obligation to

    notify CPDP as well as other topics on the

    security of information and privacy while navi-

    gating on the internet. There were discussions

    about specic issues like the legal obligation

    to notify on personal data processing and

    other issues pertaining to the enforcement of

    the Personal Data Protection Law. During the

    seminar, participants were given les with leaf-

    lets published by CPDP in order to enhance

    their awareness on personal data protection.

    Privacy and the Right o

    Access to Ofcial Documents

    A seminar entitled Protection of Privacy and

    the Right of Access to Ofcial Documents: two

    conicting rights? was organized on 21 June

    2012, with the moderation of the distinguished

    British expert, Mr. Graham Sutton, who contrib-

    uted in drafting the Albanian law on personal

    data protection. Participating in this even open

    to the public were representatives from the

    Council of Ministers, Prosecutor General Of-

    ce, HIIDA, HCJ, EURALIUS, EU Delegation,

    Commissioner against Discrimination, Direc-

    torate General of Civil Registry and Director-

    ate General of State Police. The event ignited

    a debate among participants over the right to

    information and the right to privacy, with ques-tions and experience sharing. Key notes were

    provided by the team leader of IPA 2009 project

    and the representatives of the Commissioner

    for Personal Data Protection.

    Seminar on Drating Legislation

    on Personal Data Protection

    The seminar on the topic Drafting Legislation

    on Personal Data Protection was organized on

    20 September 2012. The event was opened by

    Flora abej (Pogae), Commissioner for Per-

    sonal Data Protection; Gjergj Lezha, Secretary

    General of the Council of Ministers and by Dor-

    ota Skolimowska, project manager of IPA 2009

    Project. The seminar brought together represen-

    tatives from legal departments of all line minis-

    tries and their agencies. It was moderated by

    international-level experts in the eld of person-

    al data protection and legal drafting techniques,

    such as Mr. Waltraut Kotschy, former Commis-

    sioner of the Council of Europe and former Aus-

    trian Commissioner for Data Protection, as wellas Mr. Jose Lopez Calvo, deputy Commissioner

    of the Spanish Authority for Personal Data Pro-

    tection. Lecturers included Mrs. Anola Shala, Di-

    rector of Legal Procedural Matters and Foreign

    Relations at the Ofce of the Commissioner for

    Personal Data Protection. The objective of this

    event was to raise awareness among legal draft-

    ers to mainstream personal data protection and

    to include the Commissioner - as a legal obliga-

    tion - in the preliminary consultation of legislative

    initiatives prior to submission of proposed legisla-

    tion to the Council of Ministers and the Assembly.

    Visibility and awareness-raising

    event with public controllersand education ofcials in Dibra

    On 28 September 2012, the Commissioner for

    Personal Data Protection organized an aware-

    ness-raising seminar in Peshkopia intended to

    assist representatives of controllers to comply

    with the notication as a legal obligation and to

    enhance their understanding of the scope of per-

    sonal data protection. The event was the outcome

    of close cooperation between the Commissioner

    and the Regional Education Directorate of Pesh-

    kopia and other local institutions. The seminar fo-

    cused on how representatives of controllers ought

    to compile the notication form as well as the

    rights the subjects providing personal data are en-

    titled to. About 70 participants attending the semi-

    nar were given a set of leaets published by the

    Commissioner, a guide on the personal protection

    law, a notebook and pens with CPDP logo.

    On September 2012, The Regional En-vironmental Centre (REC), Albania in co-operation with ECNC, nanced by the

    resentatives o key partner institutionsrom Montenegro, Kosovo, Macedoniaand Albania were actively engaged in thediscussion o Flood Early Warning Sys-tem and its importance or our countries,especially in the view o the disasters o2010 - 2011. Foreign experts rom theDG Joint Research centre, World Me-teorological Organisation and Germanhydro power companies were also invitedin the roundtable. Due to the nature oa warning system in the rame o disas-

    ter risk reduction, the ministries o inte-rior o Albania, Montenegro and Kosovawere intensively involved. It was hostedand opened by the Albanian Minister oEnvironment, Forest and Water Adminis-tration, Fatmir Mediu. It was co-chairedby the Montenegrin Deputy Minister oInterior, Zoran Begovic.

    In his presentation, the GIZ region-al coordinator or water and climatechange, Hermann J. Plumm, visualisedthe vulnerability o lower Drin area in

    regard to foods. The dams in the lowerDrin river, the Drin Cascade, couldplay a pivotal role in food prevention.Thereore, it would be necessary tomerge two dierent objectives: maximizeelectricity generation and prevent foods.This kind o enhanced dam managementwould require i.a. improved hydro-mete-orological data availability.

    This project is a novelty both due tothe way it is designed as well being re-gional project, contributing thus thecross border co-operation so strongly

    promoted rom the EU. Today, it is thetime that environmental issues should beaddressed in a regional context, and Imextremely happy that my ministry is en-

Withthe support o EU technical assistanceMEI has already installed IT support

    (TRADOS and its components) valuableor getting standardized translation andharmonized terminology.

    The SDL TRADOS system is a useultool or managing the terminology, thusincreasing the quality and consistency otranslations. It provides or translationmemory by leveraging existing transla-tions, thus reducing time, cost and re-sources involved in translation projects.It also oers possibilities or project man-agement, thus reducing project lead timesand increasing the visibility o translation

    projects. The system has been designedto address specic translation issues andproblems that come up when translatingAlbanian legislation into English to en-sure ull accuracy and clarity at all stageso acquis translation.

    The delivery o ToT training provideda positive impact on one o key issues intranslation process - standardization oterminology. Translating in TRADOScan provide a good basis or the develop-ment and on-going maintenance o (on-

    line) terminology databases.

    Western Balkans (SEE-BAP). The rst

    phase lasted or three years and was car-ried out in ten municipalities in South-Eastern Europe with the aim o integrat-ing biodiversity and ecosystem servicesinto local sustainable development pol-icy and actions. Phase 2 o the proj-ect will be carried out in Communes oMargegaj and Bujan in Torpoja as parto eight selected municipalities in sixWestern Balkan Countries, with the closeand active involvement o local adminis-trations, local businesses and civil society.

    By this support the relevant depart-ments o the partner municipalities, localcommunities and relevant stakeholders(i.e. NGOs working with municipali-ties specically or nature conservation)to learn and be able to carry out cross-sectoral and participatory biodiversityaction planning (LBAP) processes andto implement actions. Their experiences(results, best practices, lessons learned)will be made publicly available and usedin preparing proposals or developingmunicipal planning and in the decision-

    making process in the partner countries.The project ocuses on integrating biodi-versity and ecosystem services or bene-ciary municipalities, to refect local, na-tional and international policy prioritiesand eventually bring better living condi-tions or the community through incomeand job creation in the region.

    The project runs rom April 2012 toOctober 2013 and is expected to deliverplans and priority investments or the se-lected communes. More about the proj-

    USAID signs Agreement withlocal banks to encourage

    agriculture lending

    On 17 September 2012, USAID/Albaniasigned a $15 million Development Cred-it Authority loan guarantee agreement tosupport Albanias agriculture sector. Theagreement, signed between USAID andtwo local banks - ProCredit and BankaKombetare Tregtare (BKT) - will allow Al-banian armers and small and medium ag-ricultural enterprises (SMEs) to access cred-it more easily. Access to nance is one othe main concerns or companies. In act,

    only approximately 2% o private loans goto the agriculture sector. Furthermore, inlight o the Eurozone Crisis, and in particu-lar the situation o Greece, overall lendingis down and the percentage o loans cate-gorized as non-perorming among banksin Albania now exceeds 22%. Through theUSAID program, loans will be issued to ag-ricultural enterprises in areas such as dairy,livestock, and resh and processed ruitsand vegetables including olives and herbsand spices to support investments in new

    technologies, packaging and marketing.

    USAID Programme supportstourism businesses in Albania

    In September, USAID, the Ministry oTourism, Culture, Youth and Sports, andthe Albanian Tourism Association (ATA)awarded gold, silver, and bronze Authen-tic Albania Quality Mark Awards to theseven tourism businesses participatingin the USG-unded program Albaniasrst initiative to rate accommodation a-cilities. Since the program began in 2011,56 hotels have become paying memberso the ATA, requested an assessment otheir businesses, and been awarded the

    Quality Mark. The program helps entre-preneurs set quality hotel standards that,in turn, urther build the credibility oAlbanias tourism businesses.

    USAID presents successulHospital Quality ImprovementInitiatives

    On 27 September 2012, the Minis-try o Health, in collaboration with theUSAIDs Enabling Equitable Health Re-orms project, organized a round tablewith the Health Reorm Implementation

    Support Group to present successul hos-pital management improvement initia-tives implemented in three pilot hospitalsin Albania. Minister o Health, Van-gjel Tavo, chairman o the Group, andthe USAID Mission Director, Mr. JimBarnhart, delivered remarks at the open-ing o the meeting. Since February 2012,USAID has worked with the RegionalHospitals o Lezha and Kora, and theTirana University Hospital on Gynaecol-

    ogy and Obstetrics Queen Geraldine,to introduce improvements such as em-ployee evaluation and new employee ori-entation programs in human resource de-partments, a visitor control program tomanage the fow o visitors, and incidentreporting mechanisms--all standard ea-tures in public hospitals in other coun-

    tries. Representatives rom three pilothospitals presented to their colleaguesthe Improvement Initiatives that are be-ing implemented in their hospitals anddiscussed opportunities and challengesahead. A set o recommendations willbe drated at the end o the meeting orthe Ministry o Health, that include mea-sures to be taken by the Ministry to sup-port these initiatives in these and otherhospitals o the country.

    On 25 September 2012, in the rame-work o the Italian Albanian Programor the development o small, medium en-

    terprises, the Deputy Prime Minister andMinister o Economy, Trade and Energy,Mr. Edmond Haxhinasto, the Ambassa-dor o Italy in Albania Massimo Gaiani,and the Director o the Italian Develop-ment Cooperation Oce in Tirana, An-drea Senatori, paid a visit to the Mar-ble and Granite Processing sh.p.k., acompany that operates in the eld o pro-cessing and trading o marble and granitein Lushnje, and Picari sh.p.k. a shoeactory in Patos. These companies bene-

    tted rom the loans provided trough the25 million Euro Credit Line o the Italian Albanian Program or the developmento SMEs in Albania. The program givesan important aid to the Albanian domes-tic economy, especially to SME, whosedevelopment is a priority or the Govern-ment o Albania as major contribution tothe economy. SMEs are o critical impor-tance to the Albanian economy: in 2011,micro-enterprises and small enterprisesaccounted or 95.2 percent and 3.7 per-cent o the total number o active enter-

    prises respectively. The programme givesan important support to these enterpris-es, by improving their access to bankingcredit and acilitating their productive in-vestments.

    During the visit, Mr. Edmond Hax-hinasto thanked the Italian governmentand the representatives o the Italian De-velopment Cooperation in Albania orthe nancial support provided. Ambas-

    sador Gaiani said that the Italian Gov-ernment will continue to support thissector even in the uture, thanks to theadditional 15 million Euro committed toreplenish the Credit Line and the Guar-antee Fund and to provide targeted as-sistance to Albanian SMEs.     ECDL Certifcate Ceremony

    On 28 September 2012, in the rame-work o the project Learning ICT ina European dimension, nanced by agrant o 734.000 Euro rom the ItalianDevelopment Cooperation, the Ministryo Education and Science and the Ital-ian NGO CESES organized the certi-cate ceremony or the 42 teachers who at-tended the ECDL (European Computer

    Driving License) courses and successullypassed the examination. The ceremonywas attended by the Deputy Minister oEducation and Science, Halit Shamata,the Director o the Italian DevelopmentCooperation Oce in Tirana, AndreaSenatori, and the President o the ItalianNGO CESES, Giovanni Polliani.

    In the ramework o the support pro-vided by the Italian Cooperation to the Al-banian EU integration process, educationis a key sector or the development o the

    Country. Since several years the Albaniangovernment is trying to encourage the in-

    troduction o new technologies and inter-

    net in the Public Administration, and es-pecially in the educational system. In thiscontext, the training o Albanian experts inItaly and the strengthening o the AlbanianIT standards delivered by the project havebeen a great support to this process - saidthe Albanian Deputy Minister o Educa-tion. The Director o the Italian Coopera-tion highlighted the activities that the ItalianCooperation is implementing in Albania inthe education sector, such as the support ouniversity and schooling education oers.He emphasized how the project Teaching

    ICT in a European dimension improvedthe modernization o the school system andactively reduced the digital divide. A propereducation on inormation systems is unda-mental or the modernization o the Alba-nian education system and alignment withthe education and teaching standards re-quired by the European Union.

    Addressing the teachers, the presidento CESES, Mr. Giovanni Polliani, un-derlined that students are the nal proj-ect objective: training teachers is seen

    The 7th edition o the International Hu-man Rights Film Festival o Albania(IHRFFA) took place rom 24 to 29 Sep-tember 2012. The IHRFFA has become,over the years, a xture among the culturalevents in Tirana, and the public dialogue

    about Human Rights. It has grown in pop-ularity, as also witnessed by the continuinglarge number o domestic and internation-al donors, including the Austrian Develop-ment Agency, Delegation o the EuropeanUnion in Albania, the German Embassy,UNICEF, the Municipality o Tirana, VO-DAFONE, and many others. This yearsevent was opened by the Mayor o Tira-na, Lulzim Basha. The audience was alsoaddressed by the Director o Academy oFilm and Multimedia Marubi, Kujtim

    ashku; the Austrian Ambassador, Flori-an Raunig; the Head o Delegation o Eu-ropean Union, Ambassador Ettore Sequi;the Head o the OSCE Presence in Alba-nia, Eugen Wolarth; UNICEF Represen-tative and chair o the IHRFFA board, De-tle Palm; and the Honorary President othe IHRFFA, Ted Orlin.

    During the Festival 32 lms rom 10countries were shown. Many directorsand producers discussed their lms andthe human rights issues with the audi-ence. One ocus o this years estival was

    the destruction and protection o the en-vironment. Many evenings saw a ullhouse, with participants rom all gener-ations. As in previous years, special o-rums were held, mostly with young peo-

    Albania Power Sector Mission visitedAlbania rom 27 September to 2 Octo-ber 2012. The main objectives o the mis-sion was to assess the current situation inthe energy sector, and preparation ar-rangements or supply o power importsin particular, and based on these discus-sions with all key stakeholder come to abasis or an agreement with the Govern-ment and time-bound action plan.

    Disaster Risk Mitigation and AdaptionProject, Implementation Support Missionon the Implementation o Project Com-ponent 4 (SEEC CRIF), took place on 18September 2012. The purpose o the mis-sion was to discuss with the Governmentcounterparts the progress made to datein the development o the CatastropheInsurance Program. The Mission meetwith the Government Working Group es-tablished by the Prime Ministers Orderno. 77, on August 22, 2011 or the imple-

    mentation o the SEEC CRIF program,and several governmental agencies to dis-cuss the status o technical work, the lat-est developments with the program andurther steps required towards its suc-cessul launch in Albania. Specically,the mission discussed with the govern-ment: (a) the proposal rom the Albanianinsurance industry on how to reduce theimpact o natural disasters on the govern-ment budget and homeowners; (b) adop-tion o agriculture insurance practicesrom other countries participating in the

    program; and (c) the role o governmentrole in raising public awareness o natu-ral disasters and promoting the role oinsurance in mitigating their impacts onsociety.

    Financial Stability and ModernizationLoan, Identication Mission, took placerom 24 September to 5 October 2012.The aim o the mission was to meet withkey sta rom Ministry o Finance, Banko Albania, and others to agree on themain components and the overarchingobjectives, outcomes, and supporting dis-bursement-link indicators or the project.The team members specializing in debtmarket use the visit to advise on 2025bond withdrawal, ollowing the requestrom the Minister o Finance.

    Corporate Financial Reporting En-hancement Project (CFREP) and TheRoad to Europe: Program o Account-ing Reorm and Institutional Strength-ening (REPARIS) took place rom 17

    to 21 September 2012. The objectiveso the mission are to: (i) review the sta-

    tus o implementation and results o theproject activities, including implementa-tion o activities under Components 1, 2and 3, and progress o procurement un-der component 4, as well as other proj-ect management aspects. The missionwill meet and work closely with the Re-orm Implementation Group (RIG) andCentral Finance and Contracting Unit(CFCU) within the Ministry o Finance,as well as other relevant stakeholders,such as IEKA, National AccountingCouncil, and Public Oversight Board, aswell as expert teams that are working onongoing activities (tentative list o meet-ings attached); and (ii) update the coun-try counterparts on the latest regionalactivities o REPARIS program to en-sure these continue to meet their needs

    and allow counterparts to plan or theirparticipation.
