Dear Friends,

I am delighted to present to you the 2011 Annual Report of the Governor’s Commission on Asian Pacific American Affairs. This report describes the efforts and progress of the Asian Pacific American Commission. You will also find a wealth of resources to help you better understand and access the Asian Pacific American (APA) community in Maryland.

With guidance and help from the Commission, I led trade missions in China, Korea, Vietnam and India. The trade mission to China, Korea and Vietnam in May netted more than $85 million in trade and investment deals for Maryland and Maryland companies. The trade mission to India resulted in nearly $60 million in business deals. There are continuous interests coming from Asia as a result of the trade missions.

I am also very pleased to welcome new Commissioners for the Asian Pacific American Commission and thank all the outgoing Commissioners for their hard work and dedication for the Asian Pacific American community.

In our increasingly interconnected world, our state’s diversity allows us to be uniquely positioned to face the challenges and reap the benefits of tomorrow. We believe that diversity is our greatest strength, and our APA community is a solid partner in moving Maryland forward. On behalf of the Commission on Asian Pacific American Affairs, I am pleased to present the 2011 Annual Report.

The Commission meets once every two months, during which the Commissioners hear testimony from community leaders, government officials, and subject-matter experts on a wide variety of issues which concern the Asian Pacific American community. We would like to extend our appreciation to those who gave testimony and shared informa-tion with the Commission.

This report summarizes the Governor’s trade missions in China, Korea, Vietnam and India. This report also details the various Asian American related events in 2011 including the historic investiture of Judge Jeannie Hong and the Asian American Business Conference. This year’s report includes the 2010 Census data and findings on the APA population in Maryland.

Finally, we thank Governor Martin O’Malley and Lieutenant Governor Anthony Brown for their vision, leadership, and continued support for the Asian Pacific American communities throughout Maryland.

In 2011, the Asian Pacific American (APA) community in Maryland was estimated at approximately 310,000 or 5.5% of the State’s population (U.S. Census Bureau). The largest concentration of APA reside in Montgomery County. In the past ten years the APA pouplation has grown significantly throughout the State. The sharpest increase was in Frederick County (171.9%), followed by Howard County (116.2), Carrol County (112.9%) and Worcester (100.7%). It is estimated that the APA community will continue to grow at a fast pace in Maryland in years to come.

The Governor’s Commission on Asian Pacific American Affairs was proud to have assisted Governor O’Malley on his historic trade missions to China, Korea, Vietnam and India in 2011. A number of Commissioners accompanied the Governor on his trade missions.

In order to better understand the issues in the community, the Commission held meetings in different Maryland counties to hear briefing and testimonies from the public. The Commission was briefed on the success of the Governor’s trip to Asia, the Governor’s redistricting plans and the demographic changes from the 2010 Census. Having gathered data about the APA demographic changes in Maryland, the Commission is prepared to embark on new initiatives as well as to continue to work on existing projects to substantively address the needs and concerns of Maryland’s Asian Pacific American population.

This year, the Commission has seen some major changes with the departure of Director David Lee and the appointment of new Commissioners. The Commission welcomes the new Assistant Director, Mr. Yi Shen, as well as eleven new Commissioners, who have brought renewed energy and passion to the task of the Commission. The Governor’s Commission on Asian Pacific American Affairs looks forward to continuing serving the community and furthering the economic, educational, health, political and social well being of the Asian Pacific American community of Maryland.

Governor’sTradeMissioninAsia

Governor O’Malley led a 68 member delegation on a ten day economic development trade mission to China, Korea and Vietnam from June 1st through June 10th, 2011. The Governor was joined by Maryland Department of Business and Economic Development Secretary Christian S. Johansson, Secretary of State John McDonough, Maryland Department of Veterans Affairs Secretary Edward Chow, University of Maryland College Park President Wallace Loh and other Delegation members.

In the Governor’s six day visit to China, he promoted Maryland as an ideal location for foreign owned companies looking to establish U.S. operations. One of the highlights of his trip to China came from the investment by the Tasly Group, one of China’s leading biopharmaceutical companies. The Tasly Group plans to invest $40 million in a new 443,000 square foot production facility and training center at Shady Grove Life Sciences Center in Montgomery County and create dozens of jobs as they prepare for Phase III clinical trials of their traditional Chinese medicine product Compound Danshen Dripping Pills (Developed to treat and prevent coronary diseases).

In addition to the $40 million investment by Tasly Group, the Governor also witnessed the signing of a number of deals between Maryland and Chinese companies totaling more than $45 million. Out of the deals, two Chinese biotech companies, Sunscape and Cell Path, became new additions to Maryland’s International Incubator at College Park, as well as the renewal of DaSol at the incubator, a Chinese solar energy company. Governor O’Malley also delivered a keynote address to the 13th Shanghai BioForum, which attracted more than 500 global attendees and is one of China’s premier biopharmaceutical events.

In his three days in Korea, Governor O’Malley met with South Korea President Lee Myung-bak on ways to increase trade and investment between South Korea and Maryland. Both regions have strong life sciences and technology industries. The Governor also met with South Korea’s National Minister of Knowledge Economy Choi Joong-kyung and signed a first of its kind Memorandum of Understand between Maryland and South Korea’s Ministry of Knowledge Economy that seeks to encourage trade and investment, particularly in science and technology. Governor O’Malley also addressed the Global Bio & Medical Forum, which attracted more than 600 attendees and is one of the South Korea’s top biopharmaceutical events.

Governor O’Malley wrapped up his trip with a visit to Vietnam, where he met with Vietnamese Prime Minister Nguyen Tan Dung on strengthening trade and investment ties between Maryland and Vietnam. The Governor also signed a Memorandum of Understanding to explore a Sister-State relationship with the Vietname’s Ninh Thuan Province.

SisterStateAnhuiGovernorWangSanyunVisit

In a ceremony at one of the United States’ oldest government buildings, the State of Maryland and the Chinese province of Anhui celebrated the 31st anniversary of their sister-state relationship on July 18.Describing the relationship as “the longest-lasting and most cherished of our sister-state partnerships,” Maryland Governor Martin O’Malley welcomed a 50-person delegation led by Anhui Governor Wang Sanyun to Annapolis and proclaimed the date Anhui Day in Maryland.

Governor Wang and Governor O’Malley signed a joint statement on intensifying strategic cooperation between Maryland and Anhui. Representatives from both governments, joined by members of the private sector, then signed a number of economic cooperation agreements valued at $1.54 billion.

HistoricInvestitureoftheHonorableJeannieHongtotheCircuitCourt

Judge Jeannie Hong had her historic investiture ceremony on November 7, 2011. Judge Jeannie Hong was sworn in to the District Court of Maryland on August 14, 2002 as the first Asian Pacific American judge in Maryland. Judge Hong has made history once again in 2011 by becoming the first Asian Pacific American judge to serve on the Circuit Court level in Maryland. Along with Judge Hong’s family, about 45 to 50 Circuit Court and District Court judges, various elected officials and about 30 members of the public were present for the historic ceremony.

Diwali, popularly known as the Festival of Lights, was celebrated at the Government House on October 26, 2011. Governor O’Malley along with Indian Ambassador Nirupama Rao, Delegate Kumar Barve, Delegate Aruna Miller, Delegate Susan Lee and Delegate Sam Arora greeted the crowd of about 250 attendees and wished the audience a happy Diwali. One of the traditional practices for Diwali celebrants to light small oil lamps to signify the victory of good over evil and the uplifting of spiritual darkness. The Governor performed the lamp lighting ceremony with priests from the Sri Siva Vishnu Temple and received blessings for his trade mission to India in November.

IndiaTradeMission

Governor O’Malley, accompanied by the largest foreign trade delegation in State history, went on a historic six day trade mission to three of India’s largest cities: Hyderabad, Mumbai and New Delhi. The goal of the Governor’s trade mission is to build upon the State’s robust and expanding business and economic relations with one of the world’s fastest growing economic region. The Governor sought to generate interest and attract Indian foreign direct investment to Maryland, in order to create jobs in the State. This historic trade mission saw a combined total of $60 million in business deals for Maryland and several additional deals worth millions still on the horizon. While in India, the Governor gave keynote addresses to three of India’s largest business organizations. The Governor also signed agreements with Indian states of Andhra Pradesh and Maharastra to explore Sister-State relationships.

This trade mission yielded tremendous business interest in Maryland. Jasco Nutri Foods, an India-based manufacturer and exporter of organic food products, has entered into an understanding for development consulting services with Chesapeake Investments Group in Bowie to invest $10 million in opening a facility on a 1,500 acre location yet to be determined in Maryland. The new facility could generate up to 100 jobs when operational. Also, Jubilant Life Sciences, one of India’s top pharmaceutical and life sciences companies with a drug manufacturing facility in Salisbury, also announced plans to invest $20 million to triple its warehouse space on the Eastern Shore and add new jobs.

JOINT COMMISSION ASSEMBLYOn December 14, 2011, the Governor’s Commission on Asian Pacific American Affairs joined the Governor’s Commission on Hispanic Affairs, the Maryland Commission on Indian Affairs, the Governor’s Commission on Middle Eastern Affairs, the Governor’s Commission on African Affairs, the Maryland Commission on African American History and Culture, the Governor’s Commission on Service and Volunteerism, and others for the Joint Commissions Assembly.

This year, the Joint Commission Assembly educated the Commissioners with four workshops: (1) Healthcare Opportunities, (2) Business Opportunities for Minorities, (3) Positioning Maryland on a Global Scale, and (4) State Grants and Global Resources to Bolster Non-profit Success. In addition to the workshops, the Commissions were asked to participate in a charrette. The aim of the charrette was to open dialogue between the Governor’s Commissions and also to help plan the Commissions’ direction for the next three years.

The Joint Commission Assembly ended with a dinner where the Chair of each Commission gave a report to the Governor.

THE NEW COMMISSIONThis year, the Governor’s Commission on Asian Pacific American Affairs saw the addition of ten new Commissioners. The new Commission convened shortly after its first meeting to discuss the new goals that the Commission should work to achieve.

The following are the goals for the full commission and the three sub-committees:

TheFullCommission: • Review legislative and executive policies/programs affecting Asian American and immigrant communities and make recommendations. • Develop State Stat indicators or performance measures to evaluate the effectiveness of state programs engagement with Asian American community. • Conduct outreach with Asian American communities and organizations, including organizing a Pan Asian Summit. • Organize Asian Pacific American Heritage Month activities and represent Governor’s Office with citations and proclamations at Asian American community events. • Maintain a database of state and local resources of Asian American organizations, services, and programs. • Create an Asian American message in the Governor’s “Vision” newsletter to increase visibility and outreach. • Collaborate with the Governor’s Ethnic Commissions on issues of mutual interest and concern.

• Identify and promote opportunities for Asian American economic development in the State of Maryland; which include incentives for job training, job creation and business growth through Foreign Direct Investment. • Develop recommendations for the promotion and expansion of Minority Business Enterprise opportunities for Asian Americans in state and federal government. • Organize meetings with Embassy officials from Asian countries and trade organizations to promote increased presence and investments in Maryland. • Collaborate with Governor’s Office and Department of Business Development on State trade missions to Asia. • Promote and grow the Asian American Business Conference (AABC). • Collaborate with Sister City/Sister State organizations to promote community and business opportunities in Maryland.

CommunityDevelopmentCommittee: GoalsofthenewCommission:

• Develop recommendations to increase the awareness, recruitment and promotion of Asian Americans in State and local government positions. • Develop recommendations to assess the health and education needs of Asian Americans in Maryland. • Promote model State and county programs that expand Asian American access to health, social and educational services. • Meet with Asian medical professional organizations and clinics to discuss opportunities to partner with the Commission. • Identify programs to assist with professional credentialing of foreign-trained health professionals. • Identify ways to increase language access services for communities with limited English proficiency in State programs. • Promote Asian American voter registration and participation in elections. • Promote Asian American culture awareness/heritage/history in education. • Outreach to Asian student and professional associations to identify opportunities/challenges.

LegislationCommittee:The Commission monitors proposed legislation in four subject areas: Civil Rights, Immigration, Health Care, and Economic Development (along with the Governor’s legislation). The Legislative Committee reviews the bills and comments and determines which bills the Commission should be involved in either supporting or opposing.
