Notice Inviting Express of Interest (EOI) from Training Partners having Training

Centres with 4 and 5 Star ratings on the smart portal of NSDC for empanelment with

HSDM

Haryana Skill Development Mission (HSDM) is the apex body for all skilling initiatives in

the State. HSDM envisions capacity building of unemployed youth by delivering quality skill

training, leading to meaningful employment, to stimulate economy of the state.

Mission Director, Haryana Skill Development Mission (HSDM), invites sealed proposals

from agencies, with Training Centers in the state of Haryana with 4- & 5-star accreditation

on the SMART Portal of NSDC for “Empanelment with Haryana Skill Development Mission

(HSDM) to conduct placement linked skill training for Sectors & job roles at level 4, 5, 6 &

7 for the youth in the State of Haryana”.

It is clarified that only the agencies having existing centers in any District of Haryana and

Chandigarh with 4 & 5-star accreditation can apply.

In cases where the accreditation has lapsed, the agency will have to submit the List of such

centers along-with an indemnity bond, thereby declaring to get these centers re-accredited

and re-affiliated on SMART portal within 90 days from the date of issuance of Letter of Intent

LOI. The empanelment of the centers, which have been declined accreditation or have been

de- accredited, will deemed to be cancelled after the given period.

HSDM will allot job roles to the training centers after the accreditation is done. If the training

partner fails in accrediting the center within the given time period, the LoI will automatically

deemed to be cancelled.

HSDM, through this Notice Inviting Expression of Interest (EOI), seeks to empanel Training

partners meeting the requisite eligibility criteria, to conduct training in the State of Haryana.

A. Eligibility Criteria:

Applicants fulfilling the following criteria will be eligible to participate through this Notice

Inviting Expression of Interest:

1. The agency should have existing center/s in any district of Haryana or Chandigarh.

2. The agency can be a sole proprietorship firm, partnership firm, Company, Limited

Liability Partnership, Trust or Society. A certificate of incorporation should be

furnished by the Agency along with the proposal.

3. The training agencies and centers should be already registered on NSDC SMART

portal for PMKVY for job role under the sectors. The List of Centers and job roles

which are already registered and accredited/ affiliated is to be furnished to HSDM

along with the proposal as per specified format enclosed at Annexure-7. The agency

will have to provide Smart approved accreditation certificate of the applied Job Role.

4. The Training centers which are already registered on SMART portal should have a

star rating of 4 and above. A training center with a star rating less than 4 will not be

considered for empanelment. In case the agency registration has lapsed or due for

renewal on SMART, then it should submit a declaration to HSDM for reaccrediting

the center within 90 days from the date of letter of intent issued to the respective

training partner. The List of Centers and job roles which are expected to be compliant

to Accreditation and Affiliation guidelines as issued by NSDC/SSC is to be furnished.

5. All the applicants must submit the local skill gap analysis report along with the Job

roles/QP in demand for the Industries existing in vicinity of the district and placement

opportunities available for the proposed Districts in Haryana. The skill gap analysis

should be provided as per the Annexure- 6. This analysis should be done in

consultation with local Industries, SSCs and District administration.

6. The applicant agency has to submit at least 5 numbers of MoU signed with the local

Industries for the placement of the trained youth aligned to their proposed job roles.

The format for the MOU is being enclosed as Annexure 10.

7. The applicant training partners should have readiness to commence training on job

roles within a period of 120 days from the date of issuance of Letter of Intent. Any

inordinate delay in commencement of targets may lead to revoking of targets.

8. The agency should have an average annual turnover of at least Rs. 30.00 lacs from

training operations (excluding grants and donations) in the last 3 financial years-

2016-17, 2017-18 and 2018-19. A certificate from a CA should be submitted as per

Annexure-II.

9. The agency should have a positive net worth in the last 3 financial years- 2016-17,

2017-18 and 2018 and 2018-19. A certificate from a CA should be submitted as per

Annexure-II.

10. The proposed training center should have provided at least one batch of skill

development training and should have placement record of at least 70% candidates in

the last financial year. Information has to be given in Annexure-III for the same.

11. Applicant agencies should not have been blacklisted by any donor agency/ State

Government/ Central Government. An affidavit has to be submitted as per Annexure-

IV

12. Applicant agencies will have to submit an undertaking to follow HSDM Training

norms (as amended from time to time) for conducting the training program as per

Annexure-V.

13. The empanelment of the centers, which have been declined accreditation or have been

de-accredited, will be deemed to be cancelled.

14. The Bidder shall submit a Letter of Authorization as per Annexure-9, authorizing the

signatory of the proposal to commit the Bidder and agreeing to ratify all acts, deeds

and things lawfully done by the said attorney

15. The Bidder has to submit a cover Letter as per Annexure-1.

16. Proposal should be properly binded either spiral binding or bookbinding.

- Note-Failure to comply with any of the eligibility conditions will lead to

rejection of the proposal.

B. Other Terms and Conditions:

1. A particular center will not be permitted to operate the same job role under two

different schemes. However, the above restrictions are waived off in case of centers

owned by the state or the central government.

2. No joint venture or consortium or association is permissible.

3. The Training partner for whom training centers are already running courses under

Haryana Skill Development Mission need not propose the name of the Training

Centre.

4. Verification of center will be approved through center inspection either directly by

HSDM or HSDM nominated Agency as per stipulated norms and the accreditation

standards for running a Job Role. The Agencies/TP must maintain the required

infrastructure and personnel at the centers always during training.

5. Merely fulfilling the eligibility criteria for selection of applicant under this EOI or

getting empanelled, will not guarantee allocation of work or award of target to the

agency.

6. Training cost Payment: It will be paid as per Common Cost Norms guidelines issued

by MSDE or as amended from time to time. No amount will be paid over and above

as mentioned under CNN.

7. The 1st, 2nd and 3rd tranche of payment would be @ 30%, 30% & 40% respectively.

8. Criteria to raise Invoices Training Partners will have to comply with the guidelines

of Haryana Skill Development Mission in matters related to raising of invoices. Any

delay in the same would invite penalty as fixed by HSDM. Any amendment/

modification/ introduction of new terms of penalty in case of noncompliance would

also be binding on the training partner.

9. The empaneled Training Partners have to ensure that, all the under-training candidates

have punch in and punch-out their attendance on the AEBAS /Geotech real time

attendance capturing system in the MIS on regular basis. The same attendance data

will be used as means of verification for the payments to the Training Partners.

10. Duration of the Empanelment: The agency will be empaneled for 3 years subject to

annual renewal of accreditation on the SMART Portal as per guidelines and standards

of accreditation or any further circular orders issued by Haryana Skill Development

Mission.

11. Conduct of Training and Branding of program: The Applicant has to follow

guidelines, circulars, notifications etc. Issued by HSDM, MSDE, NSDC, respective

SSCs, including cost and process norms for Branding of the program, Training,

Assessment & Certification, Placement, Tracking, Payment disbursement etc.

12. No training can be conducted unless the Training Centre and the specified job role is

accredited and affiliated on SMART.

13. The Mission Director, HSDM reserves the right to accept or reject any proposal

without providing any reason, what so ever. The decision of HSDM shall be final and

binding upon the Company/TP/Agency.

14. Jurisdiction: All disputes and differences, whatsoever shall be referred to the courts

at Chandigarh, Haryana which shall be the courts having jurisdiction to entertain and

try the same.

15. In case of a dispute regarding the interpretation of any of the clause of this document

the decision of HSDM would be final and binding on all.

16. HSDM reserves the right to cancel the process for empanelment of Partners at any

stage without assigning any reasons.

17. Allocation of Building for Training infrastructure: HSDM may at its own discretion

ask the TP to use Government ITI or any other Government premises if available in

location to develop training center and implement the skill training program. In this

case HSDM would deduct 10% of the total training cost from the invoice raised by

HSDM empaneled Training Partners against rent of the building.

C. Document / Proposal processing Fee

All Applicants have to pay a non-refundable Proposal Processing Fee of Rs. 15,000/- (Rupees

Fifteen Thousand only) in the form of a Demand Draft/ Bankers Cheque drawn from a

Scheduled Bank of India in favor of “Haryana Skill Development Mission” payable at

Chandigarh. The Document processing fees need to be paid along with the application for

empanelment. Non- submission of proposal processing fee will lead to the outright rejection

of the proposal.

D. Performance Security Deposit:

If work is sanctioned and work order is issued to the empaneled training partner, the TP would

be required to furnish a Performance Security Deposit (PSD) i.e. an amount of 10% of the

work order issued for the specific training center during the submission of document for the

center approval. The PSD will be submitted in favor of “Haryana Skill Development Mission

“in the form of Bank Guarantee payable at Chandigarh. The duration of the Bank guarantee

would be of minimum two years from the date of issuance of the Bank guarantee. This would

be treated as one of the checklist for the approval of training center. The empanelled bidder

need to submit fresh BG for each additional work allocated to the bidder by Haryana Skill

Development Mission.

E. Scope of Work:

1. The broad scope of work of the empanelled TPs are as follows:

a. Mobilization, Pre-Counselling and Registration of eligible candidates

b. Forming Training Batches

c. Assignment of ToT certified trainers to the batches.

d. Conduct of training

e. Getting the trained batch assessed by the SSC

f. Placement of the assessed and certified candidates

g. Post Placement Tracking of placed candidates

2. A TP will have to adhere to the processes required for skill training as per SSC,

including deploying Tot certified faculty. The training partner will also ensure of

installing Aadhar enabled biometric attendance, assessment, certification, placement

and post placement verification.

3. HSDM shall monitor project implementation as per the monitoring & evaluation

framework, through an online Management Information System (MIS) and offline

checks.

4. The TPs shall not engage in training activities that conflict with the interest of the

HSDM / Government of Haryana under the Agreement.

5. The TPs shall not charge the candidates for the training being conducted under the

Haryana Skill Development Programme under any pretext.

F. Sectors and QP Level:

Training Providers would be empanelled based on the sector expertise and their willingness

to impart skill training in NSQF level 4 and above job roles only.

G. Application Procedure:

The response to this Notice Inviting Interest along with all required documents are to be

submitted by interested agencies in hard copy on or before 16th July, 2019 by 5 PM. After the

due time no applications shall be entertained. The proposal has to be submitted in a sealed

non-transparent envelope super scribed with “Proposal for Empanelment of Training

Providers with Haryana Skill Development Mission (HSDM) for providing training

under various schemes of HSDM for Sectors & job roles at level 4, 5, 6 & 7 in the State

of Haryana” along with Tender Ref. No. and details of the applicant with contact no. and

email id.

Incomplete responses or those received after the specified time and date or not fulfilling the

specified requirement shall not be considered. The proposals will be opened in front of the

committee constituted for the said purpose and the authorized representative of the agencies

who wish to be present, in the office of the HSDM. The date for opening of the proposal have

been mentioned in the indicative time lines in a separate section.

H. Process Flow:

1. On application for empanelment by the Training Partner, the application will be

scrutinised by HSDM.

2. Applications with proper documentation will be considered as eligible for further

evaluation by Haryana Skill Development Mission. Applications with incomplete

documentation will be summarily rejected.

3. HSDM will conduct the Technical evaluation of the proposals as per the Evaluation

matrix provided in Addendum-1.

4. The Technical evaluation will be done in two phases i.e. Desk evaluation and

Presentation round.

5. The total marks for Desk evaluation would be 70. All proposals will be scored by a

Committee constituted by HSDM for evaluation purpose. The cut off marks for Desk

evaluation round of the technical evaluation would be 40. All the proposals scoring

less than 40 marks would be summarily rejected. The proposals scoring more than

60 marks would be directly empanelled with the Mission. The proposals of agencies

scoring more than 40 marks but less than 61 marks. would be called for the

Presentation round.

6. The Total marks for the Presentation round will be 30. All the proposals of agencies

scoring a total cumulative mark of more than 60 would qualify for empanelment with

Haryana Skill Development Mission. The marks of the Desk verification would be

added with the marks of Presentation to obtain the final cumulative score.

7. Allocation of targets can be done only after the accreditation and affiliation process

of a training center is complete.

8. In case accreditation and affiliation under SMART is complete, targets will be

allotted.

9. In case accreditation and affiliation is not completed, each training Centre will have

to obtain re-affiliation and re-accreditation for each job role within 90 days of issue

of Letter of Intent (LOI), or as may be decided by HSDM.

10. Once the accreditation and affiliation is completed, the training center will be

allocated targets for training by HSDM under skill development scheme as deemed

fit by HSDM.

11. On allocation of targets, an agreement will be signed between HSDM and the training

partner detailing the terms and conditions of the arrangement.

12. All the terms and conditions as applicable under Haryana Skill Development Mission

will be binding on the training partner.

I. Allotment of Targets:

1. The allotment of target for particular Job Role in a district would be done as per the

available target of HSDM, demand of particular job role, capacity and availability of

centers run by applicants/TP and any other parameter defined by HSDM may from

time to time. However, any allocation of target can be done only after the accreditation

and affiliation process of a training center is complete. HSDM will have the sole

discretion to devise the method of distribution of targets amongst the eligible centers

and this will be final and binding on the successful agencies.

2. Targets will be allocated under any scheme of HSDM.

3. In case of multiple eligible applications received for the same Job role in a particular

district the following preference shall be made applicable in the order mentioned

below.

i.The score and rating on SMART Portal

ii.Training Centre which has the track record for higher placement

4. HSDM reserves the right to fix the targets, allot the targets and even change the

allotted targets as it may deem fit.

J. Proposal rejection:

1. Incomplete application, criteria mismatch or non-cooperation in verification / audit,

by the applicant may lead to rejection of the application and applicant organization

will solely be responsible for this.

2. Proposal received after due date and time will be summarily rejected.

3. Agency’s failure to submit sufficient or complete details as mentioned in this

document.

K. Key Submissions:

1. 1.A Large sealed Envelope clearly SUPERSCRIBING “Proposal for Empanelment of

Training Providers with Haryana Skill Development Mission (HSDM) for providing

training under various schemes of HSDM for Sectors & job roles at level 4, 5, 6 & 7

in the State of Haryana” along with Tender Ref. No. and de- tails of the applicant with

contact no. / email id. (All the necessary documents will be in the Large Envelope

which has been clearly super scribed with the words as mentioned above.)

with the norms of training of HSDM or any amendments to it as deemed fit by HSDM

and issued from time to time.

4. We have perused the Guidelines for Accreditation, Affiliation and Continuous monitoring

of Training centers for the Skill Ecosystem issued by NSDC and MSDE and we have already

obtained/ are confident of obtaining the accreditation and affiliation of our training center/s

under 4 & 5-star category and job roles on NSDC portal.

5. We also understand that in case the accreditation and affiliation is not obtained by us or we

are de- accredited, our empanelment in response to this EoI shall be deemed to be cancelled.

6. We shall bear all the costs associated with registration, accreditation and affiliation of our

training center and job roles on the NSDC portal.

7. We have done Skill Gap Assessment in all the locations as mentioned in the EoI. The report

of the Skill Gap Assessment in enclosed as Annexure 6.

8. We are also submitting ………………….. numbers of MoU copies, which we signed with

9. We acknowledge the right of HSDM to reject our EOI without assigning any reason or

12. We understand that merely empanelment does not guarantee allocation of targets by Haryana

Skill Development Mission.

in this EOI shall be on the terms and conditions specified in the Letter of Award/ Work

Order/ Agreement pertaining to such work, which shall be thoroughly reviewed and accepted

by us before undertaking such work.

trained and placed) lies upon the Bidder. Detailed candidate-wise data may be provided .

Annexure 8: Format for Indemnity Bond

INDEMNITY BOND

For getting registered, accredited and affiliated on SMART (to be furnished on Stamp paper

of Rs. 100 duly notarized)

This deed of Indemnity is executed by ………………………………………. hereinafter referred to

as Indemnifier, in favour of Haryana Skill Development Mission, hereinafter referred to as

Indemnified.

Whereas the Indemnified has invited proposals from Training Providers having 4 and 5 star rating on

the SMART portal of NSDC for providing training under various schemes of Haryana Skill Develop-

ment Mission, the pre-requisite of which is that the Training Provider should get their centers ac-

credited as per the Accreditation Standards and should get their job roles affiliated as per the Rules

and Regulation of the SSCs on the SMART portal of NSDC.

Whereas the Indemnifier has applied to be empaneled under the various skill development schemes

of Haryana Skill Development Mission for specified sectors and Job roles

The Indemnifier hereby, irrevocably agrees, that the indemnifier shall get its centres registered on

SMART and complete the accreditation and affiliation process within a period of 90 days from the

date of issuance of Letter of Intent to the training provider, or such further period as may be notified

The indemnifier agrees that it shall not undertake any training unless its training centre/ Centres is/

are accredited and affiliated for that particular job role.

The indemnifier agrees that in case the centres have been declined accreditation or have been DE

accredited, their empanelment will deemed to be revoked after 90days from the issue of the letter of

Intent or such extended date as notified, or the date of declining the accreditation whichever is

earlier.

The indemnifier also agrees that in such cases , the indemnifier will not be able to claim reimburse-

ment or payment of any amount on account of he empanelment or accreditation or affiliation or any

other purpose from the indemnified.

BACKGROUND

The training partner intends to train and place candidates in the State of Haryana under the various

Centrally and State sponsored skill development schemes and the Hiring Agency needs skilled

manpower in order to effectively run its operations.

WHEREAS:

i) The Parties understand and acknowledge that this MOU is a pre-requisite for further

collaboration and cooperation activities required for placing the trained candidates in the State

of Haryana.

ii) That the parties understand that this MOU is being entered with a good intent and the terms and

conditions of the MOU are non- binding on both the parties.

PURPOSE AND OBJECTIVES

. The specific purpose of this MOU will be to work out the modalities for ensuring the placement of

the trained candidates in the State of Haryana, specifically to the training programmes under the banner

of Haryana Skill Development Mission.
