1. Background

The introduction of the Primary School Achievement Certificate (PSAC) in replacement of the

Certificate of Primary Education (CPE) has prompted a major review of the way pupils will be

assessed at the end of the primary cycle. In particular, the assessment has been reviewed in line with

the new goals and objectives of the revised National Curriculum Framework (NCF) for Primary.

This document outlines the philosophy behind the re-designing of the assessment in Hindi Language.

It details the key considerations that guided the development of the new assessment booklet, the

paper description and the paper design.

2. Re-designing the Hindi Assessment: The Fundamental Questions

The following key questions guided the development of the Hindi assessment:

2.1 Why are we assessing?

The main purpose of the PSAC Assessment is to measure the amount of learning that has taken place

after six years of primary schooling. As such, the assessment is primarily meant to evaluate the level

of achievement of pupils in the different learning areas in Hindi Language.

This fact underpins the philosophy running through the assessment. For all the different learning

areas, tasks will be set at different levels to enable all pupils to show what they can do.

2.2 How is the assessment benefitting learners?

Another crucial consideration in the development of the assessment was the potential washback effect

of the assessment. Washback refers to the effect that an assessment has on the teaching-learning

process, and ideally, an assessment should aim to have as positive a washback as possible.

The Hindi assessment for the PSAC aims to achieve positive washback by assessing the curriculum

as widely as possible. All the key learning areas and skills are covered in the assessment. This

should ensure that all the learning outcomes spelt out in the National Curriculum Framework are

adequately covered in the classroom.

2.3 The Guiding Principles

Based on the above, the guiding principles buttressing the assessment can be summed up as follows:

A curriculum-driven assessment

Ensuring positive washback

Fair to all all ability ranges catered for

Setting and maintaining of standards

Valid and reliable items

Sound mark allocation

3. What will be assessed and how?

The Hindi assessment will focus on the following areas:

1. Reading Comprehension (40%)

2. Writing (30%)

3. Grammar and Vocabulary (30%)

Within each area, assessment tasks of different levels will be set:

4. The Paper Description

A full paper description is provided below:

Question 1A: This question will assess candidates knowledge of common vocabulary. Tasks will be

related to the labelling of pictures (5 marks).

Question 1B: This question will assess reading comprehension ability at a basic level. This will be

done through tasks which require candidates to match a sentence to the corresponding picture

(5 marks).

Question 2A: Knowledge and recognition of proper grammatical structures will be tested through

multiple-choice items (10 marks).

Question 2B: This question will assess candidates ability to deal with vocabulary in context,

through multiple choice items (5 marks).

Question 3: This question will assess reading comprehension at an intermediate level, in particular

the ability to locate information. Different types of informative texts may be used to elicit

comprehension (e.g a short text, a poster, an advertisement, a letter, a postcard, an invitation card,

etc) (10 marks).

Questions 4A and 4B: Candidates ability in reading comprehension will be assessed through their

understanding of an extended passage (narrative, informative or descriptive). A range of reading

comprehension skills may be assessed in this question locating explicit information, guessing the

meaning of unfamiliar words from the context, recognizing relationships between persons, actions

and events, following the sequence of events, inference, identifying central themes and ideas and

providing a personal response to the text. This will be done through multiple choice (4A- 5 marks)

and open ended questions (4B 10 marks).

Question 5A: This question will assess writing at the sentence level. Knowledge of syntax will be

assessed through re-arranging jumbled words (4 marks).

Question 5B: This question will also assess writing at the sentence level. Knowledge of syntax will

be assessed through a sentence completion task (6 marks).

Question 6: Reading with understanding will be assessed through a Cloze Test and candidates will

have to fill in the blanks with the given words (10 marks).

Question 7A: This question will assess candidates knowledge of grammar and spelling in context.

Sentences containing grammatical and spelling mistakes will be set and candidates will have to

correct these mistakes (5 marks).

Question 7B: This question will assess knowledge and application of word transformation rules in

Hindi. Sentences will be set and candidates will have to complete the gaps by carrying out the correct

transformation of the given words (5 marks).

Question 8: This question will assess candidates ability to use simple cohesive devices (like adverbs

of time, manner or place) or conjunctions to write sentences. The task will be based on pictures and

given words. The different sentences must be linked together with the given words to make up a

coherent short story (10 marks).

Question 9: The ability to write a coherent piece of continuous prose will be assessed in this

question. This will be done through a guided composition (canvas) (10 marks).
