Application Process
• Applicants can apply only once per academic year to take the AO admission entrance examination for
admission to the Waseda University Graduate School of Environment and Energy Engineering
(WEEE) doctoral program.
• Applications submitted from outside Japan will not be accepted. (* Except for applicants who are able
to pay the entrance examination fee and take the examination in Japan.)
• Before submitting your application, please contact the WEEE Admissions Office by e-mail at

• If you are interested in applying to other selection systems offered by WEEE, please contact the
WEEE Admissions Office.

4. Application Criteria
Applicants must meet at least one of the following six criteria. Applicants for September 2017 admission
must meet the relevant criterion by September 20, 2017, and applicants for April 2018 admission must
meet it by March 31, 2018.
Holders of a Master's Degree, a Professional Master's Degree, or a Professional Doctorate Degree in
Law or those who are scheduled to receive such degree

Holders of a Master's Degree, a Professional Master's Degree, or equivalent from an institution
outside Japan or those who are scheduled to receive such degree
Those designated by the Minister of Education, Culture, Sports, Science, and Technology
Those who have completed postgraduate programs and received a degree equivalent to a Master’s
Degree from United Nations University or those who are scheduled to receive such degree
Those who have engaged in research for two years or more at a university, institute, or the like after
graduating from university, and has an academic ability that has been acknowledged by Waseda
University to be equivalent to that of a person holding a master’s degree or higher based on, for
example, the achievement of such research; or
Those who have been recognized by WEEE as possessing academic credentials superior to those of
holders of a Master's Degree, Professional Master's Degree, or Doctoral Degree in Law through an
individual entrance requirements screening process and are scheduled to reach 24 years of age by
the time of admission.
Applicants seeking to qualify under criterion or must contact WEEE at least two months prior to the
application deadline.
5. Application Period
Applications for the July, October, and February entrance examinations must be postmarked as follows.
July entrance exam: June 1(Thu) – June 14 (Wed), 2017
October entrance exam: September 6 (Wed) – September 19 (Tue), 2017
February entrance exam: December 6 (Wed) – December 19 (Tue), 2017
* Applicants may take only one of the above examinations.
* Applicants wishing to apply for September 2017 admission should take the July examination.
6. Application Documents
Create the application documents in Word format and print them out for submission. If you will be
submitting handwritten documents, use a black ink pen or ballpoint pen. Fill in the documents using
block capitals and Arabic numerals.

b. Do not complete sections marked with *.
c. Each supervisor can only accept a limited number of students. Once you have read pages 14–
16, make sure that you list your top three preferred supervisors in order of preference (the
listing of any other preferences is optional) in the designated section as shown below.

d. The photograph you submit must be a color photograph that is 4 cm high and 3 cm wide (without
border), and it must have been taken within three months of the date on which the application is
received. Do not use a photograph that could prevent the examination supervisors from
recognizing you at the examination venue because of your hairstyle, whether you are wearing
glasses, etc. Write your name on the back of the photograph, and then paste it on the application
form. Make sure that you keep the negative for the photograph as three identical photos will be
required for the admission process (assuming you are admitted to the program).
e. Paste the certificate of payment that you receive once you have paid the entrance examination fee
at a convenience store on the application form, or attach the printed “Result” page to the
application form after completion of the payment by credit card.
Curriculum Vitae: Prescribed form
a. In the educational background section, list your entire educational background from high school to
present (including your background as a research student).
If there is not enough space on the form, list your academic background on a separate piece of
paper and send it with the application form.
b. The examination admission card, Announcement of First Screening Results and Final Results,
admission process documents, etc., will be sent to the mailing address written in the current
address section, so make sure that you accurately write a mailing address where you are certain
to receive these documents.
Original copies of relevant certificates
If you have completed a master’s program, submit a certificate of completion (certificate of expected
completion for those who expect to graduate), degree certificate for that program together with
academic transcripts for the master’s and undergraduate programs.
* Applicants must submit original certificates.
* Applicants who have transferred must also submit the academic transcripts for their studies prior to
the transfer.
* If the certificate is in a language other than Japanese or English, a Japanese or English translation
that has been certified by an official organization (e.g., the relevant embassy, consulate, or notary
office) must be provided.
* Applicants who have graduated from universities in China must also submit a photocopy of
graduation (completion) certificate (卒業証書) with 18-digit certificated number together with original
certificate of completion, degree certificate, and academic transcripts.

* Students graduated universities in China may submit "学历认证报告(英文版)" and "成绩认证报告(英
文版)" issued by "中国教育部授权学历认证机构(或中国教育部授权学历认证机构指定的日本代理机
构)" as substitutes for certificates issued by university.
Statement of Research and Social Activities: Prescribed form
Summarize the research and social activities you have engaged in to date within 500 words.
Statement of Academic Achievements: Prescribed form
Describe your achievements you have made in terms of research, etc.
Letter of Self-Recommendation: Prescribed form
Summarize your reason and motivation for pursuing your studies and demonstrate your competence,
etc., within 500 words.
Research Plan: Prescribed form
Summarize your intended research project and other activities, etc., within 500 words.
Approval of Application: Prescribed form
This document must be submitted by an applicant who is enrolled as a regular student in a doctoral
program at another university or another graduate school of Waseda University at the time of
application.
Questionnaire: Prescribed form
We would appreciate your cooperation in completing this questionnaire as we wish to use the
responses as reference for public relations related to future admissions, etc. Please note that this
questionnaire is not used as a basis for the screening of applicants.
English Test Score Report (A4 size copy)
* Only the following reports are acceptable
a. TOEIC L&R,
b. TOEFL-iBT
c. IELTS Academic
* Examinations taken within two years from the admission period for application documents are
acceptable.
* TOEIC IP, TOEIC S&W, TOEIC Bridge, TOEFL ITP, TOEFL PBT, TOEFL CBT, IELTS General
Training etc. are NOT acceptable.
11 Optional documents
Attach the following documents, if available.
• Letter of Recommendation (original): Prescribed form
The letter of recommendation should be preferably in the prescribed form while other formats can
be accepted. The letter must be issued within two years of the last day of the application period
and submitted in a sealed envelope with the referee's signature over the seal.
The letter must be written in English or Japanese.
• Offprints of academic papers, presentations at academic conferences, etc., as well as a list
and photographs of the materials created
• Qualification certificates, a photocopy of a summary of acquired patents, etc.

Applicants who are foreign nationals must also submit the following.12 Statement of Source of Funding: Prescribed form
a. This is not required if you have permanent resident status.
b. If you are expecting to receive a scholarship for the regular duration of the program, you must
submit an original certificate indicating the amount to be received, the length of the sponsorship,
and the specific characteristics of the scholarship or funding.
13 Original Certificate of Residence or a Copy of Your Resident Card (both front and back)
* The Certificate of Residence must contain the following information: nationality, residence status,
period of stay, expiration of a visa, and resident card number.

7. Application Procedure
The application documents must be sent by postal mail only. Applications postmarked after the
application deadline will not be accepted.
Applications submitted from outside Japan must arrive by the deadline. (*For applicants who are able
to pay the entrance examination fee and take the examination in Japan.)
* send the applications by international courier service, such as EMS etc. which enables you to trace
the documents.
Send the application by the Kan’i Kakitome Yubin registered mail in a K2 size envelope (i.e., 240
mm 332 mm), which can hold A4 documents without folding.
Send by the Kan’i Kakitome Sokutatsu Yubin registered express mail if the deadline is imminent.
On the envelope, write the program name and admission month in red ink.

A certificate of receipt for the application documents will not be issued. Track the documents using a
mail tracking number issued by the post office in order to check whether the WEEE Admissions Office
has received them.
We do not accept application documents that are submitted in person at the WEEE Admissions
Office.

8. Entrance Examination Fee
35,000 yen
The entrance examination fee of 35,000 yen must be paid before you send the necessary application
documents.
* If there is a possibility that you will become a Japanese Government (Monbukagakusho: MEXT)
Scholarship student after admission to the graduate school, please consult the graduate school office
before applying. You may be eligible for an exemption from the entrance examination fee.
9. Entrance Examination Fee Payment
Payments for the July, October, and February entrance examinations must be made as follows:
July entrance exam: June 1 (Thu) – June 14 (Wed), 2017
October entrance exam: September 6 (Wed) – September 19 (Tue), 2017
February entrance exam: December 6 (Wed) – December 19 (Tue), 2017
*Make the payment before you submit the application documents. Applications with no record of theentrance examination fee having been paid will not be accepted.
* Please note that the payment periods vary depending on the admission category(i.e., admission in July, October, or February).
Please pay the screening fee by using one of following methods.
<Payment at a convenience store>
To make a payment at a convenience store, you must complete the designated application
procedure in advance by accessing the “screening fee convenience store payment site” (http://e-
shiharai.net/) [Japanese only] on the Internet from a personal computer or a mobile phone and
complete the prescribed online procedures. After accessing the website, please make the payment at
a convenience store.
After making the payment, detach the “Certificate of Payment of the Screening Fee” on the
Screening Fee Handling Description, paste it to the designated space (“Screening Fee Payment
Certificate” [入学検定料・選考料取扱明細書]) on the Application From, and submit it. For more
information on the payment, refer to “Convenience Store Easy-Pay Systems for Entrance Exam
Fees” on page 18.
●The payment can be made 24 hours a day, seven days a week , including Saturdays, Sundays, andholidays. However, please note that application via the website will end at 23:00 on the last day ofthe payment period. Similarly, you will not be able to make a payment at a convenience store after23:30 on the last day of the payment period.
● If a family member or acquaintance of an applicant conducts the procedure for the applicant, thefamily member or acquaintance must enter the applicant’s information.

<Payment by credit card, China Union Pay or Alipay (online payment)>
To make a payment by credit card or online payment system (China Union Pay or Alipay), please
access the online screening fee payment website (https://e-shiharai.net/ecard/) and complete the
required procedure.
After completion of the payment, print out the “Result” page and attach it to the Photo submission Slip
and Certificate of Receipt for Examination Fee. For details, refer to “Examination Fee Payment by
Credit Card, Union Pay, and Alipay” on page 19.
●The payment can be made 24 hours a day, seven days a week , including Saturdays, Sundays,
holidays. However, please complete the payment through “e-shiharai.net” by 11:00pm Japan Standard
Time on the last day of the payment period.
●The payment can be made with a credit card held in the name of a person other than the applicant.
However, the applicant’s information must be entered in the “Basic Information” page of the screening
fee payment website.
The applicant is exempt from the entrance examination fee in the following cases:
Application to the WEEE doctoral program coincides with the applicant’s completion of a master’s
program offered by WEEE or one of the following Waseda University graduate schools: Fundamental
Science and Engineering; Creative Science and Engineering; Advanced Science and Engineering; or
Information, Production, and Systems.
Application to the WEEE doctoral program is submitted after the applicant has completed a master’s
program offered by WEEE or one of the following Waseda University graduate schools and
subsequently become a general research student of one of these graduate schools: Fundamental
Science and Engineering; Creative Science and Engineering; Advanced Science and Engineering; or
Information, Production, and Systems. However, this exemption is limited to applications made within
four years of the applicant’s enrollment in the master’s program.
10. Examination Admission Card
After the application documents have been accepted, an examination admission card will be sent by
postal mail to the current address given in your CV.
If you find any errors in the information provided on the examination admission card, contact the
WEEE Admissions Office immediately.
If the examination admission card does not reach you at least one week prior to the examination
date, contact the WEEE Admissions Office.
11. Important Information about Applications
As a general rule, application documents and screening fees are not returned or refunded. However,
the full screening fee will be returned in the following circumstances. If any of the following applies to
you, contact the WEEE Admissions Office.
1) The applicant paid the screening fee, but failed to submit the required application documents.
2) The applicant paid a screening fee and submitted the application documents after the deadline.

3) The applicant paid a screening fee and submitted the application documents, but your application
was rejected before screening due to the following reasons.
*The submitted application materials are not complete enough to meet the application
requirements.
*The applicant doesn’t meet all the eligibility criteria.
If you have made a payment by credit card, any handling fees which may be incurred for refund
must be paid by the applicant.
Application documents may not be accepted if they have not been completed correctly. If the WEEE
Admissions Office contacts you about this matter, follow the instructions provided immediately.
If you require special arrangements for the examination and/or enrollment due to a physical
impairment, contact the WEEE Admissions Office before submitting your application documents. If
you are suffering from a serious illness or injury that impedes your ability to take the entrance
examination, notify the WEEE Admissions Office immediately, even if you have already submitted
your application.
If the application documents and materials that you submit to Waseda University are found to have
been forged, falsified, or plagiarized, this will be regarded as a dishonest act and your examination
results may be voided. In such circumstances, we do not return the submitted documents, materials,
or screening fee.
Screening Process
1. Screening Methods and Dates
Screening comprises the first screening (document review) and the second screening (interview).
The WEEE Admissions Office screens applicants based on an examination of the application
documents (first screening).
The Announcement of First Screening Results are sent to all applicants by postal mail to the current
address given in their CVs.
Those who pass the first screening are able to take the second screening.
Successful applicants are selected after a comprehensive evaluation of the application documents
and the results of the interview has been conducted.
The Announcement of Final Results are sent to all applicants (regardless of whether they actually
attended the final examination or not) by postal mail to the current address given in their CVs.

2. Second Screening (Interview)
The second screening is conducted in the form of an interview (including a presentation and Q&A
session).
The second screening is scheduled to be held at Building No. 22 on Waseda Campus (see the map
on page 17).
The venue, date, and time for the second screening will be specified separately in a notice
when the Announcement of First Screening Results is sent.
During the presentation, applicants are required to make a PowerPoint presentation based on
the following application documents that they submitted: Statement of Research and Social
Activities, Statement of Academic Achievements, Letter of Self-Recommendation, and
Research Plan. An applicant’s presentation should not last more than 20 minutes.
At the examination venue, equipment such as a PC, a projector, and a projection screen will be
provided. See the following section for details.
Bring your examination admission card, stationery, and the removable media (i.e. USB flash
drive or CD-R disks) containing your presentation materials to the venue.
Please be aware that applicants who are late will not be allowed to take the second screening.
3. Devices and Media for Presentations during the Second Screening(Interview)
The following devices and media can be used for presentations during the second screening (interview):
The computer and projector set up at the examination venue by WEEE.
A computer and any other devices brought by the applicant.
Removable media (i.e. a USB flash drive or CD-R disks) can be brought to the venue for use on the
computer provided by WEEE, as long as the data format is compatible with Windows.
PowerPoint 2010, which is installed on the computer provided by WEEE.
A laser pointer, which will be provided by WEEE.

An applicant’s presentation should not last more than 20 minutes. If you wish to use your own
computer, start your computer and open the presentation file before you enter the room.
If you wish to distribute handouts to the faculty members at your presentation other than the
documents submitted with your application, send them as a PDF file (maximum size: 2 MB) to the e-mail
address below by the date specified by WEEE. The title of the e-mail should be “Presentation handouts:
-Your name-”.
If you have any inquiries regarding the devices you will be using for your presentation, please contact the
WEEE Admissions Office.
Announcement of Results
1. Announcement of Successful Applicants from the First Screening
The WEEE Admissions Office will send the Announcement of First Screening Results to all applicants by
postal mail to the current address given in their CVs according to the following schedule.
* If the Announcement of First Screening Results has not reached you one week after the scheduled
date, contact the WEEE Admissions Office.
Dates on which the Announcement of First Screening Results will be sent out:
July entrance exam: June 27 (Tue), 2017
October entrance exam: October 3, (Tue), 2017
February entrance exam: January 23 (Tue), 2018
2. Announcement of Final Successful Applicants
The WEEE Admissions Office will send all successful applicants from the first screening (regardless
of whether they actually attended the final examination or not) the Announcement of Final Results by

The entrance procedures will be completed by the payment of admission fee, school expenses, and

3. Important Notice for Application for “Certificate of Eligibility (COE)”
For students who must obtain a visa to attend Waseda University, WEEE will apply for the “Certificate of
Eligibility” to the Immigration Bureau of the Ministry of Justice on behalf of the student who has
completed the admission process by the due date.
*Those with “Short-Term” visas are not eligible for university enrollment.
*If you currently have a visa other than “Short-Term” visa (such as “Permanent Resident”,” Dependent”,
etc.), you do not need to apply for COE.
*If you wish to change your visa status to that of “College Student”, proceed to the process for the
“Application for Change of Status of Residence” on your own.
*If you fail to submit any required documents or submit incomplete documents, we will not process your
COE application.
*The Immigration Bureau of Japan may not issue the COE depending on the content of documents
prepared by an applicant. WEEE is not responsible in such a case.

Environmentally Conscious Systems and Machines Hiroshi Sekiya
Given the pressing need to tackle global environmental and energy issues in recent years, research and
development into environmentally conscious systems and machinery which will reduce the
environmental load are becoming increasingly important for the sustainable development of human
society and the conservation and regeneration of the natural environment.
The research guidance provided in this area seeks to offer solutions to these challenges by focusing on
research and development into system equipments with the external-combustion engine and the natural
refrigerant, as well as the development of a method for their optimal design. In addition, students will
pursue the application of such system equipment in next-generation distributed electricity generation,
cogeneration, and highly efficient refrigeration and air-condition suitable for energy conservation and
clean energy. Research will also be conducted into the optimal uses of recyclable and unused energy
through the system equipment.
The research guidance provided in this area offers appropriate advice and guidance throughout all
phases of the doctoral research, starting from the selection of a research project related to
environmentally conscious system equipment.
Energy and Environmental Policies Shinichi Tomonari
Energy and environmental problems are comprehensive social issues that extend over a wide range of
academic fields.
When viewing energy and environmental problems from a political perspective, it is necessary to
consider the theory as it is presented and the theory behind-the-scenes.
The research guidance provided in this area seeks to foster a viewpoint that can see the true nature of

Environment - Energy Network Research Yosuke Nakanishi
Energy systems have many component facilities that are organically integrated and regionally expanded
large-scale entities. Full consideration to environmental preservation should be given for generation,
transport, distribution and use. This class aims for the students to acquire methods for (1) construction of
energy system with focus on environmental preservation, (2) modeling for analysis and evaluation of
energy market, and (3) optimization for planning, operation and control. The emphasis is on students
experiencing the process, from the identification of issues, planning and executing research projects,
problem solving, to presentation of research results, and to support the writing of their theses.
Environment and Power Systems Jin Kusaka
Many of today’s environmental problems are attributable to combustion. Recently, various chemical
substances have been highlighted as causes of environmental pollution. The need to clarify the
production and decomposition processes by which these chemical substances cause environmental
pollution is expected to grow even greater. In researching the combustion phenomena governed by
chemical reactions, our main focus will be on internal combustion engines and engine systems, as well
as on the production and decomposition processes of the hazardous substances released. Our research
will also explore next generation fuel cells as an energy conversion system and the engine systems that
employ such fuel cells.
Environmental and Exergy Engineering Research Takao Nakagaki
Technological development aimed at reducing greenhouse gas emissions is urgently needed to achieve
a sustainable-energy society. It is extremely important to establish energy systems with a low
environmental impact considering features of electric, thermal, and chemical energy from the exergetic
viewpoint. Our research guidance will focus on the following themes:
• Energy storage technologies for effective utilization of renewable energy
• CO2 capture and sequestration (CCS) technologies with unused industrial byproducts
• Thermochemical and electrochemical exergy recuperation technologies applied to iron and steel
making process / industrial furnaces
• Analysis of transport phenomena / development of fabrication process for fuel cells and Li-ion
batteries
The research guidance provided in this area aims to develop individuals who possess a higher
perspective view of energy systems and are capable of identifying problems and solutions based on a
solid scientific foundation.
Assessment of Environmental Systems Makoto Nohtomi
For the construction and maintaining a sustainable society, the introduction and propagation of new
environmentally friendly technologies and social system are essential and necessary, the reasons of
these necessity are derived by the excess consumption of natural resources and burden on ecosystem
by human beings.
However it is difficult to foresee the effect and influence of control policies such as new technology
introductions and new environmental policies, so the development of assessment (evaluation)
methodology from the aspects of environment, economy and society is important for the sustainability of
earth system.
The research guidance provided in this area seeks to help students learn analytical methods for the
assessment(evaluation) of various environmentally conscious systems through exercises in applying the

method in the actual systems they desire, and to lead the students to a level where they can develop the
methods further and resolve actual problems. At the same time, OJT research activities are conducted to
allow students to try out hands-on (experimental) approaches for resolving environmental and energy-
related problems that extend outside the textbook.
Environment and Electric Energy Yushi Kamiya
In recent years, even in the automotive field, it has been extremely important to overcome environmental
and energy problems, and so related companies and researchers have been expected to further improve
the performance of internal combustion engines, and at the same time conduct R&D into alternative
driving systems. With this background, we conduct research into electric-driven vehicles (electric
vehicles, plug-in hybrids, and fuel cell vehicles, etc.) that are friendlier to the environment. Electric-driven
vehicles are superior to traditional vehicles in terms of reducing greenhouse gases, energy shift effect,
reducing the burden on the environment, and improving the passenger environment. However, there are
major technical problems, principally with the battery and charging, and so it has been difficult to carry
out extensive spread of them. Here, we design, produce, and evaluate the electric-driven vehicles, as
well as to improve the performance of its components (batteries, motors, charging systems etc.), and
while solving each individual problem, tackling the common battery and charger problems.
Energy and Sustainable System for Environment Hiroshi Onoda
Research towards social implementation has been conducted which is focused on technology and
system development for Low-carbon and Sustainable society. While the basic stance is the system
engineering approach that is based on “Life Cycle Thinking”, incorporates a viewpoint of the academic
area integrated consideration in terms of social acceptance. It is also characterized by developing
project-based research by various industry-academic-government collaboration. The research fields are
Smart Community, Next Generation Mobility System, Biomass Utilization Technology /System,
Renewable Energy Utilization Technology / System, Energy Management System, Design for
Environment, LCA (Life Cycle Assessment), Resource Recycling and Waste Management Technology
/System, Business Ecosystem and so on.

Waseda University has provided the following guidelines so that all examinations can be properly
administered and all examinees have an opportunity to perform in a fair and equitable environment. Please
read the guidelines carefully and approach the examination in a serious manner.
Dishonest Acts
1. You may be deemed to have committed a dishonest act if Waseda University determines that you have
falsified, fabricated, or plagiarized the document(s), statement(s), or information submitted for your
application.
2. Your actions may be considered dishonest if you commit any of the following acts:
Cheating (concealing or glancing at a cheat sheet or reference book during the examination,
glancing at another examinee’s answer sheet, or gaining answers from others)
Providing benefits to other examinees (providing them with answers etc.) during the examination
Keeping your mobile communication device with you or using it during the examination
Letting your mobile communication device or watch emit noise (incoming call alert, alarm, vibration,
etc.) during the examination
Conducting acts that could be considered a nuisance to other examinees at the examination venue
Not following instructions from the examination supervisors at the examination venue
Pretending to be an applicant and taking the examination for the applicant
Conducting other acts impairing the fairness of the examination
3.The following responses may be taken if an applicant is suspected of committing a dishonest act.
A supervisor may warn or question the applicant.
The applicant may be requested to take the examination in another room.
4.In addition, the following responses may be taken if a dishonest act is identified.
The applicant may not be allowed to continue taking the examination or allowed to take any
other entrance examination given by Waseda University during the year. (Screening fees will not

The results of all entrance examinations taken by the applicant at Waseda University during the
