• Requires 16 & 17 year old new licensees to complete a DOL Driver Training program

• After they’re licensed:• First 6 months: No passengers under 20 years old,

except for immediate family members.

• Next 6 months: No more than 3 passengers under 20 years old who aren’t members of your immediate family

• First 12 months: you can’t drive between 1 a.m. and 5 a.m. unless you’re with a licensed driver 25 years or older.

• No cell phones:You aren’t permitted to use wireless devices while driving, even with a hands-free device.

What happens if the GDL driver gets in trouble?

• Penalties for violations:• First violation: Warning letter sent to driver and

parent/guardian

• 2nd violation: License suspended for 6 months (or until age 18, whichever comes first)

• 3rd violation: License suspended until age 18

• A person can wait until age 18 and skip the GDL requirements—test, pass, and go driving• Without any logged practice driving

• A 2014 review of young driver fatalities:• shows that GDL participants are safer in year one.

• 18 year old novice drivers about 3 times as likely to die in their first licensed year.

• The majority of new drivers participate in GDL.

• About 25% of 18 year old drivers do not.

• The data shows that they’re several times more likely to commit traffic infractions.

• In Washington, they’re about 3 times more likely to die in the first year of driving than a GDL subjected 16/17 year old.

• Those who wait and sidestep the GDL process pose greater threats to themselves and other motorists.

Working toward safer drivers

• In May, NHTSA will be assessing our driver education and licensing programs.

• In June, Washington is moving from 25 to 40 questions on its knowledge test.

• A new multi-agency Young Driver Action Council has been established to develop a legislative package to propose to the Legislature next year.

Working toward safer drivers

Several ideas are being considered for upcoming changes in the Washington GDL:

-Modifying the GDL night restrictions to 9 or 10 PM-Extending the permit requirement from 6 months to 1 year.-Extending passenger restrictions from 6 months to one year.-Implementing training requirements for 18-20 year old novice drivers.-Establishing a new driver decal requirement similar to the successful program in New Jersey.-Creating a subsidy program to help low-income students cover traffic safety education costs.
