FOREWORD

In accordance with the provisions of the Constitution of the Kingdom of Bhutan, and Civil Service Act of Bhutan 2010, and the procedures laid down in the Bhutan Civil Service Rules and Regulations 2012, the Royal Civil Service Commission carries out the recruitment and selection of university graduates into the Civil Service annually through Bhutan Civil Service Examination (BCSE). Civil Service recruitment examination for university graduates was introduced as far back as in 1983 with the objective of streamlining and instituting a proper selection system. Over the years, the recruitment and selection system has been strengthened to attract and select the best and the brightest graduates through healthy and fair competition for appointment in the Civil Service based on the principle of meritocracy.

In continuation to the ‘Report on performance of graduates from different institutions in the Bhutan Civil Service

Examination’ published for the last five years: 2011-2015 in 2015 and similar report published for year 2016, the

Royal Civil Service Commission is pleased to publish the report on performance of graduates from different

institutes in BCSE for 2017. A total of 3409 candidates who studied in 235 different institutes based in 14

different countries appeared the BCSE in 2017.

While there are a few candidates who studied in institutes based in countries such as Australia, Bangladesh,

Chine, France, Malaysia, Nepal, Philippines, Sri Lanka, Thailand, UAE, UK and USA, most candidates who

study outside Bhutan are from institutes based in India given its proximity and affordability. 1116 candidates

completed their studies from India and 2216 candidates from Bhutan.

Sherubtse College has topped in terms of the number of graduates being selected in the BCSE general category

taking 42% of the vacancies available for the General and Dzongkha Categories. The performance of the

candidates would, besides other factors, depend on the quality of teaching and learning in the respective

institutes, calibre of the individual candidates, and availability of approved vacancies in the Civil Service for

particular year of examination. The RCSC will leave that for the readers to judge.

The ‘Report on performance of graduates from different institutions in the Bhutan Civil Service Examination’ is

published every year as an advisory for parents and prospective candidates, and feedback for the institutes.

Excellence in Service

PRELIMINARY EXAMINATION

The Preliminary Examination is conducted to short-list candidates for the Main Examination (ME) and ensure minimum standard required of a candidate. The PE paper is common to all categories of graduates. PE consists of objective type questions designed to test Dzongkha and English communication skills, logic and analytical skills, problem solving and data interpretation abilities of the candidates. The evaluation of the PE answer papers are carried out by Optical Mark Reader (OMR) machine. PE levels out the differences and variations in subject difficulty levels, assessment schemes and educational standard and quality and provides a level playing field for graduates to compete for the ME. It ensures that graduates meet the minimum core competency standards required of them for recruitment into the Civil Service. The PE was introduced in 2010 as an additional mechanism to screen potential recruits & ensure minimum standards are met by people who sit for the ME.

MAIN EXAMINATION – BCSE GENERAL & DZONGKHA CATEGORY The Main Examination (ME) is conducted to test candidate’s core competencies and subject/general knowledge for final selection. Candidates appearing the ME are grouped under the following categories:

a) Post Graduate Diploma in Public Administration (PGDPA);

b) Post Graduate Diploma in Financial Management (PGDFM);

c) Post Graduate Diploma in Education (PGDE);

d) Technical including Post Graduate Diploma in National Law (PGDNL); and

e) Dzongkha. ME consists of the following three parts with corresponding weightage:

Part I: Academic Achievement (Marks obtained in Bachelors degree) – 10%

Part II: Written Examination – 70% Part III: Viva Voce – 20%

The total marks obtained by a candidate in the BCSE is an aggregate of the above three components. Currently, PGDPA, PGDFM and PGDE categories of graduates appear common written examination papers namely Dzongkha language; English language & General Knowledge; and Bhutan a n d i t s ( i) S o c i o -Political Institutions and (ii) Socio-Economic Development since 1961. Each paper carries equal weightage and is evaluated out of 100 marks and their aggregate is converted to 70% of the ME. The written examination for Dzongkha graduates opting for appointment in positions r e q u i r i n g D z o n g k h a s p e c i a l i s a t i o n a n d teaching comprises of the following three papers namely Dzongkha Language & General Knowledge which carries 20% weightage; English Language & Current Affairs carrying 15% weightage; and Buddhist Studies paper which carries 35% weightage. Each paper is evaluated out of 100 marks and converted to the respective scale of 20% for Paper I, 15% for paper II and 35% for Paper III, and then added to obtain the total marks. Since most candidates appearing BCSE Dzongkha category examination are absorbed for PGDE in Dzongkha, the report on performance of Dzongkha graduates from different institutes have been clubbed under PGDE category.

The Written Examination for technical graduates, including law graduates opting for the PGDNL comprises of the

graduates) which carries - 20% weightage; General Subject Knowledge (Common Paper for each professional

group) which carries 15% weightage; and Subject Specialisation Paper (Subject specific) which carries 35%

weightage. Each paper is evaluated out of 100 marks and converted to the respective scale of 20% for

Paper I, 15% for paper II and 35% for Paper III, and then added to obtain the total marks.
