The ndian Scenario
The Indian government is expecting a bumper production o ood grains and pulses this year in wake o a very good
monsoon in 2010 that boosted the Khari crop coupled with some late rains that have resulted in good soil moisture or
the Rabi crop. Overall, arm production is set to reach close to record high levels according to the latest estimates released
by the arm ministry.
Production o wheat is estimated to reach an all-time high o 81.47 million tonne. Even more important is the case o
pulses output, which will or the frst time cross the 16 million tonne mark, and will reach 16.51 mil lion tonne. Similarly, in
case o maize too, the production is set to sour to 20.03 million tonne.
In case o cash crops too, there will be signifcant increase. Production o oilseeds will jump to 27.85 million tonne.
Releasing the Second Advance Estimates o crop production or 2010-11 recently, Sharad Pawar said that the country was
on the verge o a record harvest and called or liting o the ban on export o certain crops products like rice, sugar and
onion. Prices o some o these items, or instance onions, have come down in recent days owing to strong har vest.
Pawar said the country was likely to produce more oodgrains as compared to last year and thereore, some amount
o exports was easible, which will also support the arm operations by keeping prices rom slumping. Exports reduce
domestic availability thereby raising the local prices. But oten greater benefciary o exports are savvy traders while grass
root producers get a smaller share o such beneft.
Overall Picture on far front
It would be appropriate here to take a look at the overall picture on the arm ront on the basis o latest ofcial fgures.
The estimated oodgrain production in 2010-11 is 232.07 million tonnes, which is almost 14 million tonnes more than last
year, but marginal ly lower than the record 234.47 million tonnes production in 2008-09.
Wheat
With an estimated record 81.47 million tonnes o wheat this time, it would be the third successive year that the countrys
wheat harvest would exceed 80 million tonnes.
According to the second advance estimate, the combined output o Punjab and Haryana is expected to be 26.9 million
tonnes in the current rabi season as against 25.66 million tonnes in the previous year. Uttar Pradesh is set or a production
o 30.9 million tonnes this year as against 27.51 million tonnes rom 9.3 million hectares. The State has targeted a
production o 30 million tonnes in 2011 on rom 9.55 million hectares. The wheat acreage in Rajasthan is likely to be over
2.5 million hectares as against 2.39 million hectares last year.
Rice
India could achieve a record rice production o 100 million tonnes in 2010-11 crop year on the back o better monsoon
this year, a top agriculture ministr y ofcial said on Fr iday. The countrys rice production declined to 89.13 mil lion tonnes in
2009-10 crop year (July-June) rom record 99.18 million tonnes in the previous year due to severe drought that aected
almost hal o the country.
As we get some rice during Rabi season also and going by good rains in August and September, we can reach 100 million
tonnes, Agriculture Secretary P K Basu told recently.
He noted that so ar rains have been conducive and sowing area in all crops, including paddy, are better than last two years.
Paddy acreage so ar is higher by 12 lakh hectares than last year at 169.71 lakh hectares.
We have had two major thrust programmes on eastern region o the country (paddy growing areas) and pulses sector.Thereore, I see no reason why production wont be good, he said.
Asked whether the country can achieve a record oodgrains production in 2010-11, Basu said: There is no stage now or
estimation o oodgrain production. But going by sowing, it should make us reach our targets.
In 2009-10, the countrys oodgrains production dropped to 218.2 million tonnes rom a record 234.47 million tonnes in
the previous year.
The secretary said that pulses acreage had also gone up and thereore the scenario looked positive, though he pointed out
that some districts were bound to have some problems as India is a big country.
US Department o Agriculture has orecasted a 13% rise in Indias rice output in 2010-11 season to 99 million tons, citing
expected normal monsoon and higher prices.
According to latest report o USDA, expected normal monsoon and higher minimum support price (MSP) oered by
government, are expected to indulge armers to augment their acreage in the coming khari season that to be startedrom next month.
Last year, Indias rice production ell to 87.5 million tons owing to the poor monsoon. Around 60% countrys arm land are
rain ed.

The key actors, such as weather and demand, which drive rice production higher are seen avorable or the rice
production in 2010-11, USDA said. About 85% o the countrys total rice output is grown during the khar i season, while
the rest o the 15% is cultivated during the rabi season.
Last year, the government increased the minimum support price (MSP) o rice to Rs 1,000 a quintal or the common
variety, and Rs 1,030 a quintal or the Grade A var iety.
The area under rice cultivation is expected to increase by 10% to 45 million hectares rom last year, while yields are
expected to rise by 3 % to 3.3 tons a hectare.
Pulses
The domestic production o pulses is expected to cross 16.5 million tonnes this year, thanks to an action plan to make
India sel-sufcient in the commodity.
Higher incomes have increased the demand or pulses, but the domestic production has been unable to keep pace, making
India susceptible to price pressures by countries that have a surplus. India produced 14.7 million tonnes o pulses and
imported 3.5 million tonnes last year.
Over the last fve years, the price o pulses, as measured by the wholesale price index, has risen at a compounded average
rate o 11.5%, nearly double the general rise in prices.
The strategy has yielded results, with area under pulses in the ongoing Rabi season rising by more than a million hectares
rom a year ago. In the Khari season, the acreage was up 1.8 million hectares. Under improved conditions, the yield o
pluses can rise rom 600 kg per ha to 1500-2000 kg per ha, according to a paper on work-plan or pulses.
The strategy proposals include ormation o pulses zones, increased mechanisation, and extension o pulses to newer areas.
It has also called or scaling up use o bio-pesticides and bio-ertilisers, and an improvement in seed replacement rate.
Oilseeds
Total oilseeds production o India in 2010-11, as per the second crop estimate, is 27.85 million tonnes as against 24.88
milliontonnes in the previous year.
A avourable monsoon in most parts o the country and high domestic prices o oilseeds seem to have prompted armers
to bring more acreage under oilseed crops.
FAS orecast oil meal production and eed use in 2010-11 at 15.2 mill ion tonnes and 11.5 mil lion tonnes respectively.
Oilmeal exports in 2010-11 are orecast at 3.4 million tonnes. Edible oil production in 2010-11 is orecast at 7 million
tonnes, up 13% over 2009-10 with most o the increase expected in peanut, canola, and soybean oil, according to FAS.
Consumption is also orecast to increase by 5% at 15.7 million tonnes.
National mission or Sustainable Agriculture
While the need to maximise crop yields to meet the growing demand or ood grains is critical, we have to sustain
agricultural productivity in the long run. There has been deterioration in soil health due to removal o crop residues and
indiscriminate use o chemical ertilisers, aided by distorted prices.
To address these issues, the Government seeks to promote organic arming methods, combining modern technology with
traditional arming practices like green manuring, biological pest control and weed management.
Agriculture CreditTo get the best rom their land, armers need access to aordable credit. Banks have been consistently meeting the targets
set or agriculture credit ow in the past ew years. For the year 2011-12, the Finance Minister Pranab Mukherjee, in his
Budget, has proposed raising the target o credit ow to the armers rom Rs3,75,000 crore in 2010-11 to Rs4,75,000
crore. Banks have been asked to step up direct lending or agriculture and credit to small and marginal armers.
The existing interest subvention scheme o providing short-term crop loans to armers at 7% interest will be continued
during 2011-12. In the last budget, he had provided an additional 2% interest subvention to those armers who repay their
crop loans on time. Finding the response to this scheme encouraging, and as a urther incentive to the armers, the Finance
Minister proposed to enhance the additional subvention to 3% in 2011-12. Thus, the eective rate o interest or such
armers would be 4% per annum.
In view o the enhanced target or ow o agriculture credit, he has sought to strengthen NABARDs capital base by
inusing Rs3000 crore , in a phased manner, as Government equity. This would raise its paid-up capital to Rs5,000 crore.

Focus on post-harvest management, processing and value addition to grain

Indian agriculture is now going through critical times. On the one hand, relying on its strength o its Green Revolution
strategy and having emerged an exporter o grains and ood products, the government is keen to enact a Food Security
law to ensure minimum ood grains to every individual in the country as his or her own right. On the other hand, theweaknesses in the implementation o the strategy are showing up in a glaring manner. One latest such instance is the huge
losses o procured ood grains or want o proper storage acilities.
The need o the hour is increased productivity o grains and building o an eective supply chain to ensure that what is
produced in the arm reaches the consumer in good shape. In act, what is imperative is to plug every loophole in the
ood production and distr ibution system, which means eective use o available technology. Signifcantly, Prime Minister
Manmohan Singh in his Independence Day speech emphasised on the need or technology to tackle various ills acing the
arm sector.
Why This nitiative?
On Union Agriculture and Food Minister
Sharad Pawars own admission, India wastes
ood grains worth Rs. 58,000 crore everyyear because o weaknesses in storage
techniques and defciencies in supply chain.
This colossal loss o grains rendered unft
or human consumption is all the more
unortunate in a country where a sizeable
section o the population goes to bed
hungry.
Is it not a paradox that when the government
is all set to enact a Food Security law
to ensure minimum ood grains to each
individual as his or her right, cereal losses
o such magnitude go on unchecked?Signifcantly, in her address to the joint session
o parliament, President o India Pratibha Patil
reiterated the governments commitment
to bring orward the law and said States are
being consulted to ensure its success.
As is well known, right use o technology holds the key to sort out many problems in agriculture and allied sectors.
Modern technology needs to be adopted to improve the unctioning o the entire chain o activities encompassing
production, processing, storage, distribution and value addition -- in act the nitty-gritty o every operation -- to take the
ood and ood products rom the armers felds to the consumers table.
The present agriculture scenario in India would reveal that although the Green Revolution has brought about a
transormation on the arm ront, the situation calls or many mid-course corrections to enhance the output through such
measures as area expansion, productivity increase and restoration o soil health to augment employment opportunitiesand income. Transer o technology is a must to make the benefts o the Revolution more meaningul to the stakeholders,
who include the armers, industry and trade and, o course, the government.
Surely, the Green Revolution technology is not or ood grains alone; there are a host o other ood products and produce
like oilseeds, spices, ruits, vegetables, coee and cocoa, and many more that demand attention.
Improved technology becomes all the more relevant in view o the act
that despite India becoming a prominent player in commodities like wheat,
rice and many other cereal crops, domestic demand or all ood products
is increasing because o changing lie styles and population pressure. This
demand-supply mismatch is aggravated by crop diversifcation by armers
who fnd cultivation o horticulture crops and other activities more
lucrative than growing traditional cereal crops. As a result, import o many
ood products is continuously on the rise.
