Grampanchayat Development Plan and Induction Training Programme for the newly elected
Chairpersons of Angul, Bargarh, Balasore and Bolangir Districts was conducted at SIRD & PR during
24-26,April 2017. 31no of Chairpersons from the above districts attended the said Training Programme
. The programme was organized to make the Representatives more familiar with 3tier PRI Administration
and also on office management issues specifically at the Panchayat samiti level .The course was co-
ordinated by Mr. Prasanna Kumar Nayak, Faculty (ETC), SIRD, Bhubaneswar.
The objective of the training programme is mentioned below:
To create awareness regarding the structure and function of the Panchayati Raj System and to
enable the trainees to carry out their duty effectively.
To enable the participants to acquire the skills in local planning with people’s participation and
attending the sustainable development objectives.
To build awareness of the available resources in the Panchayat and their utilization by acquiring
sufficient expertise through effective decision making process .
DAY-I
The training programme
commenced with registration of
Participants followed by the Inaugural
session. The Chairpersons were
welcomed by Mr.P.K. Nayak, Course
Director SIRD .All the participants were
quite new to the PR System. So he
explained about the objectives of the
Programme and also about the role and
responsibility of the Chairpersons at PS
level. Then Smt . S.K. Amita Patra, Asst Director SIRD addressed the newly elected Chairpersons and
advised them all to be more conversant with the Role and Responsibilities of their own as a leader of
Panchayat Samiti. Dr subrat Mishra,Asst Director SIRD & PR also welcomed all the Chairperson and
briefed about the importance of role of Chairpersons. He further advised them all to be kind and
dedicated towards rural poor so that over all development can be done in Rural areas of the He also
explained the necessity and importance of the induction course basing on which they will aware of the
functional works as per provisions. Then all the technical sessions started as per the Programme

PERSONAL DEVELOPMENT, LEADERSHIP AND CHALLENGES
This session was taken by Mr. Girish Prasad Swain, Free lancers who focused on the following points
during the time of his deliberation. and through many examples and case studies he continued this
session in an interactive manner. Following points were focused during discussion.:

Patience and coordination
between administration, Public
and PRI Representatives.
It was interesting as the new

PANCHAYATI RAJ SYSTEM IN ODISHA AND STRUCTURE , FUNCTION OF PANCHAYAT SAMITI
Shri Manas Ranjan Debata Joint Secretary PR & DW briefed about the different stages of
Panchayati Raj system since its inception till date in the context of Odisha . As the participants were
quite new, the overview of PR system and its growth as well as the 73rd amendment and its changes were
told comprehensively during
the time of his deliberation.

to know about the structure and
functions of the 3tier PR system
about which it was explained
distinctly .He also explained in
detail about the functioning of
Panchayat Samiti meeting and
constitution and function of the
Standing Committee and also

the power and functions of Chairpersons. The session was interactive and interesting because of the
keenness of the new entrant in the Government job .He focused on the following topics during the
course of his presentation.

Power and functions of PS Chairpersons
Constitution and function of the Standing Committee
Further Shri Manas Ranjan Debta, Joint Secretary, PR. explained comprehensively on role of PS
and the meetings conducted there on.. The following sub topics were covered up during the time of
discussion.
Role & Responsibilities of Chairpersons, Vice Chairpersons, PS Members, BDO and other
officials.
Role & Responsibilities of SDPO & DPO
The presentation was made through Power Point and lecture method. In an interactive mode the session
was closed with thanks to all the Participants as well as to the RPs..

MGNREGS (WAGE EMPLOYMENT PROGRAMME )
The session was taken up by Shri Manoranjan Pattnaik, Faculty SIRD & PR. At the outset of this
Wage Employment Programme, he comprehensively and diligently presented his deliberation through
PPT and Lecture method .He focused on the following points during the time of his presentation.

Sri Janardan Rout State Programme Manager of OLM, took over the session and focused on the
following points during the time of his deliberation.

Formation of SHGs in the GP areas .
Role of Federation at GP and Block
level for the self employment
programme.
Role of Panchayat and Banks for
augmentation of income of the SHG
Group members for sustainable
livelihood.
Provision of subsidy for the individual and Group members
Key activities for the marketing for sustainable livelihood in the GP Area.

This session was taken up by Mr. Nirmalendu Jotishi consultant of FES Organisation. During the
time of his presentation he focused on the following points.

of Natural Resources.

converging the planning processes.
DAY-3
SESSION -10
In the beginning of the third day session, Director PR Department Sri Hemant Kumar Padhi IAS
attended the Training Programme and addressed the Chairperson. In his deliberation he focused on
the following points such as leadership, transparency, and dedication towards the rural poor and
needy people. While the director interacted to the chairpersons, the following proposals were given by
the house for the kind consideration for the Government in PR Department.
Transfer of GRS within the districts because of involvement in the Rural Political issues.
Empowerment & proper functioning of standing committee both at GP & PS level.
The frequency of conducting Panchayat Samiti meeting to be reduced to one month instead
of two months.
Enhancement of honorarium given to the Chairpersons PS.
Implementation of Chairman LAD as like MP LAD & MLA LAD and issuance of Secretariat
Pass to the Chairpersons. The Director assured to place the above proposals before the
government for necessary consideration. Deputy Director Mr. Saroj Ku. Dash extended

Leadership Mr. Sudarsan Das, Social Activist briefed on coordination aspects to all the participants
While working in the Government office He emphasized how to keep concentration of mind through
meditation and behavior while working in the office. During the time of his deliberation he focused on the

Transparency
After completion of the session Dy .Director SIRD&PR advised all the participants to be more
sincere because they the leaders of Panchayat Samiti to guide the BDO and other line department
officials for the betterment of rural people.. He also requested all the Chairpersons while performing
official duty be kind to the needy people and help them as per the provision of Acts and Rule for the
overall development of illiterate and poor people. .Lastly, Photographs, training materials were provided
after which vote of thanks was extended to the Director, Dy. Director, Asst. Directors SIRD & PR and
also to all Resource Persons and Participants for their cooperation and valuable presence for timely
completion of the course.
