PRESENTATION OF COLOURS

The flags of Canada, the United Kingdom and the United States of America were piped in by piper Comp. RodSmall and were presented by the Colour Party of members of the Northern Alberta Veterans’ Degree Team fromEdmonton under the direction of Comp. Howie Canning.

The Canadian FlagWe present the Canadian Flag – the symbol of unity and sovereignty. Between the bars of red on a field ofwhite, the Canadian Maple Leaf blazes forth in all its autumn glory. Its 11 points represent the 10 Provinces andTerritories which comprise our great nation. To Freemasons the red symbolized the dauntless courage of ourforefathers whom we emulate. The white, the blameless purity of light and conduct to which we are dedicatedand the points the 11 knightly virtues of which patriotism is the greatest and to which we aspire. This emblemforcefully impresses upon us the moral qualities of which our country was founded and on their preservation ourfuture greatness depends. Finally, it inspires in us a reverence for Him to whom we ever fervently pray. GodSave our Queen and Heaven bless the Maple Leaf forever. Long may it wave.

“O Canada”

The Flag of the United KingdomThe Union Jack – the emblem of freedom and democracy. As its component crosses were successfully combinedto symbolize the voluntary union of free peoples, so may it continue to typify the greater unity of the free world.May the red, the colour of the sacrificial blood of the martyrs, the white, like the snowy lambskin of Masonryand the blue, like the changeless vault of the sky symbolically depicting courage, purity and truth. Whenever itfloats world wide, around, it blazes forth a sure pledge of liberty, equality and fraternity. Long may it wave.

“God Save the Queen”

The Flag of the United States of AmericaThe Stars and Stripes – its stripes represent the original thirteen States. Its stars the original thirteen and anadditional thirty-seven States which have been successfully united within that great republic. In its respect fornations throughout the world and its support of freedom throughout the world, wherever the Maple Leaf, UnionJack or the Stars and Stripes float, may they blaze forth with a sure pledge of liberty, equality and fraternity. Inunity of that pledge – long may they wave.

“Star Spangled Banner”

The Colour Party were thanked for their attendance and for their contributions to this ceremony. (Applause)9

“The Book of Remembrance”

The story is told of a man from a small town who made his first visit to the big city. He had looked forward tothe trip with eager anticipation, but found when he got there that the city depressed him. The noise, the traffic, the crowds of people rushing to and fro made him feel utterly insignificant. When he got home, he said to afriend, “It was as though someone had thrown a bucket of cold water in my face”.

This thought of our insignificance comes to us especially in moments like this, when we remember the deaths ofothers, and when as a result of that we face our own mortality. And it can be a disturbing, and even depressing, thought indeed!

Back in the First Century AD–during what scholars call his ‘Second Missionary Journey’–Paul visited the city ofPhilippi in Macedonia. His visit was memorable, and the church he helped to establish there excelled all others inits personal attachment to him. The Philippians treated Paul with such warm and generosity that the memory ofthe people there remained a joy to him the rest of his life.

Some years after his visit, he wrote a letter to the company of the faithful there. Towards the end of the letter, heasks to be lovingly remembered to certain persons. He mentions by name Euodia, Syntyche and Clement. Thenhe finds himself in a predicament which is all too common for some of us! He recalls other people’s faces verywell–but he can’t for the life of him remember their names. So he hesitates, and then he writes, “With all myother fellow-labourers, whose names are recorded in the book of life. I wish you joy always.” It is as though hewas saying, “I cannot remember their names, but God remembers–their names are recorded in God’s book.”An anonymous poet put it this way: One feast of holy days the crest,

I though no churchman love to keep;“All saints,” the unknown good that restin God’s still memory, folded deep! The bravely silent that did their deed, and scorned to blot it with a name;men of the plain, heroic breed, that loved Heaven’s silence more than fame.

All the lines of that brief poem are beautiful, but the fourth is especially so: “In God’s still memory, folded deep!

At the heart of our Craft is our conviction of the worth and the grandeur of each immortal soul. And so thisevening we celebrate the lives of those we name in our Rose Ceremony: ordinary men moved by anextraordinary light . . . men who, as it says in the General Charge, “did the good act not for themselves, but forthe cause of good.” And in doing this, we celebrate our lives, too–confident that, with all of these our fellow-labourers–our names are recorded in the Book of Life of the Most High, and we too will rest “in God’s stillmemory, folded deep”. Amen!

PrayerGod of life and death, Alpha and Omega, the beginning and the end: We remember before you those members ofour Royal Craft from this jurisdiction who have died this past year. . . giving thanks for their lives and exampleand for all that they have meant to us. We pray for those who grieve for them. We pray, too, for members of thefraternity here and throughout the world who are suffering or sorrowful; for the hungry, the sick, the victims ofviolence and persecution. Give them the comfort of your loving presence.

God of life and death, Alpha and Omega, the beginning and the end: We remember before you the newestgeneration of our Craft, and we pray for the future of our fraternity. We pray for those recently welcomed intoour Companionship, and for all those who are responsible for their nurture. Grant that we may be faithful to youand your way of love through every future challenge and change.

Most Holy God: direct us in all our activities with your most gracious favour. Grant that all our work may bebegun, continued and ended in your sight. May the work of our Craft within the earthly Chapters of this ourjurisdiction, ever be a reflection of the hopes of the Grand Chapter Above. And may Your love, which calledcreation into being, be reflected in the love we bear for one another. Amen. So mote it be.

The Commemoration

Grand Chaplain: Companions, we gather in this moment to remember those members of our fellowship who inthe past year have passed from our jurisdiction to the Grand Chapter Above. They were good men whose livesinfluenced ours, men whose wisdom and loyalty are greatly missed. In hope and confidence, let us now recallthem with reverence and affection in our Rose Ceremony . . .

Hymn: “I Come to the Garden Alone”[Words and Music by C. Austin Miles 1912]

V.Ex. Comp. E. Sharam - Introduction: C Austin Miles was an American hymn-writer who trained originallyas a pharmacist. In 1892, he left that career behind in order to devote his life to writing religious music–which hedid for the next 37 years. One of his most famous songs was composed in March 1912. Here is how he describesthe moment of its inspiration:

I read the story of the greatest morn in history: “The first day of the week cameth Mary Magdalene early, while itwas yet dark, unto the sepulchre.” Instantly, completely, there unfolded in my mind the scenes of the garden ofJoseph. Out of the mists of the garden comes a form–halting, hesitating, tearful, seeking, turning from side toside in bewildered amazement. Falteringly, bearing grief in every accent, with tear-dimmed eyes, she whispers,“If thou hast borne him hence”. “He speaks, and the sound of His voice is so sweet the birds hush their singing.”Jesus said to her, “Mary!” Just one word, and forgotten the heartaches, the long dreary hours, blotted out in thepresence of the Living Present and the Eternal Future–Rabboni.

I come to the garden aloneWhile the dew is still on the roses,And the voice I hear, falling on my ear,The Son of God discloses

RefrainAnd He walks with me, and He talks with me,And He tells me I am His own;And the joy we share as we tarry there,None other has ever known.

He speaks, and the sound of His voiceIs so sweet the birds hush their singing,And the melody that He gave to me,Within my heart is ringing.

I’d stay in the garden with HimThough the night around me be falling,But He bids me go; through the voice of woeHis voice to me is calling.

WORDS OF BLESSING

REPORT OF THE GRAND FIRST PRINCIPAL

To the Most Excellent the Grand Chapter Royal Arch Masons of Alberta:

My Companions:

It is with great pleasure and no small sense of humility that I welcome you to this, the 92nd Convocation of theGrand Chapter of Royal Arch Masons of Alberta. I am further privileged to welcome to Alberta the manyvisitors from other Royal Arch jurisdictions both far and near.

It is an honour to this Grand Chapter to welcome representatives of the various Masonic concordant bodies andassociated organizations, and we especially offer our gratitude to M.W. Bro. Rex Dawson, Grand Master ofMasons in Alberta, for his attendance at our convocation.

Overall, I am pleased with what I have seen in Royal Arch in Alberta this past year. As in the past, there are afew Chapters which are struggling with attendance, but I truly believe that, in the passage of time, this will beremedied. There are Chapters which, in recent years, have “returned from the brink” to flourish.

I have witnessed a great number of Degrees this year and although our membership was still in a negative growthposition at December 31, 2005, I think that this may change in the 2006 reporting year.

DispensationsDispensations were granted during the year for similar reasons and in similar numbers to those of recent years. Itis important for the Chapters to know that the system is flexible enough to accommodate them for specialcircumstances as they may arise. The following dispensations were granted:

Apr 25 Norwood #18 change date of electionMay 6 Strathmore #21 change date of meetingMay 13 Norwood #18 change date of installMay 25 Harmony #26 change time of meetingMay 31 Mount Olivet #17 change time of meetingMay 31 Golden West #5 cancel meetingJune 1 Parklands #31 change date of meetingJune 8 Capital City #13 balloting candidates without previous readingJune 8 Capital City #13 confer MMM & MEM sameJuly 11 Strathmore #21 confer MMM & MEM sameJuly 15 NC Bethel #36 change date of meetingJuly 19 Eheyeh #27 install/invest out of timeJuly 12 Capital City #13 balloting candidates without previous readingAug 30 Assiniboia #3 confer MMM & MEM sameSep 2 North Star #2 confer MMM & MEM sameNov 11 Mount Olivet #17 change date, placeNov 12 Golden West #5 change time of meetingDec 3 Bethel #36 change date, placeDec 3 Lebanon #36 change dateJan 15 Harmony #26 change date, locationJan 20 Otuskwan #9 change time of meetingMar 5 Strathmore #21 change locate/date –MMM out of chapterMay 1 Hangingstone #30 wear RA regalia out of chapter

VisitationsI was able to visit each of the Chapters in the jurisdiction as least once, and several on more than one occasion. Itake this opportunity to thank the Chapters for their hospitality and consideration during these visits. Each and

every one was special to me. A list of the Official Visits to Chapters is attached to this report.

I had the privilege of representing the Royal Arch Masons of Alberta, by bringing greetings to the GrandChapter of Alberta, Order of the Eastern Star, and to the Grand Lodge of Alberta A. F. & A. M. at theirrespective grand communications in June 2005

I was pleased to be able to attend the Consecration of the Provincial Grand Lodge of Finland, Royal Order ofScotland, in Helsinki in May 2005.

Royal Arch events of other jurisdictions where I was pleased to bring Alberta greetings were:Grand Chapter of Royal Arch Masons of B.C. and Yukon in Penticton, September 2005.George Washington Convocation, Great Falls, Montana, February 2006.Installation and Vernal Equinox Celebration of the Supreme Grand Royal Arch Chapter of Scotlandin Edinburgh in March 2006.Grand Chapter of Royal Arch Masons of Manitoba in Winnipeg, April 2006.

District MeetingsI was able to attend at District Meetings for Districts 1, 2 and 3. Other commitments prevented my attending atDistricts 4 and 5.

I am pleased to recommend that the rank of Right Excellent Companion be confirmed for each of the following:District 1 – R.E.Comp. Charles HuntDistrict 2 – R.E. Comp. Lloyd JohnstonDistrict 3 - R.E. Comp. Ed MaurerDistrict 4 - R.E. Comp. Gerry HawleyDistrict 5 - R. E. Comp. Gerry Fulton

In addition, I am pleased to confirm the election of the District Superintendents Elect:District 1 – V.E. Comp. Stephen DafoeDistrict 2 – R.E. Comp. Lloyd Johnston (re-elected)District 3 – R.E. Comp. Bill StinsonDistrict 4 – V.E. Comp. George TapleyDistrict 5 – V.E. Comp. Allen Oberg

AppointmentsIn the course of the year, as your Grand First Principal, I had the pleasure to recommend several Companions tobe representatives of other Grand Jurisdictions near the Grand Chapter of Alberta. I was also pleased to acceptthe recommendations of other Grand Chapters and to appoint several Companions as Grand Representatives ofAlberta near their Grand Jurisdictions.

NecrologyWe continue to lose many of our faithful and devoted Companions to the Grand Chapter Above. The GrandChapter of Alberta suffered an especially deep loss last spring in the untimely passing of M.E. Comp. DaveBruce.

The Memorial Service conducted under the direction of our Grand Third Principal R.E. Comp. Eric Weigelt, assisted by our Grand Organist V.E. Comp. Skip Wilson and our Grand Chaplain V.E. Comp. Earle Sharam lastevening was very stirring. We were once again able to share this service with our ladies and visitors. To thefamilies of the departed, The Grand Chapter of Royal Arch Masons of Alberta extends its condolences.

HighlightsOne would be fortunate to have an event upon which to reflect as the highlight of the year, but I find myselfparticularly blessed with several: Reaffirmation Church Services: I attended services in Forestburg and in Balzac. Both were well attended by

Companions. A wonderful meal and great fellowship followed each service, and the weather was ideal onboth occasions. These services do much to give Royal Arch some good exposure in the community.

The visit to Edinburgh as both your Grand First Principal and Grand Representative was a uniqueexperience and will be a cherished memory for me.

The Field Day in Drumheller in September was, in my view, the best one yet. Congratulations to all whohad a part in making the event a success.

The District 3 (now to be District 3 and 4) Workshop held in Bassano this year was a truly magical event. No less than five excellent papers were delivered to the Companions. And, as is always the case, the foodand fellowship was unbeatable.

And most recently, the Institution of a new Chapter at Stony Plain, Stoney Chapter U.D., was an occasionwhich none of the many Companions who were in attendance will soon forget. Our congratulations and bestwishes to the members of the new Chapter.

AppreciationMy sincere thanks to the following: The Grand Chapter Officers of 2005-2006 who let their names stand for election or who accepted

appointments. Your support throughout the year was most encouraging and greatly appreciated.17

Page 20: Grand Chapter of Alberta Proceedings 2006 · 2019. 5. 3. · Red Cross of Constantine Chinook City Conclave #29 1998 Royal Order of Scotland Provincial Grand Lodge of Alberta 2002

Committee and sub-committee members for your work behind the scenes. Grand Scribe Ezra, Marvyn Rogers, whose many e-mails, mailings and phone calls has kept the information

moving throughout the province and beyond. The Past Grand First Principals, who, over the past three years have encouraged me along this journey with

advice and guidance. I mention two by name, my immediate predecessor, M.E. Comp. Don Gillies, whofirst suggested that I run for office, and M.E. Comp. Bob Costigan, who has led me up (or down?) manypaths in the Masonic world.

My traveling companions George Tapley and Lawrence Anderson, who, notwithstanding their own busyschedules, and serving as Grand Chapter Officers, made the effort to accompany me on some of the longertrips. And Vic Ramsbottom for his many photos.

ConclusionCompanions, the year has been busier for me than I could have imagined before the fact, but has been morerewarding than I believed possible. I have done what I could to promote the Royal Arch and The Grand Chapterof Alberta and make you, the Companions, proud of our Royal Craft. I cannot say to what extent I have beensuccessful in this endeavour, but I say to you, Companions, that you have made me proud to have served as yourGrand First Principal.

Respectfully submitted,J. David HongistoGrand First Principal

REPORT OF THE GRAND SCRIBE EZRA

To the M. Ex. Grand First Principal, Officers and Companions of the Grand Chapter of Royal Arch Masons ofAlberta: I hereby submit my second report to you as your Grand Scribe “E”.

As of this Grand Chapter Convocation, the Grand Scribe Ezra’s office has received Annual Returns from allChapters in the jurisdiction. Although the Annual Returns of two Chapters, Eheyeh #27 and Edson #30, werereceived considerably later than the date of January 31st, as dictated by the Constitution.

18

Page 21: Grand Chapter of Alberta Proceedings 2006 · 2019. 5. 3. · Red Cross of Constantine Chinook City Conclave #29 1998 Royal Order of Scotland Provincial Grand Lodge of Alberta 2002

I would ask all Chapters who have any accounts outstanding to please make every effort to clear them within amonth of receiving your invoice(s). The Grand Scribe Ezra’s office makes every attempt to be prompt withcompleting the orders and requests received from the various Chapters and that same office would like to havethe payments made in an equally timely fashion.

The cost of postage is ever increasing and I have no alternative but to pass on the cost of mailing items to thevarious chapters. With the co-operation and some “longer-term planning” by the chapters, it is often possible tohave items delivered by other means than postage. By making deliveries at the Grand Convocation, the GrandExecutive and through visitations, the cost of shipping is nil.

The Finance Committee has authorized another printing of the Constitution of the Grand Chapter and it would behoped that the cost for this re-print will not be more than the current price that is being charged.

Once again I wish to extend my grateful thanks to a number of individuals: M.Ex. Comp. D. Hongisto for his constant support and wonderful sense of humour. To have served you has

been my honour. M.Ex. Comp. L. Dowdell who has continued to be a source of strength - my continued thanks. R.Ex. Comp. A. Moses has allowed my somewhat meagre abilities in accounting to grow and develop.

Thank you for your continued advice and support. To my wife Anne who has travelled many miles as my companion and ‘raison d’etre’.

Rt. Ex. Comp. Hunt noted in his report that he felt more support from Grand Chapter would be an asset throughmore information, enthusiasm and understanding of Royal Arch Masonry. He also attended the exaltation of 19new members at the Acacia Hall hosted by Capital City # 13 prior to the District Meeting. Several of these newRoyal Arch Masons will be members in the formation of a new chapter in Stony Plain. The District Meeting was held in conjunction with District # 2 at Acacia Hall in Edmonton on September 24,2005. V.Ex. Comp. Stephen Dafoe of Edson #30 was elected the Grand District Superintendent for 2006-7.

Lloyd Johnston, District Superintendent for District # 2 reports that he has carried out all hisofficial visits to the chapters in his district.Norwood Chapter # 18 - EdmontonThis chapter is moving to rebuild its officers with young and upcoming members. When this chapter is notconferring degrees, it conducts educational activities and papers.Eheyeh Chapter # 27 – DrumhellerThis chapter has a loyal core of companions which keep the chapter going. Eheyeh Chapter participates annuallyat the field day held in Drumheller. They carry on with four regular meetings along with the field day.Lebanon Chapter #38 - StettlerLebanon Chapter had a candidate this past year, the first in a few years. This chapter struggles with the lack ofnew members but has a group of dedicated companions who help the chapter to survive.Hangingstone Chapter # 40 – Fort McMurrayThis chapter is now performing their own degrees and is showing growth. As many of the members work shiftwork in Fort McMurray, a concerted effort is required by the companions to perform these degrees.Hangingstone Chapter has moved its time of installation from January to June to accommodate the chapter with asufficient number of past principals from other chapters with their installation.

Rt. Ex. Comp. Johnston held a joint district meeting with District # 1 at Acacia Hall, Edmonton on September24, 2005. There being no nominations for District Superintendent for 2006 – 2007, Rt. Ex. He alsoattended M. Ex. Comp. Hongisto on several of his official visits within District # 3 as well as District # 4.Assiniboia Chapter # 3 – Medicine HatThis chapter has experienced problems this past year. Poor attendance along with recycled officers, dull meetingsand little Masonic education has resulted in a lack of enthusiasm by the members. In addition to these problems, the temple board has levied a $25.00 per member assessment for the next two years which has resulted in severaldemit requests by the companions. On a positive note, the companions who support the chapter are dedicated andhope to obtain more members to assist the chapter. The new First Principal of the chapter is addressing theseproblems.Otuskwan Chapter # 9 – CalgaryThis is the largest and most active chapter in the district. It has an excellent team of officers, great leadership, good degree work, excellent attendance as well as good education and festive boards. It has a good number ofnew applicants for membership and the future looks bright.Calgary Chapter # 11 – CalgaryThis chapter is struggling with membership and attendance although it is financially sound. It has recycled itsofficers over the last several years and without the assistance of the other chapters in the area, some meetingswould not be possible. There is a core of dedicated companions who want to keep the chapter viable and withnew members and some effort may hopefully succeed.Strathmore Chapter # 21 – StrathmoreThis chapter is a very active chapter. It has a constant flow of new Royal Arch Masons. The attendance, festiveboard, fellowship as well as Masonic education always makes for a wonderful evening of Masonry.Harmony Chapter # 26 – BassanoThis chapter has been plagued with low attendance for the past two years and no applications for exaltation. Thefuture is looking much brighter with three new applicants and two other possible applications.

Rt. Ex. Comp. Maurer held his district meeting in Bassano lodge on November 19, 2005. Rt. Ex. Comp. BillStinson was elected G.D.S. elect for 2006 – 2007. Rt. Ex. Comp. Maurer expressed his concern that to havehealthy chapters within District # 3 a concerted effort is required to obtain new Royal Arch Masons and to givethem the knowledge which they desire. Rt. Ex. Comp. Maurer held a joint educational workshop with Rt. Ex.Comp. Hawley in Bassano on February 25, 2006.

DISTRICT # 4Rt. Ex. Comp. Gerry Hawley, District Superintendent for District # 4 reports he has completed his official visitsto all the chapters in the district. COMMENTS:The observations expressed in this report were obtained by your committee from the various reports submitted bythe District Superintendents. Without giving a full reporting of what is taking place in the chapters by the DistrictSuperintendents, it makes our report difficult to complete. This is the opportunity for each chapter to convey theiractivities, concerns and future to the District Superintendent.

The committee would like to thank the Grand District Superintendents for submitting their reports on time. Thecommittee recommends to the Grand First Principal that the title of Right Excellent Companion be conferred on:

Rt. Ex. Comp. Charles HuntRt. Ex. Comp. Ed Maurer

Rt. Ex. Comp. Gerry HawleyRt. Ex. Comp. Gerry Fulton

We would be remiss if we did not acknowledge Rt. Ex. Comp. Lloyd Johnston from District # 2. As he hasalready been conferred with title of Rt. Ex. Comp., we want to thank him for his ongoing efforts andcontributions to Royal Arch Masonry.

One observation which was prevalent in all the reports was the decreasing membership and lower attendance atchapter meetings. Rt. Ex. Comp. Fulton pointed out in his report that the membership in District # 5 has onlydecreased by three members since 2001, yet attendance at meetings has dropped by 25%. Companions, thissituation can be narrowed to a couple of words, “lack of interest.” If our meetings do not contain interestingtopics and good degree work why should we be surprised with the lower attendance. Companions, it is ourresponsibility to correct this situation.

COMMITTEE ON BENEVOLENCE

R.Ex. Comp. M. Rogers advised there is a nil report.

REPORT OF THE COMMITTEE ON JURISPRUDENCE AND THE CONSTITUTION

In accordance with Section 134 of the Constitution, Notices of Motion to amend the Constitution have beenreceived from Norwood Chapter #18 by the required deadline:

Norwood Chapter #18 will cause to be moved at the next Annual Convocation of the Grand Chapter of RoyalArch Masons of Alberta that:1. Section 267 of the Constitution be amended to read as follows:

“The Grand Superintendent of a District shall be elected by a majority of those Companionsentitled to vote at the Annual District Meeting and his election shall be subject to theconfirmation of the Grand “Z”. The results of the election shall be immediately forwarded tothe Grand Scribe “E” by the Secretary of the District Meeting after having been attested by thePresiding Officer.”

2. Section 268 of the Constitution be amended to read as follows:“The voting power and representation with regard to the election of a Grand Superintendentshall be the same as in Grand Chapter except that, in addition:

a. All Companions who are members of Chapters in the District as registered in theChapter’s Annual Report to Grand Chapter, shall be entitled to one vote. (Deleted -“, and who hold an elected or appointed office in their Chapter,”)b. Past “Z”s shall be entitled to one vote only, except where otherwise hereinprovided.” (Deleted - “who hold an elected or appointed office”)

Norwood Chapter #18 will cause to be moved at the next Annual Convocation of the Grand Chapter of RoyalArch Masons of Alberta that: (under “Votes, Voters and Balloting” of the Constitution):1. Section 58 be deleted and replaced with the following:

“All Companions who are members of Chapters in the province as registered in the Chapter’sannual report to Grand Chapter, shall be entitled to one vote.”

2. Delete Sections 59, 60, 61, 62, 63 and 64.3. Sections 65 and 66 remain.

V.Ex. Comp. I. H. Gledhill: To the M.Ex Grand First Principal:The single item which has occupied the attention of the Committee in the current year is that of the resolutionsproposed by Norwood Chapter #18 relating to voting at District and Grand Chapter meetings. It is the opinion ofthe Committee that, although the proposed changes, if accepted by the required 2/3 majority, would nottechnically conflict with the Constitution, they are not proposals which the Committee can support in theirpresent form.

The reasons for this are first that the proposed section 267 does not in fact appear to change the wording of theexisting section 267 in any way. Secondly, the proposed amendments to sections 58 and 268 effectively bestowvoting rights on the members “as registered in the Chapter annual report to Grand Chapter” At this time there isno mechanism to ensure that individuals at a meeting are entitled to vote. It would therefore be valuable for somecheck to be made on the entitlement of an individual to vote, but the fact is that Chapter reports to Grand Chapterdo not invariably identify individual members. Consideration might be given to requiring a member to present acurrent certificate of good standing before receiving a ballot slip, however, that is not the wording of currentproposal. It is the recommendation of the Committee that the resolution be returned for further consideration.

Respectfully submitted,Ian Gledhill, ChairmanMOTION: Moved by V.Ex. Comp. I. Gledhill, seconded by R.Ex. Comp. G. Gibbs, that this report be adopted.CARRIED.

REPORT OF THE COMMITTEE ON FRATERNAL RELATIONS

R.Ex. Comp. R. J. MacDougall: M.Ex. Comp. Hongisto, Grand First Principal, Officers and Members of theGrand Chapter of Royal Arch Masons of Alberta. This report contains forty-two (42) response from a total of eighty-three (83) Grand Representatives. This isdown from 55 last year, and is very disappointing. It appears that some of our representatives are becomingdiscouraged. Is it time to review our participation in this program?

We appointed twelve new representatives this year due to deaths and requests for replacement. Some of thesenew representative have not had the opportunity of contacting their counterparts in sister jurisdictions, so there isa nil report. The Committee thanks the new representatives for accepting the appointments and responsibility.

Most of the representatives who have responded have not received return communication. The Committee willtake a close look at the non-responsive sister jurisdictions and will inquire of the respective Grand Chapters ifthey wish to continue to participate. We realize that many do not feel it is worthwhile; but, how can we keep intouch and find out what is happening in our Great Fraternity as we cannot expect the Grand Scribes to do thecommunicating, they have enough to do.

The Committee requests that the representatives who receive Proceedings from their counterparts peruse themand inform the Committee, in summary form, what is happening in our sister jurisdictions.

In the coming year, we will have to appoint replacements for Queensland Australia, South Australia,Newfoundland and Ohio. This is due to the death of some and the health of others. If there is anyone who isinterested in being the representative in any particular jurisdiction, please contact the Grand Scribe Ezra.

To those who are representative, it would be helpful if you would communicate to the Committee, even if youhave not had a response from your counterpart nor attempted to contact him this current year.

Washington: Cliff McDermott – Karl L. AndersonCliff and Karl have had good communication and James D. O’Rourke plans on attending our communication inthe future. Washington has formed “ The Washington Masonic Alliance” which is a body of Adult MasonicBodies united in developing a solution to the problems of all, ( membership, growth, education, public visibility, etc.)West Virginia: Stan Harbin –H.C. JonesStan has had very good communication with H.C. Jones. Their Grand High Priest M.E. Gregory Wentzel 2004-2005 is concerned that fatigue is setting in with the old and loyal members. He feels that new and younger bloodis required and is seeking ways and means to obtain them. He also notes that change is uncomfortable for somebut it brings forth new opportunities.

There has been a net loss of 264 members, which brings their total membership down to 4,820, six chaptersexperienced a net gain but 31 experienced losses.

Some of his recommendations are A). All previous programs and awards be continued. B). Grand Chapterextend the period of service for District Deputy Grand High Priests to three years. C). That the Grand Lecturerinsure that every district holds a joint school day each year.

They have embarked on a very interesting and advantageous program mainly to eliminate printedproceedings by placing them on C.D’s. Finances within their Grand Chapter do not seem to be a problem, however many are moving to joint annual assemblies with other York Rite bodies. This system is proving lesscostly to the members as travel is reduced and costs of banquets are lowered.

It has been pointed out that many chapters are unable to perform the work and it has been suggested thatdegree teams assist. It is also noted that more attention should be paid to newly exalted companions, it is vitalthat they are included in the work and chapter activities.

Respectfully submitted,R.Ex. Comp. R. J. (Bob) MacDougall, ChairmanMOTION: I move the adoption of this report, seconded by M.Ex. Comp. S. Harbin. CARRIED.

R.Ex. Comp. K. E. White: M.E. Grand First Principal and Companions, the Committee on the Work receivedone concern during the past term, that of the presentation of the “penny” in the Mark Master Mason’s Degree.

The Committee reviewed this concern and agreed, as per the Ritual on page 43, that the penny is presented to thecandidate on his second visit to the Senior Warden. In addition, reference was made to the Manual ofInstructions, page 6, where it clearly states that the “penny” should be presented at that time.

REPORT OF THE COMMITTEE ON LIBRARY, RESEARCH AND EDUCATION

R.Ex. Comp. Gibbs: To the Most Excellent Grand First Principal, Officers and Companions of the GrandChapter of Royal Arch Masons of Alberta:

Your Committee has been very busy this year in that the repairs to the Library in the South have been completed, paid for, and opened for business. All Chapters have received a planning guide for their Chapter Officers, whichoutlines the work needed when planning for degrees. It emphasizes of the importance of achieving goodmeetings through good planning. This extensive print-out has been received warmly by many Chapters. It is ourfondest hope that the Principals of each Chapter have reprinted enough copies for their use for many years in thefuture. We have also taken the opportunity to send to each Chapter papers relating to the Royal Arch, and a DVDon the work of the guild workshop repairing the statues of the Freiburg Cathedral in Germany. It is a very oldfilm, but it certainly portrays the Craftsman at work applying his working tools with great skill. As manyCompanions have requested a copy, we felt that all should share equally. If, for some reason your Chapter hasnot yet received your planning guides and DVD, there are copies available for you in the foyer. They have beenprovided by your Committee at no charge to your Chapter. All expenses have been borne by this committeewithin budget.

Page 37: Grand Chapter of Alberta Proceedings 2006 · 2019. 5. 3. · Red Cross of Constantine Chinook City Conclave #29 1998 Royal Order of Scotland Provincial Grand Lodge of Alberta 2002

In the past, we have repeatedly requested that the Grand District Superintendents report the form and amount ofCapitular Education that has taken place in their Districts. We should be sharing, in every District, knowledge ofEducational programs, which have been attempted, successful or not. Further, we have also requested that eachGrand District Superintendent appoint an Education representative for the District who might well coordinate theefforts of the Education representative (s) in each Chapter. Alas, if any of the Grand District Superintendentshave complied, no list or report of these other activities has been received by this Committee.

To the new District Superintendents:Companions, please make it your duty to inform this committee of:

1) Your District Education Representative-name and phone, and his E-mail address2) The Chapter Education Representative- name and phone, and E-mail address.3) Please ensure that this committee is informed, at least once a month, of your efforts and activities-

please, assist us in sharing your Masonry with your Companions throughout the Grand Jurisdiction.4) It should be the responsibility of your Chapter Representatives to communicate to the District R&E

Representative any and all Educational happenings within the Chapter,(papers, debates, quizzes, etc.)Each District E&E Representative will communicate directly with the Grand District Superintendent, and he in turn to your Grand Chapter Library and R&E Committee. They, in turn, will then be able topublish and disseminate these relevant Educational happenings to the Principals and Companions ofeach and every Chapter, throughout the year. The Committee needs to know more than a Chapter hasa program of education, or that a paper was given. Your Committee wants, nay, really needs to knowthe who, what, why, where, when, and how, of every effort made at R&E.-Who gave this paper? Howwell was it received? Did the Companions receive copies so that they may study the subject? Did itwork for your Companions? If not, why not? If so, how so? Companions, your Committee needs toknow what is happening in your Chapters, and you need to know what’s working and what’s not. ADistrict Superintendent’s annual report that there is some R&E going on in the District is not enough! You need to be made aware of what is happening throughout the Grand Jurisdiction. Please make aneffort to report, even on a monthly basis, so that your Committee might assist in enhancing yourCapitular Masonry.

One of the most important concerns of every Chapter has been membership.Indeed, ALL the concordant bodies in York Rite need members. It is the belief of the members of the Royal ArchSociety of Edmonton that we have not done a very good job of telling Master Masons what we are all about. Therefore, in response to this concern, The Royal Arch Society of Edmonton will organize a York RiteEducation Night. Highlands Hall has been booked for Friday 7 April 2006. The Education Night will run from 7P.M. to 9 P.M. Zohar Council has provided funding for the hall rental and food. Highlands Lodge will providebar service. The Royal Arch Society will provide an MC and Power Point Presentation. Each Chapter and Concordant body will be allocated a table to create an enticing display for their organization.Tables will be manned and by an officer of each group in full regalia.

Each Edmonton Chapter and Concordant body will be issued a set of tickets to distribute FREE to each MasterMason that could be interested in joining a Chapter, or to Royal Arch Masons interested in joining a Concordantbody. Hopefully, other Districts throughout this Grand Jurisdiction will follow this bold lead.

We currently have no funding requests in hand (one expected shortly) and have sufficient funds available. Weencourage the Chapters to enquire within their communities for those whom we could benefit.

In the past few years, the committee has begun to look to funding individual cases versus organizations. Thereare many families and individuals who require assistance for which no other source of funding is available. Withour modest funds, we can have more significant impact on these cases. This does require, however, that theChapters be vigilant for opportunities for the YEF to be of assistance in their communities. If unsure whether aparticular case is one that we would support: ask. The answer is usually yes.

We ask that the requests are for a specific sum to facilitate our decision process. It is preferred if the localChapter can investigate the circumstances and other sources of funding before submitting the request so that theYEF committee has the fullest possible understanding of the circumstances. We also encourage the localChapter to stay in touch with the recipients to see if additional assistance may be required in the future.

We are gratified that many Chapters are regularly doing fundraising for the Youth Endowment Fund. Thereaffirmation church services held in Forestburg in October and in Balzac in April are good examples. It willallow us to increase the number of cases we are able to deal with in the future.

Respectfully submitted,R.Ex. Comp. D. Boone, ChairmanMOTION: Moved by R.Ex. Comp. D. Boone, seconded by R.Ex. Comp. K. Mingo, that this report be adopted.CARRIED.

REPORT OF THE COMMITTEE ON THE ROYAL ARCH WEBSITE

R.Ex. Comp. T. Gould: The Committee is comprised of: R.Ex.Comp. T. Gould, Acting Chairman and Treas.V.Ex. Comp. V. Wolaniuk, Grand Webmaster

We are pleased to report that we celebrated our third anniversary on May 5, 2006 and the web site continues tobe fully operational and increasing in the number of visitations. Attached to this report is the detailed statisticsand volume counts for activity on our website as provided by our internet server. To summarize, we haveincreased not only the number of countries around the world visiting us (over 109), but the number of hits, hitsbeing a page or file viewed from the site continue to post significant numbers. In May/June 2005 our WebMaster made a number of changes to the website that allowed users a more efficient way of surfing around oursite. During April 2006 1,442 unique computers visited our site providing a total count of 17,716 hits. For fiscalyear ending 2005 there were 9,910 unique computers that had visited with results for the first 4 months in 2006showing 5,350 unique computers. Our accomplishments this past year were modest considering the restrictionsin time available by the Web Master and the inability to install a new chairman for the website. Updates andissues were regularly communicated to the Grand Principals during the year. Similar to last year, we again putout a plea to the GDS's to update and correct all officer and contact information on the website. This exercisehas been slow and still not complete so we would appreciate more attention from the incoming GDS's to ensuringfactual information is displayed. One of the main reasons for the website is that we are really advertising orreaching out to prospective members rather than existing Companions.

Since year end we have paid the 2006 annual web site rental fees of $128.27 and our 2006 annual nameregistration fee of $18.18 USD. After confirming the US dollar conversion to Canadian, we expect to have cashin the Bank of approximately $20. The good news is internet costs have remained low and we have surplusmemory available since we are using only 279.85 megabytes versus the 2000 megabytes that are available. There are no further mandatory expenses for the next year to maintain this web site so we have sufficient cash to

fund this web site until April 2007. The committee has full intentions on issuing to all Chapters another requestfor donations along with a reminder that each Chapter has their own website that they can tailor make for theirown use.

I would like to formally thank V. Ex. Comp. Vallon Wolaniuk for his countless dedication to the website duringthe last year. His personal time has been at a premium this past year due to his educational commitments andother personal issues. It is understood the upcoming year will allow V.Ex. Comp. REPORT OF THE COMMITTEE ON THE GRAND FIRST PRINCIPAL’S ADDRESS

M.Ex. Comp. D. B. Russell: Most Excellent Sir and Companions:

We have reviewed the address of our Most Excellent Grand First Principal, MEC J. David Hongisto, and joinwith him in his warm welcome to our many members and distinguished visitors to this the 92nd Annual GrandConvocation of the Grand Chapter of Royal Arch Masons of Alberta.

We congratulate him on his dedication to Royal Arch Masonry in Alberta. He has demonstrated this by visitingeach Chapter in the Province at least once, and in many cases several times. He attended as many DistrictMeetings and Installations as was possible. At each of these meetings he promoted Royal Arch Masonry anddelivered a meaningful message. He also made a visit to the Grand Chapter of Scotland, which, despite thebarriers of language and culture, I am sure he thoroughly enjoyed.

We have examined the dispensations granted during the year and find them to be of a routine nature and approvethem. Likewise, we agree with appointments made in the past year by the Grand First Principal.

We concur with our Grand First Principal in confirming the rank of “Right Excellent Companion” on the fiveDistrict Superintendents for 2005 – 2006.

We join with our Grand First Principal in mourning the death of those Companions called to the Grand Chapterabove. We know that they will be sorely missed and we extend our deepest sympathies to those they left behind.

The Institution of Stoney Chapter U.D. in April was indeed a most rewarding experience. Everyone involved isto be congratulated on this event. Especially the warm reception in the Chapter and at the “Festive Board”.

His support of the “Open Air” Lodge in Drumheller and the District Workshops was greatly appreciated.

Most Excellent Sir, we applaud your untiring efforts on behalf of Royal Arch Masonry in Alberta, carrying outyour duties as Grand First Principal of this Grand Jurisdiction in such an exemplary manner. Yourorganizational skills must have been put to the test to accomplish all that you did. Our tanks go to Barbara, as weare sure that she must have lent a willing hand along the way. Probably also wondered why she was in some ofthese out of the way places.

We join with you in wishing the Grand First Principal Elect, REC David Hongisto, every success in the comingyear. We look forward to welcoming you to our ranks later this afternoon.

Respectfully submitted,M.Ex. Comp. Donald B. Russell, on behalf of all Past Grand First Principals of AlbertaMOTION: Moved by M.Ex. Comp. D. Russell, seconded by M.Ex. Comp. W. Brown, that this report beadopted. CARRIED.
