Introduction

Among the Burmese democratic forces, it is important to realize the need to

coordinate massive civic action against the military regime and establish a

fully sovereign Interim Governing Council of Burma to take the first necessary

steps for a formal democratic transition and National Reconciliation with a

process of extensive deliberations and consultations with cross-sections of 

the Burmese people conducted by various democratic organizations and

possibly in consultation with the United Nations.

This strategic plan is divided in six main phases to coordinate massive civic

action against the military regime and establish a fully sovereign Interim

Governing Council of Burma. Tactical plans for political actions could be

implemented in each phase of the Plan to reduce and eliminate the pillars of 

power available to the military regime.

Phase 1: Organization

• Initiate the basic organization inside Burma and the support networks of 

organizations in exile

• Focus the organizing efforts on the people in general, with particular 

emphasis on unity

• Create small organizations and groups across the country

• Develop the capacity for working together among the people

• Evaluate internal and external situations as well as the degree of that

the regime will reach in its repression and the capacity to resist

punishment, the courage and the power acquired by the activists

• Determine the necessary and available resources

• Develop the structure of Interim Governing Council

• Promote the auto-action throughout the plan

• Foster the collective conscience that reflects "Popular sentiment"

Phase 2: Political Defiance

• Call for the participation by individuals.

• Promote feelings of participation and solidarity without risks. Emphasize

the daily needs or scarcities and those responsible for same.

• Promote auto-action.

• Emphasize the concept of social responsibility and participation of the

individual: "I count, my action also counts".

• Develop the campaign to the administrators of the government and

members of the armed forces to enlist them in the democratic struggle

or neutralize them.

• Create slogans, symbols and symbolic acts.

Phase 3: Protest and Auto-action

• Form working groups by block.

• Organize silent protests.

• Promote solutions by the community to individual problems.

• Promote the association of citizens and interpersonal communication.

• Undertake individual civic actions to clearly imply that the problem

resides with the government, that does not resolve anything!

• Continue the creation and execution of slogans and symbolic acts.

• Continue the campaign to the government administrators and members

of the armed forces to enlist them in the democratic struggle or 

neutralize them.

Phase 4: CIVIC ABSTENTION 

• Highlight the importance of the Interim Governing Council, as the

beginning of a political alternative

• Continue the campaign for the administrators of the government and

the members of the armed forces to join the democratic struggle.

• elevate the protests against the regime.

• Organize people to deny participation and cooperation with the military

government in important issues.

• Boycott public acts of the regime.

• Abstain from participating in elections to ratify the authority of the

regime.

• Continue the community and symbolic acts.

• Formulate the perception of change.

Phase 5: DIRECT CIVIC ACTION

• Launch a massive campaign of non- cooperation and defiance destined

to disintegrate the dictatorship.

• Press conferences with international journalists

• Confront the dictator with the population whose power is increasing and

with the growth of independent democratic groups and institutions

• Establish central organizing committee for organizing the Interim

Governing Council

• Continue the campaign to the administrators of the governments and

members of the armed forces to join with the people

• Use all the available methods such as demonstrations before

embassies; marches in cities in public places and in front of the centers

of government; non-violent obstruction of order (maintaining discipline);

Graffiti, fliers from buildings, banging on cooking pans; blackouts and

turning on of all lights; massive demonstrations claiming change from

the government and General strike

Phase 6: National Encounter- Establishment of 

Interim Governing Council

• Pronouncement of the establishment of Interim Governing Council

• Negotiate with the commanders of the armed forces to stand up against

the regime

• Gain international support through diplomatic efforts of newly-

appointed foreign affairs officials around the world

• Dismantle the repressive machinery

• Maintain order and avoid bloodshed

• Reunite the internal and exile democratic forces
