Attachment B - Program Description

1. Describe the proposed program including the number and size of the scholarshipsand associated institutions, if any. State the management structure and thecapability for administering the program. Provide a schedule of tuition fees andother pertinent costs for students who would be participating in this program.

Background:

Over the last two years, Columbia Basin College (CBC) has successfully leveraged NRCfunding with industry and institutional resources to launch a successful Nuclear Technologyprogram and introduce its first two options in Radiological Protection Technology, andInstrumentation & Control Technology. CBC looks to this funding opportunity to introduce itsthird option for Non-Licensed Nuclear Operators. CBC requests funding from the US NuclearRegulatory Commission funding to provide approximately 24 scholarships for students enrolledin the Nuclear Technology program with 12 scholarships reserved for students pursuing theNon-Licensed Operator Option. To ensure student success, CBC has established the followinggoals:

CBC Nuclear Scholarship Program (NSP):Goals1. To establish a successful Non-Licensed Nuclear Operator Option and increase

the number of students pursuing careers in the nuclear industry throughscholarships and support services that promote full-time enrollment andcompletion of an Associates in Applied Science in Nuclear Technology degree.

2. To assist students in identifying post graduation occupations in the industry priorto completion of their degree.

3. To increase the participation of low income, academically talented students in

the nuclear industry careers, especially students from underrepresented groups.

a. Project Goals and Objectives:

CBC looks to build on the success of the current NSP with a continuation andexpansion of outreach and recruiting activities established under the current award. The project goals are as follows:

* Provide 12 scholarships to first-year Non-Licensed Operator Technology studentsand 12 students in their second year of NT programming.

2. Describe the recruitment activities and specific marketing strategies designed to attract alarge and diverse pool of student applicants. Describe the selection process that willensure the most qualified student applicants are selected based on academic merit, withconsideration given to financial need and the goal of promoting the participation ofminorities, women, and persons with disabilities.

CBC will give special consideration to low-income, first generation, underrepresentedminority students including individuals with disabilities. The following outlines CBC'splan for identifying, selecting, and retaining these students. The College has identifiedthree primary approaches to facilitate a comprehensive retention strategy.

1) Through the College's Outreach Office, the CBC-NSP Director will facilitate outreachactivities to local high schools and middle schools. On-campus informational sessionswill be conducted on a monthly basis until the application deadline. Additionally, scholarship awareness will be embedded in the College's First Year Introduction (FYI)programming that occurs each summer prior to fall quarter. The FYI event is amandatory transition workshop required for degree and certificate seeking studentsentering Columbia Basin College.

2) CBC sponsored on-campus events such as MESA Day, Sustainable Energy Expo, andCollege Night. College Night is a unique educational opportunity for high school seniorsand their parents. The program is focused on college readiness for historicallyunderrepresented (African American, Native American, Hispanic, and AsianAmerican/Pacific Islander), low income, or who will be first generation college students.MESA Day will expose current CBC students who are interested in the STEM fields to aprofessional conference environment and provide these students with specificinformation about the different disciplines and careers available by giving them theopportunity to network with local professionals and attend breakout sessions. The

Sustainability Expo will allow students to become familiar with various greentechnologies and the regional companies that are implementing them.

3) Through industry-sponsored events, the CBC-NSP Director will coordinate withoutreach personnel to provide onsite informational sessions and recruitmentactivities at industry sites throughout the year.

b. Selection Process:

After submitting an application form, the Project Director will verify that each student meets theminimum qualifications for eligibility, including U.S. citizen or legal resident, enrolled at CBC atleast ¾ time, and assessment of financial need. The NSP Director will obtain the necessarydocumentation to identify students identifying as low-income. Once CBC-NSP eligibility hasbeen verified, the student will meet with the Project Director. This appointment will occurimmediately following the eligibility screening. The purpose of this interview is to determine thestudent's need for academic support and ability to benefit from NSP services. During thisinterview, NSP staff will examine, with the student, information from referral sources; diagnostictest profiles, and previous academic performance, such as grade point average and classestaken. This is the student's opportunity to self-report pertinent information that will help NSPstaff determine the student's commitment to academic success. To facilitate the discussion andensure consistency among all interviews, the Project Director will utilize a standard list ofquestions to gain further insight about the student and enhance the selection process throughsubjective and objective assessment. Once student eligibility and ranking has been completed, the PI and NSP Director will review the applicants with the Nuclear Technology AdvisoryCommittee (NTAC) and make the final decision on NSP awards.

Prior to distribution of the CBC-NSP award, the student will be asked to participate in theNuclear Citizenship training package. The Nuclear Citizenship package provides a prospectivestudent with a history of the nuclear industry, expectations of a career in the industry, andresponsibilities of employees in the industry. After a qualified NSP student completes thistraining, the prospective student will be awarded the CBC-NSP scholarship and they willcomplete the NRC service agreement at that time.

As a follow-up service to the FYI identified above, NSP students will attend an educationalplanning session. During this session, students will create a quarter-by-quarter plan in line withtheir educational goal. Students are encouraged to plan all the necessary classes in order toachieve their degree, certificate, or needed transfer credits. However, they are required to plana minimum of four quarters as an FYI homework assignment.

3. Identify an .evaluation plan that will provide information on the effectiveness of the projectin attracting, preparing and retaining individuals in nuclear careers. This plan shouldinclude methodologies for measuring the effectiveness of the program. The evaluation planshould include a mechanism for tracking the trade school and community collegescholarship students as they fulfill their academic obligation and for reporting to the NRC.

As part of his administrative responsibilities, the PI will work with the NSP Director tocompile a quarterly report on the progress of each NSP scholarship recipient. Over thecourse of the program, quantitative assessment metrics will consist of grade pointaverage, progress towards degree as measured by completed course credits, number

of internship placements, degree completion, and obtaining employment or acceptanceto four-year school. Analysis of this formative data will be instrumental in makingcontinuous program improvements throughout the funding period. Results for allstudents will be summarized in a single spreadsheet. At the end of the 2011 NSP grant, the quarterly reports and student statistics will be collected into a final assessmentreport.

The NSP Director will also conduct a summative evaluation at the end of the year. Thisevaluation will analyze the data collected throughout the year, including trainingsuccess, completion, and process improvements. Since the formative evaluations allowthe Director to make continuous project improvements throughout the funding period, the information necessary to conduct the summative evaluation will be readily available. The Director will review this data at the end of the project year and prepare an annualreport, as well as final report at the end the funding period. These reports will containan overview of the project activities, student participation, and progress made towardgrant objectives, training success, and potential barriers to success, and correctiveaction plans. The NSP Director will present this report to an industry advisorycommittee, Senior Vice President of Administration, project staff, the US NuclearRegulatory Commission, and necessary stakeholders. By sharing this information, theNSP Director will be able to solicit feedback regarding the direction of the project andthe steps required to achieve success. In addition, these groups will help the Director toidentify process improvements.

Overall, the CBC NSP program will be evaluated against the proposed objectivesoutlined in Section 1.a., and restated here:

* Did the CBC NSP program provide 12 scholarships to students pursuing the Non-Licensed Operator Option and 12 students in their second year of programming?

" Has the program increased the number of academically talented underrepresentedminority students pursuing careers in the nuclear industry?

" Did participants receive adequate academic support to ensure a minimum of 70% ofthe program participants to maintained or exceed a 2.8 g.p.a. and did they persistthroughout their first academic year?

" How many students have identified an employer prior to completion of the fundingperiod?

" Has the college effectively disseminated program activities, scholarshipopportunities, through community outreach events thoroughly to inform the area ofthe CBC-NSP program?

4. State whether these scholarships are contemplated as an integrated elementfof a.State or regional strategic plan including innovative approaches covering sucharrancjements as consortia, partnerships with other institutions (includinq Minority

The integral roles of the nuclear industry as well as the remediation of the Hanford Siteare well-documented concerns for our state representatives, industry partners, andregional workforce representatives. The vital role of the industry can easily bemeasured when assessing the percentage of funding that has been awarded throughthe American Recovery and Reinvestment Act (ARRA) to the Hanford Site. TheNuclear Technology Advisory Committee has been an essential component of theoperational plan. The committee will be responsible for providing guidance and adviceto the NSP Director, department heads, and other CBC officials on key workforceneeds. The committee represents a cross-section of nuclear industry leaders, faculty, staff, and other representatives with relevant knowledge and expertise related to theworkforce needs and economic growth of the region Figure 3.

CBC continued to focus scholarships on underrepresented minority students with nearly 40% ofrecipients being female and of the 23 students with ethnic minorities representing 17% of therecipients. Non-traditional status was assessed by student age or whether a students in lookingto re-career away from a low-income or low-growth service sector occupation. Historically, CBChas offered the summer academy for mathematics (SAM) course for one week. However, giventhe high quality of applicants, the SAM intervention was not required as all scholarshiprecipients tested well on their entrance exams and were placed into college-level mathematics.

In addition to the NRC Nuclear Education Scholarship Program, CBC was awarded the NuclearEducation Curricula Development grant. The funding is being used to support the developmentand deployment of the Radiological Protection Technology (RPT) Option in the NuclearTechnology program over a one-year funding period. Together with the Nuclear TechnologyAdvisory Committee, CBC has identified the need to provide an educational pathway to train thenext generation of radiation protection professionals. The project will revise and develop newcurriculum and course material in RPT.CBC has also been awarded the Minority Serving Institution Program grant. The CBC Outreachand Retention Program (ORP) will enhance Nuclear Technology awareness in the K-12 systemas well as develop new programming and outreach materials specific to the nuclear industry.Additionally, this funding will be used to develop and implement critical retention servicesdesigned to improve incoming NT student competencies in math and physics prior to entry intothe program.
