Employment

Nearly 1,950 new jobs were added in 2013 and unemployment rates remain at a low 9.3%, despite employment levels being

slightly below the pre-recession peak of 86,600 jobs. Most notably, the Construction and Leisure and Hospitality sectors have seen the most positive employment growth throughout Riverside.

The Construction industry grew by 6.3% this past year, which can be attributed to the real estate market improvements in Riverside. According to the report, “The Construction sector is vital to a region’s economy, as it provides a multiplier effect that involves not only a single industry, but also various industries that fall under the overall construction umbrella.”

The Education/Health sector may have significant employment growth into the future as the University of California, Riverside School of Medicine continues training and providing skilled health professionals to the region. As the City of Riverside continues enhancing and expanding its healthcare

to seeing the local economy continue to thrive with the addition of many new jobs.

Finally, the Chamber has been actively making direct recommendations to the City Council regarding the preservation of Riverside’s resources with the City Council’s adoption of the Riverside Public Utilities (RPU) 10 year renewal of a 1.5% local Water Conservation Surcharge. The Water Conservation Surcharge has been a vital element in preserving Riverside’s resources and maintaining water independence. This renewal is intended to cut down regional production costs.

Overall, the Chamber is proud of the accom-plishments and growth that the City has seen in the last few months. We are excited for our economic future and will continue on with the same momentum.

As California’s economy continues to make forward progress, the Chamber and the local business community has been working hard to influence and cultivate economic growth in Riverside. Through the use of innovative-technology and job creation, this region is on a clear pathway to success.

Recently, the Naval Surface Warfare Center (NSWC), Corona was involved in the Navy’s first cross-licensing agreement. NSWC, Corona participated in a formal signing agreement on Technology Transfer and Patent Licensing agreements with American Technical Services, Inc. (ATS). This cooperative research and development opportunity will create more jobs in the region and strengthen the local economy. This facility alone has provided 1,500 jobs and $300 million to the region. The Chamber is a strong supporter of NSWC Corona and March Air Reserve Base. These facilities provide over $800 million of economic benefit to our region, so it is our objective to ensure that these military bases are secure during the current time of extreme cuts to defense spending.

Also indicating that Riverside is on the right

track, this quarter’s Regional Intelligence Report reported that tourism, real estate, hotel occu-pancy, and restaurants are all positive drivers in the current economy. The report states

that nearly 1,950 new jobs were added in 2013. Additionally, the Construction and Leisure and Hospitality sectors have experi-enced the greatest amount of employment growth throughout Riverside. The real estate markets have improved significantly this past year, which is directly correlated to the 6.3% employment increase in the construction industry. The Chamber is excited for all of these improvements and is looking forward

Chair Congratulates Local Businesses on Economic Success: Innovative-Technology Progression

The City of Riverside’s Development Committee recently supported the recom-mendation by City staff and the Chamber to select Opticos Design, Inc., with Sargent Town Planning as the lead consultant for the Smart Code Specific Plan. The Chamber is actively involved in the preparation of the Smart Code Specific Plan, Programmatic Environmental Impact Report (PEIR), and Northside Neighborhood proposal which includes future plans for the 124-Acre Riverside Golf Club and 55-Acre Ab Brown Sports Complex.

The $4.4 million project will be funded by an internal loan from the City and payable in full upon the closing sale of the Riverside Golf Club and Ab Brown Sports Complex. The Development Committee’s ratification will be brought to City Council for adoption.

Smart Code Specific Plan Facilitates Future Regional Economic Growth

The Smart Code Specific Plan will result in consistent development standards supporting economic development and future investment. The plan introduces a new way for developers and contractors to swiftly move through the entitlement process while maintaining a simplified vision to build upon in a specific zone or region.

The objectives of Smart code are to focus on improving the City’s planning and zoning systems while seeking practical ways of becoming “smarter” innovators. The plan will revive nearly 90% of Riverside’s commercial, indus-trial, and office zoned properties, replacing

eight existing specific plans in the city.

At the forefront, the Opticos Design, Inc., strategy emphasizes the development of an extensive community and business-based vision on over 1,000 acres in the city, while preserving existing neighborhoods and cultural features. A standard for historic property and resource classification will be included in future development projects.

Opticos Design, Inc., has an impressive background in community-based urban design, land use, real-estate economics, neighborhood redevelopment, historic preservation, and mobility. The group also has experts to assist in establishing a PEIR.

A formal selection committee determined a consultant based on individual evaluations conducted by the City of Riverside appointed teams, their overall familiarity with the City, and a community interview. The Chamber will continue to support the Smart Code Specific Plan’s reinforcement of regional economic growth. research funding, and other sponsorships.

Through audits, RPU has found where consumers are using the highest amounts of water. They have helped over 500 property owners reduce consumption through high-efficiency, water-wise landscaping tools. Over 500 smart controllers have been connected in this effort.

One of the most successful programs to date has been www.FreeSprinklerNozzles.com. RPU has teamed with the Western Municipal Water District and Toro Company to make this program successful. The program has issued businesses and residents 215,000 high efficiency sprinkler nozzles, saving an estimated 1,300 gallons of water each year.

The Chamber will continue to fight for the maintenance of the region’s water inde-pendence and ensure the local community remains informed about the matter.

Governor Brown recently announced that Riverside is one of three California communities that have been chosen for the New Hiring Credit Pilot program. Building on efforts to grow Riverside’s economy and help local businesses create jobs, the Chamber and California State Senator Richard Roth were extremely successful in their efforts to encourage local business leaders to join together to in directly advocating to Gover-nor Jerry Brown’s Office of Business and Economic Development (GO-Biz) for the establishment of a pilot program for a hiring credit incentive in Western Riverside County, which was first introduced in a multi-faceted California Economic Development Initiatie.

Senator Roth said, “The Governor’s announcement that our communities are included in the pilot program is a boost to our economy, our residents, and our businesses. Our communities have struggled through the economic recovery and this is tremendously good news.”

The New Employment Credit (NEC) will be 35% of wages between 1.5 and 3.5 times the minimum wage for a period of five years. Governor Brown’s decision will allow local businesses to claim the hiring credit until 2021 for bringing on long-term unemployed workers, recently discharged veterans, and others. This pilot program will provide more jobs for the region and strengthen the local economy hiring credit for businesses in California communities with the highest rates of unemployment and poverty.

The designation as a pilot area is effective

immediately, applicable for four years and may be extended by GO-Biz for an additional three years. The credit is part of the Governor’s Economic Development Initiative - AB 93 and SB 90 - which passed in 2013 and received significant support from the Chamber and the economic region.

Governor Brown said, “These tax credits will spur new jobs and help communities hardest hit by the recession.” The Governor’s Economic Development Initiative is funded by redirecting approximately $750 million annually from the state’s previous Enterprise Zone program and also includes a statewide sales tax exemption on qualifying manufac-turing equipment and research and develop-ment equipment purchases for biotech and manufacturing companies.

In selecting the first round of pilot areas, GO-Biz evaluated employment, poverty and wage data to identify areas of the state that would benefit the most from the expanded hiring credit. The designation as a pilot area is effective immediately, applicable for four years and may be extended by GO-Biz for an additional three years.

Senator Roth said, “The employment credit pilot program provides Western Riverside County and Inland Southern California businesses the opportunity to expand and boost employment throughout our community and region.” The Chamber is grateful for Senator Roth’s role as a leader in advocating on behalf of the region for NEC and the creation of more local jobs.

Chamber Celebrates Governor Brown’s Decision to Provide Hiring Incentives

With support from the Chamber, the City’s Utility Services/Land Use/Energy Development Committee has approved the Sewer Services and Capacity Charge Rate Structure’s five year rate increase, with an annual review by staff. Both commercial and residential sewer rate payers, if adopted by City Council, will begin to see a small fee increase after July 1.

The sewer capacity charge is an innovative approach with a competitive rate structure. The monthly sewer charge fee increase recompenses all costs associated with operating a nontoxic, dependable, and economical wastewater system. Key expenditures will be implemented to maintain the collection system, comply with State and Federal regulatory requirements, and sustain reserves to meet bond agreements. Currently, Riverside operates and maintains more than 800 miles of public sewer lines, pulling in 40 million gallons of discharge per day to Riverside Water Quality Control Plant collection system facilities.

The department offers an incentive program for existing and new use sewer businesses. The

incentives program is set in place to encourage the reduction of pollutant discharge and reduce costs associated with treatment and disposal. Most industrial and commercial customers are eligible for a reimbursement of up to 50% of pretreatment technology installation costs. Participants must enter into an agreement with the City of Riverside. Terms include the necessity to commit to at least one quantitative environ-mental goal that aligns with City objectives.

The original Master Plan for wastewater collection and treatment facilities was implemented to ensure reliable collection and treatment services through 2025.The plan consists of long-range financial goals to support the Master Plan. The Chamber is anticipating many positive outcomes, including rehabilitation and replacement, compliance with regulatory requirements, and expansion to meet growth.

The Leadership Riverside Class of 2014 Commencement Ceremony will be hosted at the Riverside Convention Center on June 13. This special ceremony will commemorate each student for the completion of their journey in the program and will honor a past Leadership Riverside alumnus with the presentation of the 2014 Art Pick Distinguished Alumni Award. This award recognizes someone who placed service before self in order to make a lasting impact on the Riverside community. Mary Parks, Senior Public Information Specialist for the Riverside County District Attorney’s Office graduated Leadership Riverside in 2013. She states, “I’ve been in the media business more than two decades and felt confident that I knew my community and how my career experience could benefit Riverside. Then I took part in the Leadership Riverside program. With each session I gained insight and valuable knowledge about new issues that were vital to my com-munity’s future. Leadership Riverside opened my eyes to what needs to be done in the areas of healthcare, challenges in law enforcement and the importance non-profits play in

Riverside. As a direct result of Leadership Riverside, I partnered with a local production firm to start An American Spirit, a non-profit whose mission is to gain national media attention to the work being done in our region that assists others by exemplifying the true American Spirit.”

Since 1986, Leadership Riverside has strengthened the community by developing and empowering local leaders and decision-makers. The program includes 10 monthly, full-day sessions devoted to key community issues at locations throughout Riverside. The event will return to Jurupa Hills Country Club, featuring a course that shares the same designer as the scenic Torrey Pines Golf Course – William F. Bell. Golf Committee members are anticipating another sold out event under the leadership of Committee Chair Larry Burns of California State University, San Bernardino. “This tournament attracts a wide range of Riverside businesses looking to build on new and existing relationships, but also raises money to support local business interests,” said Burns.

The Golf Classic provides more than 200

players, sponsor representatives and volunteers a unique and fun networking opportunity, while raising funds for the Chamber and six Area Business Councils. Sponsorships range from $250 to $5000 and include player entries and signage opportunities. Proceeds go towards making many member services possible. Chamber member businesses can also participate by organizing player groups. Players registered and paid by Friday, June 27, will receive an early bird discount of $25 off of the $150 entry fee.

Last year, Norte vista High School students worked together to make lasting change happen in a critical neighborhood of the city. On May 10th, 800 community volunteers will be mobilized citywide to do their part in the Great American Cleanup.

Riverside Volunteers Set to Clean Up in Nationwide EventThe Great American Cleanup (GAC) is the country’s largest community improvement program that kicks off each spring and engages more than 4 million volunteers in more than 20,000 communities nationwide. Here in the City of Riverside, over 800 community volunteers are preparing for the GAC event to be held on Saturday, May 10th.

Keep Riverside Clean & Beautiful (KRCB) volunteers will participate in a variety of projects focused on: waste reduction, graffiti eradication, cleaning city waterways and an Arbor Day Tree Planting Celebration. Chamber Welcomes New RCCD Interim Chancellor The Chamber is pleased to welcome recently appointed interim chancellor of Riverside Community College District (RCCD), Irving Hendrick, Ed.D who previously served as interim president of the Moreno Valley Campus. Prior to these duties, he was Dean of the School of Education at the University of California, Riverside (UCR) and oversaw the expansion of the School of Education.

Dr. Hendrick spent most of his teaching and administrative career at UCR as a professor and as an Interim Assistant Vice Chancellor for Development. Following his retirement from UCR, Dr. Hendrick came to RCCD in 2001 to develop a School for Education. His awards include the 1998 Distinguished Service Award from the UCR Alumni Association, a 1993 Leadership Award for Native American Institute University Program, and a University of California Research Recognition Award.

UCR Vice Chancellor for Planning and Budget appointed The Chamber welcomes newly appointed Vice Chancellor for Planning and Budget at the University of California, Riverside (UCR), Maria Anguiano. Anguiano was the Interim

Deputy Chief of Staff of Strategic Planning and Analysis at the University of California Office of the President.

Among Anguiano’s accomplishments are the design of a system wide charges of accounts, the re-engineering of the Office of the President’s budgeting and financial planning process, development of a strategic plan to close a $650 million revenue gap in 2011-12 state funds and various activities that improved UC’s cash flow management, and increased working capital investment income by more than $60 million.

Anguiano said she sought the UCR position to become part of a campus that has grown dramatically in the past decade and that is poised for additional growth of research and facilities in coming years.

Lou Monville, CSU alumni Trustee appointed Current Chamber member and former Chamber Chairman, Lou Monville has been appointed to the California State University (CSU) Board of Trustees as the Alumni Trustee. Monville has served as a member of the CSU Board of Trustees since being appointed in 2006. He currently serves as the Board’s Vice Chair, while also chairing the committee on collective bargaining.

The State Bar of California established the outreach pipeline initiative Community College Pathway to Law School Diversity Pipeline through the Council on Access and Fairness. Out of 111 community colleges, Riverside City College (RCC) was awarded one of the 20 prestigious slots. The Chamber was proud to support RCC on this exciting success and looks forward to future partnership opportu-nities through this beneficial program.

The State Bar of California states this initiative will create a clear pathway for community college students who meet certain requirements, to be guaranteed admission or given priority enrollments to four top accredited law schools in California: University of California Davis School of Law, University of California Irvine School of Law, Santa Clara Law School, and University of Southern California Gould School of Law. RCC currently enrolls hundreds of students into their Paralegal Studies program. Their participation with this initiative will

result in increased enrollment opportunities for Riverside students, significantly impacting the local community.

The State of California is a majority-minority state with at least 60 percent of its population consisting of individuals from racial-ethnic minority groups. In contrast, the State Bar of California consists of only 20 percent minority lawyers. In order to bridge this gap, the State Bar’s Council on Access to Justice has established this outreach initiative to focus on enhancing opportunities in the legal profession for diverse populations.

The Chamber’s Business Education Partnership Council will continue to seek ways to support RCC’s Pathway to Law School program and increased retention and employment of local students.
