7 STATE Greater Kashmir SRINAGAR | October 26, 2013, Saturday Sheikh not a party to JK’s accession with India: NC Pakistan On High Moral Ground On Kashmir: Kamaal Sheikh Muhammad Abdullah ABID BASHIR Srinagar, Oct 25: The ruling National Conference (NC) Friday claimed that its patri- arch Sheikh Muhammad Abdul- lah was not a party to J&K’s accession with India signed by the then Maharaja Hari Singh. NC general secretary Sheikh Nazir Ahmad said it is high time for New Delhi to fulfill the promises made by its leaders with the people of Kashmir “if it really wants to win the hearts and minds of people.” Commenting on 66th anniversary of 1947 acces- sion, ailing Nazir, who is considered as NC ideologue, said that the then Maharaja signed a conditional acces- sion on October 26, 1947. “Neither Sheikh Muham- mad Abdullah had any role in the accession or any other NC member. Sheikh was in prison at the time of acces- sion as then Maharaja had arrested him for leading the movement against his auto- cratic rule,” Nazir said in a brief statement issued here. “Sheikh opposed the acces- sion from the prison on the pretext that no agreement should be entered into with- out the consent of people.” Nazir said it was on the second day of accession that Indian armed forces landed in Kashmir on the request of the then Maharaja. “Enemies of NC have been wrongly portraying that Sheikh was party to the accession. Sheikh remained confined to prison for 22 years while the leaders who at present claim to be true representatives of people left no stone unturned to erode the special status of J&K,” he said. Nazir said accession was based on three things—de- fence, foreign affairs and com- munication. “But the vested interests sold the autonomy of State by all means.” He reminded New Delhi about the promises made by its leaders with the people of Kash- mir. “New Delhi should fulfill its promises that have been left unfulfilled. Delhi should begin with restoration of pre- 1953 position if it really wants to win the hearts and minds of Kashmiris,” Nazir said. Joining the chorus, NC Additional General Secre- tary Sheikh Mustafa Kamaal said the day of accession coincides with the landing of Indian troops in Kashmir at the request of the then Maha- raja. “They fought Pakistani rebels and peace prevailed. After that they were sup- posed to go back which they didn’t and instead they forced Maharaja to leave Kashmir,” Kamaal said. He said the fact remains that the then tallest leader of India, Pandit Jawa- har Lal Nehru took the Kash- mir issue to United Nations. “We can’t blame Pakistan for this. I believe that Paki- stan is on a high moral ground as far Kashmir issue is con- cerned. There is no denying the fact that Pakistan doesn’t claim the territory but wants a chance to be given to the people to decide their fate,” the NC leader said. He said it was New Delhi that contin- ues to “backstab the people of Kashmir” through its dilly- dallying tactics. “New Delhi has to come clean as to what it wants to do with Kashmir. How long will we continue to suffer,” said Kamaal. Senior NC leader and MP from South Kashmir, Dr Meh- boob Beg said even after acces- sion Kashmir issue remains alive. “We have seen many agreements and pacts between India and Pakistan and even 1947 accession, but the ques- tion is Kashmir continues to be a dispute. After 66 years of India’s independence, the Prime Ministers of India and Pakistan meet and agree to resolve all issues including Kashmir,” Dr Beg said. He said Kashmir is not a military issue and can’t be resolved through military means. “It is not a land dispute. It is purely a human issue. I believe both, India and Pakistan should show some flexibility and pick up the threads where former army general of Pakistan, Pervez Musharraf left,” he said. Dr Beg said it was unfor- tunate to see that former army chief of India saying that army was working for national integration in Kash- mir. “I am surprised over this statement. The place which needs a political solution is being handled by the army, which is quite strange,” he said. “The leaders of India and Pakistan should stop treat- ing Kashmir as a football and instead resolve the core issue of Kashmir,” he maintained. In a statement PDP president Mehbooba Mufti said the u-turn by the speaker on this sensitive subject has in no way added to the prestige of the house he has clearly fol- lowed “NC’s traditional double-speak and has tried to pursue the party dictate rather than implement his own ruling or respect the sentiment of the house.” She said the Speaker’s decision exposes the lack of polit- ical will in the ruling party to uphold the sanctity of the democratic institutions or the political class of the state. “The Speaker’s decision represents in a way the entire history of the U-turns of NC since 1947 and unfortunately this time the prestige of the state legislature has been further eroded,” she said. Reiterating her party’s demand that Gen Singh be summoned before the bar of the house to know the truth about his statements which have severely damaged the credibility of the representatives of the people, Meh- booba said heavens would not fall if a former Army General was asked to appear before the highest seat of democracy in a country where nobody is regarded above law and where even the prime minister has offered himself for investigation. GKNN Govt seeks suggestions on Poison Possession and Sale Rules Srinagar, Oct 25: The State Home Department has sought objec- tions/suggestions from interested persons on the draft Jammu and Kashmir Poison Possession and Sale Rules, 2013. “Pursuant to the directions of Supreme Court, passed in Writ Peti- tion (Crl) No: 129 of 2006 titled Laxmi v/s Union of India and others, the State Home Department in consultation with the Department of Law, Justice and Parliamentary Affairs has draft- ed the Jammu and Kashmir Poison Possession and Sale Rules, 2013. The draft rules have been uploaded on the website of the Home Department www.jkhome.nic.in for information of the general public. Any person inter- ested to submit objections/sugges- tions may do so within a period of 15 days,” an official handout said. KAR-E-NAJAR BADAST-E-GILKAR Mechanical engineer posted as Xen PDD Srinagar, Oct 25: At a time when the state government has asked the Power Development Department (PDD) to minimize transformer damages through maximum use of expertise at its workshops, a Mechanical Engi- neer has been posted as Executive Engineer PDD at the Central Elec- trical Workshop Jammu drawing flak from PDD engineers who said the posting of “non-technical person at highly sensitive site” was detrimental for the estab- lishment. Sources said the government, vide order No 255-PDD of 2013 dated 18/9/2013 posted a mechan- ical engineer at the Electrical Cen- tral Workshop Jammu against the electric cadre post of PDD. They said the mechanical engineer “enjoys patronage of some Babus in the civil secre- tariat who facilitated his post- ing at the key post.” “What is most astonishing is that the officer with mechanical qualification has been placed against electrical cadre post of PDD that too at transformer rebuilding/repairing centre where knowledge and expertise of electrical engineering is a prerequisite,” said a senior PDD official from Jammu requesting not to be named. “This transfer is in total con- travention and violation of the basic rules and norms govern- ing recruitment and promotion policy,” a group of PDD engineers from Jammu said. The engineers have taken seri- ous note of the matter. “Such arbi- trary orders will prove detrimen- tal for the effective and smooth working of power development department,” the engineers said. “Besides, this move grossly vio- lates the right of promotion of incumbent degree holder elec- tric engineers in line waiting and stagnating at AEE level for more than 13 years,” they added. Jammu and Kashmir Electrical Engineers Graduate Association (JKEEGA) President Pirzada Hidayat Ullah said the matter has been taken up with the government. “Yes we have taken a serious note of the issue and sought immediate rollback of the orders,” Hidayatullah told Greater Kash- mir. “We are soon going to con- vene a meeting to decide future course of action,” he added. When contacted Principal Sec- retary PDD Arun Kumar Mehta said there was nothing wrong with the order. “A person who has been promoted has to be posted at one place or the other,” Mehta told Greater Kashmir. GKNN KAS aspirants cry foul, seek answer keys ‘Candidates Who Didn’t Even Appear In Prelims Shown As Qualifiers’ MUDASIR YAQOOB Srinagar, Oct 25: Demand- ing making of answer key of Kashmir Administrative Service (KAS) prelims exam- ination-2013 public, aspirants have alleged that the result seems to be fishy. Aggrieved candidates said according to answer keys published by various reputed coaching centres, they had scored more than 300 points in two subjects. An aspirant from North Kash- mir, Saima Nazir, said: “Cut off in KAS 2013 prelims were 288.577. When I calculated my points according to answer keys published by various reputed institutions, I cross more than 320 points.” She said that it was her second attempt to crack the civil service with Zoology as optional subject, adding: “I did well in both general stud- ies and optional. I was now preparing for mains exam as I was on safer side as per cal- culation of points.” The aggrieved candidates alleged that some of the aspi- rants who remained absent in the prelims exams were declared qualified for the mains. Aspirants said: “Some of our friends didn’t appear in the exams and their seat was also vacant in the examina- tion hall. We were surprised to see them in the list of quali- fiers for the mains.” The aspirants said they had begun preparations for the mains as they were con- fident that they had scored more than 300 points in the prelims. Srinagar, Oct 25: At a time when the state government has asked the Power Development Department (PDD) to minimize transformer damages through maximum use of expertise at its workshops, a Mechanical Engi-neer has been posted as Executive Engineer PDD at the Central Elec-trical Workshop Jammu drawing flak from PDD engineers who said the posting of “non-technical person at highly sensitive site” was detrimental for the estab-lishment.

Sources said the government, vide order No 255-PDD of 2013 dated 18/9/2013 posted a mechan-ical engineer at the Electrical Cen-tral Workshop Jammu against the electric cadre post of PDD.

They said the mechanical engineer “enjoys patronage of some Babus in the civil secre-tariat who facilitated his post-ing at the key post.”

“What is most astonishing is that the officer with mechanical qualification has been placed against electrical cadre post of PDD that too at transformer rebuilding/repairing centre where knowledge and expertise of electrical engineering is a prerequisite,” said a senior PDD official from Jammu requesting not to be named.

“This transfer is in total con-travention and violation of the basic rules and norms govern-ing recruitment and promotion policy,” a group of PDD engineers from Jammu said.

The engineers have taken seri-ous note of the matter. “Such arbi-trary orders will prove detrimen-tal for the effective and smooth working of power development department,” the engineers said. “Besides, this move grossly vio-lates the right of promotion of incumbent degree holder elec-tric engineers in line waiting and stagnating at AEE level for more than 13 years,” they added.

Jammu and Kashmir Electrical Engineers Graduate Association (JKEEGA) President Pirzada Hidayat Ullah said the matter has been taken up with the government.

“Yes we have taken a serious note of the issue and sought immediate rollback of the orders,” Hidayatullah told Greater Kash-mir. “We are soon going to con-vene a meeting to decide future course of action,” he added.

When contacted Principal Sec-retary PDD Arun Kumar Mehta said there was nothing wrong with the order. “A person who has been promoted has to be posted at one place or the other,” Mehta told Greater Kashmir. GKNN

Aggrieved candidates said according to answer keys published by various reputed coaching centres, they had scored more than 300 points in two subjects.
