GENERAL INFORMATION
The Regional Rural Development Standing Working Group (SWG) and the Network of
Associations of Local Authorities of South-East Europe (NALAS) are implementing a
regional sub-project “Solid Waste Management in cross-border rural and coastal areas of
South Eastern Europe” supported by the German Federal Ministry for Economic Cooperation
and Development (BMZ) through the GIZ Open Regional Fund for South East Europe –
Modernisation of Municipal Services (ORF MMS) and the Government of Switzerland.
The project is working in 3 pilot regions: Adriatic Pilot region (Albania, Montenegro, B&H and
Croatia), Sharra Mountain (Albania, Kosovo*, Macedonia) and Drina (Tara-Sava) river region
(BIH, Serbia, Croatia, Montenegro).
The project aims to improve the conceptual and organizational framework conditions for
Integrated Solid Waste Management (ISWM) in cross-border rural and coastal areas in SEE
with the specific goal to assess and develop schemes (models) for integrated management
of solid waste that are environmentally effective and economically affordable in order to
reduce adverse environmental and economic impacts of solid waste miss-management and
support the ecological and socio-economic development of the cross-border rural and
coastal areas in the SEE countries. The project will support the local authorities and
stakeholders in establishing a dialogue platform for assessing and developing effective
management schemes for integrated solid waste management in the regional cross-border
rural and coastal areas. In order to attain policy and operational means which are best and
meet the social, economic and environmental conditions of the involved municipalities and
countries.
Within the project where conducted pilot measures for solid waste management in the cross-
border region “Drina-Tara " - Green Actions, Earth Day Every Day!" in a period from 20 -27
April and 27th May 2016.
The SWG team in cooperation with local stakeholders, local population, NGO’s and local
authorities performed cleaning actions in different locations in the Municipalities of Uzice,
Cajetina, Bajina Basta, Priboj, Prijepolje, Ljubovija in Serbia, Municipalities of Visegrad,
Rudo, Gorazde, Bratunac and Milici in Bosnia and Herzegovina and Municipality of Bijelo
Polje in Montenegro. In Municipality of Pljevlja pilot actions were conducted on May 27th
2016. Around 700 volunteers took an active part in these pilot actions during which was
collected 9 000 kg mainly dry mixed waste from 29 locations from 13 municipalities.

Municipality of Visegrad, Bosnia and Herzegovina
The whole local community participated in pilot actions which were conducted by NGO
“Nove nade”, Visegrad. On 21th April 40 children from Primary school “Vuk Karadzic” and
Secondary school “Ivo Andric” organized cleaning of the Sport Centre complex and collected
40 bags of mixed dry waste mainly pet and paper. The same day small art exhibition and
planting of flowers was organized in the Kindergarten “Neven”. On 22nd April two educative
workshops where conducted on a subject "Preservation and protection of environment and
primary waste selection".

Municipality of Gorazde, Bosnia and Herzegovina
On 22nd April in a scope of Earth Day were organized educational-creative workshops with
the aim to raise awareness about environmental protection. Within this activity 30 children
from Primary schools with their teachers made bird houses and feeders, design eco notes
and small brochures using decoupage technic and recycling material.

Municipality of Rudo, Bosnia and Herzegovina
From 20th-22nd April 2016, pilot actions were organized on three locations in the Municipality
of Rudo. In the pilot actions participated 100 scholars from Primary school” Rudo”, Primary
school “Bosko Buha”, settlements Strpci and Mioce, together with schoolchildren from
Secondary school Center “Rudo”, Public Institute for Tourism and Centre for Democracy
“COD Luna”. During the actions around 10 containers of waste mainly plastic, paper and
cardboard was collected.

Municipality of Bratunac, Bosnia and Herzegovina
Pilot actions were conducted with the aim to clean “Rajska plaza”, the famous resting area in
the Municipality of Bratunac. On 22nd April at the action participated 18 members of Eco
rafting club “Rajska plaza”, members of local community Krasanpolje and members of BBK
Mountain bike Bratunac. During the actions from the area of 1ha was collected 30 bags of
waste out which 50% plastic bottles, 30% glass bottles, 5% paper, 10% old cloths and 5%
metal items.

Municipality of Milici, Bosnia and Herzegovina
From 20th-27th April the pilot actions were conducted in cooperation with the initiative “Let’s
do it Bosnia and Herzegovina”, local population and local authorities with the aim to clean
the basin of River Jadar, local cettlements Misici, Kasaba, Vuksic polje and cleaning of
illegal dumpsite in the settlement Golocevina. In these actions participated schools,
representatives of local communities and Youth Office. During the actions, 90 bags of solid
waste was collected.

City of Uzice, Serbia
Pilot action was organized on April 22nd in coordination with working teem “Schools for
beautiful and cleaner city” from Uzice. 30 school children and their teachers visited Regional
sanitary landfill “Duboko” on which is disposed communal waste from the territory of nine
local governments. Waste is disposed on environmentally and safe way. Within the regional
landfill exist Centre for secondary selection with the aim to extract as much as recyclable
material, so that smaller amount of waste is deposited in the landfill body. The cleaning
actions were organized to clean children playground in the city center and green area in front
of the Primary school “Kralj Petar II’’. On the area of around 1000 m2 during the actions 30
bags of dry waste (pet, paper, and cardboard) was collected and disposed at the containers
for primary selection.

Municipality of Cajetina, Serbia
The pilot action was organized on 5 locations on the Zlatibor Mountain. At the action
participated 45 children from eco section of the Primary school “Dimitrije Tucovic”, 2
teachers and 10 workers of Public Utility Company “Zlatibor”. Through this action 150 bags
of dry mixed waste was collected consisted mainly of plastic bags, plastic bottles, and metal
bottles. Collected waste was transferred to the Regional landfill “Duboko” in Uzice.

Municipality of Bajina Basta, Serbia
Representatives from the Municipal administration animated schools and non-governmental
sector to take an active part in this pilot actions. Around 100 participants took part in this
actions among which youngsters from Kindergarten “Neven”, scholars from Primary schools
“Sveti Sava” and “Rajak Pavicevic”, Technical Secondary school, High school “Josif Pancic”,
Youth office, Group of scouts “Bajina Basta”, representatives from Green council and
educators from Municipal administration. During the pilot actions on 21-22nd April was
collected around 2t of dry waste mainly paper, cardboard, plastic and plastic foil. During the
action were cleaned smaller dumpsites in the city center like abended areas near the school,
City Park and River Raca.

Municipality of Ljubovija, Serbia
Association “Nasa Ljubovija” conducted the cleaning of the area called “Motel”. The activity
was supported by 15 volunteers. During the action was cleaned an area of 70 acres and
collected 70 bags of waste mainly pet.
Municipality of Priboj, Serbia
Ecological organization „Lim“ in cooperation with Youth Office organized cleaning of the
banks of Lim River from the place called „Mostina“ to the city hospital on the area of 200
meter long and 20 meters in width. Upon the request, for successful organization of this
action Lim Hydropower plant in Nova Varos adjusted the water level. During the action 10
bags of pet, 8 begs of plastic bags and paper and 6 bags of other solid waste was collected.
Collected material was transported by Public Company “Usluga“ Priboj to the municipal
landfill.

Municipality of Prijepolje, Serbia
The first pilot action was conducted in the city centre where was organized cleaning of the
bank of Lim River in a length of 100 m. In this activity participated in total 25 scholars from
Secondary school, Ecological movement “Lim” and Public Utility Company “Lim”. During the
actions around 2m3 of plastic material was collected, out which 60 kg of PET bottles was
pressed. The funds raised through selling of collected bottles will be used for purchasing and
installation of solar panels for heating of water in the Sport center in Prijepolje.
The other activities were organized in Brodarevo, Prijepolje. In a scope of Earth Day in the
Primary school “Svetozar Markovic” from 18th-22nd April were organized various workshops
including art exhibitions, music performances, reciting, dancing and writing as well as
cleaning of school yard and Pionirska Street, the street on the way to school. Scholars from
higher classes cleaned their school yard and water spring Jalas. They designed flyers and
posters which were disseminated through the city. Through the action 10 bags of waste was
collected out which 12 kg of paper, 7kg glass bottles, 2 kg of metal bottles and other waste.
Coordination Committee for protection of Lim River organized cleaning of banks of the Lim
River and river bed of Komaranska River. During the action 25 kg of plastic, 20kg of metal
and mixed waste was collected. A large amount of debris and construction material was

placed along the river to be later transported. Within the project 4 palstic containers for PET
and paper were donated to the Primary school “Svetozar Markovic” in Brodarevo.
Municipality of Bijelo Polje, Montenegro
Together with Tourism Organization of Bijelo Polje and NGO “Euromost” scholars from four
Primary schools from villages Nikolje, Zaton, Nedakusi and Sutivan cleaned the area of 5ha
at location called Voljavac. In the pilot actions participated 76 school children, 10 teachers
and 18 residents of Home for elderly persons. During the actions 3m3 of solid waste was
collected.

Municipality of Pljevlja, Montenegro
Non-governmental organization “Da zazivi selo” from Pljevlja in cooperation with the initiative
“Let’s do it Montenegro”, local population and local authorities performed cleaning actions in
the cattlemen Zidovici in the Municipalities of Pljevlja, Montenegro. In the action participated
30 volunteers and collected 2 t of waste mainly medical waste and other mixed waste.
