• The Department of Energy (DOE), the National Biofuels Board (NBB) and the Department of Agriculture (DA) through the Philippine Agricultural Development and Commercial Corporation (PADCC) are the official organizers of the 1st Philippine International Bioenergy Conference.

• NBB was created to implement, monitor, and evaluate the National Biofuel Program (NBP) of the Philippine government. The board

is consist of the following: a.) Department of Energy (DOE) - heads the NBB b.) Department of Agriculture (DA) – ensures feedstock supply c.) Department of Finance (DOF) – monitors importation d.) Department of Science and Technology (DOST) – spearheads research and development

e.) Department of Labor and Employment (DOLE) – ensures social coverage of farmers and industry laborers f.) Department of Trade and Industry (DTI) – promotions of biofuels investments g.) Department of Agrarian Reform (DAR) – promote the sustainable development of idle agrarian reform communities through

biofuel investments h.) Department of Environment and Natural Resources (DENR) – ensure that all biofuel projects are environmentally compliant i.) Sugar Regulatory Administration (SRA) – manages the bioethanol program j.) Philippine Coconut Authority (PCA) – manages the biodiesel program

• PADCC’s mission is to be a strong promoter and business partner and an effective facilitator to investors engaged in agribusiness – production, processing and marketing – of bioenergy feedstock, mariculture/aquaculture, as well as, high-value plantation crops and agro-forestry.

• It is the designated corporate arm for agribusiness investment promotions of DA. Also acts as the corporate vehicle of the National

Convergence Initiative for Sustainable Rural Development (NCI for SRD) of DA with the Departments of Agrarian Reform and Environment and Natural Resources.
