Local voters didn’t like bond

By David [email protected]

If Pima County voters said “no” to an $816 million bond package on the Nov. 3 ballot, then Green Valley and Sahuarita residents added an exclamation point.

Local voters – with those in Green Valley and some in Sahua-rita turning out in high numbers

– resoundingly voted down the seven bond propositions cover-ing 99 projects, many by greater margins than the county as a whole, according to the official canvass of the election.

The county Board of Supervi-sors voted Tuesday to accept the canvass following more than an hour of public comments, with many speakers haranguing the board and County Administrator Chuck Huckelberry for pushing the bonds to the electorate.

Countywide, 190,173 voters – or 38.51 percent of active, registered individuals – cast ballots. The bond packages were all voted

down with two packages narrow-ly defeated with 47 and 48 percent of the vote; two more received 41 percent; another two received 39 percent; and the final one lost with only 33 percent of the vote.

Sahuarita was more in line with the county, with an average turnout of 39.5 percent. However, the seven precincts varied be-tween 28 and 64.5 percent.

Of the 15 precincts covering Sahuarita and Green Valley, only one – Precinct 193 along the east side of Interstate 19 in the south-central part of the community – gave its approval to a bond pack-

age. Residents there voted 53 to 47 percent in favor of Proposition 431, which allotted $16.9 million to flood control and drainage. Precinct 207, in the western part of the community, tied on the same issue, with 719 votes for and against.

Aside from flood control, Proposition 425, which asked for $200 million for roads and high-way improvements, received the most support. Green Valley vot-ers in three precincts were close to the 47 to 53 percent split seen on the county level for the pack-

GVR makesdecisions on Abrego PoolreplacementBy Kitty [email protected]

Abrego North recreation center’s pool, closed a year ago due to leaks, will be replaced with a larger pool that will allow more simul-taneous activities, the GVR board decided Monday.

The action sets prelimi-naries in motion before the existing pool is removed and the project begins. It includes forging an agree-ment with adjacent prop-erty owner Country Club North HOA to add more parking spaces to meet Pima County development requirements.

In approving the plan over options to fill in and landscape over the pool, or replace the existing pool only, the board agreed to cap expenditure for its “L-shape” choice at $464,600 — $9,000 higher than what was previously discussed by consultants with WSM Architectural and En-gineering and Aquatic Design International. That one hadn’t factored remov-

al and disposal of the exist-ing pool shell and site-prep for a new one.

After regrouping again Monday, the board’s Plan-ning & Evaluation Com-mittee stood on its initial L-shape recommendation with the possible added cost, as the other options “would be pennywise and pound-foolish,” committee chair Ron Sills said.

He said the enhanced pool design would provide an asset expected to last 50 years at a cost of about $2,000 annually.

“GVR is becoming stag-nant (and) we need to be looking forward to improve its marketability (to future members) and increase the value of member homes,” Sills said. “This is a golden opportunity we should not toss aside.”

The parking issue can be mitigated at small expense, he added. Officials noted the facility is already short two spaces by county code and would need eight more

According to the canvass, Green Valley had some of the highest turnout rates in the county. Green Valley precincts saw an average of nearly 59 per-

cent of voters casting a ballot; five of the eight precincts saw turnout rates in the low to high 60 percent range. That rate was only surpassed by Precinct 145 in Oro Valley, which saw a 69.21 percent voter turnout.

GV says goodbye to our Mrs. Claus

Green Valley NewsJackie DeHart looks at a letter to Santa at her Green Valley home in 2013.

By Regina [email protected]

Jackie DeHart, a famil-iar sight at Christmas dressed as Mrs. Claus, passed away Sunday at her Green Valley home.

DeHart, 89, believed in Santa all her life and for more than 24 years worked as Santa’s helper, answer-ing children’s letters ad-dressed to Old St. Nick that Santa himself couldn’t get to with his busy schedule.

In 2013, the U.S. Postal Service stopped delivering

Santa’s letters to her Green Valley mailbox, citing se-curity concerns saying it would use its own Letters to Santa program. DeHart, who for nine years had per-sonally answered every let-ter she received addressed to the North Pole, said she understood.

But she wasn’t ready to put away her Mrs. Claus outfit. DeHart increased her volunteer hours for The Salvation Army, pick-ing up extra shifts as a

The last time Daniel Culler was anywhere near the controls of an airplane, he

and his crew were shot down over the German-Swiss border during World War II.

Saturday’s flight in a 1940s Boeing Stearman biplane went a lot better.

Culler, 91, got what he called “the thrill of a lifetime” when he

joined pilot Mike Sommars in the open cockpit as they flew in clear, brisk skies out of Ryan Airfield southwest of Tucson.

Culler joined 13 other residents from The Peaks at Santa Rita for a

“dream flight,” thanks to the Age-less Aviation Dreams Foundation, a nonprofit dedicated to honor-ing seniors and veterans living in long-term care communities around the country.

The free flights began about 10 a.m., with the last of the passen-gers landing just before sunset.

“It was a long day for all of them, but they loved it,” said Barbara Sutton, The Peaks activ-ity coordinator who arranged the flights. “They got to tell their stories to the pilot and we videoed the take-off and landings and took photos of everyone.”

Culler was accompanied by fel-low pilot and friend Judi Anderson

Canoa Ranch North-west is going green — for veterans.

Barbara Judson and her husband, Cal, a 101st Airborne veteran, de-cided to purchase special green light bulbs for themselves and neighbors to display in honor of all veterans as part of the national Greenlight A Vet Veterans Day campaign.

“We thought it would be a good idea for Veter-ans Day, but there is no reason they can’t shine all the time,” said Barba-ra, who saw an ad for the campaign on television.

The Greenlight A Vet

campaign, launched by Walmart, asks the public to change one light bulb

in their home or work-places to green on Nov. 11 to show support for vet-

erans transitioning from military to civilian life.

“Cal asked the people on our street to par-ticipate and everyone he asked to put up a green light did,” Barbara said. “Some of the neighbors are vets, but even if they aren’t, they still agreed and that’s a great tribute to all vets.”

Green is the color of hope, renewal and well-being and “green light” is also a term used to “acti-vate forward movement.”

“Things are looking up for veterans, but they still need to be rec-ognized and supported and thanked,” Cal said. “A little green can go a long way.”

Regina Ford Green Valley NewsAndy Soulé, Dan Bryant, Sally Bryant, Terry Scinto, Mavis Scinto, Patty Bury, Ruth Pretka, Gene Pretka and Barbara and Cal Judson of Green Valley show their support for veterans by replacing some of their regular light bulbs with green bulbs in honor of the Greenlight A Vet program.

By Anne Waisman, President, GVR Foundation

I live in an extraordinary community. Green Valley has a gentle climate, a distinct culture of friendliness, volunteerism and unending recreational and educational opportunities. Green Valley Recreation, Inc. makes this possible, and now with formation of the GVR Foundation, we are able help realize the vision of the GVR Board of Directors to help address demonstrated special needs within our community.

The primary emphasis of the foundation is to support and grow the Member Assistance Program (MAP). I have been speaking to recipients of MAP, and am touched by the difference this program makes in their lives. A recent MAP recipient put it best: “Because of the help I get from MAP, I have been able to weather whatever has come my way…not by the generos-ity of strangers but with a little help from my friends, my

GVR Board Approves Abrego North Center Pool

Replacement, Enhancement

WSM Plans ‘Listening Sessions’ for GVR’s Facility Assessment Project

Members attend Nov. 4 briefi ng on Abrego North Pool.

Scott Griessel of Creatista sets up for a shot atop SRS Center for a new video that will promote Green Valley as an Active Adult Community.

At a special meeting on Novem-ber 9, the GVR Board of Directors approved the repair, replacement and enhancement of the distressed Abrego North Center pool and spa with an 8-2 vote.

Both GVR Board President Joe Gunton and CEO Kent Blumen-thal commented that the Board’s approval to replace the pool with an improved confi guration meets the needs of the Corporation as

a whole, and aligns with GVR’s vision of becoming a premier re-tirement community to attract new residents.

“Our overall duty is to address the interests of GVR as a whole,” said Gunton. “This is not an easy standard as we can see from our current facilities. We have a mix of satellite centers and major centers

GVR and representa-tives from WSM Archi-tects, the fi rm retained to conduct a year-long

facilities assessment and develop a strategic facility plan, will be conducting a series of meetings during

December and January at various centers to solicit input and suggestions from GVR members about their

visions for GVR centers in the future.

TERMS AND CONDITIONS: 1. The company reserves the right, in the exercise of its sole discretion, to revise or edit as to form, style and content, or reject or cancel advertising material at any time. Publishing of advertising material by the company shall not affect its right to revise, edit, cancel or reject such material thereafter. For purpose hereof, the term publishing shall mean print publishing.

2. The Company reserves the right to revise its advertising rates and terms upon thirty (30) days written notice, and any contract is accepted subject to this reservation. Advertiser may terminate any contract on the date the new rates become effective, provided that prior to the effective date, Advertiser provides the company fifteen (15) days written notice of its intent to terminate the contract. A continuation of advertising after new rates go into effect will constitute acceptance of these new rates under all terms of this contract.

3. The Advertiser and/or Advertising Agency warrant and represent that any material submitted to the company is original, does not violate any law or infringe the copyrights, trade-marks, trade names or patents of any other person, entity or corporation, and contains no matter which is libelous, an invasion of privacy, an unlawful appropriations of the name or likeness, or is otherwise injurious to rights of any other person, and that Advertiser and/or Advertising Agency has obtained all necessary consents prior to submission to the Company.

4. This agreement cannot be invalidated for typographical errors or for incorrect insertions. The Company agrees to run corrective advertisement based on the value of that portion which may have been rendered valueless by such typographical error or incorrect insertions. Claims for errors must be submitted by the Advertiser in writing within ten (10) days follow-ing the date which the advertisement first published. Advertiser must notify the company of the error to enable the company to make the appropriate correction. Under no circumstanc-es shall the Company be liable for consequential damages of any kind. Submitted camera-ready art from a client, agency, public relations firm, or any category therein is not covered for reimbursement by corrections, make-goods, or monetary reimbursement.

5. The Company shall have no liability whatsoever in the event of any act of God, the public enemy or governmental authority, labor dispute or war (whether or not declared), civil disobedience, or other occurrences beyond its control shall in any way restrict or prevent the publishing of advertiser’s messages. Further, the company makes no representation or warranties that print or online service on which advertisement will be printed and/or transmitted hereunder uninterrupted or error-free, and the Company will bear no liability related to such interruptions or errors.

6. Regarding online service, the Company does not guarantee any given level or SOV (Share of Voice) of audiences.

7. In the event that any federal, state or local taxes are imposed on the publishing of print or electronic advertising material or on the sale of print or electronic advertising such taxes shall be assumed and paid by the Advertiser.

8. All print and electronic advertising rates are non-commissionable to agencies.

9. It is further agreed the “terms” of this agreement shall be for the duration of the agreed upon length of the contract. The person signing this contract warrants that he/she personally, or as customer’s agent, has authority to request and agrees to payment for such services.

10. The Advertiser agrees to indemnify, defend and hold harmless the Company from all claims (whether valid or invalid) suits, judgments, proceedings, losses, damages, costs, and expenses, of any nature whatsoever, (including reasonable attorney’s fees) for which the Company may become liable by reason of the company’s print and/or electronic publishing of Advertiser’s advertising.

11. The agreement may not be assigned or transferred by Advertiser.

12. Advertisers are required to make advance payment for their print or electronic advertisements unless credit has been established. Where monthly credit is granted, the account is due and payable within fifteen (15) days from receipt of statement and will be considered delinquent thereafter. A 1.5 percent finance charge per month may be added to unpaid bal-ance. Any collection fees incurred will be borne by the Advertiser.

13. Advertiser shall pay for the advertising purchased under this Agreement according to the terms indicated on the company’s statement for the previous billing period’s advertise-ments, or upon presentation of a bill, and, in the event that the Advertiser fails to make timely payment as provided for in the invoices. Company may reject advertising copy and/or im-mediately cancel this contract, and Advertiser agrees to indemnify Company for all expenses incurred in connection with the collection of amount payable under this contract, including court costs, attorney’s fees, and 18% interest charge per annum. If this Agreement is canceled due to Advertiser’s failure to make timely payments, or fulfill contractual publications as noted, Company may re-bill the Advertiser for the outstanding balance at the open or earned contract rates, whichever is applicable.

14. All advertising copy which represents the creative effort of the company, and/or the utilization of creativity, illustrations, labor composition or material furnished by it, is and remains the property of the Company including all right of copyright therein. Advertiser understands and agrees that it cannot authorize photographic or other reproductions, in whole or in part, of any such advertising copy for use in any other medium without the prior written consent of the company.

15. A composition charge not to exceed four hundred ($400.00) per hour in addition to contract or transient rates shall be paid by advertiser for intricate layout, plate changes, online advertisements, language translations, special page creation, artwork, or other difficult composition and revisions of original copy. Advertiser or representing agency canceling display advertising on or prior to deadline will be assessed half the cost of the display ad, and full charges for color.

16. No special position is guaranteed for print advertising and any insertion order stating an advertisement may only be run in a certain position will NOT be accepted unless a premium has been paid & specified space is available.

17. Please make note before signing: This Agreement is a “special” rate contract. By agreeing to place at least a specified amount of advertising in a specified number of publications and/or web sites, you as the Advertiser have been given a special, discounted rate. If you are unable to fulfill this obligation within the terms of this Agreement (i.e. If you don’t place the amount of advertising you have committed to in the Package(s) selected) within the period set forth in this Agreement, the amount of advertising you do place may not qualify you for any discount as offered herein. This could result in additional charges to you as the advertiser! By signing this agreement, you are acknowledging that you are hereby agreeing to pay any additional “short rate” charges. (This Agreement renders void any statements concerning liability which appear on correspondence from the Advertiser or agency and is irrevocable without written consent of the Company’s credit department and Regional Publisher. It is further agreed the Company does not accept advertising orders or space reservations claiming sequential liability.)

18. This Agreement constitutes the complete understanding of the parties and supersedes all prior agreements, understanding, negotiations and/or arrangements between the parties and cannot be amended except in writing and signed by both parties. This Agreement shall be governed by and construed in accordance with the laws of the State of Arizona.
