Objective of the meeting:

• Show progress on the project

• Gather input on the community amenity pieces (park, community room, monument)

• Establish priorities

There were three (3) break-out groups where each participant spent 15-20 minutes:

The following items were discussed:

Group 1: O&M Facility Update:

A short update on the progress of the design of the facility was given (see attached boards).

Comments/Questions:

1. When will the CE be available for review by the public? – Once FTA has had a chance to review

the document for completeness against all elements, the CE will be posted on the Greenlink

website.

2. What has been signed off on as a part of NEPA so far? – Nothing at this time.

3. When will the diesel buses be replaced on the site? - Actively looking to replace the existing

diesel vehicles with CNG and electric as money becomes available.

4. What does the fleet composition look like for diesel vehicles? - 70% diesel currently. Diesel

buses use DEF and there is a plan for reduction of diesel buses.

5. How is the responsibility arm in the process? – FTA. NEPA is a federal process that when a

federal action is required all required guidelines are followed. DHEC will also be involved. The

NEPA document will be reviewed and approved at a federal and state level, not at a local level

(City/County).

6. Will air quality be considered as a part of the process? – Yes, it is required under NEPA and will

consider adjacent sources (cement plant/other generators). Data is coordinated with DHEC on

the methodology and inputs for the analysis.

7. Will sustainability be explored for the site or the building? – Yes

8. Can the community have someone at a meeting from FTA or DHEC to show support or hold the

county to requirements? We will work to get someone here for the meetings.

9. Can we design from above minimum for water quality? – Yes

10. Can we have the groundwater tested for pollutants? – We can look into this

11. Will noise be monitored for the diesel engines and its impacts on residents? – Yes

12. How can we prohibit buses from coming through the neighborhood? – issue with highway patrol

rerouting buses through the neighborhood after a severe crash recently.

13. Will the existing fence be replaced as part of the project? Further investigation will be required.

14. Will car parking lots be landscaped? Yes

15. Are the fuel storage tanks going to leak into the soil? No, they will be double wall, fireguard tanks

with a leak detection system within the interstitial space of the tanks.

16. What study has been completed that shows the tree buffer will prevent residents from getting

cancer?

17. Was the warehouse space adjacent to the site considered?

18. How does this benefit the community?

19. Need to include improvements to the current community center as a part of this project.

20. Need to conduct a field walk again as there are rumors of a graveyard on the property near the

former shop + maintenance building location.

21. Will the CE be available for review to the public?

22. Will the HUB on Augusta Road go away with this facility?

23. Can we get a bus stop on Arcadia?

24. Will buses be routed through the neighborhood?

25. Will diesel bus fumes be considered in the design of the building?

26. Land Deal is still and issue that the County needs to resolve with the community.

27. County needs to do the right thing with the property.

28. Property holds a deep significance with the community. This needs to be respected.

29. People should be considered before business.

30. The School and the park go together.

Group 2: Community Room & Monument & Priorities:

A summary review of concerns and topics that have been collected from previous stakeholder and public

meetings was given. (see attached boards). The stakeholders were given 5 votes to help establish

priorities. (see attached voting summary).

Comments/Questions:

1. Review the Furman community study from 2016 about input for Washington High monument.

2. Encouraged to preserve history with more than just a monument.

3. How will Community Room be scheduled? - this will be part of GTA’s operations.

4. Will there be wifi available in Community Room? – Yes.

5. Review “Plush Mill” to see part environmental signage.

6. Can the Community Room be used as an event space like “Rutherford Place”?

7. Can the community get agreement in writing about use of the Community Room?

8. Would like to see portrait of Principal J Wilbur Walker in Community Room.

9. Would like the Community Room to be reserved annually for Washington High School Reunion.

10. Would like to see partnership for vocational training at this Facility.

Group 3: Community Room & Monument & Priorities:

A summary review of concerns and topics that have been collected from previous stakeholder and public

meetings was given. (see attached boards). The stakeholders were given 5 votes to help establish

priorities. (see attached voting summary).

Comments/Questions:

1. Reminder to review the Furman community study from 2016.

2. There were many votes for naming and history.

3. Several topics were added to the priorities list:

a. affordable housing

b. update O’Jones street

c. Add parking if ballfields are included

4. How will the park be funded?

5. Can the community room be detached from the main building and moved to the park for better

access?

6. Can the basketball court have a covered pavilion over it?

7. Can the property line me moved to include the entire basketball court and the existing community

center be either completely on or completely off the GTA property?
