OVERVIEW

To improve the efficiency of pollution reporting, NSW parliament amended the Protection of the

Environment Operations (POEO) Act 1997 resulting in the protection of the Environment Legislation

Amendment (POELA) Act 2011.

This Pollution Incident Response Management Plan (PIRMP) has been developed in accordance with

the POEO Act 1007, POEO (General) Regulation 2009 and preparation of PIRMP’s Environmental

guidelines.

This PIRMP contains the following sections as required by the regulations:

Background – describes the main features of the regulation

Hazards, likelihood and pre-emptive actions - describes type of pollution incidents that may be

possible and lists procedures that are already in place to minimise and manage pollution

Maps – showing location of neighbours and environmentally sensitive areas

Emergency incident response procedures – what to do in case of a pollution incident

Early warnings – when to contact neighbours in case of pollution incidents

Implementation – when the plan is to be implemented

Training – information to be passed onto staff and contractors

Testing – frequency of drills to test effectiveness of PIRMP

2. INTRODUCTION

This Pollution Incident Response Management Plan has been prepared for Corndale Quarry, which is

licensed to Smith Plant Lismore Pty Ltd operating under the approval of Development Application

5.2009.83.1 and EPA license number 4172.

2.1. Objectives

As stated in the guidelines, the objectives of this PIRMP are to:

Ensure comprehensive and timely communication about a pollution incident to personnel at the

premises, the Environment Protection Authority (EPA), other relevant authorities specified in the Act

such as local Council, NSW Ministry of Health, Workcover NSW and the Fire Brigade and Rescue

NSW, SES and people outside the quarry who may be affected by the impact of a pollution incident.

Minimise and control risk of a pollution incident at the facility by requiring identification of risks and

the development of planned actions to minimise and manage those risks.

Ensure that a plan is properly implemented by trained staff, identifying persons responsible for

implementing it, and ensuring that the plan is tested for accuracy, currency and suitability.

2.2. Scope

This PIRMP is for the use of all Corndale Quarry (the quarry) staff involved in the activities that have the

potential for pollution incidents but does include works undertaken by external contractors. The PIRMP

will be implemented if material harm to human health or the environment occurs or threatens to occur.

Corndale Quarry is located at Lot 31 DP 1090294, James Gibson Drive, Corndale. This plan clearly

defines the requirements of staff at this site to report and respond to pollution incidents in accordance

with the 2011 changes to the POEO Act 1997 and the POEO (General) Regulation 2010.

2.3. Responsibilities

All company staff are responsible for understanding and implementing this PIMRP. The managers and

operators listed below are responsible for ensuring staff are aware of the PIRMP and their roles where

appropriate. They are also responsible for training their staff.

3. ASSESSMENT OF HAZARDS/ POLLUTANTS

This chapter deals with the POEO (General) Regulation 2009’s sections 98(a) to 98(f) and deals with the hazard, likelihood and pre-emptive actions to minimise the risks.

This assessment considers each potential hazard that may arise as part of the quarrying operations on the site, such as the use and storage of hazardous chemicals.

3.1. Hazards/ Pollutants

The potential hazards to human health and the environment have been identified and are discussed in

the following sections.

3.1.1. Blasting

Blasting is undertaken on the site by an external contractor (Ron Southon Pty Ltd). Ron Southon Pty

Ltd is responsible for all components connected with blasting at the premises, including drilling, and

therefore will ensure the risk of pollution and incidents is minimised.

3.1.2. Diesel

Diesel is stored in a fuel tank with a 3500L capacity. It is stored within a bunded area of 110% capacity,

hence having a capacity of 3850L, allowing for spillage.

3.1.3. Oils, Grease & Petrol

Oils and lubricants are stored on-site in a shipping container within an individual bunded area. The

container is located away from contact with rainfall and stormwater in accordance with the requirements

of the Mines Department. The maximum quantity that is kept at any one time is 400 L.

Waste oils are stored in a 200L drum next to the shipping container. A spare 200L drum is also

available for storage of waste oils.

All waste fuels and oils are removed and disposed of off-site by a liquid waste contractor (Summerland

Environmental). In the event that hydrocarbon spillage occurs within the bunded areas, this will also be

removed by a liquid waste contractor.

3.1.4. Plant and Equipment

The following plant and equipment are used for quarrying activities on the site:

Primary jaw crusher

Secondary crusher

Hammer mill

Vibrating screen feeder and conveyors

Loaders

Excavator and haulage trucks

Drilling rig for blasting

Generators

In the event that any equipment is damaged on-site, eg hose breakage, any oil or grease that is

released will be localised and contained using a spill kit, then removed from the area.

3.1.5. Wastes

Major repairs of machinery is not undertaken on site. Minor works are excepted, such as replacing

hydraulic hoses and such that may break during work.

All parts are removed from the site and recycled where appropriate. Parts are stored at a collection

point adjacent to the site office and any parts containing oils, lubricants and fuels are stored in the

shipping container until disposed of off-site at a licensed disposal point.

Waste metal is collected and provided to a recycling contractor.

A spill kit similar to the one in Photograph 3 will be provided at the site.

The spill kit in photograph 3 is suitable for cleaning up oil, fuel, diesel, petrol, solvents and other

petroleum products.

Suppliers (Global Spill Control) state that the oil and fuel spill kits contain a variety of meltblown

polypropylene absorbents which are colour-coded white for easy identification and can absorb up to 20

times their own weight in oil and have a fast-wicking action to clean up spills quickly. The spill kit will

include:

Suitability for larger spills

Contains Global Peat floorsweep and polypropylene oil and fuel-only maintenance absorbents.

Clean non-allergenic, non-hazardous absorbents, with little or no dust.

A Global audit tag is included and when fitted will readily identify when the kit has been

accessed or used.

Oil and fuel spill kit includes labels, laminated re-order form and operating instructions

contained within a specially designed document holder fitted to the back inside wall of the

wheelie bin.

UV-stabilized and colour-coded labels are fitted to the front and sides of the wheelie bin. The

front label identifies the type of spill kit and liquids absorbed, whilst the two side labels provide

clear and concise emergency response instructions.

Spill kit can be converted to a Pollution Control Station with accessories such as shovels (long-

handled or non-sparking), wall mounted signs, bassine brooms, bin covers, squeegees, bin

locks or rakes.

Spill kit is supplied in a yellow 240 litre wheelie bin

Disposal shall be at Lismore Council landfill provided that notification is provided to this landfill before

removal of waste to the site. Lismore Landfill contact details are:

The spill kit is to be stored adjacent to the shipping containers in a readily accessible position.

3.1.6. Sediment ponds

Run-off water from the disturbed area is directed to sediment ponds. The existing sediment ponds are

subject to a new arrangement which is being dealt with in a separate document to the EPA for licence

EPL 4172. However, the design of the sediment ponds are in a series and will comply with the

requirements of the EPL 4172 conditions, being the allowance of flow from the final sediment pond off-

site only after 60.2 millimetres over any consecutive five day period.

Water testing is required to be undertaken in accordance with EPL 4172 which is as follows:

Pollutant Concentration Limit Oils and grease 10mg/L pH 6.5-8.5 Total suspended solids 50 mg/L

Water sampling to date has presented compliance with the EPL licensing requirements.

3.1.7. Septic tank

An-onsite wastewater management system consisting of a septic tank and green belt disposal field is in

place for the toilet facilities. The tank is periodically pumped out by a licensed waste contractor, and this

will continue as required or at intervals of about 5 years.

3.1.8. Dust & Air Pollution

All vehicles and machines used in the quarry operation are to comply with the Protection of the

Environment Operations Act 1997 and all regulations made under that Act and be fitted with properly

maintained emission controls relevant to their date of manufacture.

The Truck Haulage Plan of Management for the quarry operations is presented in the Operation Plan of

Management and displayed within the site office. Every truck driver must be made aware of the code of

practice for the site and informed of the school bus time table. Any adverse pollution emissions noted

by personnel shall be reported to the Quarry Manager.

Any machinery that requires mechanical repairs will be removed from the site for this to be undertaken

at a licensed workshop.

3.2. Pre-emptive Measures

The pre-emptive measures to be undertaken to minimise and prevent any risk of harm to human health

or the environment are identified in Table 1.

- Undertake water quality testing - Undertake required pumping to the ‘reuse pond’ to ensure there is

adequate capacity in ponds for next rain event - Pump out required less than 5 days after rain event

3.3. Safety Equipment and Procedures

The following section details the safety equipment and measures that are undertaken to minimise the

risk to human health or the environment, and to control a pollution incident.

3.3.1. Safety induction

All visitors to the site must sign in at the site office and undertake a safety induction before entering the

quarry area. When blasting occurs on the site, all staff and surrounding properties are notified.

3.3.2. Equipment

Personal protection equipment (PPE) requirements are in place for all employees. Other safety

equipment includes a first aid kit which is located in the site office.

Fire extinguishers are located on all plant and at the site office.

All trucks and machinery operating in the quarry have reversing beepers to minimise risks to staff.

3.3.3. Signage

Signage is provided in areas that contain hazardous and flammable material. Additionally, access to the

site is restricted though fencing and signs that prevent access by unauthorised persons. The gates are

locked outside of quarry hours.

5.1. Communicating with neighbours

Early warnings for affected or potentially affected community members for any pollution incident are to

be communicated to those members via a door knock process. The Quarry Manager or his

representative will be responsible for this action.

For air pollution incidents that may affect neighbours those neighbours will be asked to close window

and stay indoors until further notice. The Quarry Manager or his representative will be responsible for

this.

For water pollution incidents that may affect property owners, the notice will be given to assist managing

the situation. The Quarry Manager or his representative will be responsible for this action.

In regard to water quality regular testing of pond 1 will provide information on the level of quality to

monitor the water and records maintained at the quarry site.

6. IMPLEMENTATION

In accordance with the requirements of Section 153F of the POEO Act, if a pollution incident occurs in

the course of any activity so that material harm to the environment (within the meaning of section 147) is

caused or threatened, the person carrying out the activity must immediately implement any pollution

incident response management plan in relation to the activity required by this part.

6.1. Availability

A full copy of the Management Plan is kept at the main Office. The company does not have a website,

however, copies of the PIRMP can be made available to the public on request.

7. STAFF TRAINING

Staff will be trained in the information and the requirements of reporting or dealing with any incident.

Training will be undertaken through tool box meetings run by site management and incorporated into

training sessions that are part of the Company’s continuous improvement program.

8. TESTING

The testing of a plan is to be carried out in such a manner as to ensure that the information included in

the plan is accurate and up to date and the plan is capable of being implemented in the workplace in an

effective manner. Any such test mentioned to be carried out and recorded.

Tests are to be routinely carried out once every twelve months. Testing will also be carried out within 1

month following any pollution incident so as to assess whether the information included in the plan is

accurate and up to date, and consider whether changes are warranted. All testing should be

documented in the table provide in Appendix A.
