The Grey to Green project appears to be aimed at improving the environment for all users of the area, particularly pedestrians

and cyclists, while motorists are being encouraged to use the ring road.

We have examined the Phase 1 plan in this light, and also to see how well it fits with Sheffield’s ambitions set out in the Cycling

Audit recommendations.

To summarise, these are not the sorts of design features we would expect to see on a scheme with such a focus on the pedestrian and cycling environment.

Specifically: • There is no designed Space for Cycling.• Narrowing the carriageway does not create a good cycling environment.• ‘If people are too scared to cycle on the road, they can use the pedestrian path’ – an admission of failure to provide for cycling.

In terms of Cycling Inquiry recommendations:• We cannot see how the Cycling Champion was involved with this scheme and to what effect? • CycleSheffield’s involvement was to review a the completed design, rather than consultative – not clear if other voluntary sector organisations were involved, and when?• The cycling audit for this phase does not appear to have been effective in deliveringh improvements for cyclists.

The future,stages 2,3 and 4We would like to see future phase develop in line with the Cycle Inquiry recommendations: • We would like to provide input in terms of requirements for pedestrians and cyclists, before the plans are drawn up.• We want to see draft plans audited against established standards that are in use un the UK (until Sheffield’s own standards are ready). Welsh Audit, London Cycling Level of Service.• We want to participate in a formal review with the cycling champion and involvement on the cycle audit.
