• The COE has both management and politicians deeply involved in the COE process. Politicians formulate policies

that mainstream gender equity at all levels of the development process while management provide professional guidance and implement the good governance policies.K

HAS THE COE COMPLETED STAGES 1 – 6? INDICATE TIME - FRAMES

• Before stage I a Provincial Workshop hosted by the COE to launch gender link activities was attained in Jan 2011.

• Stage 1 Management meeting and Situational Analysis of the CEO best gender practices and GBV was held on 28 th Jan 2011

• 9 th- 11 th March 2011 workshop at which COE gender and GBV activity plan was worked out.

• Being the Chief Executive Officer of the LA in my quest to champion the good governance of gender equity and

enforce zero tolerance to GBV communicates, coordinates , liaises with other Gender Champions as I passionately provide the necessary zeal and drive for best gender practices.K

DOES THE COE HAVE A GENDER AND GBV ACTION PLAN? IS IT BEING IMPLEMENTED?

• The COE worked out its gender and GBV action plan during the 9 th – 11 March 2011. Marketing of the

documents to the Council and Standing Committees has been launched. In short the action plan has just begun to be implemented.

ARE GENDER AND GBV CONCERNS AND RESPONSIBILITIES FOR BOTH WOMEN AND

MEN? HOW ARE THEY INVOLVED? • Gender and GBV concerns and

responsibilities are for both sexes as bad gender practices have been caused

by them and so they are the ones who can solve them. Communities i.e WDCs in the rural set up and RDCs in urban set up are targeted with gender and GBV educational talks and campaigns against GBV

MAINSTREAMING? • The DPU spearheads the GID DDCC subcommittee which is formed from all development collaborating partners

in the district. 30% of the budget of the LA is committed to this cause of championing best gender practices and non tolerance to GBV

RESOURCEFULNESS? OTHER FINANCIAL, HUMAN AND OTHER RESOURCES

MOBILISED? • `COE liaises with corporating partners

such as Caritus Z, LWF, WVI, CARE Int.for additional financial and human

basic needs. Communities themselves are also able to participate in role plays and drama performances. These innovations go a long way at mind set changing.K

MONITORING AND EVALUATION

• The COE has the DMT led by the DPU that draws up annual M&E plan. Amonitoring tool in form of Check list of

important parameters is used. Their reports containing facts as exist in the field, challenges and recommendations are presented to the DDCC and the Council quarterly where policies on best gender practices are formulated.

WHAT RESULTS HAVE BEEN ACHIEVED?

• Development committees such as WDCs, RDCs, and Project Works Committees are all structured on the

SADC protocol gender balanced lines.• At sub district level women

participation in development projects has improved up to 50%.

IMPACT (BASED ON THE SADC PROTOCOL TARGETS)

• The grass root development structures i.e the WDCs, RDCs and Project Works committees are almost meeting the

50% SADC protocol targets while the higher structures still have a long way to attain the same.

• Significant impact is at grass root level as structures are formulated on 50% basis.

SUSTAINABILITY AND REPLICATION

• Since formulation of grassroot structures is base on 50% women and men representation, where gender

equity is being appreciated to be the best practice for sustainable development, the COE process is replicatable.

LESSONS LEARNED

• Where there is gender equity and zero tolerance to GBV there is accelerated sustainable development. Both sexes

jovially participate in the COE best gender practices
