administratorMartinSitholehasreleased a progress report onpositive achievements and thelarge amount still needed to beachieved to restore the munici-pality to a fully functional, effi-ciently working entity.The basis of the intervention
was the continuous politicalstruggle in council since Novem-ber 2012, leading to a total col-lapse, with the municipality be-coming unstable and dysfunc-tional as could be seen bynumerous walkouts from coun-cil meetings, the removal of theentire Exco and speaker and re-ported acts of violence at thetown offices.The administrator, on further
investigation, also found highlevel interferencebycouncillors,highly politicized staff, no by-laws processed, no speaker, noExco, nomayor or deputymayorand a number of violations ofvarioussectionsof theLocalGov-ernment Systems Act, as well asthe Finance Management Act.Mr Sithole has now reported
what progress has beenmade interms of National Key Perfor-mance Areas (KPA) of local gov-ernment during the year underthe administration:
“Not much has been achievedin getting governance structuresin place, as no settlement agree-ment has been reached betweenthe conflicting parties,” statesthe administrator.However a draft agreement is
presently under discussion bypartycaucusandpoliticalprinci-pals to obtain political man-dates.A meeting was due to be held
on Monday this week to reviewtheoutcomeof theconsultations.
In preparation for the re-consti-tution of council and its struc-tures, a guideline document hasbeen adopted by council includ-ingnewstandingrulesandorderto curb walk outs, untoward be-haviour in the chamber as well
as regulating meeting proce-dures.These are in the process of be-
ing gazetted as a municipal by-law for enforcement. In order tolimit political interference at theoffices, councillors have beenbanned from “invading officesbelonging to junior staff.”Atotalbanonstaffwearingpo-
litical regalia seems to have lim-ited and curbed acts of violenceand confrontation betweencouncillors and staff accordingto the administrator's update.With regard to public partici-
pationduringtheIDPandbudgetroad show meetings, it wasfoundthatsomewardcommitteemembers (elected in termsof theCOGTA guidelines) were eitherunknown to the community theyrepresented or were not in-volved. Such members havebeen removed from the commit-tees and their vacancies are be-ing filled.In addition, in terms of the or-
ganogram,councilhasapprovedthat thenumberofmunicipalde-partments has been decreasedfrom eight to five to realign thepowers and functions to that ofa localmunicipality, and toverifythe staff in the employ of themu-nicipality.

FOLLOWINGonfromgoodde-tective work, a car thief whoallegedly stole and strippedtwo vehicles was caught andarrested by the police.The theft of the vehicleswas
reported to the Greytown Po-lice on 27 June and 13 July.At the scene, a till slip from
a local supermarket was
found. On viewing the videofootage according to the dateand time, the suspect wasidentified.On 4 August, Sergeant
Mkhabela saw the suspectdriving a truck. Thepolice fol-lowed and arrested him.
Information given by thesuspect led the police to the
recovery of the shells of thetwo stripped vehicles in bush-es at Ngome Lodge.
Many partswere recovered- two gearboxes, starters,dash board, tail lights, fourpanels and doors, six seats,seven wheels, eight shocksand more.

CONGRATULATIONS to ThembaniMzila of Hermannsburg School onbeing awarded her FET certificatein Early Childhood Development -she is a much loved teacher in theLittle Oaks kindergarten family.
Thembi first started working inthe Hermannsburg area as a do-mestic worker for teachers on acontract fromGermany,buthergiftforworkingwith childrenwas soonnoticed. Upon their return to Ger-many, Thembani worked at theboarding establishment until a va-cancy as a teaching assistantopened up in the kindergarten.Itwasnot longbeforeheracademicpotential was recognised and shewas enrolled with education train-ing and development practices forher formal training.
The rapid growth of the kinder-garten led to theopeningofa fourthgroup at the beginning of 2012,with teacher Thembi being a per-fect choice for the group.
Now that Thembi has her formalqualification in hand, school per-sonnel are confident she will con-tinue to go from strength tostrength.

Although both teams lost, congrat-ulations to Lance Comins and Tom-my Pride in winning their singles.
The U19 girls lost to GHS in theirtennis match. Ivana Dede won hersingles The U15 also lost but JamieBuchan won her singles match.
TheGrade one boyswere dividedinto two teams to play against Tre-verton andNewHanover, aswell asagainst themselves.
They ended up losing two anddrawing onematch. TheGrade twoboysplayed twogamesagainstTre-verton and two against New Ha-nover. They lost one and won oneagainst Treverton and won bothagainst New Hanover.

OnWednesday,6August, theU13boys travelled to Howick to playtheir U13 B team. They lost 3-0.

Pleasekeep inmindthat froma total expenditure budget ofR6.3 million per annum, aboutR5 million per annum is spentlocally.TheHomeemploys38perma-
nent staff members, most ofthem recruited locally. TheHome thus supports the localeconomy and contributes to-wards sustainable job creation.
The Home is a safe haven for150 disadvantaged children(100% Black) and our childrenattend local schools. Our chil-dren perform better and staylonger intheschoolsystemthanthe Provincial average.So, Greytown Children’s Homeis also contributing towards ahigher education level for thechildren of our country.Themanysuccess stories over
the past years confirm that theHome is playing a pivotal rolein the raising and education ofresponsible young people forthe future.
For the second school termexaminations, 38 of our ob-tained 83 subject distinctions.
“Greytown Children’s Homeis part of the community ofGreytown for more than 90years.It is therefore rather a shame
that the Umvoti Municipality
has over all these years not rec-ognised the importance of theHome within the communityand supported the Home witha grant or some form of relieffor electricity and sanitationservices.
However the Municipalityhas topayaMunicipalManagermore than R1 million per an-num and the AdministratorR135000.00permonth=R1.62million per annum.
Further lavish provision ismade for entertainment, gath-erings, indaba’s and travelcosts.Then there are themillions lostwith illegal electrical connec-tions and the non-payment ofaccounts. One just has to checkthe budget for 2014/2015 to seehowmuch isbudgeted for itemsthat can be procured at amuchlower cost.
Since 2010 the Home hascontinuously tried to get theUmvoti Municipality on boardfor some form of relief for elec-tricity and sanitation costs. Af-ter a personal meeting with MrMartin Sithole on 25 June 2014with a promise of an answer byno later as 2 July 2014, theHome had a little bit of hope forsome relief, but up to now wehaven’t received any feedback.
Why must innocent childrensufferwhile theUmvotiMunici-pality are spending money onunnecessary items andmunici-pal employees doesn’t recoverelectricity costs from non-pay-ers?

Thenwelearnedaboutall theimportant parts of a bicycle,andwhat eachonedoes, beforegettinga chance to showoff ourriding skills.
Wehad to ride slalomaroundtraffic cones, ride along astraight line and navigate a fig-ure-of-eight track.
It isn’t always easy to stay onthe left-hand side of the road,so we practised on our campusroads. What a fun morning wehad.
And we learned all aboutroad-safetywhilewewerehav-ing fun.
