So what you might ask what has prescrip-tion got todowith thepriceofwater?Plenty.Over five years ago many Greytown waterconsumers were shocked to receive de-mands from the then service provider,uThukela Water , to pay thousands andthousands of randwhich uThukela claimedthey owed. These exorbitant amounts ,which at no stage were substantiated orbacked up with detailed statements ,wereit said, based both on actual and estimates!uThukela tookover thebilling functionfromUmvoti Municipality in 2005 and admittedconsiderable problems in obtaining actualreadings.But itdefined”estimates”aswhenan actual meter reading is available butthere was an automated technical adjust-ment leading to estimate accounts whenconsumption increased or decreased by50%. Totally confusing -the exorbitantamounts were based on estimates but ac-cording to uThukela were based on actual.
In a front page article on 18th January2008 headlined “wayout (andweird)waterbills “ the Greytown Gazette queried why
it had taken from 2005 to the end of 2007for these socalled outstanding amounts tobe discovered;how readings had been ob-tained from inaccessible meters and howthey could claim actual readings from twoyears previously .
A spokesman for uThukela admitted thatit should have sorted the problem of overand under estimation sooner but that thishad not been done as a result of varioustechnical problems and difficulties!
Greytownwatercustomerswereadvised,throughanuThukela representative, to paythe current month’s water account, untilsuch time as uThukela Water proved withdocumentation that those amounts weredue.That was in 2008. It is now 2013 .Theoutstanding debits have never been re-solved and in any event long since pre-scribed as more than three years havepassed since it was raised.
uThukela’s recordas awater service pro-vider was marked by months and monthsofcomplaintsbyGreytownresidentson lackof service delivery ranging from no water
supply ,sometimesfordaysonend;dirtywa-ter ; lackof response - all ofwhich culminat-ed in the the demands for socalled arrearpayments. It was not only Greytown con-sumerswho suffered -itwas throughout theentire area covered .
The Greytown Gazette for three yearshad reported not only on the lack of waterbut on the excessive salaries and paymentsto the non-executive board of directors ofuThukela.
In March 2008 Province took overuThukela stating that one of its biggestproblemswas its exorbitant operating costs. Umzinyathi subsequently took over thebilling.
Umzinyathi is nowtrying the soft soapap-proach - the editor who has an outstandingR21 000 received such a friendly reminderlast week that the outstanding amountshould have been paid by 10th October -ifnot, please send promptly! All this from a“yours sincerely” Umzinyathi MunicipalManager.
TheGreytownGazette has consulted a lo-
cal lawyerwhopoints out there is noobliga-tion as the outstanding debit has not beenresolved by uThukela and “it has in anyevent long since being prescribed as morethan three years have passed since it wasraised.” Anyone who is still being billed isasked to contact the Greytown Gazette sothat a meeting can be held with the lawyerto send a group reply to Umzinyathi to droptheseridiculousamountsandnormalise theaccounts.

Sir,It must be sad and disappointing times
in our democracy when a third tier of gov-ernment collapses and anAdministrator isappointed by the provincial Government.
It is unique in ademocracywhenaCoun-cil implodes and a District Council is calledto answer for its financial failures.We, thecommon people, and its citizens remain si-lent. Either because we are indifferent ortoo embarassed to express any opinion be-causeourprecious votehasbeenbetrayed.
When we were elected to the first demo-craticANC ledCouncil,without anyexperi-
ence in Local Government, our objectiveswere clear: leadership;good governanceand fiscal discipline.
Council lost these objectives after we leftand the decline began. I had warned thecitizens of Umvoti in these columns in myletter of 27 May 2005 (”Council in ChoppySeas”) that the decline had begun.
Finally Council sank and drowned.The Administrator is sent to refloat
Council. This exercise is a political pallia-tive and unless Council returns to the roadwe set out on there is little hope.

Sad saga of Umvoti Council
An urgent appeal has been made byGreytown Police chief Lieutenant Colo-nel S. Maphalala to community youthstakeholders to attend the CommunityPolicing forum youth desk annualgeneral meeting on Tuesday 5thNovmeber. Time is 2 p.m. at the Grey-town Police station conferenceroom.
According to Chapter 7 of the SouthAfrican Police Act:-
“Theserviceshall, inorderachievetheobjects contemplated in section 215 ofthe Constitution, liaise with the commu-nity throughcommunitypolice forums inthe view to; establish and maintaininga partnership between the communityand the service; promote communica-tion, promote co-operation, improvingthe rendering of police services, improv-ing transparency, and promoting jointproblem identification and problemsolvingbytheservicesandthecommuni-ty. “
Stakeholders include all communitysectors,organisations, institutions in thearea, - please do try to be there as itis most important for crime prevention,security and policing of thearea.

THE decomposingremains of a malewere found by theRietvlei SAPS in aplantation in thearea on 30 Sep-tember. ConstableMncwabeof theRi-etvlei police toldthe Greytown Ga-zette that the manhad apparentlybeen strangled– there was a ropearound his neckand his handswere tied together.
His face andhands were burnt.
The man, esti-mated to be about49 years old and1.9m in height,was wearing a t–shirt which had al-so been burnt.
It is estimated,from the state ofdecomposition,that the body hadbeen lying therefor at least amonth. Anyonewith any informa-tion in regard to amissing male

SIYAKHULA Imvunulo co–op is a lo-cal co–op with an interesting back-ground. Established in 1995 by re-tired nursing sister TA Khoza,she called unemployed women touniteandcurbstarvationandpover-ty.
The closure of the shoe manufac-turing company (BATA) had leftmany unemployed, particularlywomen.
So Khoza initiated a beadmakingventure, althoughsheherself didnotknow much about beadwork, shewas keen to learn.
It was an informal group who justgot together to earn asmuch as theycould.
In 1996 there was a great break-through for the women – they werewere selected to design and make800 badges for an environmental
conference to be held in South Afri-ca.
There was limited time to com-plete this task but the ladies did it,working tirelessly day and night tomeet the deadline.
Then in 2005, KZN MEC of eco-nomic development, Dr Zweli Mkh-ize, embarked on a programme inKZN to promote and form co–opera-tives.
Themembers of the Siyakhula Im-vunulo co–op formalised their groupinto a co–op and underwent trainingat an Umgungundlovu FET campus.
Since then they have displayedand sold their work at exhibitions inKZN – chairperson Grace Ndlovumet up with other co–ops to exhibitin Reunion under the auspices of theDepartment of Economic Develop-ment KZN.
The co–op was also invited to ex-hibit in Italy but were unable to be-cause of financial restraints.
Ndlovu told the Greytown Gazettethat over the years "they have strug-gled, but kept the ball rolling".
However as they do not get anygrants–in–aid or funding, they needto get the support of the com-munity.

On a recent visisit to Greytown, Mec for Human Settlements, Mr Revi Pillay,bought several items from Grace Ndlovu made by the co–op
Wayback inMay,UmvotiMunicipali-ty were charging electricity consum-ers R2 000 for “tempering “ the firsttime .ASergeant Street resident,wastold by IGODA officials that hismeterhad been tampered with, power cutoff and restored when you pay R2000. The consumer concerned didjust that but told the Greytown Ga-zette that neither he, nor anyone liv-ing in his home, had tampered withthe meter.
An even worse scenario is an elec-tricity consumer living in Enhla-lakahle who received an account forback charges of just under R20 000.On 9th July, IGODA came to thehouse and told her theywere discon-nectingbecause of the amount owed.She managed to get a loan to pay offthat amount but when she requestedreconnectionwas told she had to payR2 500 -which she did.
But theMunicipalitywould still notreconnect sending her a bill in Au-gust for over R4 000 -when she que-ried was told by the Electricity de-partment that they were unable tohelp her as that amountwas for elec-tricity . BUT no-onehasbeen to readthemeterwhich the consumer statescould be faulty.The consumer is ap-pealing for help as having done herbest to meet the demands she is nowdesparate and doesn’t know whereto turn to get her electricity restoredfor her and her family.

Hermannsburg Happenings“Hands-on in the class-room” is what it’s about- this year, the Grade 9to 11 biologists wereable to watch a calf dis-section,performedbyDrJane Wessels and herteam, before observingthe dissection of theheart, trachea &lungsand oesophagus fromthe autopsy. They wereable to blow down thetrachea, to see how thelungs expand and relaxduring breathing. TheGrade 10s were thenable to take a closer lookby staining their ownslides of blood cells forviewing under micro-scopes, as well as look-ing at the slides of bil-iary, provided by DrWessels, and seeing forthemselves how the par-asites affect the cells.The Grade 11s then dis-sected a heart, andwereable to stain their ownslides to view bacteria,gaining valuable insightinto how a pathologylaboratory goes aboutidentifying pathogens. Abig ‘Thank You’ to DrWessels for providingthe animal organs fordissectionand for takingtime to come and shareher valuable experienceand knowledge aboutblood, bacteria, and theoperation of a pathologylaboratory.

Deepavali literally means arowof lights. It is themostpopu-lar festival on the Hindu calen-dar. It is unique because it hascombined religious, historicaland seasonal significance.
The festival signifies the vic-tory of divine forces over thoseof evil.
It is a joyous celebration ofthe homecoming of Lord Raam.On this day, he returned to hisbirthplace, Ayodhya, afterspending fourteen years in ex-ile, during which time he de-featedmany demons, includingRavana.
The people of Ayodhya litthousandsofclay lamps(deepa)towelcomeRaam,SitaandLak-shman.
Houses are thoroughlycleaned and new clothes are
worn.Gifts,greetingscardsandsweetmeats are exchangedandfireworks displays are held inmany towns.
Traditionally, Hindus regardthisasanauspiciousdaytostarta new life with new thoughtsand aspirations.
Aprayer isofferedtoGoddessLakshmi (goddess of wealth).
Deepavali is also a reminderthat justice brings victory.
On the day preceding Deep-avali,ShriKrishnakilledthede-mon Narakaasur who had en-slaved 16 000 unmarrieddaughters of kings, thus settingthem free.
The seasonal significance ofthe festival is that in India, theharvest after the rainy moon-soon period ismarked byDeep-avali.
Thanks are offered to the Al-mighty God by reciting prayers
and making a symbolic gestureof offering grains into thesacred fire called Yajna.
Deepavali signifies the victo-ry of light over darkness,knowledge over ignorance andgoodness over evil.
Its spiritual message is con-veyed by the famous Hindu
Deepavali and everlasting hap-piness.

ON Saturday, 12 October, the U13 boysplayed against Treverton. Treverton wonthe toss and selected to bat. Trevertonmadea total of176 for the lossofninewick-etsandstruggled to regain formthereafter.
Greytown came in to bat and made 36runs for the loss of 10 wickets.
Greytown junior U11 cricket team wentto Treverton to play their firstmatch of thisseason.
Treverton were well organised and theybeat the U11 team easily.

Hermannsburg won the toss and choseto field. Greytown had a slow start with theloss of twoearlywickets but thebatting im-proved as the game progressed.

WINDOW ON WEMBLEY
Fifty senior primary learners from St. Da-vid’s Diocesan School, accompanied bytheir teachers, took part in a three-daycamp at Glenrock Game and Trout Farm,MooiRiver. Theywerekept extremely busywith a variety of challenging activities, alltackled with great enthusiasm and enjoy-ment. The programme included targetshooting, games, raft-building, foofie slideover the dam, tree-climbing, night hike,
star-gazingandtheverypopularmudslide.The learners were enjoying themselves somuch that they were sad to leave and allagreed that “Glenrock rocks!”

Mondi (BU Midlands) in partnership withYouth Development through Football hada successful four day training workshopfor developing youth coaches at St. Cath-ryn’s Golf Club. Twenty (20) youth coachesfrom Ingwe Ubuhle ,Bezwe , Maphumu-lo and uMvoti Municipalities attended thetraining workshop.
This programme is aimed at using foot-ball as a tool to overcome discrimination,improve health,combatdiseases,promotegender equality, fight violence and secureenvironmental sustainability. Youthcoacheswere trained onhow to useman-
uals for training instructors and coaches,illustrating how social competencies canbe integrated into football andhighlightingthe responsibility of the coach towardsthe players.
Emphasiswas on life skills, the preven-tion of HIV/AIDS and violence and onstrengthening environmental awarenesswhile using football as a tool. With thistraining, these youth coaches can be as-sessed by SAFA to obtain their Level Dor C Football Coaching Certificate.

THE popular Golf 911 annual bass fishingcompetition, a fundraiser for Umvoti Golf911, takes place on Saturday, 2 Novemberand ishostedbyUmvotiAgricultural Socie-ty (UAS).
Registration is at Scope Dam gazebo(Umvozana) between 6 and 6.30am andlines are in at 7am and up at 4.30pm. Thecost is R70 per angler (irrespective of age).
Prize–giving will be at 5.30pm.First prize for longest bass is R2500 and
there will be numerous prizes to be wonin different categories and many luckydraw prizes.
Mapswill be available at registration forthe eight large dams that are available.Kick boats, float tubes, small boats andsneakermotors are allowed. The dams arenot equipped with slipways, therefore nolarge boats allowed and launching is doneat your own risk.
A bass fishing clinic/demonstration will
be held for the junior bass fishermen at1pm.
Bacon and egg rolls will be sold in themorning and wors rolls in the afternoon.Cooldrinks will also be sold.
The Golf 911 centre was established in1998 by the farming community. It is anapolitical, non–profit, voluntary organiza-tion based in Greytown, serving the com-munity of Umvoti as a whole. The centrerelies entirely on the community for itsfunding – through a nominal monthly feepaid in by some residents.
UAS hosts this fishing competition eachyear as a fundraiser to thank this pivotalorganisation for the wonderful and essen-tial service theyprovideto theentireUmvo-ti community.

As it turned out, it was a glorious day forthe 76 golfers, from as far as Kokstad, whotookpart. BoyZumagotproceedingsgoingwith the first shankwithadriverneveroffi-cially seen on our course!
