The minutes of the 7/2013 Academic Committee meeting have been circulated. To be taken as read and confirmed 3.0 DECLARATION OF INTERESTS

3.1 Members are required to identify any conflict of interest, including family or other

personal relationship/s as outlined in the University policies on Conflict of Interest and Personal Relationships in the Workplace, which may exist in respect of any of the items on the agenda.

The Chair, Professor Adam Shoemaker will give a presentation on the future of Griffith Online.

8.0 CHAIR’S REPORT 8.1 At a previous meeting of the Committee, members were concerned about how

revisions to policies would be communicated to staff. During February, Academic Services held a number of workshops to promote knowledge and awareness of the revised policies approved by Academic Committee in 2013. The workshops were well attended by academic and administrative staff across four campuses. In addition, all policy amendments approved by Academic Committee are detailed in the Committees’ Newsletter, which is circulated soon after each meeting. 9.1 The purpose of divisional reviews is to improve the academic planning and performance of the academic area and their constituent elements through a continuing cycle of self-assessment, benchmarking, critical reflection, forward planning and internal/external peer review. In accordance with University policy, Executive Group prepares an annual timetable for academic reviews each preceding year.

9.2 Griffith International was reviewed during 13-15 November 2013. An independent review committee, comprising two committee members external to the University and two committee members internal to Griffith University reviewed the Division.

9.3 The Review was conducted in accordance with the University Reviews Policy

(2013/0014756) and University Review Guidelines (2013/0014757). 9.4 The Report of the Committee Reviewing Griffith International (2012/0010766) and the

Review of Griffith International 2012 Implementation Plan (2014/0003752), prepared by the Pro Vice Chancellor (Griffith International) are attached. The Executive Group, at its meeting on 5 March 2014, endorsed the Review Report and the Implementation Plan.

9.5 The Pro Vice Chancellor (Griffith International) will introduce this item via

teleconference.

Recommendation:

9.6 The Academic Committee is invited to offer feedback on the issues raised in the Report of the Committee Reviewing Griffith International (2012/0010766) and the Review of Griffith International 2012 Implementation Plan (2014/0003752). Academic Committee is asked to recommend the documentation to Council.

10.0 REVIEW OF THE SCHOOL OF BIOMOLECULAR AND PHYSICAL SCIENCES

10.1 The purpose of academic reviews is to improve the academic planning and performance of the academic area and their constituent elements through a continuing cycle of self-assessment, benchmarking, critical reflection, forward planning and internal/external peer review. In accordance with University policy, Executive Group prepares an annual timetable for academic reviews each preceding year.

10.2 The School of Biomolecular and Physical Sciences was reviewed during 15-17

October 2013. An independent review committee, comprising three committee members external to the University and one committee member internal to Griffith University reviewed the School.

10.3 The Review was conducted in accordance with the University Reviews Policy

(2013/0014756) and University Reviews Guidelines (2013/0014757). 10.4 The Report of the Committee Reviewing the School of Biomolecular and Physical

Sciences (2013/0004020) and the 2013 Review of the School of Biomolecular and Physical Sciences Implementation Plan (2013/0003754), prepared in consultation by the Pro Vice Chancellor (Griffith Sciences) and Head, School of Biomolecular and Physical Sciences are attached. The Executive Group, at its meeting on 19 February 2014, endorsed the Review Report and the Implementation Plan.

10.5 The Dean (Academic), Griffith Sciences will introduce this item. The Head, School of

Biomolecular and Physical Sciences will introduce the Review Implementation Plan.

11.1 The purpose of academic reviews is to improve the academic planning and performance of the academic area and their constituent elements through a continuing cycle of self-assessment, benchmarking, critical reflection, forward planning and internal/external peer review. In accordance with University policy, Executive Group prepares an annual timetable for academic reviews each preceding year.

11.2 The School of Applied Psychology was reviewed during 20-22 August 2013. An

independent review committee, comprising two committee members external to the University and one committee member internal to Griffith University reviewed the School.

11.3 The Review was conducted in accordance with the University Reviews Policy

(2013/0014756 and University Review Guidelines (2013/0014757). 11.4 The Report of the Committee Reviewing the School of Applied Psychology

(2013/0004017) and the PSY Implementation Plan (2013/0004034), prepared in consultation by the Pro Vice Chancellor (Health) and Head, School of Applied Psychology are attached. The Executive Group, at its meeting on 5 February 2014, endorsed the Review Report and the Implementation Plan.

11.5 The Dean (Academic) Health will introduce this item. The Head, School of Applied

13.0 PROGRAM GPA OPTIONS PAPER

13.1 On the recommendation of the 2/2014 Programs Committees, the Academic Committee is asked to consider the attached Program GPA Options Paper (2014/0000502). The purpose of the Options Paper is to respond to a perception of disadvantage being experienced by a group of students through the University’s use of the career level GPA calculation and the provision of a career level official academic (OAT) transcript.

13.2 Programs Committee previously considered concerns in relation to the University’s

use of the career level GPA and OAT, identified through student complaints, at the 2/2013 (April) and 5/2013 (July) meetings in the context of the Discussion Paper on Program and Award Titling (2013/0006512). At the 5/2013 meeting, Programs Committee endorsed in principle a recommendation to consider the introduction of a Program Transcript and Program GPA, subject to EICP funding being available to undertake the development work in the PeopleSoft Student System.

13.3 The Program GPA Options Paper proposes three options for Academic Committee’s

consideration:

a) Maintain the status quo and reset the career GPA on student request; or b) Calculate the student’s program GPA for inclusion on the official academic

transcript; or c) Calculate the student’s program GPA for inclusion on the official transcript and

produce a new unofficial program transcript on official paper.

Some of the above options also require a change to the University Credit Model.

13.4 The Options Paper recommends the University adopt option C. 13.5 In discussing this item, Programs Committee agreed to recommend to Academic

Committee that the University adopt option C, with the addition of 3.4 Optional change to credit transfer processing.

13.6 The Chair Programs Committee will introduce this item.

Recommendation:

13.7 The Academic Committee, on the recommendation of the Programs Committee (2/2014), is asked to consider the Program GPA Options Paper (2014/0000502), and determine which option is to be adopted.

14.0 GRIFFITH UNIVERSITY GUIDELINES ON THE CLASSIFICATION OF PROGRAMS AS HIGHER DEGREES BY RESEARCH

14.1 In January 2014, the HEIMSHELP definition of a Higher Degree Research Course

was updated in order to be consistent with the Higher Education Research Data Collection (HERDC) specifications. The definition is included below:

HDR: means a higher degree by research that is a Research Masters or Research Doctorate.

Research Masters: means a Level 9 qualification as described in the Australian Qualifications Framework and where a minimum of two-thirds of the program of learning is for research, research training and independent study.

Research Doctorate: means a Level 10 qualification as described in the Australian Qualifications Framework and where a minimum of two years of the program of learning, and typically two-thirds of the qualification, is research.

14.2 The revised HEIMSHELP definition of a Higher Degree by Research requires that the

attached Griffith University Guidelines on the Classification of Programs as Higher Degrees by Research (2013/0014775) be rescinded.

14.3 The attached Bachelor with Honours (AQF Level 8) Policy has also been amended to

add in the new HDR definition, and to remove the reference to the defunct Guidelines.

14.4 The Dean, Griffith Graduate Research School will introduce this item.

Recommendation:

14.5 The Academic Committee asked to:

rescind the Griffith University Guidelines on the Classification of Programs as Higher Degrees by Research (2013/0014775); and

approve the revised Bachelor with Honours (AQF Level 8) Policy (2014/0005093).

15.0 GUIDELINES FOR THE EFFECTIVE USE OF VIDEO-CONFERENCING TEACHING

15.1 Student feedback suggests that there is a link between use of video-conferencing and

poor SEC scores. Close to 40% of the classes using video-conferencing were rated below 3.5 by students. Those that were above 3.5, were generally only just above. Open ended comments were particularly critical of video-conferencing, rather than teaching per se.

15.2 Where video-conferencing was used with elective courses and students know in

advance that this form of delivery would be used, student feedback was not so poor. However, compulsory courses, especially in first and second year, where students have not chosen that method of teaching, continue to receive poor feedback.

15.3 Whilst video-conferencing is a necessary tool for a multi-campus university, its use

should not lead to student dissatisfaction with their learning experience at Griffith. 15.4 Following discussion with Group Pro Vice Chancellors and Deans (Learning &

Teaching), a draft set of guidelines for the appropriate use of video-conferencing was prepared and submitted to Executive Group (1/2014) for consideration.

15.5 Executive Group endorsed the guidelines, subject to the inclusion of a general

statement about the guidelines enhancing good teaching. 15.6 The revised Guidelines for the Effective Use of Video-Conferencing (2014/0005091)

are attached for the consideration of the Committee. 15.7 The Dean, Learning Futures will introduce this item.

- Reduce credit points from 160 to 120, as per the AQF specifications for Level 9 programs

25.2 The Queensland College of Art currently delivers the Bachelor of Design (based at

QCA South Bank campus) as a top up degree through the Chinese University of Hong Kong. The Bachelor of Design has now been replaced by the Bachelor of Design Futures which no longer compliments the studies sought by the Hong Kong program.

25.3 The QCA propose to offer the Bachelor of Digital Media (Major Graphic Design)

(based at QCA Gold Coast campus) as a top up degree through the Chinese University of Hong Kong from 2015. This program will allow for continuity of the existing content and expectation and has been revised to be AQF compliant.

25.4 To be eligible for admission to the Bachelor of Digital Media program which is offered

in Hong Kong, a student will require the following: - a Higher Diploma (HD) in Commercial Design from the Chinese University of

Hong Kong for which a maximum of 160 credit points of advanced standing will be granted.

OR - a Diploma or Associate Degree of at least two years in a design related area

63.2 At the commencement of the northern hemisphere academic year in September

2015, the Bachelor of Digital Media (Graphic Design major) will replace the Bachelor of Design (Visual Communication Design major) in the Design Transnational program in Hong Kong. The reason for this change is that the Bachelor of Design at South Bank has been replaced with the new Bachelor of Design Futures program. The Bachelor of Design Futures no longer compliments the studies sought by the Hong Kong program. Substituting the award major within the Bachelor of Digital Media (Major Graphic Design) allows for continuity of the existing content and expectation.

63.3 A period of six months will be allowed for any student of the Bachelor of Design

program who may have to resubmit assignments to do so. Any remaining student will be enrolled into the Bachelor of Digital Media and given appropriate credit for courses completed in the Bachelor of Design.

In order to comply with the AQF and University policy requirements, the program structure and content have been reviewed and a re-developed program proposal for each program was submitted and approved at the 5 December meeting of Programs Committee. The double degree Law programs have been revised to 440CP from 490CP.

64.3 It is envisaged that all continuing students will want to transfer to the revised program.

92.2 Graduate entry medical programs (GEMPs) operating in Australia, like the current

Bachelor of Medicine/Bachelor of Surgery (MBBS) program at Griffith University, were accredited through their respective institution’s accreditation process before the revised Australian Qualifications Framework (AQF) was introduced in mid-2011. Griffith University’s Programs Committee and the Academic Committee have confirmed that the current GEMP allows for students to attain learning outcomes equivalent to that of an AQF Level 9 Masters (Extended) program, in accordance with the revised AQF which has led to the introduction of the Doctor of Medicine (MD) in Semester 1, 2014.

92.3 From 2014, all commencing students will be admitted to the MD. All current students

will be offered the opportunity to transfer to the MD since the MD courses, curriculum content and learning outcomes remain the same as the MBBS. The current program allows for students to attain learning outcomes equivalent to that of a Level 9 Masters

93.3 The Certificate programs are 40 credit point full fee paying programs in which

students are not eligible for fee-Help. Hence, students opt for QIBT programs as a pathway to Griffith rather than undertaking the Certificate courses. Upon completion of the Certificate courses students only receive an official academic transcript, and do not receive any form of testamur.

99.2 The School of Environment proposes to withdraw the Bachelor of Science

(Environment) as part of the process of introducing the new Bachelor of Science (1210) in 2014. The majors from the BSc(Env) have now been incorporated into the comprehensive and flexible BSc program.

99.3 Students will be able to complete their program with a small number of transition

arrangements in place. Consequential course changes from the introduction of the new BSc have already been incorporated into the program information. Most of the core courses will remain available as they are still taught as part of the Bachelor of Environmental Management (1009). Transition arrangements for continuing students are set out in detail in the withdrawal proposal.
