GROUP PROGRAM MANAGER-INFORMATION TECHNOLOGY COUNTY OF SAN DIEGO | DEPARTMENT OF ENVIRONMENTAL HEALTH

The County of San Diego invites résumés from candidates with exemplary qualifications for the position of Group

Program Manager, Information Technology (IT) emphasis. This position will be assigned to the County’s Land Use and

Environment Group, Department of Environmental Health (DEH). The selected candidate will report to the Assistant

Director of DEH, and will be responsible for overseeing the IT functions of the department.

THE POSITION

The Department of Environmental Health (DEH) seeks a highly motivated and experienced professional with strong Information Technology (IT), project management, organizational, communication, and analytical skills for the position of Group Program Manager. This position is responsible for providing leadership and direction over departmental projects, group projects, and management objectives. The future incumbent will manage many of DEH’s enterprise-wide initiatives related to Information Technology and make critical major decisions related to those projects. Duties may include, but are not limited to: • Governs the DEH case management system (Accela Automation), including developing and managing technology

policies and procedures related to information management, reporting standards, and security and access management.

• Identifies IT needs within the department and recommends appropriate policies and procedures to mitigate risks; seeks opportunities for utilization of department-wide automated information systems; and oversees projects through implementation.

• Develops, implements, and tracks performance measures related to IT objectives at the department level.

• Manages department-wide and enterprise project implementation and governance across DEH and enforces the policies and procedures pertaining to the IT environment including, but not limited to, Microsoft SharePoint, Documentum, Accela, Open Data, Performance Management, and reporting solutions.

• Coordinates with internal and external agencies such as the County Technology Office, the Land Use and Environment Group Executive Office, Purchasing & Contracting, and the County’s IT providers; and negotiates and monitors contracts from outside providers, audits the services provided, and verifies work performed by providers.

THE IDEAL CANDIDATE

The ideal candidate will be a dynamic and visionary leader whose purpose is to oversee the IT functions of the

department, including GIS, the department website, and department applications. The ideal candidate will

demonstrate the ability to leverage technology, be forward thinking, and stay current on how IT relates to business

operations within the department. The ideal candidate will also possess a professional history that demonstrates the

The Department of Environmental Health (DEH) is a nationally recognized agency with award winning programs.

DEH protects the environment and enhances public health by preventing disease, promoting environmental

responsibility, and, when necessary, enforces environmental and public health laws. DEH enhances San Diegans’

quality of life by safeguarding environmental quality, educating the public to increase environmental awareness, and

implementing and enforcing local, state, and federal environmental laws. With an annual operating budget of

nearly $55 million and 308 professional staff, DEH services are administered through five divisions: Food and

Housing, Hazardous Materials, Community Health, Land and Water Quality, and Administrative Services.

MINIMUM QUALIFICATIONS

A bachelor’s degree from an accredited college or university, or certified equivalency for foreign studies, AND three

(3) years of experience which demonstrate the ability to perform the essential functions of the classification, OR a

combination of experience and/or education as stated above. Note: A master’s degree or higher may substitute

for a total of one (1) year. In order for education to substitute for work experience as stated above, college level

coursework must demonstrate progress toward a degree and may be substituted on a year-for-year basis.

COMPENSATION The annual salary range upon appointment for this position will be $95,000 to $107,000. Placement within range is

dependent upon the qualifications of the successful candidate. Annual salary reviews are performance-based and

goal-oriented.
