– Unanimously passed on July 9, 2012– PWC and City of Fayetteville’s website to be updated with bids
• 8 point Plan – Adopted January 2013 – Intent was to use Matchforce.org for solicitation posting by March 1, 2013
• NC Senate Bill 232– Requires local municipalities to give preference to local businesses. this is an
economic policy matter– Effective July 1, 2013
• As of March 25, 2013, no solicitation postings have been made on Matchforce.org

Proposal• The City provides the digital records or paper copies of
transactions going back as far as 2 years to AIT.• AIT hires unemployed, local veterans/ESC to perform data entry at
no cost to the City. AIT will pay up to $5,000 in wages.• Workers would be housed at AIT or at a place of the City’s
choosing, and input the data into GovTide.• The City will have 90 days to review reports after data is
uploaded.• The City can then determine if they want to create an RFP after
that time.
