Welcome “Raising the bar on patient safety and efficiency”

Dear Participant, Welcome to the Global GS1 Healthcare Conference in Austria, the first one ever in a hospital. I would like to sincerely thank Orthopädisches Spital Speising (Vinzenz Gruppe) for hosting this conference in the beautiful city of Vienna and in this perfect mix of old and new in the hospital. Security, traceability and efficiency in healthcare are currently at the forefront of government regulations and industry concerns around the world. As a result, numerous, and often irreconcilable solutions are being (or have already been) proposed to the national and international supply chain stakeholders. The cost of diverse government regulations, proprietary service offerings and incompatible solutions to all stakeholders has called for defining and adopting global and open standards. In December 2008, the European Commission “adopted a Communication and three legislative proposals with the overarching objective of ensuring that European citizens can increasingly benefit from a competitive industry that generates safe, innovative and accessible medicines.” The European Commission is also very active in the Global Harmonisation Task Force (GHTF) with regards to the development of a harmonised Unique Device Identification (UDI). Representatives from the unit responsible for pharmaceuticals as well as from the unit responsible for medical devices in the European Commission will present the European Commission perspective on these important developments. Experts from the United Nations, US FDA, EFPIA, Eucomed, and other stakeholders will also share their insights on standardisation and global harmonisation for automatic identification, traceability and data synchronisation in Healthcare. The work team sessions will allow you to contribute to the ongoing global standards development process. Very recently, we achieved another important milestone in our standards development process: two weeks ago, the Global Traceability Standard for Healthcare was approved by the user community. Plenary Speakers

Jean-Marc BOBEE is Director, “Anti-counterfeiting Strategy” at Sanofi Aventis, Industrial Affairs. In this capacity, he is in charge of the definition and implementation of the industrial anti-counterfeiting strategy of Sanofi Aventis. Jean-Marc is Doctor of Pharmacy by education and holds a Master Degree in Industrial Pharmacy from Paris University. He has 25 years extensive experience in international products development (galenics, analytics & technology transfer) and management of Industrial Operations interfaces (risk assessment & strategy). Since June 2007, Jean-Marc is also chairman of the EFPIA project on codification and identification of pharmaceuticals in Europe.

Patricia BLANCO is the Executive Director of ETCO – Brazilian Institute for Ethics in Competition, a non-profit organization that congregates non-government and entrepreneurial institutions formed by the breweries, soft drinks, tobacco, fuel distributing, medical drugs and technology industries, that aims to establish ethical parameters for competition. They are currently working with ANVISA (The Brazilian Government Agency in charge of health related activities) on the tracking and authentication system of pharmaceuticals.

Eva-Maria BURIAN-BRAUNSTORFER is Managing Director of GS1 Austria. She was involved in the founding and development of EAN Austria (renamed into GS1 Austria in 2005) in 1977. Besides implementations services, the EDI Service eXite has been launched on demand of Austrian retailers and suppliers and has had a leading role ever since. She was responsible for establishing the ECR Initiative (Efficient Consumer Response) for FMCG (Fast Moving Consumer Goods) in Austria in 1996. She has set up a special cooperation with the healthcare sector and public regulators and is responsible for a technical advisory committee comprising trade, industry and commerce representatives as well as Chamber of Commerce delegates. Eva Maria's family background has been entrepreneurship, her education at Commercial College, was followed by continuous education programs at Cambridge, San Diego State University, etc.

Grant COURTNEY is Global Serialisation Business at GlaxoSmithKline. Grant joined GlaxoSmithKline (GSK) after completing a degree at the University of Hertfordshire Business School. During his time with GSK he has held various positions including Packaging Management Consultant and Supply Chain and Logistics Manager. Over the past 3 years he has specialised in Serialisation and has recently been made the Global Serialisation Business Lead, accountable for Serialisation and Product Coding strategy for the company. Grant also sits on EFPIA’s Serialisation Pilot Supply Chain Expert Group.

Jay CROWLEY is Senior Advisor for Patient Safety in FDA's Center for Devices and Radiological Health. Jay is interested in developing new methods and techniques to identify, analyze, and understand problems occurring from medical device use within the healthcare environment. He has been working at FDA for nearly 20 years in a variety of positions. Jay holds degrees in Risk Analysis and Engineering.

Dr. Wolfgang ECKER is Head of Dept. Pharmaceuticals, Medical Devices, Health Technology Assessment and med. Radiation Hygiene at the Austrian Ministry of Health. Prior to joining the MoH in 1985, he worked for 4 years as Medical Doctor in Vienna. He is Member of WHO Working Group to prepare Guidelines for Iodine Prophylaxis following Nuclear Accidents. Wolfgang has also represented Austria in the EU Expert and Council Working Groups on Medical Devices and Pharmaceuticals; he was Chairman of EU Council Working Group on Pharmaceuticals and Medical Devices (finishing Directive 98/79/EC on In-vitro-diagnostics and starting revision of Medical Device Directives [Dir. 2007/47/EC]) and has been Delegate of the EU in the Global Harmonisation Task Force Medical Devices (Study Group 5: Clinical Evidence) since 2005. Since 2008, he is also Member of EU Standing Committee for Medicinal Products for Human Use and was appointed Chairman of EU WG on Clinical Investigation and Evaluation (CIE) in December 2008.

Stefan FUEHRING works at the Unit F2 Pharmaceuticals in the Directorate General Enterprise & Industry of the European Commission. He has been working in particular on the legislative proposal of the European Commission on "counterfeit medicines", which is part of the "pharmaceutical package" adopted in December 2008. Another main responsibility is the regulatory framework of clinical trials in the Community. He is also involved in the management of the Commission decision-making procedures for medicines. Stefan holds a degree in Law.

Wolfgang GROSS has been General Manager of AUSTROMED (Association of medical device companies in Austria) since 2002. He has more than 25 years of experience in management of medical device companies. Wolfgang holds a Masters degree in Law.

Joël GUILLOU is Director Regulation Reimbursement at SNITEM (French industry association for medical technologies). Joël is also responsible for health economics and traceability of medical devices, and represents SNITEM at EUCOMED (the European association of the medical devices sector), for the health economic assessment and identification standards of medical products. Before joining SNITEM in 2002, Joël worked as Regulatory Affairs and Quality Assurance Director for an international group of medical devices manufacturers. Joël holds a Degree in pharmacy.

Dr. Michael HEINISCH is Chief Executive Officer of Vinzenz Gruppe in Austria, a leading group of 7 hospitals in Austria totalling 2.200 beds. He is also member of the Supervisory Board of the Austrian Controllers Institute and member of the Austrian Federal Health Commission. Michael holds a PhD in business administration from the University of Economics and Business Administration in Vienna, Austria.

Mark HOYLE is Manager Corporate Packaging of Covidien. Mark has a broad and varied experience across a number of industries, concentrating within pharmaceutical and medical device manufacturing for the last 14 years. In his present role he is responsible for global strategy development and implementation for product identification, complemented with a background in automation and controls. Prior to joining Covidien, formally Tyco Healthcare at the beginning of 2005, Mark has worked for Ocular Sciences Inc., Glaxo and GEA staying very involved with developing technologies and their introduction to the healthcare industry. Mark is Co-Chair of the GS1 Healthcare Leadership Team and the AIDC Application Standards Work Team.

Thomas KLEIN is Purchasing Manager at the University Hospital of Düsseldorf and has several years of experience in healthcare. He is also e-business representative for a group purchasing organisation with 13 university hospitals in Germany called EK-UNICO, one of the largest buying groups in the German healthcare market. Before joining the University Hospital of Düsseldorf, Thomas worked for a utility company as Team Leader in the procurement department. He also participated in several work groups with other energy companies, in particular for ecl@ss as a classification standard in the utility branch. Thomas holds a Masters of Business and Administration and has written his master thesis about eProcurement, receiving an excellent mark.

Michael KREUZER is the Technical and Regulatory director of ABHI (Association of British Healthcare Industries). In addition, he is also the chairman of the Eucomed E-business and supply chain management task force (ETF) as well as the Association Secretaries Council, a role which brings him into close contact with the various national medical technology associations in Europe. The current focus of the Eucomed ETF group is bar coding and auto identification capture technologies.

Pascal MARIOTTI is Délégué Général of the GCS UNI.H.A (French group purchasing organisation and procurement platform) and coordinates the National Commission of Purchasing and Logistic Managers of the French University Hospitals. He has also been Purchasing and Logistics Manager at the University Hospitals of Nantes, Bordeaux and Montpellier. Born in 1965, Pascal holds a degree in political sciences from the Institute of Political Sciences in Grenoble and a degree in hospital management from the National School of Public Health in Rennes.

Tim MARSH is Senior Manager of Global Packaging Technology at Pfizer. He is primarily responsible for the identification, development and deployment of anti-counterfeiting technologies for Pfizer pharmaceutical and animal health products globally. Tim also leads Pfizer’s RFID initiatives and is active in the development of their mass serialization strategies. Tim joined Pfizer in 2002 after having worked in the medical device area of healthcare for B.Braun, Becton Dickinson and Saint-Gobain. Tim is Co-Chair of the GS1 Healthcare Leadership Team and the Traceability in Healthcare Work Team. Tim received his bachelor’s degree in Mechanical Engineering from Pennsylvania State University in 1992. He also holds associate degrees in engineering and liberal arts and earned a certificate in Auto-ID and RFID from MIT in 2004. Tim also received barcode certification from GS1 in 2007.

Georges Nicolaos is Head of the Sterilization Unit at Ballanger Hospital, Aulnay, France. Before joining Ballanger Hospital in 2003, Georges has worked as hospital pharmacist at Beclere Hospital in Clamart and Bichat Hospital in Paris since 2001 and as intern at Paris Municipial Hospitals between 1996 and 2001. Georges is co-chair of the local committee against nosocomial infections, a member of the committee for the protection of persons in biomedical research (CPP Ile de France X) and a member of the French Society of Sterilization. Georges holds a degree in pharmacy from the University of Paris XI and a Masters degree in Biological and Medical Sciences.

Ken NOBBS has been with the Australian National E-Health Transition Authority (NEHTA) since August 2005 as the Project Lead for the Supply Chain initiative, one of twelve initiatives around e-health being delivered by NEHTA. Ken‘s was previously with Deloitte as a management consultant for 4 years, managing a team to deliver the Recommendations for National IM&ICT Enablers in the Health Sector Supply Chain report for NEHTA in December 2004. Ken has broad health experience spanning over 10 years working within the pharmaceutical and medical device industry. Ken has a Bachelor of Business in Applied Economics, a Master of Business Administration and a Graduate Certificate in Health Economics.

Hanifa REBBANI is Drug Control Officer, Psychotropic Control Section of the UNODC (United Nations Office on Drugs and Crime), in charge of checking countries’ assessments, modification to assessments, trends follow-up, correspondence to governments, field missions, etc. Prior to joining UNODC in 2002, she has worked for the United Nations Transitional Administration, the Medical Emergency Relief International, and as pharmacist. Hanifa holds a degree in Pharmacy from the Central University of Algiers, Algeria.

Dr. Stefan SABUTSCH is Lecturer in Medical Information Systems and Database Management Systems at the University of Applied Sciences FH Joanneum in Graz, Austria. Stefan is also working as a consultant for pathology and cardiology at AGFA Healthcare and is chairing the HL7 User Group in Austria. Prior to joining FH Joanneum in 2005, Stefan worked at GWI Medica GmbH and KN-Software. Stefan holds a PhD degree in Biology and Zoology from the Karl-Franzens University of Graz, Austria.

Dr. Kiyohito TANAKA is Vice-Director of the department of Gastroenterology and Project Manager of hospital distribution in Kyoto Second Red Cross Hospital (K2RC). He leads four projects: optimization of Purchase for Medical Material Project, safety management for injection and infusion, business improvement for operation room and sterilization center, and business support for endoscopic center.

Michel VAN DER HEIJDEN is President Healthcare at GS1. His other responsibilities include Finance and Administration, Strategic Alliances and New Sectors. Michel brings with him a wealth of global management experience in international business activities, particular in the Healthcare Industry. His professional career spans work and knowledge in international finance, information systems, human resources and turn-around management. Michel spent 20 years with Johnson & Johnson, heading local and regional CFO functions in the company’s Pharmaceutical, Consumer Goods and Medical Device units. He also spent 3 years with Novartis (Pharma) in Switzerland as the global CFO for Primary Care and has lived and worked in 6 countries, namely Belgium, the Netherlands, Mexico, US, Greece and Switzerland.

Dr. Peter WÖLFL is responsible for the Technical Facility Management of all hospitals and geriatric centers (nursing homes) of the city of Vienna. He is also Project Manager of the Vienna North Hospital project responsible for all facility management issues. He has worked in the public health sector of the government of the city of Vienna since 1985in different positions in the IT-Department and involved in the development and implementation of a hospital information system. He holds a degree in Computer Sciences of the Technical University of Vienna.

Volker ZEINAR is responsible for the global coordination of bar code / auto-ID affairs in the B.Braun Group. This concerns company internal projects, customer projects as well as contacts to healthcare associations and standardization organizations. Volker has been involved in the development and application of GS1 standards for almost 20 years, not only in healthcare, but also in the consumer market and the engineering industry. Amongst others he was responsible for IT projects at the trade group REWE in Cologne and at the steel manufacturer Thyssen Industry. Prior to his engagement as freelancer for B.Braun, since January 2003, Volker has worked as Consultant for the B.Braun subsidiary ‘Diomedes Health Care Consutants’ with focus on the optimization of logistics processes in hospitals.

GS1 Healthcare Work Teams AIDC Application Standards Work Team The AIDC Application Standards work team is developing global standards for the Automatic Identification and Data Capture for Healthcare products at all packaging levels. The work team has already developed GTIN Allocation Rules for Healthcare, defined data requirements (including serialisation) and carrier requirements for Automatic Identification. The first phase (covering about 80% of Healthcare products) is currently being finalised and the second phase (very small instruments, location identification, etc.) will be initiated soon. Traceability in Healthcare Work Team The Traceability in Healthcare work team is developing a suite of global standards to enable full actionable visibility of all pharmaceuticals and medical devices from point-of-production to point-of-use, which can be used globally. The Global Traceability Standard for Healthcare (GTSH) Issue 1.0.0 was approved and published in February 2009 and provides a process standard describing the traceability process independent from the choice of enabling technologies, defining minimum requirements for all stakeholders, organisations and countries and the corresponding GS1 Standards to be used in combination with information management tools. A Call-to-Action was also issued in February to join the work team developing a suite of Global Standards that enable Traceability in Healthcare (process standard(s) and technical standards) by mid-2010: The Traceability in Healthcare II (TH-II) Project. The Traceability in Healthcare Work Team is co-chaired by Tim Marsh, Pfizer and Frédérique Fremont, Robert Ballanger Hospital (France). Healthcare Data Synchronisation & Product Classification Work Team The Healthcare Data Synchronisation work team is developing a global standard to enable Healthcare stakeholders to leverage the GS1 Global Data Synchronisation Network (GDSN), ensuring accurate and consistent data exchange between all supply chain partners. A global GDSN Pilot was successfully completed in 2008 showing that the GDSN infrastructure is in place to enable cross-border data synchronisation. The GDSN Extension for Healthcare is planned to be created by Q3 2009. A long term recommendation for product classification is also being developed. The Data Synchronisation Work Team is co-chaired by Joe Pleasant, Premier and Tom Werthwine, Johnson & Johnson.
