About the GSA Environmental Services Federal Supply Schedule GSA has improved efforts to make buying commercial services easier for federal

customers by awarding GSA Schedule Contracts. Under the Federal Supply Schedule

Program, GSA enters into government-wide contracts with commercial firms to provide

products and services, at stated prices, for given periods of time. This streamlined

procurement vehicle significantly reduces the time required to obtain services because

GSA has reviewed vendors’ capabilities, negotiated rates, and pre-qualified vendors to

provide services and products. Therefore, federal customers can place orders directly with

schedule contractors without seeking further competition, synopsizing requirements,

making determinations of fair and reasonable pricing, or considering small business set

asides.

About BDS TECHNOLOGIES, INC. Who We Are In 1994, Dr. Taoreed O. Badmus, P.E., established BDS Technologies, Inc. (BDS) to

provide engineering services to clients addressing environmental concerns. Since then,

BDS has grown to include more than 25 employees and provides a diverse range of

services. BDS remains a client-focused company where each project is performed to meet

our client’s specific objectives. Today, we are a minority-owned company certified by the

This GSA Environmental Services Schedule offers environmental planning,

compliance, and training services to enable government agencies to meet their

environmental needs. These services are distinct from engineering, design, and

cleanup. This schedule will not incorporate any service for excavating or cleanup

of a hazardous waste site.

Every federal agency has the requirement to comply with environmental laws and

regulations. This schedule will provide them with quick and easy access to

contractors who can help them meet their needs.

Some examples of these laws are: ◗ National Environmental Policy Act (NEPA) ◗ Fish & Wildlife Coordination Act ◗ Clean Water Act ◗ National Historic Preservation Act ◗ Clean Air Act ◗ Archeological & Historic Preservation Act ◗ Endangered Species Act ◗ Pollution Prevention Act ◗ Safe Drinking Water Act There are also relevant Executive Orders dealing with such topics as: wetlands,

floodplains, farmland protection, and environmental justice.

BDS will propose services to support agencies in meeting these requirements. We

will provide expert advice, assistance, guidance or counseling in support of

agencies environmental needs. This may include studies, analyses and

documentation of results. Training courses may include, but are not limited to,

conventional methods and computer-based interactive courses, customized or

standardized, on or off-site.

The following are examples of tasks that may be performed under each Special Item Number (SIN). These are examples only and are not meant to exclude or limit any authentic environmental advisory service under this Federal Supply Schedule. Examples include, but are not limited to, the following:

SIN 899-1 Environmental Planning Services and Documentation The services BDS provides in SIN 899-1 include, but are not limited to, the following:

Environmental assessments/impact statements under the National Environmental Policy

Act; economic, technical, and risk analyses in support of environmental needs; endangered

species, wetlands, watersheds, and other natural resource management plans and studies;

aquatic resources alteration planning; and natural resources damage assessment.

A brief discussion of our qualifications for providing these services follows:

BDS provides planning services, environmental management activities, and associated

support documents. We will generate, obtain, and evaluate information to meet the

requirements of the National Environmental Policy Act (NEPA), including Environmental

Impact Statements (EIS) and Environmental Assessments, in order to determine if a

proposed action will significantly affect the quality of the environment. BDS’ approach is to

design and implement programs to evaluate the impact of an action on soil, surface water,

groundwater, air, and human health. We will prepare EA documents which include

discussions of the need for the proposed action, alternatives to the proposed action, and a

listing of applicable contacts. Our approach includes an assessment of the relationship

between the short-term use of the environment and the maintenance and enhancement of

long-term productivity.

Our experience includes natural community assessments, wetland delineation, rare plant

status reports, and threatened/endangered species surveys. BDS performs economic,

technical, and risk analyses in support of environmental needs. Our staff has completed

numerous site assessment, remedial design, and remedial action projects. As part of our

site assessment work, we perform ecological and human health assessments including

human exposure assessments and quantification of risk posed by specific chemical or

radiological contaminants. The assessments may involve modeling of contaminant fate in

groundwater and soil and the impact of contaminants on air quality. BDS staff is very

familiar with the US EPA's exposure and risk assessment guidelines and accepted models

and protocols.

SIN 899-2 Environmental Compliance Services The services BDS provides for SIN 899-2 include, but are not limited to, the following:

environmental compliance audits; pollution prevention; permitting (air, hazardous waste,

wastewater, solid waste); underground storage tank services; spill prevention, control, and

countermeasure plans; solid waste management plans; hazardous waste management

plans; spill contingency plans; environmental management systems; Emergency Planning

and Community Right to-Know Act reporting; environmental baseline surveys; air

emissions inventories; and community relations

A brief discussion of our capabilities for providing these services follows:

BDS has comprehensive broad-based experience in the development of environmental

regulations and interpretation, development of plans to meet environmental regulations,

and compliance auditing. BDS has evaluated new technologies and automated systems in

support of environmental compliance activities. We routinely provide environmental

compliance services relating to regulatory requirements under the CWA; CAA; SDWA;

EPCRA; RCRA; HSWA; CERCLA; and state and local environmental laws.

BDS has a staff dedicated to multi-media environmental compliance services. Examples of

these services include regulatory applicability assessments, preparation of permit

applications for construction and operation of new installations and equipment, preparation

of release prevention and response plans, environmental reporting assistance, pollution

prevention studies, environmental compliance data management system development,

environmental compliance and management program development, and compliance

audits.

We also assist with permit notifications and with compliance measurement/monitoring,

recordkeeping, and reporting, and we will develop site-specific environmental compliance

management tools (e.g., database systems, compliance management plans, calendars) to

facilitate future compliance efforts. We understand the challenges of environmental

compliance management and can assist by developing information management systems

and modifying management tools that will ease ongoing compliance efforts.

As part of our multimedia assessment services, BDS provides compliance assistance with

requirements that cross different media. This assistance includes annual reporting under

EPCRA (i.e., toxic release inventory [TRI] reporting and hazardous chemical inventories)

and multimedia compliance auditing. BDS staff have completed TRI and hazardous

chemical inventory reports for various facilities.

BDS typically performs pollution prevention projects as part of a client's overall strategic

environmental management program or as part of media-specific source reduction

projects. We will guide or serve as a member of a facility's pollution prevention team. After

characterizing sources, we identify source reduction methods and technologies and

evaluate the technical and economic feasibility of each alternative. BDS staff also help to

establish the benchmark or baseline for the reduction and the best method for measuring

progress toward the goal of zero discharge.

SIN 899-3 Environmental Occupation Training Services The services BDS provides for SIN 899-3 include, but are not limited to, the following:

regulatory analysis and development, environmental management systems (EMS),

regulatory compliance, hazardous waste management and risk assessment, pollution

prevention and sustainable development and community outreach and risk communication.

Given the rapid changes in technology and the increasing need for specialized services,

training has become a priority in the workplace. BDS has more than 20 years of experience

in developing training programs specifically tailored to the needs of private industry and

U.S. government agencies.

BDS offers a full range of off-the-shelf and custom-designed training courses in areas such

as wetlands, geology, asbestos, regulatory compliance, other environmental topics, and

OSHA-mandated worker training. Our customized course development process begins

with analyzing your training needs and then working with you to develop the course to

meet these needs.

Training services offered include: standard off-the-shelf courses, customized courses to

meet specific needs, computer-based interactive course development, and converting

existing courses to electronic media.

SIN 899-7 Geographic Information Services The services BDS provides for SIN 899-7 include, but are not limited to, the following:

management models and information system tools; design and operation of regulatory

environmental electronic archive; GIS needs assessment and planning, GIS and spatial

analysis and statistics; database programming and database system implementation; data

conversion and creation; cartography and mapping; global positioning system map data

collection and integration with GIS; data conversion between formats; and GIS and CAD

services and integrations.

BDS provides full-service GIS support to our clients, with services ranging from data

creation and acquisition to analysis and mapping. We provide solutions to environmental

analysis problems by creating GIS-based approaches for obtaining reliable and repeatable

results and preparing effective map presentations. Our staff design and plan a database for

each project. Planning and design involves working with clients and project staff to identify

data sources, analyses, and maps necessary for completing a project. We identify and

acquire existing data for project use to reduce costs for our clients.

BDS staff are also experienced in combining the acquired data sets into a single

coordinate system for mapping and analysis. We have extensive experience creating and

editing data sets from hardcopy maps, aerial photographs, AutoCAD data, and other

sources. Our data creation and editing procedures include documentation and quality

assurance / quality control (QA/QC) steps to ensure that our work is traceable and

accurate.

Our project experience includes a wide range of analyses for a variety of project types,

including planning, permitting, monitoring, and mitigation. To ensure that our analyses and

results are traceable, repeatable, and documented, we program our analyses using

macros. BDS has prepared check maps for QA/QC, working maps for field and office staff,

document figures, and public display maps. We design maps to be clear and concise, and

we easily incorporate customer - or project-specific documents and map/figure formats.

Government Hourly Schedule Rate If the agency contracting officer chooses to purchase from the SINs contained in this

catalog on a firm fixed price task/delivery order basis, the total price shall be established at

the time of the order and will be based on the prices offered herein.

If the agency contracting officer chooses to purchase from the SINs listed on the following

pages for the Environmental Services Schedule (Contract Number: GS-10F0024S), on a

labor hour basis, the resultant task/delivery order shall specify the Not To Exceed price, the

labor categories proposed—with the hourly rates for each—and the other direct costs.

Using this Schedule

Who Can Use the Schedule:

◗ All federal agencies and activities in the executive, legislative, and judicial branches;

◗ Government contractors authorized in writing by a federal agency pursuant to

CFR 51. 1;

◗ Mixed ownership government corporations (as defined in the Government Corporation

Control Act);

◗ The government of the District of Columbia; and,

◗ Other activities and organizations authorized by statute or regulation to use

GSA as a source of supply.

GSA’s streamlined ordering procedures have reduced the tedious, time-consuming

government procurement process to a few simple steps. GSA has done this by

pre-qualifying vendors to perform a range of services. GSA has reviewed vendor

qualifications, capabilities and cost schedules in advance of the need for services, and

identified these vendors, by type of service, on its www.gsaadvantage.gov Web site. This

approval is valid for all organizations in the federal government and other governmental

agencies, and the entire process, from identifying the Statement of Work (SOW) to having

a contractor on board, can be completed in as little as three weeks.

To initiate the process, provide your contracts officer with a SOW. Your contracts officer
