Sealed percentage rate tenders are invited for the work of “Work of Cleaning of ESP internals, repair /
rectification of ESP fields and repairing / replacement of gas screen distributor at inlet funnels of ESP Unit No 1 & 2
during AOH/COH.” from experienced & registered contractors with GSECL / GETCO / DISCOM /
CENTRAL / State Government / Railway / Semi Government and who has executed works of similar
nature and magnitude as per pre-qualification criteria of work successfully. Tenderer should down load the

Tender) Tender documents will not be issued in physical form from this office and submit the same (in

General Terms & Condition
01. TENDER FEE, EMD AND SECURITY DEPOSIT
A. Tender Fee Paid Details (Tender Fee is COMPULSARY & there is no Exemption for Tender
Fee). SSI / NSIC Firm also have to pay Tender Fee.
Tender Fee & Earnest Money Deposit - will be accepted by D.D. in favour of Gujarat State
Electricity Corp. Ltd., payable at State Bank of India, Sikka TPS Branch only (Branch Code No.
60417). Cheque is not accepted & Tenders submitted without tender fee / EMD will not be
accepted.
No exemption from payment of tender fees and no price preference to the small, cottage & tiny
industrial units registered under small scale industries of Gujarat state and holding subsequent
registration with CSPO/NSIC/DGS&D registration certificates for the item under tender
Tenderer should quote the reference of payment of EMD & Tender Fee i.e. DD No. & Date for
EMD - DD No. & Date for Tender Fee on cover page of Technical Bid otherwise Bid will not be
GSECL TPS Sikka Page 4 of 23 considered for opening. Tenderer should also certify as “unconditional tender” on tender cover it
self.
B. EMD at 1 % of the estimated cost is to be paid by D.D. in favour of Gujarat State Electricity
Corporation Ltd. payable at State Bank of India, Sikka. Tenders without EMD are liable for
rejection. The SSI / NSIC will be accepted for exemption of EMD for supply of subjected material
only, otherwise tender / offer will be ignored. The Xerox copy submitted for SSI / NSIC shall be
notarized only. SSI / NSIC submitted other than indented material will not be accepted for waive of
EMD / SD and without payment of EMD, tender will be rejected out rightly without intimation to
the party. No correspondence will be entertained further in the matter.
The exemption in payment of EMD shall be given to the small, cottage & Tiny Industrial Units
registered under small scale industries of Gujarat State and holding subsequent registration with
CSPO/NSIC/DGS&D registration certificates for the item under tender.
C. Security Deposit: Lowest party shall have to pay Security Deposit as, 5 % in case of Works & 10 %
in case of Supply of order value before placement of order.
(a) Small, Cottage and tiny industrial units of Gujarat State having the registrations numbers for
production of goods and having the registration numbers from Govt. of Gujarat to submit
Security Deposit and performance guarantee as under.
(01) Wherever in the purchase policy, the Security Deposit and Performance Bank
Guarantee rate of 5 % is stipulated, the same be considered at 3 % for Small, Cottage
& tiny industrial units of Gujarat State.
(02) Wherever the rate of Security Deposit & performance Bank Guarantee of 10 % is
stipulated in the purchase policy, the same is considered as 6 % for Small, Cottage &
tiny industrial units of Gujarat State.
(03) Security Deposit and Performance Bank Guarantee shall not be insisted concurrently
and therefore Security Deposit may be converted into Performance Bank Guarantee
or once PBG is submitted, SD will be refunded
L1 contractor has to pay Security deposit as per prescribed time limit mentioned in LOI. if successful
bidder not paying SD in time, necessary action will be taken against firm as per GSECL norms.
Tender Cover Packing (EMD + Tender Fee+ Other documents)
1. Technical Bid: The technical bid shall comprise of all the technical details of the stores / materials
offered in accordance with the Corporation guaranteed technical particulars and conditions, etc.
The Technical Bid shall be opened on Due Date as mentioned in tender Notice (If Possible), in the
presence of those tenderers who wish to be present. If the Authorized Representative is likely to
be present then he must submit the authorization letter of the representing company at the
time of opening of Bids and this is compulsory. Only One authorized Representative shall be
allowed.
2. Price Bid
For E-Tender
Bidders are requested to submit Price Bid (Schedule-B) on-line only and not to submit the price bid
in physical form. This is mandatory. If price bid is submitted in physical form, same will not be
opened and only on-line submitted price bid will be considered for evaluation. Further if the
quantity quoted differs in the any of the technical bid forms and in price bid forms, it is discretion
of Committee – GSECL to consider the quoted quantity.
For Web-Tender
The Price Bid must be submitted strictly as per Schedule-B and shall be submitted in the separate
envelope (dully sealed) super scribed Price Bid with subject and shall be submitted simultaneously
with the Technical Bid
The time and date for opening of the Price Bid shall be determined by the Corporation and shall be
communicated to the tendering firms after technical bids are analyzed and the intimation will be
sent only to the technically qualified tenderers.

Tender should be referred to The Chief Engineer, GSECL, TPS, Sikka, who also reserves the
right to reject any OR all tenders without assigning any reasons thereof.
The “Technical & Price Bids” shall contain adequate cross reference wherever necessary to ensure
clear and proper co-relation of the two bids without ambiguities whatsoever.
Any technical questions information and clarifications that may be required pertaining to this
Tender should be referred to The Chief Engineer, GSECL, TPS, Sikka, who also reserves the
right to reject any OR all tenders without assigning any reasons thereof.
3. The tender must be submitted in 04 (Four) Cover system .

Bidder has to send hard copy of tender by RPAD/Speed Post to The office of Chief Engineer
(G), SIKKA ADM Building, GSECL Colony, Sikka Thermal Power Station, SIKKA, Dist:
Jamnagar 361141 Gujarat, India on or before due date. In case of e-tender, It is mandatory
to submit tender in online e-Tender as well as in physical form on or before due date and
time. If tender submitted in only one way, it will not be considered for evaluation.
Corporation does not take any responsibility for postal delay on both ways and tenders
received after due date and time will not be accepted by this office.
Tender fee & EMD should have to be submitted along with technical bid, if not found offer will out
rightly rejected
Gujarat State Electricity Corporation Ltd. reserves the right to accept/reject/Cancel any or all the
offers/tenders, extend dates and / or re-advertise tender, and /or modify the process at any stage of
the process without assigning any reason thereof
4. Subletting of tender is not permitted.
5. Part order has to be accepted by party.
6. Tenderer has to complete the above work within stipulated time as mentioned in Technical Bid.
Otherwise Penalty will be imposed as 0.5 % per week subject to maximum 10 % of order value.
7. The contractor shall at his own expense comply with all labour laws and keep the board indemnified in
respect thereof. Some of the major liabilities under various labour and industrial laws which the
contractor shall comply which are as under.
1) Payment of contributing of way of Employer’ s contribution towards provident fund, family
pension scheme, deposit linked insurance scheme, administrative charges etc, at the rates
made applicable from time to time by Government of Gujarat / Government of India or other
Statutory Authorities.
2) Payment of deposit in respect of each contract Labour at rate of Rs. 30/- with the office of
Commissioner of Labour as per contract Labour (Regulation and Abolition) Act.
3) License as prescribed under the contract Labour (Regulation and Abolition) Act, and rules
farmed there under depending upon the number of workman employed by the contractor
License is compulsory if nine or more Labours engaged during day.
4) Identity cards as prescribed under the factories Act, with photo affixed there to the same for
identification.
5) Payment of retrenchment compensation, Notice pay and other liabilities as per Industrial
Disputes Act. Payment to the contractor’s employees arising out of any claim or disputes
under the industrial Disputes Act. 1947 or any other Labour laws.

7) Provision of Crèche if female Labour employed is more than 30 numbers.
8) Maternity leave as per the provision of the Maternity Benefit Act.

Special notes for technically qualifying criteria for the subject work

SUBJECT: - Work of Cleaning of ESP internals, repair / rectification of ESP fields and repairing / replacement of gas screen distributor at inlet funnels of ESP UNIT 1 & 2 during AOH/COH.
SCOPE OF WORK:-
General Scope of Work Consists of following but shall not be limited to:- The Scope of Works includes & consists of the Opening of the All Doors of ESP; Cleaning of the Hoppers and Water
Washing of the Internals of the ESP Field; Inspection / Checking of the Short Field; Replacement of the Emitting
Electrode; Straightening, Rectification & Repairing of the Collecting Electrode; Repairing / Replacement of the Worn
Out Tumbling Hammer Assembly of the Collecting / Emitting Rapping; Repairing / Replacement of the Shock Bars;
Repairing / Replacement of the Shock Bar Guide / Link Rod; Repairing / Replacement of the Rapping Shaft;
Replacement of the Bearing of the Rapping; Repairing / Replacement of the Hopper Gas Deflector Plate; Repairing
of the GD Screen Plate; Repairing of the ESP Hopper Door; Servicing of the Gear Box of the Emitting / Collecting
Rapping; Replacement of the Support / Shaft Insulators & Alignment of the ESP Field; Checking, Rectification,
Repairing & Closing of the All Doors of the ESP after Providing New Packing Rope to avoid Any Leakage from them;
Crediting of the Balance Materials Like Seals, Gaskets, Grease, Oil, Packing Rope, Nut Bolts etc. to Main Store and
Cleaning of the Working Place & Floor of the ESP by Removing Dust, Debris Ash etc. after Completion of the Work
as per BHEL Standard Norms / Specifications & Instruction of Engineer in Charge. The Loading, Unloading Shifting,
Erection, Transportation etc. required to carry out for Various Works of the Overhauling, Servicing & Repairing of the
ESP for 120 MW UNIT 1 & 2 at STPS are to be arranged by the Contractor at their Own Cost in this Contract Rate
Only. The Detailed Item Wise Scope of Works for the Work of the Overhauling, Servicing & Repairing of the ESP are
as under:
1-A. CLEANING AND WATER WASHING OF THE INTERNALS OF THE ESP FIELD:
The Scope of Works consists & includes the Dismantling of the Elbows of the Hoppers of the ESP Field; Emptying,
Cleaning & Removal of the lying Ash in the Hoppers of the ESP Field on the Ground; Covering of the Fluidizing Pads
and Openings of the Shaft & Support Insulators Suitably before Starting the Water Washing of the Internals of the
ESP Field; Water Washing of the Internals of the ESP Field by Spraying Water through the Nozzle from the Top of
the Internals to proceed towards to the Bottom in Such a Way that No Ash should be left out; Removal of the
Stagnation / Chocking during Water Washing of the Internals of the ESP Field; Removal of the Covering of the
Fluidizing Pads and Openings of the Shaft & Support Insulators after Completion of the Water Washing and Refitting
of the Elbows of the Hoppers of the ESP Field after Completion of the Various Work of the Overhauling, Servicing &
Repairing of the ESP as per Instruction of Engineer in Charge.
1-B. Complete ash is to be removed from inside both ESP, Ducts from ESP out let to chimney and chimney hoppers.
Water jetting is to be carried out in ESP fields after taking the permission from EIC.
This work includes cleaning of UNIT 1 & 2 ESP roof of pass A & B, Opening of roof manholes and field manholes of ESP A & B of both units.
The fire fighting hose pipe, nozzle will be arranged by Party at his own cost.This work should be completed after rectification work and time for the same will not be considered in time limit for the total work of one unit.
2. REPAIRING OF COLLECTING ELECTRODES:
The Scope of Works consists & includes the Straightening, Rectification & Repairing of the Damaged, Bent &
Punctured Collecting Electrode by Gas Heating, Wooden Hammer & Welding on Entire Length with Proper & Due
Care to avoid the Blowholes on it; Positioning of the Dislocated / Dispositioned Collecting Electrode to its Original
Location for Proper Functioning of Shock-Bars; Welding of the Shock Iron with Collecting Electrode and Checking /
Ensuring of the Spacing between the Collecting Electrodes for their Normal Value after their Straightening,
Rectification, Repairing & Positioning as per Instruction of Engineer in Charge.

3. Replacement of Collecting electrodes:- Technical Specification:-
A) Collecting Electrode for Unit #1:- Length - 9.00 Mtr; Width – 400 mm; Plates per field – 360 Nos; Nos. of rows – 45 Nos. B) Collecting Electrode for Unit #2:- Length - 13.5 Mtr; Width- 750 mm ; Plates per field -210 Nos; Nos. of rows - 35 Nos. 3.1 Lifting of the Collecting Electrodes on ESP roof. 3.2 Cutting of opening in the ESP roof plate (all layers) and removing the insulations as per requirement to insert the Collecting Electrodes from the top of the roof. 3.3 Removing of the Damaged / worn out Collecting Electrodes from the ESP as per instruction of EIC. 3.4 Erection of the Collecting Electrodes by lowering down from the opening and positioning the same in the Field
where it requires to be replace. 3.5 Fixing the Collecting Electrodes by inserting hooks at top in collecting frame and fixing its holding end at bottom
in the shock bar. 3.6 Alignment, fastening and tack welding of the electrodes. 3.7 Re fixing /closing of the opened ESP roof plates and re fixing of insulation as per original installation complete. 3.8 Opening of Roof Manholes and Closing of all manholes doors by providing new sealing rope. If any leakages
observed during charging of duct shall have to be attended by the party without any extra cost. 3.9 Party has to Arrange / Fitment and Removal of scaffolding if required. No extra payment will be done for the
same.
4. REPAIRING / REPLACEMENT OF THE RAPPING SHAFT:- 4.1. The Scope of Works includes & consists of the Dismantling & Removal of the Bent / Damaged / Worn Out /
Sheared Rapping Shaft along with their Components like Inner / Outer Arms of the Tumbling Hammer
Assemblies, Bearing Blocks, Set Rings, Gearbox, Motor, Coupling, Pin-Wheels (Small & Big) etc.; Straightening
of the Bent of Rapping Shaft by Heating and Hammering; Erection, Positioning & Leveling of the entire Shaft of
the Three, Four or Five Pieces of the Rapping Shaft, Set Rings & Sleeves in place of the Old One over New
Bearings Blocks by shimming up after Fixing of their Angular Position; Checking of the Water Level so as to give
Free and Smooth Operation of the Shaft Mechanism Manually; Fitting of the Two / Three Pieces of the Erected,
Positioned & Leveled Rapping Shaft & their Sleeves by Welding; Assembling of the All Relevant Components
like Inner / Outer Arms of the Tumbling Hammers, Bearing Blocks, Set Rings etc. on the Erected, Positioned,
Leveled, Fitted & Welded Rapping Shaft so that it is to be hit at the Center of Shock Pad of the Shock Bars;
Checking & Ensuring of the Free & Smooth Operations of the fitted Tumbling Hammer Assembly on the
Rapping Shaft; Locking of the All Fasteners by Tack Welding after their full Tightening; Fitting of the Coupling
Half on Rapping Shaft and Placement & Alignment of the Gearbox with Rapping Shaft as per Instruction of
Engineer in Charge. 4.2 For Unit# 2 Bearing [Liner] pin wheel [Big and Small] of rapping mechanism for emitting system, top drive shall
be checked for wear if any, if excessive wear is found, same shall be replaced as per instruction of EIC.
5. REPLACEMENT OF THE EMITTING ELECTRODE:- The Scope of Work consists of the Preparation of the Necessary Scaffolding Required for the Works; Removal of the
Dislocated / Dispositioned Emitting Electrodes; Removal, Replacement, Erection, Anchoring & Positioning of the
Emitting Electrodes at Different Tiers in Position by Stretching Tools of the ESP Fields with due Care for not
disturbing the other Healthy Electrodes and Checking / Ensuring of the Spacing between the Emitting Electrodes for
their Normal Value after their Replacement, Erection, Anchoring & Positioning as per Instruction of Engineer in
Charge.
6. REPLACEMENT OF THE BEARING BLOCK OF THE RAPPING:- The Scope of Works consists of the Dismantling & Removal of the Damaged/Worn Out/Broken Bearing Block of the
Rapping Shaft by the Cutting of its Fasteners; Fitting, Leveling & Alignment of the New Bearing Block; Fitting,
Leveling & Alignment of the New Bearing Block along with Change of its Base Foundation by Erecting Angles /
Channels as per Specification /Drawing if Required; Checking & Ensuring of the Free & Smooth Operations of the
Rapping Shaft and Locking of the All Fasteners by Tack Welding after their full Tightening as per Instruction of
Engineer in Charge.

COLLECTING / EMITTING RAPPING:-
The Scope of Works includes & consists of the Dismantling & Removal of the Broken / Worn out Tumbling Hammer
Assembly of the Collecting / Emitting Rapping by the Cutting its Fasteners; Repairing & Replacement of the Inner
Arm & Collecting / Emitting Outer Arm of the Worn out Tumbling Hammer as the Requirements; Repairing &
Replacement of the Pin of the Collecting / Emitting Outer Arm of the Worn out Tumbling Hammer as the
Requirements; Fitting of the Repaired / New Tumbling Hammer Assembly of the Collecting / Emitting Rapping with
New Fasteners So that it is to be hit at the Center of Shock Pad of the Shock Bar; Checking & Ensuring of the Free &
Smooth Operations of the fitted Tumbling Hammer Assembly on the Collecting / Emitting Rapping and Locking of its
Fasteners by Tack Welding after their full Tightening as per Instruction of Engineer in Charge
8. SERVICING OF THE GEAR BOX OF THE EMITTING / COLLECTING RAPPING:-
The Scope of Works consists of the Opening of Cover of Gearbox of the Emitting / Collecting Rapping; Draining of
Old Lubricating Oil of the Gearbox of the Emitting / Collecting Rapping; Complete Cleaning of the Gearbox of the
Emitting / Collecting Rapping; Topping of the New Oil in to the Gearbox of the Emitting / Collecting Rapping and

Lifting Tools; Taking Complete Load of the Emitting Frame on the Lifting Tools; Dismantling & Removal of the
Suspension Tube, Support Flange, Damaged / Cracked / Broken / Crushed Support / Shaft Insulator; Replacement
of the Damaged / Cracked / Broken / Crushed Support Insulator; Erection, Assembling & Fitting of the Suspension
Tube, Support Flange, New Support / Shaft Insulator; Alignment of the ESP Field as per BHEL Specification for
Correction of the Side Wall and Top Measurement; Providing of the Asbestos Rope of the Required Thickness on the
Top of the Insulator using Shell Lock, Reassembling of the Support / Shaft Insulator Assembly; Loading of the
Complete Emitting Frame Gradually on Support / Shaft Insulators without disturbing the Original Alignment; Final
Checking of the Field Alignment and Closing of the Insulator Housings as per Instruction of Engineer in Charge
12. PROVIDING AND FIXING OF MS HEX HEAD BOLTS AND NUTS OF REQUIRED SIZE.
13. REPLACEMENT/REPAIRING OF SCREEN SHEETS: -
The Scope of Works consists of the Repairing of the Damaged / Bulged GD Screen Plate by the Cutting, Heating &
Welding and Matching with Adjacent Existing GD Screen Plate as per instruction of EIC. Scope of work also includes
replacement of the same as per Instruction of Engineer in Charge.

14. ESP INLET FUNNEL :-
14-a. Party has to cut & remove funnel/splitter plate & eroded supports and fabricate/re-erect new pipe/angle supports of required sizes as per instruction of EIC
14-b. Contractor has to fabricate splitters, guide vanes for Inlet funnel assly. as per original configuration from 14-c Plate, cutting of all eroded splitters and guide vanes and then erection of newly fabricated spliters and guide
vanes by a full welding for proper distribution of gas flow. 14-d. Angle/Flats for supporting horizontal Splitters are to be properly welded after positioning correctly. 14-e. The work is to be done as per site requirement and instruction of EIC.
15. REPAIRING OF THE ESP HOPPER DOOR & DEFLECTOR PLATES:
The Scope of Works consists of the Opening of the Damaged, Broken, Worn Out & Leaky ESP Hopper Door;
Repairing of the Damaged, Broken, Worn Out & Leaky ESP Hopper Door by the Welding as per Site
Requirements; Providing of the New Asbestos Ropes & Dum-Dum to avoid Air Ingress from the Door and
Closing of the All ESP Hopper Doors after Completion of Works as per Instruction of Engineer in Charge.
The Scope of Works includes the Removal / Repairing / Rectification of the Damaged / Bent / De-Hooked
Hopper Gas Deflector Plate by the Heating, Cutting, Breaking of Chains etc.; Erection & Positioning of the
Repaired / Rectified / New Hopper Gas Deflector Plate as per Required Gaps with Hopper Side Plates and
Fitting & Welding of its Chains / Hooks as per Instruction of Engineer in Charge.
16. Lifting and Loading the Tractor manually / by loader with transportation of collected / dumped fly ash below ESP Unit 1 &2 and unloading, disposing off the same, including cleaning of ground floor thereby as per instruction of EIC. Entire quantity of removed fly ash should be lifted and transported and disposed at ASH DYKE AREA as per instruction of site engineer.

SPECIAL TERMS & CONDITIONS
NAME OF WORK: - Work of Cleaning of ESP internals, repair / rectification of ESP fields and
repairing / replacement of gas screen distributor at inlet funnels of ESP unit No 1 & 2 during
AOH/COH.
01. Party has to collect the materials from GSECL TPS Sikka main store or site office stores as per
instruction of in charge engineer. 02. GSECL will provide free of cost:
a. Gland sealing rope for door fitting & insulation. b. Spares required and Steel materials c. Single phase or three phase power supply will be provided at single point in the plant from the nearby power supply module available. The successful bidder will have to lay required cabling / wiring in proper way from the allotted power supply only using proper lugging, connectors. While demanding for the supply, agency will have to mention the required power in KVA or Amperes loading with advance intimation and should provide adequate protection through MCB-ELCB / MCCB / SFU along with the time duration. Any damage to the power supply module provided by GSECL, due to over loading / short ckt. Etc. While using it, then party will have to repair / restore the same at their own expense.. The supply taken from anywhere else other than allotted power supply is strictly prohibited. The distribution of power supply shall be done through proper terminal / industrial power plug socket arrangement. If electricity is to be charged, then proper Energy meter with valid calibration certificate will have to be installed in presence of electrical department at the point of supply connection with proper arrangement.
. 03. Contractor has to arrange:
a. 24 V transformers, Lamps, Wires/ cables, Switch board, etc required for lighting. b. All consumables required for the work, including scaffolding, tools, tackles, welding machine, Welding
Electrodes, cutting sets, oxygen & DA gas, required welding electrodes, winch machine, chain pulley block, ropes, grinding machine, grinding wheel etc. And other related auxiliaries for carrying out the work.
c. Transportation of all required material from Main Store / BMD Sub store to Site, and Crediting the Scrap & Usable material to Main Store.
04. Quantity shown in work order is approximate and is liable to change. 05. Work is to be carried out as per Schedule A enclosed with stage inspection by EIC. 06. Party shall have to submit the BAR chart before commencement of work and work is to be completed
within stipulated time only by deploying separate men power/gang at different locations as per instruction of EIC.
07. Party shall have to submit the daily progress report to GSECL site in-charge as per the format
explained by EIC. 08. Party has to ensure the availability of sufficient man power & resources to complete the works within
the scheduled time limit of AOH. 09. Party representative / site in-charge should be available at site through out the execution of work to
receive the instruction from the office otherwise penalty will be deducted as 0.5% of order value per day
GSECL TPS Sikka Page 14 of 23 10. Party shall have to preserve / kept the supplied material at Sikka TPS in their custody only. Party shall
be fully responsible for any loss of material / damage of material supplied to them till completion of work in all respect.
11. Party have to submit material account along with Bills in triplicate or otherwise GSECL will account as
per GSECL own record. 12. You have to give co-operation in measurement, otherwise GSECL will measure the work done by you
and payment will be made accordingly. 13. Credit of balance materials, scrap etc. is to be credited to main stores / site store or as per instruction
of engineer in charge 14. Party shall have to clean the site within 03-04 days after completion of work otherwise 5% of order
value shall be deducted against expenditure incurred to clean the site by engaging other agencies by GSECL.
15. After completion of work Megar value and Air Load Test will be taken by the EMD Dept. contractor
should rectify the problem at the time of the said tests. At the time of charging the ESP fields & ERM / CRM, if any problem arises contractor should attend and rectify the same within the quated rate only.
16. Subletting the contract to subcontractor is not permitted unless and otherwise approved by the
competent authority 17. Contractor shall comply with factory acts, labours laws and safety laws in force from time to time. 18. Use of safety equipment: It shall be the responsibility of the contractor to provide the safety equipment
such as safety helmets, hand gloves, goggles, shoes etc. to his staff. 19. SAFETY RULES is to be followed as per 'safety norms', & penalty will be imposed for violation of such
rules as & when pointed out by 'Safety Officer'. Penalty will be deducted from your Running RA Bill, amount of penalty will be decided by 'Competent Authority' and conveyed to you.
20. Party shall be fully responsible for any kind of fatal / non fatal accidents of man, material and
surrounding equipments. 21. Party shall have to co-ordinate with the other agencies working near to their work place to avoid any
accident as well as for the safety to personal job. 22. Payment will be made as per actual work done on RA bill basis for each Unit COH/AOH. 23. Any work related to contract awarded is not mentioned in the scope and is required to be carried out
then same will be in the party's scope at no extra cost. 24. PERFORMANCE GUARANTEE :- Party shall give guarantee for a period of 90 ACTUAL RUNNING DAYS ( i.e. 2160 running hours of Unit) OR 18 MONTHS WHICHEVER IS EARLIER from the date of commissioning, an amount of 5 % of order value shall be retained for the same.. If the same is not attended within stipulated time period, GSECL will attend the same and necessary amount will be deducted from your Performance Guarantee as decided by Competent Authority. 25. WORK COMPLETION PERIOD: The period for completion of complete overhauling work of unit shall be as under excluding the mobilization period : [a] 25 days for COH [b] 18 days for AOH, [c] 03 Months if the work is to be carried on piece-meal basis on as & when required during RSD Or Forced / Planned Outage period.

The work order overall validity will be for 11 months and same may be extended unilaterally if required by GSECL for further 06 [Six] months or more with the same rates and Terms & Conditions of the work order. 27. Party shall have to submit the following document pertain to STPS along with each RA bills in triplicate for verification of compliance of labour laws.
a. Copy of paid PF Challan along with copy of ECR. b. Material Statement. c. Invoice Copy d. Copy of MR & CR. e. Labour License [if Applicable] f. Muster Roll [Attendance register.] g. Duly paid wage register (If paid through bank then along with bank statement or bank name and A/c No
of concern employee is required to mention in the register or disbursed in present of GSECL, officer and certification of GSECL officer in wage register is required to taken).
h. Group insurance/Work Compensation policy. i. Bonus and leave encashment register as per applicability.

GENERAL TERMS & CONDITIONS
NAME OF WORK: - Work of Cleaning of ESP internals, repair / rectification of ESP fields and
repairing / replacement of gas screen distributor at inlet funnels of ESP unit No 1 & 2 during
AOH/COH.
00. The contract means the document forming tender and the subsequent agreement that may be entered
into.
01. The General rules and regulations of the Corporation for tender and contract for works will
apply to the extent the same are not modified herein. Any other rules and regulations, conditions
etc. that are in force in present and that may be framed by the Corporation from time to
time in condition with contracts will be binding and acceptable to the contractor.
02. Sub- letting or transfer of contract without prior written approval of Corporation will be
treated as a breach of contract and it will be punishable by forfeiting the security deposit
as well as termination of contract.
03. The contractor have to pay total 5% of the order value as security before placement of order.
04. The contractor shall hold the Corporation indemnified against and in respect of any claim arising
out of injury to any persons, loss of life, workman’s compensation or any other claims whatsoever.
The contractor shall be responsible for any damages to any property of the Corporation due
to negligence of the contractor or his employees. The Corporation will be entitled to
recover the damages from the contractor and it shall be final and binding to the contractor.
05. The successful tenderer/ contractor will have to enter into an agreement with GSECL and
the cost of the stamped paper will be borne by the contractor. The contractor will also have
to execute an indemnity bond on required value of stamped paper as per GSECL rules. The cost of
the stamped paper will be borne by the contractor.
06. ARBITRATION : All questions, disputes or differences whatsoever which may at any time
arise between the parties to this contract in connection with the contract or any matter arising out
of or in relation thereto, shall be referred to the Gujarat Public Works Contract Dispute
Arbitration Tribunal as per the provisions of the Gujarat Public Works Contract Dispute
Arbitration Tribunal Act, 1992.
07. The party shall strictly observe all the labour laws and Factory Acts in existence and amendments
made from time to time
08. (A) Party shall have to strictly observe all safety rules as per the Factory Act – 1948 and
whatever amendments made from time to time to avoid any chances of accidents.
Contractor shall have to strictly follow the instructions of safety officer.
(B) The safety precautions issued vide this office circular no. CCUT/ SAFETY/ 490 / CIR /
345A dated 14-12-90 are applicable to this contract also and to be followed strictly.
(C) Before starting the contract, it is advisable that party shall have the documents for
insurance of workers.
09. The work shall be completed within stipulated time as well as on receipt of shut down. If required,
party shall have to work round the clock to maintain the work schedule.
10. The contractor shall have to take all necessary precautions to avoid fire during cutting, welding, etc.
In case of any smoldering fire, same should be extinguished by contractor immediately
using their own Labour, tools, water & buckets etc.
11. After completion of work working area and surrounding area should be made clean by
removing M. S. debris and all types of scrap etc. Scrap should be credited to main store
and should be dumped at place shown by E. E. (Store).
12. Oxygen/ acetylene gas, if available, will be issued on chargeable basis from GSECL main
store, otherwise the party has to arrange on its own. The empty cylinders should be returned
to main store within stipulated time.

on any working day during working hours.
14. Party has to carry out the work at site only.
15. The required spares like steel plates, nut bolts, stud, lubricants, valves, pipes etc. will be given by
the Corporation free of cost for carry out the work as per Schedule-B. If any damages occurred
while replacement of new parts, the actual cost of the parts will be recovered from the contractor.
16. Income Tax will be deducted at source at prevailing rates as per I. T. Act.
Do not mention any commercial terms/conditions in Technical bid. Any terms/conditions related to
commercial matter mention by you in Technical bid will not considered.
