In response to the Secretariat's request in document G/SPS/W/101, the European Union hereby submits the attached lists of technical assistance provided to third countries during 2017-2018, in accordance with Article 9 of the Agreement on the Application of Sanitary and Phytosanitary Measures. 2. The technical assistance activities were provided by the European Commission (Annex I) and individual EU Member States (MS) (Annex II). They took place at a bilateral, regional or multilateral level, through own initiatives, in conjunction with the Standards and Trade Development Facility (STDF), or under the framework of Codex, IPPC and OIE. Within the European Commission, different services are involved in the provision of SPS-related technical assistance, namely the European External Action Service, Directorate General for International Cooperation and Development, Directorate General for European Neighbourhood Policy and Enlargement Negotiations, Directorate General for Trade and Directorate General for Health and Food Safety. In EU MS, ministries dealing with agriculture, health and related disciplines, or development agencies, lead the efforts in this field. 3. During 2017-2018, the European Union provided SPS-related technical assistance to more than 80 countries, groups of countries, regional organisations, and international organisations within the framework of over 500 projects. The projects covered a wide range of activities including providing long-term experts for technical assistance, training workshops for safer food, and financial support. This list is not an exhaustive compilation of all technical assistance the European Union provided. 4. The technical assistance was primarily aimed at facilitating the development and implementation of SPS measures in developing countries to enhance their ability to comply with SPS standards in their export markets and take better advantage of the opportunities of global trade. The assistance was geared towards capacity building, improving governance, and meeting international standards. 5. The technical assistance activities presented hereunder include multi-year projects that span several sectors including the SPS sector. In such cases, only the SPS-related components of the projects are described. The indicated budget corresponds to the SPS component of the support during 2017-2018, unless it is italicised, in which case it indicates the budget of the entire program. 6. Any non-EU country requiring SPS-related technical assistance is invited to approach the EU Delegation based in their country, or the relevant directorates of the European Commission located in Brussels, Belgium or individual EU MS for further information.

Addendum

The following communication, received on 2 March 2020, is being circulated at the request of the Delegation of the European Union.

1. In response to the Secretariat's request in document G/SPS/W/101, the European Union hereby submits the attached lists of technical assistance provided to third countries during 2017-2018, in accordance with Article 9 of the Agreement on the Application of Sanitary and Phytosanitary Measures.

2. The technical assistance activities were provided by the European Commission (Annex I) and individual EU Member States (MS) (Annex II). They took place at a bilateral, regional or multilateral level, through own initiatives, in conjunction with the Standards and Trade Development Facility (STDF), or under the framework of Codex, IPPC and OIE. Within the European Commission, different services are involved in the provision of SPS-related technical assistance, namely the

European External Action Service, Directorate General for International Cooperation and Development, Directorate General for European Neighbourhood Policy and Enlargement Negotiations, Directorate General for Trade and Directorate General for Health and Food Safety. In EU MS, ministries dealing with agriculture, health and related disciplines, or development agencies, lead the efforts in this field.

3. During 2017-2018, the European Union provided SPS-related technical assistance to more than 80 countries, groups of countries, regional organisations, and international organisations within the framework of over 500 projects. The projects covered a wide range of activities including providing long-term experts for technical assistance, training workshops for safer food, and financial support.

This list is not an exhaustive compilation of all technical assistance the European Union provided.

4. The technical assistance was primarily aimed at facilitating the development and implementation of SPS measures in developing countries to enhance their ability to comply with SPS standards in their export markets and take better advantage of the opportunities of global trade. The assistance was geared towards capacity building, improving governance, and meeting international standards.

5. The technical assistance activities presented hereunder include multi-year projects that span several sectors including the SPS sector. In such cases, only the SPS-related components of the projects are described. The indicated budget corresponds to the SPS component of the support during 2017-2018, unless it is italicised, in which case it indicates the budget of the entire program.
