Political Background of the ChS Project

Agenda 21, Chapter 19- deals with environmentally sound management of toxic

chemicals

Rotterdam Convention (PIC-Convention)- governs the traffic of toxic chemicals worldwide and enables

countries to ban their import

Stockholm Convention (POPs-Convention)- requires member states to ban the production and use of

particularly hazardous substances or to reduce their release

into the environment

Basel Convention (BC)- controls transboundary movements of

hazardous wastes and their disposal

GTZ – ChS Project Activities

Commissioned by the Federal Ministry of Economic

Cooperation and Development (BMZ)

Co-ordinated with the Federal Ministry for the Environment,

Nature Conservation and Nuclear Safety (BMU)

Support for developing countries in implementing international chemical conventions (PIC / POPs Conventions, Basel Convention)

Participation in international negotiations (COPs, SAICM, IFCS etc.)

Support and execution for analytical surveys, risk assessments of hazardous chemicals and support for environmental studies (e.g. DDT-Study)

Disposal of obsolete chemicals (POPs, obsolete pesticides)

Pilot measures and tests (e.g. emission monitoring and incineration tests)

Chemical Management Guide (safe handling of chemicals in SME)

Analytical Surveys and Risk Assessment

Organize, manage and execute analytical

surveys and risk assessments of

POPs chemicals and obsolete pesticides,

e.g. in Tanzania , Gambia, Thailand,

Macedonia, Pakistan, India, Philippines,

Nepal etc.

29.06.2009 Seite 12Seite 12

Pilot Measures and Test Trials

Organize and manage test trials and test burns during co-processing

(incineration) of waste in cement kilns and disposal facilities in

emerging countries,

e.g. Tanzania, India and Philippines

29.06.2009 Seite 13Seite 13

Training of Emission Monitoring in Combustion Plants

Sustainable emission monitoring in combustion plants of the Indonesian cement industry

(of potential pesticide disposal facilities)

Train air quality laboratory staffs at

ITB in Indonesia in stack gas analysis

Procure equipments and analytical

instruments for sampling/monitoring

stack gases (esp. dioxins / furans)

Improve technical guidelines for air

quality control in Indonesia

Completed

29.06.2009 Seite 14Seite 14

Test Trails in India

Test trail for performance assessment of a local high temperature

incinerator (HTI) for POPs chemicals disposal in co-operation with

relevant government agencies / pollution control board

Identify a qualified local HTI

Prepare test protocol and Environment

Management Plan (EMP)

Construct a pre-treatment facility

Implement safety measures

Execute test trail (1 blanc and 3 runs)

Monitor stack gas emissions through an analytical

laboratory (dioxins and furans)

Monitor other gaseous and dust emissions and

relevant parameters (incl. chemical analysis)

Evaluate the test burn results

DDT Disposal in Tanzania

Organize and execute disposal

activities in emerging countries,

e.g. in Tanzania.

Dispose 106 tons of (80 t) DDT dust

and (26 t of) associated wastes /2008

Completed

Dieldrin Disposal in India

Capacity development for an environmentally sound

management of POPs Chemicals in India

Dispose dieldrin stocks

Safeguard benzene hexachloride (BCH)

Train local staffs of relevant

government organizations

to improve the management

system

Monitor and dispose POPs

chemicals

Pesticide Disposal in Nepal

Plan a combined project for pesticide disposal and capacity

building in Nepal:

Currently ca. 73 tons obsolete pesticides and 43 cylinders with methyl

bromide are stored in 23 pesticides stores.

Step 1 – Disposal operation

Collect and dispose up to 100 tons obsolete pesticides

Repack and transport to Europe for final disposal

Eliminate a HTI in an environmentally sound way

Step 2 – Capacity building

Train relevant government and semi-government agencies as well private

institutions in

Chemical management and

Sound handling of pesticides and other

POPs chemicals (PCBs)

Management of Obsolete Pesticides in China (1)

Supporting relevant privincial and central

agriculture institutions (ICAMA) to adopt

environmentally sound methods for the

management and disposal of obsolete pesticides

and pesticide containers:

Methods for the identification of obsolete pesticide

stocks (inventory, risk analysis & evaluation).

Determine technical methods for pesticide disposal.

Implementation of a collection chain for empty

pesticide containers and their disposal

Improvement of pesticide production

(quality labelling and packaging)

Improvement of national and provincial policies /

laws for pesticide disposal.
