Personal Qualities and Attributes of a Crew Manager

Below is a list for the Personal Qualities and Attributes (PQAs) which a Crew Manager is expected to display during their day to day activities. A PQA is behaviour (supported by knowledge and understanding) that it is important for people to ensure they possess and thereby demonstrate the highest standards expected of people in a Fire and Rescue Service.

By having an understanding of these PQAs Fire and Rescue Service staff can use them to support the way they work. Each day personnel should reflect on their behaviour; the way they treat their colleagues, the way they interact with the public and the way they go about their work. They should ask themselves a series of simple questions; Is what I am doing effective? Is what I am doing making a difference for the good of me, my team and the people we serve? Is there a better way of working? Only by constantly seeking personal and professional improvements in everything we do can we make this public service better.

Role Map Evidence

Introduction This guidance document has been produced to assist both the Assessor and the Learner prepare and assess workplace evidence which is current, authentic, relevant and timely; in short evidence and knowledge displayed by the Learner which reflects the role of a competent Crew Manager, whether operating within the Wholetime Duty System or the On Call Duty System. Why is Workplace Assessment important? It is possible to train for competence but competence is more than training. It is about success in the real world. IPDS is about making sure that people can do their jobs. Workplace Assessment is at the heart of this and it can help individuals and managers to:

• Identify and recognise personal strengths and areas for improvement;

• Consider how to build on, and extend, strengths and successes from both the personal and organisational point of view;

• Share good ideas and exemplar practice within organisations;

• Consistently measure progress towards individual and organisational objectives;

• Achieve a common sense of purpose and direction based on a shared view of what needs to be done; and

• Link development needs to development opportunities. How should Workplace Assessment be used? Workplace Assessment should be a shared and positive experience carried out to support the development of people. It should be a two way process with open, honest and transparent communication between those being assessed and the Assessors, who will normally be their line managers. Learners and Assessors should be able to discuss performance and agree a plan for development in a constructive and positive way. Because Workplace Assessment uses the requirements of the National Occupational Standards (NOS) and Personal Qualities and Attributes (PQAs) as the benchmarks that identify and support competence in the workplace, it then becomes a supportive process that assists people to develop and maintain competence in their role. To ensure that the assessment process is effective, it is important that:

• Line managers and Assessors have an understanding of the processes within the Assessment Strategy;

• Line managers and Assessors are familiar with the requirements of the relevant Role Map/NOS;

• The assessment is planned, wherever possible, to identify opportunities to assess competence across the role, rather than on a unit basis;

• Learners and Assessors generate, collect and record relevant evidence to demonstrate competence;

• Evidence of a Learner's performance is judged against the relevant Role Map/NOS;

• Assessors make consistent assessment decisions and provide feedback; and

• Liaison takes place between Assessors and Internal Verifiers (IVs) within standardisation meetings.

Effective Workplace Assessment is dependent upon the following elements being in place:

• Agreed objectives;

• Role Maps/NOS;

• A robust Assessment Strategy (CFRS assessment policy);

• A robust recording system (CFRS IT development and maintenance recording system and PDHs);

• Competent Assessors (CFRS assessment policy); and

• Quality Assurance systems (CFRS sampling policy) The requirement to assess is built into every management Role Map; accordingly, every line manager will be required to assess the performance of the people for whom they have line management responsibility. Crew Manager Role Map The examples of evidence written below are not exhaustive; Assessors and Learners alike may or will find other examples or sources of evidence which will show that the person being assessed is competent within their role. The examples however do provide details of the minimum types of evidence that should be found within a Personal Development Handbook. The evidence requirements have been broken down into two phases, ‘Development’ and ‘Maintenance’. For development the evidence requirements within the Personal Development Handbook (PDH) demand that more detail is captured and recorded and can be found through a simple referencing system. For evidence during the maintenance phase the Crew Manager must ‘sign post’ the evidence for the Assessor to locate and confirm through questions, discussions and observations.

When does Assessment take place? The acquisition of skills and knowledge through training is essential but, people must then show that they can apply them in the real-life workplace, i.e. at incidents, during Community Fire Safety events and all other aspects of their role. It is impossible to demonstrate competent performance through training alone. It is for this reason that Workplace Assessment by a line manager is so important to people’s development. Assessment against NOS to progress from a development phase to maintenance of competence is a more formalised process. This process requires assessment of specific tasks aligned to elements and/or units of the NOS. The Learner and the Assessor will need to agree on a plan for achieving competence. Each unit must be assessed individually; however, a holistic approach should be adopted to allow the Learner to be assessed across the range of NOS. For example, the Assessor and Learner agree that it will take 2 months to complete the requirements of unit WM1. Therefore, a date, time and place is agreed for the assessment to take place (this is the assessment plan, and advises the Learner exactly what they need to achieve, and within an agreed timescale). The Learner will collate the required evidence, and where necessary be observed and assessed during workplace activities by the Assessor. At the end of unit assessment, the Learner will present their evidence to the Assessor, who will then make an assessment decision. A plan should then be agreed to achieve competence within the next unit. Assessors should be aware that the weight of evidence required from the Learner for each unit should be provided so that any other Assessor within CFRS could peruse the evidence and apply the same assessment decision.

Note: Unit FF8 is not compulsory for On Call Duty System Crew Managers to achieve competent rate of pay.

Unit FF1: Inform and educate your community to improve awareness of fire and rescue safety matters

Evidence Development:

Underpinning Knowledge Workplace Activities

• Research and draft a 500 word report on the demographic make up of the community served by your station, identifying risk groups and cultural make up;

• Research and draft a 500 word report that identifies how Service policies in relation to Road Safety are affected by National Guidance. Identify the partner agencies involved, and any targets or objectives set internally or externally;

• Research and draft a 500 word report that identifies how Service policies in relation to Fire Safety are affected by National Guidance. Identify the partner agencies involved, and any targets or objectives set internally or externally;

• Complete the E-learning modules, and aligned assessments, “Presenting to your Community” and “Community Fire Safety”;

• Answer questions sourced from the Question Bank (held by the Workplace Assessment Team, Learning and Development Department) – refer to the appropriate bibliography on page 26 of this document.

• Take the lead in planning and delivering three Home Safety Assessments. The range of these will include homes which are inhabited by elderly, less able bodied, single parents and/or people with hearing difficulties. These assessments must be observed by the Assessor, who will utilise the Audit Log as detailed in CRR/P/22 Quality Assurance HSA Standard as an Observation Record;

• The Assessor will observe the Learner take the lead in planning and delivering fire safety instruction for:

1 x Key Stage 1; 1 x CF&RS Cadets; 2 x Key Stage 2 (1 x information delivery, 1 x smoke tent delivery) Plus, one from the following: Prince’s Trust; Kooldown Plus; At risk community group.

• The Assessor will observe the Learner take the lead in the planning and delivery of road safety instruction for a road safety event.

Note: Staff unable to fulfil the criteria above should seek advice from the Workplace Assessment Team on alternative evidence requirements

This unit should have been awarded at Firefighter level; the unit award will remain current in accordance with the maintenance requirements.

Unit FF1: Inform and educate your community to improve awareness of fire and rescue safety matters

Evidence Maintenance:

• A Home Safety Assessment (HSA) which has required support from other agencies

or partners in order to ensure the health, safety and welfare of the resident(s). The range of community members for effective evidence could include residents who are elderly, infirm, hearing difficulties, socially and economically vulnerable. The range of partner agencies could include: - Social Services, Deaf Support Network, the Community Fire Protection department, Safeguarding Adults, Police and social housing. For On Call Duty System Firefighters this HSA may result from an operational incident and may be passed onto Wholetime Duty Managers to resolve;

• Provide evidence of the delivery of a safety presentation to an at risk group which could include: - Key Stage 1, Princes Trust, Kooldown Plus, Cadets or vulnerable adults, Drive Survive, Key Stage 2, sheltered housing, station open day or youth groups.

• Provide knowledge of the community demographic of the given station area; this can be in the form of a Question & Answer session.

If there is insufficient evidence to meet the requirements of this element then a development plan may be drafted, discussed and agreed between the Learner and the Assessor. This will aim to support the Learner in working towards providing sufficient evidence. PQAs

Unit FF8: Contribute to fire safety solutions to minimise risks to your community

Evidence Development:

Underpinning Knowledge Workplace Activities

• Complete the E-learning module, and aligned assessments, “Health, Safety and Risk Management”;

• Answer questions as set by the assessor regarding building construction, automatic fire detection, emergency lighting, extinguishing media, fire doors, travel distances, escape routes, signs and symbols, appropriate legislation and legislative requirements, fire safety thematic inspections, the reporting process, co-ordinating follow-up visits, and subsequent actions in the event of non-compliance. Questions and responses need to be recorded.

• Assist in the delivery of three thematic fire safety inspections or Fire Station inspections (as much involvement in the process should be gained in this task in preparation for taking the lead in the next task below);

• Take the lead in planning and delivering three thematic fire safety inspections or Fire Station inspections (this task will involve pre-planning, contact with the site responsible person, pre-inspection preparation, taking the lead at the inspection, reviewing and updating current information, notifying all relevant personnel of any changes, completing relevant documentation and ensuring the thematic fire safety outstanding program is updated);

• Report on the findings of three thematic fire safety inspections (this will involve making recommendations and providing instructions to site responsible persons, liaison with CFP department where necessary, completion of relevant paperwork, and ensuring the outstanding fire inspection list is updated).

This unit should have been awarded at Firefighter level; the unit award will remain current in accordance with the maintenance requirements.

• Provide signpost/product evidence of where you have taken the lead in the planning and delivery of fire safety inspections. This will involve the pre-planning, contact with site responsible persons, pre-inspection preparation and taking the lead during the inspection. On return to station it will include the reviewing and updating of current information held and completion of relevant paperwork;

• Provide signpost/product evidence of where you have assisted colleagues in the planning and delivery of fire safety inspections; and

• Provide product evidence of reports on the findings of thematic fire safety inspections (this will involve making recommendations and providing instructions to site responsible persons, liaison with CFP department where necessary, completion of relevant paperwork, and ensuring the outstanding fire inspection list is updated).

If there is insufficient evidence to meet the requirements of this element then a development plan may be drafted, discussed and agreed between the Learner and the Assessor. This will aim to support the Learner in working towards providing sufficient evidence.

Unit WM1: Lead the work of teams and individuals to achieve their objectives

Evidence Development:

Underpinning Knowledge Workplace Activities

• Provide evidence of a current A1 Assessor award;

• Provide signpost evidence of submission of five Operational Debrief System incident feedback forms. This will need to include positive responses, areas for improvement, equipment and procedural feedback;

• Research and draft a 500 word report on the relationship between the objectives set for your team and the Station plans. Your report should highlight how these are derived from, or correlate with, Service objectives and Core Values.

• Using the electronic diary, plan and implement the following events:

Training sessions from the Service Training Forecast (for one month). Community safety events such as Open Days, Drive Survive etc. Direct Engagement events. Routine work such as standard tests, daily routines, cleaning and maintenance.

• Conduct three assessments of Learner activities complete with feedback, assessment decision and review in accordance with the A1 unit awards covering the following activities:

1 x operational activity 1 x proficiency 1 x community safety presentation

• Prepare and conduct full appraisals for two team members. This will include assessing their Personal Development Handbooks, making assessment decisions against the body of evidence provided, and setting objectives to aid the development and improvement of the individual’s performance. All relevant paperwork must be completed and submitted within the appropriate timescales.

• Gain Witness Testimony from a competent Watch Manager stating how you have planned, delivered and reviewed 3 drills from section 4 of the Fire Service Training Manual as designated by your Line Manager. To include:

Safety Brief including safety words of command; Command and Control (designating tasks and controlling activities); and De-Brief and Feedback.

• Provide evidence of having conducted three assessments of three Learner activities and provided feedback on the sessions;

• Demonstrate the organisational structure of your team with regards to the delegation of references and devolvement of responsibilities;

• Provide evidence of the effective management and planning of the following events (such as the use of, or delegation of the use of, the electronic diary):

Training sessions from the Service Training Forecast Community safety events such as Open Days, Drive Survive etc. Direct Engagement events. Routine work such as standard tests, daily routines, cleaning and maintenance.

• Provide evidence of having prepared and conducted full appraisals for team members for which you have responsibility. This will include assessing their Personal Development Handbooks, making assessment decisions against the body of evidence provided, and setting objectives to aid the development and improvement of the individual’s performance. All relevant paperwork must be completed and submitted within the appropriate timescales;

• Provide signpost evidence of submission of five Operational Debrief System incident feedback forms.

If there is insufficient evidence to meet the requirements of this element then a development plan may be drafted, discussed and agreed between the Learner and the Assessor. This will aim to support the Learner in working towards providing sufficient evidence.

Unit WM2: Maintain activities to meet requirements

• Provide evidence of the effective management and planning of the following events (such as the use of, or delegation of the use of, the electronic diary):

Planning and implementing training sessions from the Service Training Forecast. Community safety events such as Open Days, Drive Survive etc. Direct Engagement events. Routine work such as standard tests, daily routines, cleaning and maintenance.

• Complete the E-learning modules, and aligned assessments, “Health, Safety and Risk Management” and “Dynamic Risk Assessment”;

• Provide product evidence (considering data protection) (by simulation if necessary) of completing two Records of Informal Discussion to improve an individual’s performance. This may be following a trigger point met under the Attendance Management policy, to reflect performance above and beyond the individual’s role, or other recognisable behaviour;

• Provide product evidence of having completed the following forms and data entries:

4 x OWLe updates 4 x Gen 7s 4 x Incident Recording System entries 4 x Police Notification Reports

• Provide evidence of a current IOSH or NEBOSH certificate.

• Provide product evidence of the completion and signing off of ten daily ‘sign off’ forms;

• Gain Witness Testimony from your Station Manager following observation of a team briefing. This observation should take place at the commencement of duty and should include a health and safety inspection (walk through) of the workplace;

• Take the lead in managing a quarterly health and safety inspection of your workplace. This will involve pre-planning, contact with the site responsible person, pre-inspection preparation, taking the lead at the inspection, reviewing and updating current information, notifying all relevant personnel of any changes, completing relevant documentation and ensuring that any issues are resolved with the relevant urgency;

• Provide product evidence (considering data protection) of having completed the following:

1 x accident report (by simulation if necessary) 1 x near miss report (by simulation if necessary) 1 x risk assessment of off station exercise/training activity 1 x analytical risk assessment

Unit WM4: Take responsibility for effective performance

Evidence Development:

Underpinning Knowledge Workplace Activities

• Complete the E-learning modules, and aligned assessments, “Assertiveness Management” and “Managing Yourself”;

• Provide evidence of having attended the development/insight days for the duration of your development program;

• Provide evidence of any courses or qualifications achieved during your development program.

• Undertake, and pass, 2 ‘Lifescan’ (6

monthly) assessments with your aligned PFI;

• Undertake, and pass, a Service 3 yearly medical (when required to do so);

• Gain Witness Testimony from your Watch Manager with reference to your personal appearance, punctuality and attendance;

• Undertake, and pass, a Service assessment under the ‘Drug and Alcohol Policy’ (when required to do so);

• Identify an area within your station ground where road users are at an increased risk. Liaise with the local Police and the Road Safety Unit to organise and manage a Driver Engagement event;

• Establish contact with a responsible person from a local risk site to organise, manage and coordinate an exercise or off station training event;

• Establish contact with a community leader to organise, manage and deliver a community fire safety presentation.

Unit WM4: Take responsibility for effective performance

Evidence Maintenance:

• Undertake, and pass, 2 ‘Lifescan’ (6 monthly) assessments with your aligned PFI;

• Undertake, and pass, a Service 3 yearly medical (when required to do so);

• Undertake, and pass, a Service assessment under the ‘Drug and Alcohol Policy’ (when required to do so);

• Provide evidence of any courses or qualifications achieved during your development program;

• Provide evidence of having achieved, or having a plan in place to achieve, the objectives set from your previous full appraisal;

• Identify an area within your station ground where road users are at an increased risk.

Liaise with the local Police and the Road Safety Unit to organise and manage a Driver Engagement event;

• Establish contact with a responsible person from a local risk site to organise, manage and coordinate an exercise or off station training event;

Unit WM5: Support the development of teams and individuals

Evidence Development:

Underpinning Knowledge Workplace Activities

• Provide evidence of a current A1 assessor award;

• Provide evidence of attendance at the Crew Managers; Managing Incidents course, or equivalent;

• Provide evidence of using the

electronic diary for the following events:

Planning and implementing training sessions from the Service Training Forecast. Community safety events such as Open Days, Drive Survive etc. Direct Engagement events. Routine work such as standard tests, daily routines, cleaning and maintenance.

• The Assessor will observe the

Learner taking the lead on a debrief session for their team following a cluster exercise;

• Prepare and conduct two full appraisals for firefighters within your team. This will include assessing their Personal Development Handbooks, making assessment decisions against the body of evidence provided, and setting objectives to aid the development and improvement of the individual’s performance. All relevant paperwork must be completed and submitted within the appropriate timescales;

• Establish contact with a responsible

person from a local risk site to organise, manage and coordinate an exercise or off station training event;

• Provide product evidence (considering data protection) of conducting a Return to Work Interview (by simulation if necessary) identifying any skills gap caused by the absence, ie, having missed training events in accordance with the Proficiency Assessment System and the Service Training Forecast.

Unit WM5: Support the development of teams and individuals

Evidence Maintenance:

• Provide evidence of having prepared and conducted full appraisals for firefighters for

which you have responsibility within your team. This will include assessing their Personal Development Handbooks, making assessment decisions against the body of evidence provided, and setting objectives to aid the development and improvement of the individual’s performance. All relevant paperwork must be completed and submitted within the appropriate timescales;

• Provide evidence of a current A1 assessor award;

Unit WM6: Investigate and report on events to inform future practice

Evidence Development:

Underpinning Knowledge Workplace Activities

• Complete the E-learning modules, and aligned assessments, “Health, Safety and Risk Management” and “Dynamic Risk Assessment”;

• Provide product evidence (considering data protection) (by simulation if necessary) of completing two Records of Informal Discussion to improve an individual’s performance. This may be following a trigger point met under the Attendance Management policy, to reflect performance above and beyond the individual’s role, or other recognisable behaviour;

• Provide evidence of completing a Fire Investigation course.

• Provide product evidence

(considering data protection) of having completed the following and having made recommendations for improving working conditions:

1 x accident report (by simulation if necessary) 1 x near miss report (by simulation if necessary) 1 x risk assessment off station exercise/training activity

• Provide evidence of two occasions where you have investigated instances of appliances not meeting the Cheshire Standards for turn out and attendance times. This will include producing two separate reports following investigations. The reports must identify the direct and indirect reasons as to why the Standards were not met, and make recommendations for actions to mitigate future occurrences;

• Provide signpost evidence of having completed accurate, concise and professional contemporaneous notes following four incidents.

Unit WM6: Investigate and report on events to inform future practice

appliances not meeting the Cheshire Standards for turn out and attendance times. This will include producing four separate reports following investigations. The reports must identify the direct and indirect reasons as to why the Standards were not met, and make recommendations for actions to mitigate future occurrences;

• Provide product evidence (considering data protection) of having completed the following and having made recommendations for improving working conditions:

1 x accident report (by simulation if necessary) 1 x near miss report (by simulation if necessary) 1 x risk assessment off station exercise/training activity

Incident Commander assessment, and any subsequent development plan, of your performance as Incident Commander at an operational incident or cluster exercise;
