The Company has to record the affected pages as changes/amendments in the “Record of Changes”, i.e. revision history of the SSP. The Company has to submit the following to GL Head Office, Dept. BSMI; for review and approval:  Title/cover page of the SSP (not stamped);  Index/contents page of the SSP (not stamped);  Record of changes of the SSP (revised but not stamped);   All revised pages affected by change of flag. Upon receipt of the above documents, GL will give notice to the Company. The Company has to forward a written request for the performance of an ISPS pre-verification for the issuance of an Interim ISSC to GL Head Office, Dept. BSMI, in accordance with A/19.4 of the ISPS Code.  Note: It is not necessarily required that the changes/amendments to the SSP have to be approved at the time of the pre- verification. However, a copy of the revised SSP must be available on board together with evidence that the changes/amendments have been submitted to GL for review and approval. GL Head Office will forward the verification request to the respective GL Station together with the additional statutory requirements checklist of the new flag State, if any.  A qualified MarSec Auditor of the respective GL Station will perform the ISPS pre-verification and will, upon successful performance of the pre-verification, issue an Interim ISSC valid for no longer than 6 month from the date of the verification. In the meantime, GL will review the above documents for compliance with the applicable requirements including additional statutory requirements of the new flag State. If, during the review, non-compliances are identified, GL will inform the Company accordingly. When the above documents are found to be in compliance, GL will consider the changes/amendments as approved, will mark the above documents to indicate the approval, and will return the documents together with an amendment letter to the Company. Upon receipt of the approved changes/amendments, the Company has to ensure that the affected pages will be exchanged in the SSP on board.

GUIDANCE ON ISPS INTERIM CERTIFICATION

CHANGE OF FLAG

If a company wishes to change flag on one of their ships, the following procedure applies:

Case 1: SSP has been approved by GL on behalf of the former flag State administration

The Company has to revise the SSP, i.e. to change all pages in the previously approved SSP due to change to the new flag(e.g. port of registry, flag State contact details, etc.).

The Company has to record the affected pages as changes/amendments in the “Record of Changes”, i.e. revision history of the SSP.

The Company has to submit the following to GL Head Office, Dept. BSMI; for review and approval:

  Title/cover page of the SSP (not stamped);

  Index/contents page of the SSP (not stamped);

  Record of changes of the SSP (revised but not stamped);

  All revised pages affected by change of flag.

Upon receipt of the above documents, GL will give notice to the Company.

When the SSP is found to be in compliance with the applicable requirements, GL will consider the SSP as approved, will markthe SSP to indicate the approval, and will return the SSP together with an approval letter to the SSP to the Company;

Upon receipt of the approved SSP, the Company has to ensure that the approved SSP will be submitted to the ship.
