ProposedadditionstoRule1.1areindicatedby bold italics.Ifadoptedbythe166thConvention,thechangewouldbeineffectforthe167thConvention.
BeFoRe ConvenTion
Section 1 — Procedure for Resolutions
1.1AnyresolutiontobeconsideredbytheConvention,otherthanthosenecessarymattersofprocedureandbusinessoftheConvention,mustbesubmitted to and receivedbytheChairoftheResolutionsCommitteeatleastninety(90)dayspriortotheopeningofConvention.ResolutionsmaybesubmittedbyanyclericorlaydelegateeligibletovoteattheConvention,orbyanyparish,mission,orotherofficiallyrecognizeddiocesanorganization.Includedonthecopyoftheproposedresolutionshallbethenameandaddressoftheproposeroftheresolution.
The subject matter of all resolutions, other than those set forth in Rule 1.4 (a) – (e), should be approved by at least two deaneries prior to being submitted to the Chair of the Resolutions Committee, and the Committee may refuse to consider or submit to Convention any proposed resolution for the sole reason that it has not received such approvals.
Inthecaseofresolutionssubmittedbyanorganization,theresolutionshallstatethenameoftheRector,Vicar,Chair,orotherpersondulyauthorizedbythatorganizationtorespondtoquestionsandacceptamendmentstosuchresolutions.
Itshallbeopentootherpersonsororganizationstobelistedassupportersofaresolution.
1.2TheCommitteeonResolutionsshallmeetnotlessthanseventy-five(75)dayspriortotheopeningofConventiontoconsiderresolutionssubmittedintimelyfashion.TheCommitteemaymakesucheditorialchangesasmayappearnecessaryforaccuracyorclarification.Substantivechangesinresolutionsshallnotbemadewithoutthe
consentoftheproposer.However,atitsoption,theCommitteemaymakesuggestionsorrecommendationsconcerningresolutions,whichmaybeincorporatedinthepre-ConventionmaterialsfurnishedtotheDeaneries.
Copiesofallresolutions,intheiroriginalform,orasmodifiedbytheResolutionsCommitteeshallbefiledwiththeSecretaryofConventionandshallbeincludedinthepre-conventionmaterialsdistributedtothesixdeaneries.
1.3TheseveralDeanerymeetingsatwhichsuchresolutionsareconsideredshallbeopentoallinterestedpersons.Advancewrittennoticeofthetime,dateandplaceofthemeetingofsuchDeaneryshallbegivenbytheDeanerySecretarytotheproponentsoftheresolutionandtootherinterestedpersonswhohaveinwritingrequestedsuchnotice.ItshallbeopentothepresidingofficerattheDeanerymeetingstocallforastrawvote,ifdesired,onresolutionsafterappropriatediscussion,butsuchvoteshallnotbebindingonpersonspresentwhoshallbeentitledtovoteattheConvention.
1.4TheCommitteeonResolutionsshallsubmitnomorethanfive(5)resolutionstotheConventionforitsconsideration.Thisruleshallnotapplyto
a) routineorincidentalmotionsrequiredbytheCanonsorRulesofOrder,includingactiononthebudgetandassessmentformula;
b) resolutionsproposedbytheCommitteeontheBishop’sAddress;
c) courtesyresolutions;d) proposedchangestotheConstitutionandCanons;exceptthatiftheCommitteeonDispatchofBusinessdeterminesthatsuchproposedchangesaresufficientlysubstantiveastorequiresignificantdebate,thentheproposedchangesshallcountasoneresolutionandtheCommitteeonResolutionsshallsubmitnomorethanfour(4)resolutions;
e) resolutionsplacedintheConsentCalendarbytheCommitteeonDispatchofBusiness.
1.5AnyproposedresolutionthatdoesnotmeettheforegoingcriteriamaybeconsideredbytheConventiononlyupontheaffirmativevoteoftwo-thirds(2/3rds)of

thosepresentandvotinginConvention.IftheConventionagreestoconsideraresolution,itshallbereferredbytheChairtotheCommitteeonResolutionsorotherappropriateCommitteeofConvention.
1.6AnyproposedamendmentstoaresolutionmaybefiledwiththeSecretaryoftheConventiononorbeforetheopeningofConvention,andshallpromptlybereferredbytheChairtotheCommitteeonResolutionsorotherappropriatecommittee.
1.7AnyresolutionssubmittedtotheCommitteeonResolutionsandnotsubmittedtotheConvention,unlesswithdrawn,shallbeidentifiedbytheCommitteeinitsreport.Thereportshallincludethenameorsubjectofeachresolution,thename(s)oftheproposer(s),andthereasonitwasnotsubmittedtotheConvention.
duRing ConvenTion
Section 2 — Order of Business
BoththeAnnualandSpecialConventionsshallopenwithdivineworship,atwhichservicetheBishopmayreadanaddress.Followingtheservice,thePresidentshalltakethechair,afterwhichtheOrderofBusinessshallbeasfollows:
2.1Aquorumbeingpresent,thePresidentshalldeclaretheConventionorganizedforbusiness.
2.2TheConventionhavingbeenorganized,thePresidentmayyieldthechairtotheChairmanChairofConventionelectedorappointedpursuanttotheprovisionsoftheCanons.
2.3TheBishop’sAddress,ifnotreadduringdivineworship.Tablediscussionsmayfollowtheaddress.
2.4ReportoftheCommitteeonCredentials.Anycontestedrightorclaimtoaseatinthecaseofacleric,andanyirregularordoubtfulcertificatesinthecaseofdelegates,shallbereferredtotheCommitteeonCredentials.TheseatingofclericsordelegatesinquestionshallbedecidedbytheConventionuponthe
recommendationoftheCommitteeonCredentials.
2.5ReportoftheCommitteeonDispatchofBusiness.TheCommitteeonDispatchofBusinessmayproposeaSpecialOrderestablishingaConsentCalendarconsistingofroutineandnoncontroversialmatters.TheadoptionoftheConsentCalendarshallbebyunanimousconsent;andifanymemberobjectstoanitem,itshallberemovedfromtheConsentCalendarandconsideredatatimedeterminedbytheChair.AllitemsintheConsentCalendarshallhavebeenpublishedforconsiderationofthemembersofConventionatleasttwoweeksbeforetheConvention,usingthenormalmethodsforpublishingConventionmaterials,whichmayincludeelectronicpostingordistribution.MattersplacedintheConsentCalendarmayinclude,butarenotlimitedto
a) TheConventionAgenda,b) AnySpecialOrdersgoverningreportsordebate,c) Bishop’sappointmentsrequiringtheconsentofthe
Convention,d) TechnicalamendmentstotheCanonstocorrecterrorsorcomplywithfederal,stateorcanonlaw,e) Resolutionsdeemednoncontroversial.
2.6TheappointmentbythePresidentoftheChancelloranyotherappointedofficesrequiredbytheCanons,anyCommitteeoftheConventionnotpreviouslyappointedunderprovisionsoftheCanons,thefillingofanyvacanciesresultingfromabsenceorothercauses,andtheentryintheminutesofthenamesofthosecomprisingtheCommitteespreviouslyappointed.
2.7ReportoftheCommitteeonResolutions.
2.8ReportoftheCommitteeonNominationsandfurthernominationsfromthefloorforalloffices,committeesandboardstobeelectedbytheConvention,followedbythefirstballot.
2.9Otherbusiness.AfterconsultationwiththePresident,theCommitteeonDispatchofBusinessshallarrangetheremainingbusinessoftheConventioninanorderthatbestservesthethemeandfocusofthatConvention.Provisionshallbemadefor

a) ReportoftheCommitteeonCanons.b) ReportoftheTreasureroftheDiocese,includingthereportoftheauditoftheTreasurer’sBooks.
c) ReportoftheExecutiveCouncil.d) PresentationoftheProgramandBudgetoftheDioceseforthecomingyear.
e) ReportsofSpecialCommitteesappointedatpreviousconventionsorbythePresident.
f) ActiononresolutionsreportedbytheCommitteeonResolutions.
g) ReportoftheStandingCommittee.h) Reportsofsuchotherofficers,boardsandcommitteesofConventionasrequestedbythePresidentororderedbytheConvention.
i) Additionalballotsasneeded.j) Prayer.
Section 3 — The Business of Convention
3.1AllelectionsshallbeconductedinaccordancewithCanonVIIandtheseRules.
3.2AllSpecialCommitteesshallbeappointedbythePresident,unlessotherwiseordered.
3.3ThereportsofallCommitteesshallbeinwriting,andshallbereceivedincoursewithoutmotionforacceptance.TheyshallbeincludedintheJournalofConvention,unlessotherwiseordered.IfrecommendingorrequiringanyactionorexpressionofopinionbytheConvention,theyshallbeaccompaniedbyaresolution,orresolutions,fortheconsiderationofConvention.
3.4TheprescribedOrderofBusinessshallnotbedepartedfrom,norshallanyRuleofOrderbesuspended,unlessbyavoteoftwo-thirds(2/3rds)ofthememberspresent.
3.5NoOrderofBusinessshallbechangedorrescindedexceptbyvoteofConvention.
3.6AnAlternateDelegatemaynotvoteorhavevoiceinConvention,unlessanduntilcertifiedbytheCommitteeonCredentialsasasubstituteforaDelegate.
3.7FollowingthecloseofConvention,thePresidentof
Convention,theChairofConvention,andtheSecretaryofConventionareauthorizedtocertifytheminutesoftheConventionforpublication.
3.8ThecourtesyofseatandvoiceshallbegrantedtoDeaneryPresidents,ChairsofDepartmentsandCommissions,andrepresentativesofspecialprojectsforthepurposeofexplainingtheirworkandrespondingtoquestions.
Section 4 — Parliamentary Procedure
4.1Noprincipalmotion,amendmentthereto,orsubstitutetherefor,shallbeacteduponbytheConventionuntildulysecondedandsubmittedinwriting.Noamendmentorsubstituteshallbefinallyadopteduntilthesamebereadtothehouse.
4.2WhenaquestionisbeforetheConvention,nomotion,exceptashereinafterprovided,shallbereceived,buttolayonthetable,tomovethepreviousquestion,tolimitdebate,topostponetoacertaintime,tocommit,toamendortopostponeindefinitely,whichmotionsshallhaveprecedenceintheordernamed.
4.3Allamendmentsshallbeconsideredintheorderinwhichtheyarereceived.Whenaproposedamendmentisunderconsideration,amotiontoamendthesamemaybemade;nofurtheramendmenttosuchsecondamendmentshallbeinorder.
4.4Amotiontolayonthetableshallalwaysbedecidedwithoutdebate.
4.5Amotiontoadjournshallalwaysbeinorder,whennomemberisspeaking.
4.6Thepersonwhohasmadeamotionormovedaresolutionmaywithdrawthesame,withouttheconsentoftheseconder,atanytimebeforethedecisionoramendment,inwhichcaseitshallnotbeenteredupontheminutes.
4.7Ifaquestionunderdebatecontainsseveraldistinctpropositions,thesameshallbedivided,attherequestof

anymember,andavotetakenseparatelyoneachdivisionthereof.
4.8Thevotesshallbetakenbyayesandnays.OnanysinglequestioneachmemberofConventionshallhaveonevote.NovoteshallbetakenbyOrdersunlesssoprescribedbytheConstitutionandCanons.
4.9Anymemberwhosecharacterormotivesmayhavebeenattackedorquestionedindebateshallhavetherighttospeaktoaquestionofpersonalprivilege.
4.10Aquestionthathasbeendecidedshallnotbereconsideredduringthesamesessionexceptwhensignificantcircumstancescanbeadducedtosupportreconsideration.Noquestionshallbereconsideredmorethanonce.Inamotiontoreconsideraresolutionormotionpreviouslyadopted,thereconsiderationofsaidactionshallbeprecededbythereadingbytheSecretaryoftheresolutionasrecordedintheminutesoftheConvention.
4.11AllquestionsofordershallbedeterminedinthefirstinstancebytheChair,butanymembermayappealfromanydecisionoftheChair;andonsuchappealnomembershallspeakmorethanoncewithoutleaveoftheConvention.
4.12DuringalldebatestheChairshallcallalternatelyuponthosewishingtospeakforandagainstthequestion,solongastherearethosebothproandconwhowishtospeak.
4.13Afterhavingspokentoit,theproponentofamotionmayrespondtoquestionsofclarificationfromthefloorbeforedebatebegins.
4.14PriortoanymattercomingbeforetheConvention,theCommitteeonDispatchofBusinessmayintroduceresolutionslimitingthetimeallottedforitsconsiderationanddebate.
4.15Amotiontocaucuswillalwaysbeinorder,evenafterdebateonaquestionhasterminated.Themotionisnotdebatable.Shoulditbecarriedbyamajority,theChairwillsetthetimeallottedforthecaucus.
4.16IncircumstancesnotcoveredbytheseRules,therulescontainedinthecurrenteditionofRobert’sRulesofOrder,NewlyRevisedshallapply.
Section 5 — Nominations
5.1Undertheproperorderofbusiness,theCommitteeonNominationsshallproposetwoormorenames,ifpossible,otherwiseonlythenumberrequiredforaspecificoffice.Nominationsmaybemadefromtheflooratthattime.Nosecondsarerequired.Inplacinganameinnomination,thefollowingarerequired:1)thenameandpositionheldbythepersonbeingnominated;2)priorconsentgivenbytheindividualtobeplacedinnomination;and3)biographicalmaterialpreparedanddistributed.

Section 7 — Conduct of Elections
7.1Thepollsshallbeopenedinaconvenientplace,atanhourandforaperiodfixedbytheConvention.Whenthetimeforvotingexpires,theChairoftheCommitteeonElectionsshalldeclarethepollsclosedandthetellersshallproceedtocountthevote.
7.2Eachvotershallvotebymakingacheckmarkoracrossoppositethenameofthenomineeforeachpositiontobefilled,onasingleballotfortheappropriateoffice;exceptthatifautomatedvote-countingequipmentisemployed,themarkshallbeasspecifiedbythemanufacturer.
7.3Intallying,thefollowingballotsshallnotbecounted:
a)iftwoormoreballotsarefoldedtogether,unlesstheextraballotorballotsareentirelyblank;
b)ifmorethanthespecifiednumberofpersonsreceivevotesonanyoneballot.

Deputies to the Provincial Synod.ThedeputiesandalternatedeputiesrepresentingtheDioceseattheSynodoftheEighthProvinceshallbeelectedatleastsix(6)monthspriortothescheduleddateoftheProvincialSynod by the deputies and alternate deputies to the General Convention.EligibilityforsuchofficesshallbeinaccordancewiththeCanonsofTheEpiscopalChurchandtheOrdinancesoftheEighthProvince.DeputiesandalternatessoelectedshallserveatallmeetingsoftheProvincialSynodforwhichelectedduringthetwo(2)yearssubsequenttothedateoftheSynod,anduntiltheirsuccessorsareelected.AnyvacancyinsuchdeputationshallbefilledbytheBishopwiththeconcurrenceofExecutiveCouncil.

Atthe78thGeneralConventioninSaltLakeCity,GovernanceandStructurewereoneofthethreemajortopicsreviewed,debated,andvotedonbytheHouseofDeputiesandHouseofBishops.Theendresultwasamorestreamlinedandnimbleprocessofchurchstructure.
ProvincesaremuchlikeourdeanerysystemintheDioceseofCalifornia.Eachcongregationelectsdelegatestodiocesanconvention,buttheyconveneatthedeaneryleveltounderstandlocalministriesandthecongregationalneedswithintheircommunities.Thisprovidesanimportantfoundationwhenvotingonprogramsandissuesduringourannualdiocesanconvention.
ByutilizingthemembersoftheGeneralConventionDeputation,specificindividualsarecalledtotakeonaprovincialministryforthetrienniumandtobeaccountabletotheDiocese.ThiswillallowforaconsistentlineofcommunicationsfromtheprovincetotheDioceseofCalifornia.
ThelasttwoprovincialsynodswereheldatthesiteofGeneralConvention.Bothhaveequatedtoa1.5–2hourmeetingwiththebusinessagendaidenticaltoaparishannualmeeting.Currently,17ofthe18diocesesinProvinceVIIIutilizetheirGeneralConventiondeputiesastheirProvincialSynoddeputiesinthisrole.Weaskforyoursupportforthiscanonchange.

Amendments to Constitution and CanonsCanon 21.06
Resolved,ThatCanonXXI,Section21.06,isadoptedtoreadasfollows:
Sec. 21.06. Certification of Changes.
(a) In the event of insertion of a new Canon, or a new Section or Clause in a Canon, or of the repeal of an existing Canon, or of a Section or Clause in a Canon, the numbering of the Canons, or of a division of a Canon, which follow shall be changed accordingly without the necessity of enacting an amendment or amendments to that effect.
(b) The Committee on Canons shall, at the close of each meeting of the Convention, certify the changes, if any, made in the Canons, including a correction of the references made in any Canon to another, and report the same, with the proper arrangement thereof, to the Secretary, who shall publish them in the Journal.
(c) The Committee on Canons shall certify in like manner the changes, if any, made in the Constitution, or proposed to be made therein under the provisions of Article XVI of the Constitution, and report the same to the Secretary, who shall publish them in the Journal. The Committee shall also have and exercise the power of renumbering of, and correction of references to, Articles, Sections and Clauses of the Constitution required by the adoption of amendments to the Constitution at a meeting of the Convention in the same manner as provided with respect to the Canons in paragraphs (a) and (b) above.

TheDiocesanCorporationintotalachievedanincreaseintotalnetassetsof$111,801during2014.ThisincreasewasprimarilyduetothegrowthandinvestmentreturnsfromtheinvestmentsoftheEndowmentFund.Asnotedinlastyear’sconventionreports,atthebeginningof2012themanagementoftheendowment’sinvestedfundswastransferredtoTheInvestmentFundforFoundations(“TIFF”),anonprofitinvestmentorganizationthatservesonlyfoundations,endowmentsandothernonprofitentities.PursuanttotheresolutionpassedbyConventioninOctober2013thatfifteenpercentofthediocesanendowmentbeinvestedinsociallyresponsibleinvestments(SRI)overthreeyears,tenpercentoftheEndowmentFund’sinvestedassetshavebeentransferredtoSRIfundsmanagedbyFundX(aSanFranciscoinvestmentfirm)andwereinvestedin100%sociallyresponsibleinvestments.Anotherfivepercentwillbetransferredinearly2016.
TheOperatingFundoftheDiocese(whichreflectstheoperatingincomeandexpensesoftheDiocese)hadasmallsurplusforthe2014year.TheprimarysourcesofrevenuefortheOperatingFundareassessmentincome,giftsandtheannualincomedistributionfromtheEndowmentFund.
Attheendof2014theDiocesehadoutstandingloanstovariousparishes,missionsandDiocesanorganizationsofapproximately$3.5millionunderitsprogramofprovidingfinancialassistanceforDiocesanorganizationsseekingassistanceforcapitalimprovementstotheirproperties.TheDiocesecontinuestoprovidebothpayrollandpersonnelbenefitsservicestorelatedchurchesandorganizationswithintheDiocese,aservicethatisofferedinveryfewotherEpiscopaldioceses.Attheendof2014theDiocesehadreceivablesofapproximately$1.6millionforpayroll/benefitadvancesunderthisprogram.
2015 Forecast and 2016 Budget
TheOperatingFundisexpectedtooperateatclosetoabreak-evenpositioninthecurrent2015year,consistentwiththeapproved2015operatingbudget
Theproposedassessmentratefor2016continuestobethelowerassessmentrateapprovedbyConventionin2011,withatoprateof17%(versusatoprateof20%inpreviousyears).
TheProgram&BudgetCommitteeandtheExecutiveCouncilhaverecommendeda2016OperatingFundbudgetthatwillresultinabalancedbudgetfortheyearwithasmallsurplus.Acopyofthisproposed2016budgetisincludedinthefollowingpages.Thisbudgetcurrentlyreflectsacostoflivingincreaseforsalariesestimatedat3.0%andanexpectedincreaseinthecostofmedicalandotherpersonnelbenefitsestimatedat8.0%.TheactualcostoflivingincreaseasmeasuredbytheSanFranciscoConsumerPriceIndexforAllUrbanConsumersfortheyearendingJune30,2015was2.3%,andinkeepingwithprioryears’practice,theactualpercentageincreaseasofJune30issubmittedtoConventionforitsapprovalastherecommendedCOLAfor2016salaries.

Doing justice means changing community narratives of despair to hope and empowerment. The Communications Working Group is committed to helping DioCal embody justice through connecting
organizers, announcing upcoming actions, documenting events, and working with deacons to implement new justice-making initiatives
from General Convention.
From All Saints to Trinity, and many in between, congregations around DioCal are conducting clergy leadership searches every year.
During these transitions the Congregational Development Working Group assists the mission or parish with selecting interim clergy,
researching and designing a profile, and calling the new rector or vicar to their church home.
DioCal’s Discipleship Working Group sponsors an annual youth Confirmation retreat and three General Confirmations, which
honor the many ways Episcopalians commit to mature faith. EcoConfirmation — hosted outdoors — connects to all God’s
creation. Beloved Community Confirmation bears witness to DioCal's multicultural community. Grace Cathedral Confirmation celebrates
diocesan unity and abundance.
The diocesan finance team holds annual in-depth and comprehensive trainings for vestry members and parish administrators on a variety
of topics, such as the diocesan payroll and benefits administration service, general finance and administration policies and procedures
for congregations, and formation and support of congregational legacy societies to ensure secure futures for congregations.
When the after school tutoring program at La Santísima Trinidad, Richmond, needed to improve its site, a team of the bishop’s staff helped
its leadership craft a compelling grant proposal to access $54,000 from the UTO. In total, the Development Working Group and Episcopal
Charities have helped ministries raise more than $200,000 this year from foundations, bequests, and individuals.

done in these areas. Why are you running for this position?Ihaveacontemplativenatureandtendtolistencarefullyandreflectdeeplybeforespeaking.Ialsohavealong-runningcenteringprayerpracticeandhavehadformaltrainingingroupdiscernmentpracticesandcontemplativelisteningskills.Asalaypersonwithconsiderabletheologicaltraining(MDiv,MAinChristianspirituality,andworkingonaPhD),IfeelIcanserveasabridgebetweenlayandclericalconcerns.AsaformerSouthernBaptist(confirmedintheEpiscopalChurchsixyearsago),Ihaveaunique,outsiderperspectivecombinedwithagreatlovefortheEpiscopalChurchasmyadopted,chosenspiritualhome.Finally,Iamsimplyenthralledwiththebreadthanddiversityofthisdiocese,andwouldbehonoredtoserveit.Givenmypersonalityandbackground,Ithinkthatthequiet,prayerfulleadershipcalledforintheworkoftheStandingCommitteewouldbeanidealwayformetobeofservice.

Resolved,ThattheEpiscopalChurchintheDioceseofCaliforniaisauthorizedtoapplytotheFranchiseTaxBoardofCaliforniaonbehalfofthecathedralchurchandallparishesandmissionsoftheDioceseforagroupexemptiondeterminationoftheirtax-exemptstatus.
Explanation:ChurchesmusthavetaxexemptiondeterminationsfromboththeInternalRevenueServiceandtheCaliforniaFranchiseTaxBoardinordertoclaimtax-exemptstatusandtoaccepttaxdeductibledonations.Since1976,theDioceseanditscathedral,parishes,andmissionshaveenjoyeda“groupexemption”determinationbytheIRS.ThatmeanstheIRSautomaticallyrecognizesallourcongregationsastax-exempt.Thishelpspreventtheaccidentallossoffederaltax-exemptstatusbycongregationsiftheymakemistakesinpaperwork.
AcomparablegroupexemptionisavailablefromtheFranchiseTaxBoard,buttheDiocesedoesnotyethaveit.InrecentyearsseveralcongregationshavehadtoapplyindividuallytotheFranchiseTaxBoardtomaintaintheirtax-exemptstatus,whichisslow,cumbersome,andpotentiallycostly.TheFranchiseTaxBoardwillallowtheDiocesetoapplyforagroupexemptionforitscongregationsonlyiftheyspecificallyauthorizetheDiocesetodoso.Thisresolutionwouldprovidethenecessaryauthorization,sothatallcongregationscanenjoyagroupexemptiondeterminationfromtheFranchiseTaxBoard.

Environmentally Responsible InvestingresponsibleinvestmentvaluesthathavealreadybeenaffirmedbyTheEpiscopalChurch,theChurchofEngland,andothermembersofTheAnglicanCommunion.
Background
At the end of the 2011, the diocese made the decision toinvestitsendowmentwithTheInvestmentFundforFoundations(TIFF).AsofJune30,2015,thediocesestillinvests$17,496,262.51withTIFF,whileapproximately$2,032,000isinvestedwithCharlesSchwabinasociallyresponsiblefund.UnlikefundsofferedthroughtheEpiscopalChurchEndowmentFundandEpiscopalChurchFoundation,TIFFdoesnotcurrentlyscreenitsfundsforcompliancewiththeinvestmentvaluesaffirmedbyGeneralConvention.ThisresolutionwillprovideaneededcoursecorrectiontobringthediocesanendowmentintoalignmentwiththemissionandvaluesofTheEpiscopalChurch,succinctlyencapsulatedinthefifthpointofTheEpiscopalChurch’sFiveMarksforMission,“Tostrivetosafeguardtheintegrityofcreationandsustainandrenewthelifeoftheearth.”3
Inresponsetothecallofthediocesanconventionsof2013and2014,theInvestmentCommitteeofthediocesehasactivelyengagedTIFFindiscussionsofcreatingaSociallyResponsibleInvestment(SRI)portfoliooption.Asaresult,TheTIFFBoardhasendorsedtheideaandisworkingtowardsofferinganSRIportfolio,likelyin2016.ThisnewfundwouldallowforthediocesetoinvestincompliancewithTheEpiscopalChurchvalueswithoutanycostincurredforchanginginvestmentfirms,makingitfeasiblefortheDiocesetohonortheprinciplesofResolutionC045passedbytheNationalEpiscopalChurchinJuneof2015.
Lastyear’sSocially Responsible InvestingresolutionestablishedaSocialResponsibilityTaskForce“toexploreinvestmentpoliciesthatwouldbeconsistentwiththevaluesofthepeopleoftheDioceseofCalifornia(informedbyaprocessinvolving,but not limited to, diocesan planned roundtablediscussionsoverthecourseof2015)andtomakepolicyrecommendationstotheInvestmentCommittee.”Thisresolutionsupplementstheseroundtablediscussionsbyprovidingadirectexpressionofsuch
