2. Office of Educational Affairs - Gakuji-ka-To obtain the extension of visa and to submit application for scholarships, this division
issues copies of the following certificates: Students Certificate (Zaigaku Shomeisho),Provisional Certificate for Graduation (Sotsugyo Mikomi Shomeisho), Official Transcript(Seiseki Shomei sho) and Graduation Certificate (Sotsugyo Shomeisho). Application formsand all other matters relating to graduate students are handled by this division.
How to get certificates
To obtain the Students Certificate, Provisional Certificate forGraduation and Official Certificate, you could use the machine on the deckof Building No.10. (Japanese only). Please insert your student identity cardand follow the instructions on the screen.

*The above time is subject to change during the university events and holidays.
To obtain Graduation Certificate of a graduate school or certificatesother than the above-mentioned certificates (including certificates inEnglish), please take the following procedures.
(1) Obtain a green application form placed at the counter and fill it inas in the example.(A copy of the certificate in Japanese is 200 yen, while a copy in English is 300 yen)
(2) Insert the money in the vending machine at the corner and obtain astamp.
(3) Paste this stamp on the upper right corner of the application form.
(4) Hand over the completed application form with your studentidentity card to the officer at the counter.
(5) Receive an acknowledgement slip and call over the next day after12.30 p.m. to collect the copy of the certificate.

3. Office for Learning - Gakushu Shien-ka-The following are the functions of Office for Learning:
Preparation of time schedule for students.Conducting periodical examination to assess the performance of the students.
4. Office for Student Life - Gakusei Seikatsu Shien-ka-The following are the functions of Office for Student Life:( 1 ) Issue Student Identity Card, Student Commuter Certificate and Student Discount
Travel Certificate.( 2 ) Procedure to get a room in the student dormitory or leave it.( 3 ) In charge of the students' club activities.
( 4 ) Attend to students welfare.( 5 ) In charge of lost and found goods.
5. Career Center - kyaria-senta- -This division assists students in obtaining employment after graduation. It also has
information and brochures from companies, which could offer employment to internationalstudents after graduation. You could quietly go through these booklets.
Tokyo University of Agriculture accepts up to 30 credits and Junior College of TUA15 credits, earned by you at any other university for the courses in the undergraduateprogram and junior college. For this purpose, you should submit the official transcript of
record in English from the university/college you studied before entering our university.If the official transcript is the one translated into Japanese, the document should becertified by your Embassy or other authorized organization.

1. Status of ResidenceStatus of Residence signifies a certification which allows a foreign national to enter
Japan, reside and engage in specific activities. Currently there are 27 sorts of certification.Without this, you will not be allowed to enter nor reside in Japan. Overseas students whoenroll in junior college, university or graduate school need status of residence of collegestudent visa status. When your status has changed, be sure to report it to Center forInternational Programs.
( 1 ) Change of Status of ResidenceStudents who attended Japanese Language Schools prior to entering this university orpossess other visa status are required to attend to the necessary procedures to changetheir visa to that of a "college student by going to the Regional Immigration Bureaulocated near their place of residence.*Those who do not have this visa status are not eligible to apply for any kind of scholarshipnor partial reimbursement of tuition fees.
The following documents are required when submitting an application to the
Immigration Bureau to change the status of residence.a. Application for change of status of residence
(form available at the Immigration Bureau or from its web page)b. Passport (only presentation )c. Copy of certificate admissiond. Grading and graduation certificate obtained at the Japanese Language Schoole. Application fee: Revenue stamps to the value of Yen 4000f. Certificate of Alien Registration (only presentation )*In addition to the above, Chinese, Myanmar, Mongolian, and Bangladeshi citizens
are required to submit the following documents. (As of March 1, 2004)g. Materials certifying that your tuition fees and living expenses will be met during your
study in Japan. (cf. certificate of scholarship recipient, certificate of remittance fromoutside Japan, a copy of bank book, etc.)

( 2 ) Extension of Period of StayThe "college student" visa is valid for a period of two years. If you wish to extend your
period of stay for studies, you can start the extension procedure two months prior to expiryof your visa at the nearest Immigration Bureau (Please refer to 3.Regional ImmigrationBureaus). You are advised to take the procedure well in advance.

( 3 ) Re-entry PermitStatus of Residence is required while you stay in Japan and once you leave Japan,
you will lose the certification. Therefore, if you wish to leave Japan temporarily such as forthe summer vacation, you need to apply for re-entry before you leave. Then it will not benecessary for you to apply for visa for your re-entry.
The following documents are required when submitting an application to theImmigration Bureau to obtain a re-entry permit:
a. Application for re-entry permit ( form available at Immigration Bureau or from its HP )b. Passport (only presentation )
c. Alien Registration Certificate ( only presentation )d. Student Identity Card ( only presentation )e. Application Fee: Revenue stamps to the value of 3,000 Yen for only one entry or
6,000 Yen for multiple entries.
( 4 ) Procedure for applying for a part-time work permitStudents possessing the college student visa are required to study and conduct
research. However, in case a college student wishes to do a part-time job, the student isrequired to apply for permission from the immigration bureau in advance. When you applyfor permission a Certificate to Engage in Activity Other Than That Permitted by the Status ofResidence Previously Granted will be issued. When you obtain the permission, you cancontinue to do a part-time job even if the place of work has changed. This permission isvalid as long as you have a valid visa. When you extend your visa, you have to apply for afresh certificate.
Please be mindful that you come to Japan to study and try not to affect yourstudy by engaging in a part-time job.
A. The following are the rules and regulations relating to part-time job.(a) You must make sure that your job does not affect you study.(b) You could work only up to 28 hours per week (in the case of holidays, you could
work up to 8 hours per day)(c) Engaging in jobs which violates the standards of good morals and behavior is
prohibited.
B. The following documents are required when submitting an application to the
Immigration Bureau to obtain a permit to work part-time.
a. Application for permission to engage in activity other than that permitted underthe status of residence previously granted.

2. Certificate of Alien Registration( 1 ) Procedure for registration
All international students who intend to stay in Japan for over 90 days must file for alienregistration in accordance with the Alien Registration Laws, within 90 days of their arrival.To attend to the registration procedures, please go to the nearest city or ward office. If youregister yourself, you will be entitled to receive many benefits. The following information isrequired in filling the application form: name, date of birth, sex, nationality, passportnumber, immigration status, length of stay, and current address. Two weeks from the dateof filing your application, an "alien registration card" will be issued to you. You are requiredto bring this card with you at all times. Otherwise, you will be punished for offense againstthe Japanese law. The following is the registration procedure:
a. Application form (a form can be found at a city or ward office.)b. Passport ( only presentation )c. Submit with two photographs (size 4cm x 3cm) taken within the last six months.
( 2 ) Change or alteration of registered matters (within 14 days of change)When any change occurs in any of the information written on the application form, you
must report and register these changes with the city or ward office within 14 days of the
change.In case of extension of period of stay or change of status of residence, please apply tothe city or ward office with the following documents:
a. Application form (a form can be found at a city or ward office)b. Passport (presentation only)c. Alien Registration Certificate (presentation only)
In the event of change of address or status of residence, you are required to go to the
nearest ward or city office of the new address and you need not go to the ward or cityoffice of the old address to make the necessary changes with the following documents:

This "alien registration card" is valid for five years. If you stay longer than five years,you will need to apply for a renewal within 30 days before the expiration date. The followingdocuments are required:

1. National Health Insurance
The National Health Insurance System in Japan is a system of reducing individualsmedical costs. International students in Japan for a year or longer are required to join theNational Health Insurance System.
Formalities are carried out at the municipal offices National Health Insurance Sectionwhere you live. After the formalities, you will make monthly payments of the insurance fee.
International students will receive a discount on the monthly fee, if their income is less thana certain amount.
Upon joining the National Health Insurance you will be issued a National HealthInsurance Card. If you show this at the reception desk at hospital, you will need to pay only30% of the incurred medical costs.
In the case of major medical expenses incurred as a result of hospitalization etc., youmay be eligible for a refund or a loan from National Health Insurance to cover the excess
amount as Major Medical Expense.
If there is any change in name, address, or householder resulting from a move ormarriage, you must notify the National Health Insurance Section within 14 days of thechange. You will need to bring your National Health Insurance Card and Certificate of AlienRegistration. This insurance is also applicable to the members of your family living with youin Japan, so it is helpful and advisable to include your family too. In the case you changeyour residence, go to the city or ward office near your new residence to make the necessarychanges.
2. TUA Health Center
In case you suffer from minor injuries within the university or if you feel sick, you couldvisit the Health Center for treatment. In addition, in April the Health Center conductsperiodic health checkup for all international students in the university. When submittingapplications for scholarships, a copy of the Medical Report is required. You will not be ableto receive a copy of the Medical Report unless you have got yourself examined at the
checkup.

The number of international students involved in traffic accidents has been increasingin recent years. A bicycle is a convenient to get to the university, but accidents occur quitefrequently. Most accidents result from inadequate breaks, cycling while holding an umbrella,slipping on icy or steep downhill roads, or entering a main road from a side road withoutpaying attention. The number of people using bicycles to commute has increased, soplease stay alert. In addition, you are also advised not to drive.
All international students possessing the alien registration card can join this mutualinsurance against traffic accidents. The premium payable per year is within 500-2000 yenand you are entitled to receive compensation in case you are involved in an accident or ifan accident is caused by you. For example, if you are involved in an accident while riding abicycle, you will be entitled to receive compensation under this insurance even if there is noone else involved in this accident. As this scheme is not expensive, it will be helpful andadvisable if you join this scheme. If you wish to join, you could obtain an application formfrom the ward or city office.
- In case of being involved in a traffic accident -
1. Get the name, the address and the telephone number of the personre sponsible for the accident.
2. Report the accident to the police. Dial 110 (Toll Free) for the police, 119(Toll Free) for an ambulance. When using a public telephone, press the redemergency button before dialing.
3. Get medical treatment for any injury you have received. When your injury isserious, the person responsible and passers-by will call an ambulance andassist in performing 1 to 3. Please note that sometimes accident victims donot feel they have been badly injured immediately after the accident, but
later gradually experience increasing pain. In any case, you should go tohospital for a check up even if the injury does not seem serious. Fees fortreatment is covered by the person responsible for the accident.

When an international student studying in Japan wishes to rent premises to live from areal estate agent, a Japanese guarantor is required at the time of signing the contractdocuments. But it is extremely difficult for overseas students to find a guarantor and furthermore even if a guarantor is found, the guarantor may be burdened financially and mentally.To ease this burden, Japan Educational Exchanges and Services has formulated ascheme known as University Guarantor when renting premises under the Total Housing
Assistance Scheme.
When an international student looks for a place to live, he/she could make anapplication to the Center for Domestic and Foreign Students and Tokyo University ofAgriculture will be your guarantor. This will enable the student to enter into a contract to rentpremises without difficulty. For further details, please contact Center for InternationalPrograms.
How to apply for this benefit
1 Look for an apartment and decide if it is suitable.(When a contract is entered into with the real estate agent, it is necessaryTo have a guarantor and an insurance policy)
2 If you wish to apply for benefit under this scheme, lease fill in theApplication form available at CIP office.( When the student have paid the money for the insurance policy , the
University will issue a card.)
3 The university will be the guarantor and the university seal will beImpressed on the contract document.
4 Sign the contract at the real estate agents office.

Privately financed international students can apply for the Tuition Reduction Pro-gram provided by Nihon Gakusei Shien Kiko (JASSO:Japan Student Services Organiza-tion). As the number of eligible students is limited depending on the university, this benefitwill not be available to all the students.
Students in the following categories are not entitled to apply:( 1 ) Overseas Government Scholarship Students( 2 ) Students who do not attend the university regularly and do not show much interest
in their study.
( 3 ) Students whose performance is not satisfactory. This is not applicable to studentswho have been absent due to illness etc.
( 4 ) Students who have sufficient means to cover the tuition fees etc.
Information on application for this Tuition Reduction Program will be posted on theStudents Portal Site and the bulletin board at Bldg. No.1. As the period for application isvery limited, make sure to complete the application within the designated period.

When application forms are not available at the university, a notice will not be placedon the Students Portal Site and the bulletin board at Bldg. No.1.
