    and e?pression and other human rights1 +he media play important role in ensuring transparency and

    accountaility and have an impact on pulic opinion and on participation of citiDens in and the contriution

    of citiDens to the decision ma7ing processes1 y facilitating the free flo5 of information and ideas on matters

    of general interest3 and y ensuring transparency and accountaility3 independent media constitute one of the

    cornerstones of a democratic society1

    1.2.OBJECTIVESOFTHEPROGRAMMEANDPRIORITYISSUES

    +he global ob)ecti*eof this Call for 0roposals is to promote participation of civil society and free competent

    media to contriute to the country=s democratic reform and sustainale development on national and local

    level in enhanced cooperation 5ith local authorities1

    ") +o promote freedom of e?pression and free and competent media3 in particular reform of pulic

    roadcasters3 to positively contriute to improved governance3 social accountaility and media literacy

    1 ELIGIBILITYCRITERIA

    +here are three sets of eligiility criteria3 relating to:

    +he applicant must act 5ith at least ! co-applicant(s)1 2f a5arded the Grant contract3 the applicant 5ill

    ecome the eneficiary identified as the Coordinator in anne? E%h" (Special Conditions)1 +he

    Coordinator is the main interlocutor of the Contracting Authority1 2t represents and acts on ehalf of any

    other co-eneficiary (if any) and coordinate the design and implementation of the Action1

    Co;a++licant9s:

    Co-applicant(s) participate in designing and implementing the action3 and the costs they incur are

    eligile in the same 5ay as those incurred y the applicant1

    Co-applicant(s) must satisfy the eligiility criteria as applicale to the applicant himself1

    2n addition to the categories referred to in section !1"1"3 the follo5ing are ho5ever also eligile: Local

    Authorities (LA) or associations of Local Authorities.constituted in accordance 5ith the legislation in

    force of the country concerned1

    Co-applicant(s) must sign the ,andate in 0art section . of the grant application form1

    2.1.2 Affiliated entities

    Affiliated entity(ies)

    +he applicant and its co-applicant(s) may act 5ith affiliated entity(ies)

    Only the follo2ing entities ,ay be consi&ere& as affiliate& entities to the a++licant an&>or to co;

    Only entities having a structural lin7 5ith the applicants3 in particular a legal or capital lin71

    +his structural lin7 encompasses mainly t5o notions:

    (i) Control3 as defined in *irective !#"%'%.'E> on the annual financial statements3 consolidated

    financial statements and related reports of certain types of underta7ings:

    Entities affiliated to a eneficiary may hence e:

    - Entities directly or indirectly controlled y the eneficiary (daughter companies or first-tier

    susidiaries)1 +hey may also e entities controlled y an entity controlled y the eneficiary

    (granddaughter companies or second-tier susidiaries) and the same applies to further tiers of

    controlB

    - Entities directly or indirectly controlling the eneficiary (parent companies)1 Li7e5ise3 they

    may e entities controlling an entity controlling the eneficiaryB

    - Entities under the same direct or indirect control as the eneficiary (sister companies)1

    . +he term Hassociation of Local AuthoritiesH includes net5or7s of associations of Local Authorities: a group

    of associations 5ith a permanent representative ody estalished as an autonomous organisation in

    accordance 5ith the la5s in force in the country concerned1 2t must comply 5ith all the eligiility criterialaid do5n3 and must e ale to assume full contractual responsiility for the actions underta7en3 ased on a

    mandate from the memers of the net5or71 +he net5or7 must have the capacity to manage an action of the

    scale of that 5hich is eing proposed1

    (ii) ,emership3 i1e1 the eneficiary is legally defined as a e1g1 net5or73 federation3 association in 5hich

    the proposed affiliated entities also participate or the eneficiary participates in the same entity (e1g1

    net5or73 federation3 association) as the proposed affiliated entities1

    +he structural lin7 shall as a general rule e neither limited to the action nor estalished for the sole purpose

    of its implementation1 +his means that the lin7 5ould e?ist independently of the a5ard of the grantB it should

    e?ist efore the call for proposals and remain valid after the end of the action1

    y 5ay of e?ception3 an entity may e considered as affiliated to a eneficiary even if it has a structural lin7

    specifically estalished for the sole purpose of the implementation of the action in the case of so-called Isole

    applicantsJ or Isole eneficiariesJ1 A sole applicant or a sole eneficiary is an entity formed y several

    entities (a group of entities) 5hich together comply 5ith the criteria for eing a5arded the grant1 6or

    e?ample3 an association is formed y its memers1

    Associates

    Other organisations may e involved in the action1 Such associates play a real role in the action ut may not

    receive funding from the grant3 5ith the e?ception of per diem or travel costs1 Associates do not have to meet

    +he grant eneficiaries and their affiliated entities are permitted to a5ard contracts1 Associates or affiliated

    2.1.4 Eligible actions: actions for which an application ay be ade

    An eligile action must constitute a proFect M a self-contained operation consisting of coherent sets ofactivities 5ith clearly defined oFectives in line 5ith the oFectives and priorities listed under section "1!1

    0riority 5ill e given to supporting CSOs from partner countries in order to strengthen their capacity3 in line

    5ith the overall oFectives of the 0rogramme1 0riority 5ill e also given to Foint activities 5ith pulic

    roadcasters and local pulic authorities and actions including su-granting1 All actions supported have to

    include an element of capacity uilding for local CSO and'or LA1

    +he follo5ing types of action are ineligile:

    actions concerned only or mainly 5ith individual sponsorships for participation in 5or7shops3

    seminars3 conferences and congressesB

    actions concerned only or mainly 5ith individual scholarships for studies or training coursesB

    +ypes of activity

    Activities supporting reform of pulic roadcasters and monitoring 5or7 and activities of3 in

    particular3 national regulatory odies1

    Activities for improving dialogue3 Foint activities and net5or7ing et5een different actors li7e: civil

    society3 media3 decision-ma7ers and pulic authorities3 on the issues and priorities of this call for

    proposals

    Activities enhancing enaling environment and uilding capacity of civil society organisations toactively contriute to democratic reform on the issues and priorities of this call for proposals3 among

    others through consortium-uilding 5ith 4GOs at a local level and sustainale partnerships 5ith the

    private sector and pulic authorities

    enefiting investigative Fournalism on pulic matters

    Activities promoting free pluralist media and professional and ethical Fournalism

    Evidence ased advocacy on the issues and priorities of this call for proposals

    *evelopment of Foint innovative activities 5ith local authorities to support health and'or social

    sector related initiatives to respond to population needs3 reaching especially 5omen and children

    from vulnerale groups of the society1 +o avoid to create parallel structures and overlapping 5ith

    pulic authorities service providers3 CSO activity has to e carried out in a multi-actor partnership

    approach (including outsourcing schemes 5here pulic authorities share selected functions and tas7s

    5ith CSOs and the private sector) and design activities in an institution-uilding logic of state

    institutions1 0articipation in policy dialogue in the social sector and the stimulation of populations

    demand of 8uality service delivery of pulic authorities is supported1

    6urther to these sectors3 themes and activities3 priority 5ill e given to

    Actions involving su-granting

    Actions that demonstrate a national impact

    N Actions that involve grass-roots3 community-ased and umrella organisations

    N Actions that reach rural and'or remote areas

    N Actions that involve vulnerale groups (elderly people3 5omen3 people 5ith disailities3 migrant

    communities3 minorities)

    N Actions 5ith pilot interventions and development of est practices

    Su-granting through the selection modality of a call for proposals is encouraged in the conte?t of this call to

    allo5 small actors to contriute to community-ased development and to etter respond to their needs1

    6or each activity assigned y su-granting a specific narrative and financial report anne?ed to the grantcontract activity reports is re8uired1

    +he su-grant a5arded y the eneficiary is suFect to prior approval of the Contracting Authority1

    +he eligiility re8uirements for the su-grantees remain the same as for the applicants (see !1"1"1)

    +he potential su-grantee may not participate in calls for proposals or e a5arded grants if it is in any of the

    situations listed in Section !1%1% of the 0ractical GuideB

    +he cost eligiility of the costs must e the same than in !1"1/1 and that of the actions the same than in !1"1.B

    e?cept the duration1 +he initial planned duration of an action may not go eyond the end of the period of

    implementation of the grant1

    +he eneficiary has to evaluate follo5ing the principles of transparency3 fairness and non-discrimination3

    5hich should e reflected in the selection criteria in a Fustifiale and 5ell documented manner1 +he

    evaluation process of su-grantees must e 5ell documented and is suFect to prior approval y the

    Contracting Authority (including the evaluation grid)1 A memer of the E> delegation has to participate in

    the evaluation committee as oserver1 +he contracting process has to e 5ell documented and is suFect to

    prior approval from the Contracting Authority1

    6inancial support to third parties/

    Applicants may propose financial support to third parties1

    Applicants may propose financial support to third parties in order to help achieving the oFectives of the

    action1

    +he ma?imum amount of financial support per third party is E>& # ###1

    >nder this Call3 financial support to third parties may not e the main purpose of the action1

    2n compliance 5ith the present guidelines and notaly of any conditions or restrictions in this section3

    applicants should define mandatorily in section !1"1" of the grant application form:

    (i) the oFectives and results to e otained 5ith the financial support

    (ii) the different types of activities eligile for financial support3 on the asis of a fi?ed list

    (iii) the types of persons or categories of persons 5hich may receive financial support

    (iv)the criteria for selecting these entities and giving the financial support has to e through a call for

    proposals

    (v) the criteria for determining the e?act amount of financial support for each third entity3 and

    (vi) the ma?imum amount 5hich may e given1

    2n all events3 the mandatory conditions set aove for giving financial support (points (i) to (vi)) have to e

    strictly defined in the contract as to avoid any e?ercise of discretion1

    isiility

    +he Applicants must ta7e all necessary steps to pulicise the fact that the European >nion has financed or

    co-financed the Action1 As far as possile3 actions that are 5holly or partially funded y the European >nion

    must incorporate information and communication activities designed to raise the a5areness of specific or

    general audiences of the reasons for the action and the E> support for the action in the country or region

    concerned3 as 5ell as the results and the impact of this support1

    Applicants must comply 5ith the oFectives and priorities and guarantee the visiility of the E> financing

    (see the Communication and isiility ,anual for E> e?ternal actions specified and pulished y theEuropean Commission at http:''ec1europa1eu'europeaid'funding'communication-and-visiility-manual-eu-

    4umer of applications and grants per applicants

    +he applicant may not sumit more than one application(s) under this Call for 0roposals1

    +he applicant may not e a5arded more than one grant(s) under this Call for 0roposals1

    +he applicant may e a co-applicant or an affiliated entity in another application at the same time1

    A co-applicant'affiliated entity may not sumit more than one application(s) under this Call for 0roposals1

    2.1.! Eligibility of costs: costs that can be incl"ded

    Only 9eligile costs can e covered y a grant1 +he categories of costs that are eligile and non-eligile are

    indicated elo51 +he udget is oth a cost estimate and an overall ceiling for 9eligile costs1

    +he reimursement of eligile costs may e ased on any or a comination of the follo5ing forms:

    actual costs incurred y the eneficiary(ies) and affiliated entity(ies)

    one or more simplified cost options1

    Simplified cost options may ta7e the form of:

    unit costs?covering all or certain specific categories of eligile costs 5hich are clearly identified in

    advance y reference to an amount per unit1

    lu,+ su,s? covering in gloal terms all or certain specific categories of eligile costs 5hich are

    clearly identified in advance1

    flat;rate financing? covering specific categories of eligile costs 5hich are clearly identified in

    advance y applying a percentage fi?ed e? ante1

    +he amounts or rates have to e ased on estimates using oFective data such as statistical data or any other

    oFective means or 5ith reference to certified or auditale historical data of the applicants or the affiliated

    entity(ies)1 +he methods used to determine the amounts or rates of unit costs3 lump sums or flat-rates must

    comply 5ith the criteria estalished in Anne? 3 and especially ensure that the costs correspond fairly to the

    actual costs incurred y the Grant eneficiary(ies) and affiliated entity(ies)3 are in line 5ith their accounting

    practices3 no profit is made and the costs are not already covered y other sources of funding (no doule

    funding)1 &efer to Anne? for directions and a chec7list of controls to assess the minimum necessary

    conditions that provide reasonale assurance for the acceptance of the proposed amounts1

    +he applicant proposing this form of reimursement3 must clearly indicate in 5or7sheet no1" of Anne? 3

    each heading'item of eligile costs concerned y this type of financing3 i1e1 add the reference in capital

    Additionally in Anne? 3 in the second column of 5or7sheet no1!3 HPustification of the estimated costsH per

    each of the corresponding udget item or heading the applicant must:

    descrie the information and methods used to estalish the amounts of unit costs3 lump sums and'or

    flat-rates3 to 5hich costs they refer3 etc1

    clearly e?plain the formulas for calculation of the final eligile amount

    identify the eneficiary 5ho 5ill use the simplified cost option (in case of affiliated entity3 specify

    first the eneficiary)3 in order to verify the ma?imum amount per each eneficiary (5hich includes if

    applicale simplified cost options of its affiliated entity(ies))

    At contracting phase3 the Contracting Authority decides 5hether to accept the proposed amounts or rates on

    the asis of the provisional udget sumitted y the applicant3 y analysing factual data of grants carried out

    y the applicant or of similar actions and y performing chec7s estalished y Anne? 1

    E?amples:- for staff costs: numer of hours or days of 5or7 Q hourly or daily rate pre-set according to thecategory of personnel concernedB- for travel e?penses: distance in 7m Q pre-set cost of transport per 7mB

    +he total amount of financing on the asis of simplified cost options that can e authorised y the

    Contracting Authority for any of the applicants individually (including simplified cost options proposed y

    their o5n affiliated entities) cannot e?ceed E>& #3###1## (the indirect costs are not ta7en into account)1

    &ecommendations to a5ard a grant are al5ays suFect to the condition that the chec7s preceding the signing

    of the contract do not reveal prolems re8uiring changes to the udget (such as arithmetical errors3

    inaccuracies3 unrealistic costs and ineligile costs)1 +he chec7s may give rise to re8uests for clarification and

    may lead the Contracting Authority to impose modifications or reductions to address such mista7es orinaccuracies1 2t is not possile to increase the grant or the percentage of E> co-financing as a result of these

    corrections1

    2t is therefore in the applicants interest to provide a realistic an& cost;effecti*e bu&get1

    Eligile direct costs

    +o e eligile under the Call for 0roposals3 costs must comply 5ith the provisions of Article ". of the

    General Conditions to the Standard Grant Contract (see Anne? G of the Guidelines)1

    Contingency reserve

    +he udget may include a contingency reserve not e?ceeding /

    of the estimated direct eligile costs1 2t canonly e used 5ith the +rior 2rittenauthorisationof the Contracting Authority1

    Eligile indirect costs

    +he indirect costs incurred in carrying out the action may e eligile for flat-rate funding3 ut the total must

    not e?ceed ; of the estimated total eligile direct costs 1 2ndirect costs are eligile provided that they do not
