NewsPortal on Projects
Several projects dependent on heavy machinery and equipment including those of metro rail are getting affected
due to implementation of the guidelines laid down by the Ministry of Road Transport and Highwaysfor safe
movement of over-dimensional and over-weight cargo on national highways.n !anuary this year" the MoRTH
circulated guidelines for movement of #$%and #&% with the objective of safeguarding structural assets suchas bridges on national highways. 's per the guidelines" transporters moving #$% and #&% on national
highways need to see( prior permission from the MoRTH after submitting condition survey of bridges en route
through empanelled consultants. The load is also required to be maintained within the permissible limit.
Representatives from the Hydraulic Trailers #wners 'ssociation" )*M+ +td." $elhi Metro Rail %orporation
+td. as well as the Ministry of Heavy ndustries pointed out during recent meetings with the Road Transport and
Highways Secretary that the requirement with regard to condition survey of bridges under the guidelines hadbrought movement of metro rail coaches and other heavy equipment" which can be carried on multi a,le
modular hydraulic trailers of combination types HT" HT and HT/ without causing any damage to structuralassets on national highways" to a standstill.
n an attempt to address the issue raised by the various sta(eholders concerning condition survey of bridges" the
MoRTH has now decided that movement of consignment up to 00 ton 1ross 2ehicle &eight 3total weight ofconsignment plus unladen weight of hydraulic trailer including puller4 distributed uniformly on hydraulic trailer
types would be allowed on bridges having span length of 50 m or less en route" e,cept on those with signs of
distress" by the respective national highway authority. The 6ational Highways 'uthority of ndia78ublic &or(s$epartment 36H $ivision47)order Roads #rganisation en route would allow the movement only after MoRTH
grants permission for movement of the #$%7#&% and provided the stipulated precautions are ta(en. n suchcases" the entire cost of any damage suffered by the bridge as a result of the movement of the #$%7#&% has tobe borne by the consignor7transporter. 6o movement would be allowed on bridges having span length of more
than 50 m without condition survey and analysis by consultants empanelled with the MoRTH.
' circular issued by the MoRTH on September 0th" 0/" regarding movement of #$%7#&% on nationalhighways using hydraulic trailer types HT to HT/ said that for 12& of more than 00 ton" the earlier
guideline circulated in !anuary would apply.
