General Information

About CPCL

Chennai Petroleum Corporation Limited (CPCL), formerly known as Madras Refineries

Limited (MRL) was formed as a joint venture in 1965 between the Government of India

(GOI), AMOCO and National Iranian Oil Company (NIOC) having a share holding in the ratio

74%: 13%: 13% respectively.CPCL has two refineries with a combined refining capacity of

11.5 Million Tonnes Per Annum (MMTPA). The Manali Refinery has a capacity of 10.5

MMTPA and is one of the most complex refineries in India with Fuel, Lube, Wax and

Petrochemical feedstocks production facilities. CPCL's second refinery is located at Cauvery

Basin at Nagapattinam. This unit was set up in Nagapattinam with a capacity of 1.0

MMTPA. The main products of the company are LPG, Motor Spirit, Superior Kerosene,

Aviation Turbine Fuel, High Speed Diesel, Naphtha, Bitumen, Lube Base Stocks, Paraffin

Wax, Fuel Oil, Hexane and Petrochemical feed stocks.

About OCR

CPCL intends to register/enlist competent agencies with sound technical and financial

capabilities, fulfilling our requirements stated in the application, for various crafts, to carryout

Operation & Maintenance of the Refinery and new projects. The various categories of works

that are used in the Refinery are listed in the following pages . The procedure for registration

of firms for works / services (Contracts) is detailed below. The contractors are requested to

read the “Instructions to Contractors” listed carefully before taking Online registration.

Instructions to Contractors

Applicants who are interested in registering with CPCL for works / services

(Contracts) shall complete this online form ensuring their meeting all our

requirements. Contractors who fulfill our requirements shall select the craft from

various disciplines/ Category of works, listed for which they intend to register along

with description and code no. and the same to be indicated

Follow up by any means or influencing through internal / external sources shall make

the application summarily rejected.

Based on the details / documents furnished, further assessment would be done by

obtaining feed back from their clients for whom they already executed the works and

the infrastructure available, depending upon the need. Misinformation, if any, will

make the registration liable for cancellation.

Contractor who fulfills the criteria required for registration shall be issued with

registration letter and their name would be kept in the “Master Contractor list” (MCL).

Registration shall be for the purpose of inclusion of contractor’s name in CPCL's

“Master Contractor List” (MCL) and shall in no way guarantee regular issue of

contracts.

Retention of Contractor’s firm in Master Contractor List (MCL) shall be subject to

satisfactory performance on execution of works.

In case of unsatisfactory execution of works on account of quality, completion period,

infrastructure facilities, over loading, financial / liquidity crunch, labour unrest, strike,

lockout etc., Contractor’s firm shall be put on “Holiday”, and the same would be

reviewed on the basis of progress / improvement at works.

Registration will be cancelled at any time, if the firm repeatedly not responding to our

enquiries.

CPCL reserves the right to cancel the registration process without assigning any

reasons and prior notice and no further correspondence shall be entertained in this

regard.

Contractor / who is interested in registering with CPCL for Works / Services shall fulfill

1. Mandatory requirements:

The following information shall be treated as mandatory requirements, which also forms part

of the qualifying criteria. The Contractor who do not meet the mandatory requirements

will not be considered for further scrutiny and their application would be summarily

rejected without any notice. Hence it’s Contractor’s responsibility to furnish the relevant

document in order to comply with the mandatory requirement in the first instance itself.

2. Qualifying requirements:

Applicant shall produce copies of contracts of maximum order values for the applied craft,

which have been successfully executed and completed during the preceding 7 years.

The maximum financial limit for the agency in the applied craft would be arrived based on

the copies of order produced, which complies with both Technical and financial capabilities

as detailed below.
