Second Call for Proposals

Background

In 2016 and as a result of deliberations with Haggar foundation strategy formulation

consultants (Value Works), it has been recommended that a kind of conference or workshop to

communicate criteria and measures that the foundation follows to select and fund

developmental projects should take place. Accordingly, the first call for proposal workshop has

been held in August 24th of 2016 in Grand Holiday Villa.

The Foundation extended the invitation at that time to more than 200 organizations where

120 organizations responded to the call and represented in the meeting. Out of that number

only 84 applications have met the preliminary criteria of selection and 23 of them got funded.

This call for proposals 2018 which took place at the same venue as the previous but on the 23rd

of August 2017 witnessed representations of 127 organizations, academic institutions and

societies.

Objectives

- To collect as much information as possible on community needs. This will be achieved in

a consultation with local and international NGOs, CBOs and other representatives of the

various stakeholders.

- To explain in details mechanism of application, selection criteria and priority areas that

HF will follow to fund 2018 projects; and

- Ensure that feedbacks and inputs of workshop participants has been properly taken into

account and considered.

Opening Session

The panel was composed of:

- Dr. AbdulBagi Jailani – member of the board of trustees whom chaired the meeting;

- Mr. Taha Ali Elbashir, Vice President of the Board of Trustees / Member of Executive

Committee of Haggar Foundation; and

- Ms. Sara Abbo, Executive Committee Chairperson of Haggar Foundation.

The session started by welcoming remarks to the attendance. Dr. Jailani appreciated this type

of fruitful dialogue with the CSOs and invited them to benefit from the opportunity offered

through the call and the ability of Haggar Foundation.

Mr. Taha Ali Elbashir, Vice President of the Board of Trustees to deliver his speech which

started by welcoming the gathering & expressed satisfaction with this encouraging attendance

to the workshop. He commends the help and support that CSOs is providing to the community

they are living with and amongst and for the development of the country.

His speech touched the base on key principles of Haggar Foundation on sacrificing significant

portion of its resources on development, while keeping low profile and low visibility when it

comes to communicate their initiatives/projects. This is justified as per the will of the founder

whom saved some of his own income for the support of the community to be delivered without

communicating it via the media.

He explained to the audiences that the foundation efforts will focus on poverty reduction

through support in health related issues, water and education. This efforts will be guided by

transparency & accountability. Saying this, the foundation will also give attention to art and

culture as integral part of funded projects.

Deputy Commissioner of the HAC Mr. Mohamed Mustafa Elsinnari who attended the event

and addressed the workshop, saying that he has past experience with HF and he is proud of it

as a pioneer institution in the field of humanitarian national activities. He showed their

readiness to solve any problems facing the organizations if need be.

The Commissioner of the HAC , Khartoum state Dr. Nowar Mohamed Ahmed stated that she was

impressed with the gathering amazed with such a big attendance of Khartoum state

organizations that is more than ready to give its support to the community. She commended

the support delivered by Haggar Foundation especially during the times of emergencies and

crises in Khartoum state.

Representative from Elmenarra Water Station Mr. Abd El-Hameed Kamal, delivered a

presentation addressing issues related to water harvesting, subterranean & surface water as

well as the pumped & well-waters. The importance of investment in this field is that it’s being a

support for poverty reduction, he praised Haggar as a major contributor in this field.

He advised more cooperation with the ministries & the State regarding water in this aspect,

because a dispute may happen between the communities, the Government has maps for the

subterranean water & the hand pumps might not last long because of the pressure on them by

the community. However, he stressed that the community’s need for water is very high.

First session

The first started by a presentation delivered by General Directorate of Planning

at the Humanitarian Aid Commission HAC Ms. Muna Nour El-Daem. She

presented a paper on Health with a road-map drawn by the Commission. The

paper focused on the need for health and education in the states with child birth

health being the top priority to help the local and international NGO’s in locating

the whereabouts to establish water wells and stations.

The second intervention was by Nutrition Administrator at the Humanitarian Aid Commission

Ms. Fatma Mahmoud whom has spoken about reducing mortality rates of mothers and the

newly born. She addressed sanitation issues in general because the lack of healthy water

caused a high rate of Cholera Disease. She also added to the paper that was presented by Ms.

Muna Nour El-Daem that there were more pressing areas particularly in Eastern Sudan & Blue

Nile areas.

Mr. Mubarak Yahia then addressed the meeting on key education issues that needs more

attention and focus. Key areas were:

The importance of the basic education with emphasis on school drop-outs,

Seating for students & provision of one meal for the needy of basic school students

Education of the illiterate & vocational education.

In her presentation in favor of giving proper introduction to the Haggar foundation, Nada has

highlighted the following key points to the meeting:

The company was founded in Juba 1904 and then exists in North Sudan in the sixties.

The Foundation was established in 1988 as a non for profit Company.

The foundation does not receive any external funding.

The foundation has performed a comprehensive consultation with all the local organizations

and surveyed different geographical areas to identify needs and gaps. Accordingly, three

key priority areas were selected for the foundation to focus on; Water, Health and

Education.

She also addressed the audiences on internal institutional arrangements related to the

projects where Haggar Foundation has three sub-committees:

Executive committee

Health committee

Financial committee

Application Procedures This part has been taken care of by Ms. Zeina Logman (Haggar Foundation Field Officer) as she highlighted the framework of the Foundation mindset when it looks at applications to select projects for funding. The ultimate objective is to have a positive impact in the community.

Strategic directions are as follows; Basic Education:

To develop the schools in rural areas.

Capacity Building and Training of the teachers and practitioners

Invest in schools basic needs and students nutrition.

Literacy programs:

Vocational training.

Supporting the disabled and those of special needs. Health sector:

To provide basic health care.

To help reduce materialistic mentality.

Protective measures.

Water sector:

Provide clean and healthy drinking water for the rural areas.

Who could apply?

All the Sudanese national NGOs officially registered in the Sudan including CBOs, cultural organizations & any other organizations working on poverty reduction & developing the standard of living in the country.

Other health centers including hospitals and research centers.

How does the process of application proceeds?

First step is submission of the concept note, and the projects to be pre-approved for the

idea by the executive committee.

Field visit to the location of the project to get a better understanding of the beneficiaries

and needs and how this project could be of benefit to them.

Haggar Company Contribution:

The CSI department of the group of companies represented by head of department Mr.

Omer Farah and CSI officer. They highlighted links with Foundation and collaborations as well

as, for the benefit of audiences, differentiate between the two entities in terms of institutional

arrangements and modality of work.

Plenary Discussion session:

The participants have effectively participated with valuable comments and recommendations

as well as putting their questions on the table. We have tried in this report to highlight those

comments and cluster them in a way that reflects directions that discussion take around the call

for proposal process:

- Significant number of comments focused on the duration of projects enquiring on what

basis Haggar Foundation is putting one year as a limit. They believe that some

developmental interventions to be of higher impact may take between three to five

years in average. The panel has taken note of this important comment and they promise

to discuss it during coming board meetings to respond to the need for longer duration

projects in certain circumstances.

- Some of the representatives of applicant organizations believes that putting a ceiling for

the funds that Haggar Foundation provides would be helpful in terms of planning and

expectations when they develop their projects. The answer was quite clear; the

foundation is never determining any kind of ceilings. It rather encourage applicants to

identify the need/gap comprehensively then look at which activity/ budget line could be

covered in terms of funding and impact.

- There is questions about eligibility of applicant organizations. The response is that

registration with HAC is a must for any organization to apply through the call. This is for

the sake of avoidance of any conflicts/troubles and for accountability. Nevertheless,

young organizations are encouraged to apply although the call is putting having some

experience in the selected field as one of the selection criteria. This is because it is

considered as a kind of support to the newly established and youth organizations to

compete and build their own capacity.

- There is a request also related to the priority areas; three is not enough if we look at the

gap in development sector in Sudan. They want the foundation to be more open to

more diverse areas of intervention to support vulnerable communities. The answer is

that priority areas has already been confirmed at strategic level and it is hard to go back

and relook them again, in addition to the fact that other issues are being tackled as

cross-cutting issues all across identified projects in the three priority areas. Gender

mainstreaming, livelihoods and environment in addition to disability were good

examples in this regard.

- Some comments related to assign projects to specialized organizations only raised. They

claimed that it is quite difficult in the current context in Sudan to run an organization

with one specialization. Limitations of resources and human capital as well as lack of

adequate funding were amongst justifications for that approach. This is also has been

taken as important and valid note needs to be considered when assessing projects

proposals.

- There was a very strong recommendation that is in high demand by most of

participants. Impact assessment is a key element in effective implementation of

developmental projects. There is a need for the Haggar foundation to work on applying

indicators to assess the impact of their interventions and effectiveness of

implementation.

- Finally, the participants calls for considering geographical distribution when it comes to

projects selection and targeted sectors. They think it should fair and on the basis of

demand and vulnerability.
