The vision

The planning and design process begins with the formulation of a shared vision, shaped by all those parties, public and private, who have a stake in its outcome. Halcrow were involved in the review and update of the existing master plan for the city of Aden, to the year 2025.

The existing city’s population of 700,000 was projected to grow to 1.9 million by 2025. A series of studies on the economy, population, land uses and land availability, the environment, infrastructure, and the legal and institutional capacity were conducted to provide an insight into how the master plan proposal could adapt to the city and region’s projected population growth over the plan period.

The project also included a study of the port, airport and free zone and their future land requirements, in particular the potential shift of port operations and release of redundant port land for development.

Halcrow were engaged by the Executive Council of the Government of Dubai as the Programme Manager for a development framework to guide the sustainable growth of the Emirate of Dubai.

The project aims to translate the economic strategy set out by the Government of Dubai into a series of spatial plans, policies and guidelines and to provide an integrated development planning and management framework for Dubai to the year 2020 and beyond.

The development framework comprises of three modules:

⿎ A Vision for Dubai ⿎ A City and Regional Development Planning Framework and

⿎ A legal and Institutional FrameworkOnce adopted, the Dubai Urban Development Framework represents a significant opportunity for Dubai to guide its future and to maintain its position as one of the world’s leading cities.

The purpose of this study was to review the current status of the creek, examine the current development proposals and investigate the potential for further development.

The study considered all aspects of the creek including the land use and urban design issues on the creek side, the operational and engineering issues elating to wharfage and transport, and also the water quality of the creek itself.

Based on the agreed objective, the study considered development options and principles for each different character zone along the creek side and put forward a phased programme of recommended projects and other desirable initiatives.

The study was followed by the Deira Sea Corniche project in 1994-98, which examined development options for land near the creek mouth.

Dubailand is the world’s largest leisure and tourism destination and urban node, the first of its kind in the region.

The strategic Development Framework, consisting of residential, hotel, commercial, retail and attraction areas, integrates more than 200 developments within its structure. The framework is split into six character zones:

The project included an appraisal of the leisure and tourism market and the identification of anchor developments to create a critical mass in the early phase of Dubailand’s development.

The project entailed a review and update of the existing master plans of two industrial towns namely Ras Lanuf and Albrega that were produced in the early 1980s.

Ras Lanuf site is approximately 1200 ha and is planned to accommodate 40,000 people, while Al Brega is 1000 ha and is planned to accommodate 45,000 people. Today both towns had reached 30% of their built form.

This project involved townscape and demographic studies including housing and population. It also required a study of the regional context which covers 150 km coastal strip between the two towns, a study of an international airport and a tourism resort between the two towns. The work was done by taking Libya’s national economic strategy plan into consideration.

This Project was part of a larger scale industrial program that Fluor undertook, which included the expansion of the industrial zones for Ras Lanuf and Albrega with additional primary and secondary industries and increase employment opportunities. Port studies and environmental studies also included in the scope of works.

Al Mazaya Holdings instructed Halcrow International Partnership to prepare a Concept Plan for an artificial island for cultural activities within Kuwait Bay.

The development should create a new growth pole for Kuwait where the economic and social life of the residents and workforce can be integrated into a live, work, play, sustainable ambience well suited to the natural waterfront and built attributes of the reclaimed site.

The aims of the project include:

⿎ Creating a new dynamic cultural hub for the city and state.

⿎ Allowing for the sustainable long term development of the city and area.

⿎ Protecting, conserving and enhancing the natural environment and surrounding Bay area.

The theme of this concept plan is based on traditional Arabic architecture.

A concept master plan for a new financial hub located on a series of reclaimed islands, with fixed linkages to Kuwait City.

The master plan was prepared as a strategic response to the future growth requirements of Kuwait’s financial services. The project also aims to protect, conserve and enhance the natural environment and surrounding Bay area.

Based on international and modern architecture, the concept plan includes the following uses:

Halcrow International Partnership were commissioned by Liebman Melting Partnership of New York, New York to prepare initial concepts for an area of waterfront land in Abu Dhabi.

The mixed use development included resort hotels, marina, spa, residential and leisure facilities.

The Bahrain Financial Harbour is the home of Bahrain’s stock market and is likened to a Canary Warf of the Middle East, both in terms of its waterfront setting and significance in global financial markets.

The master plan breaks the mould from traditional CBDs, and provides a mixture of business, commercial, tourism, inner-city living and entertainment uses to guarantee vitality during the day and night. The development delivers an iconic financial centre and lends itself to human scale by providing a variety of activities carefully connected through a planned pedestrian network built within a legible urban framework.

Halcrow were involved in providing detailed architectural guidelines including concepts for the development of the pedestrian linkages.

A concept and detailed master plan for the development of a walkable community, comprising commercial, residential and cultural uses along the waterfront.

The plan emphasises the public realm and pedestrian experience through its use of waterways and landscaping, to create a vibrant cultural and entertainment centre.

Key objectives of the project are to provide future opportunities to develop the adjacent fishing and commercial port and provide a catalyst for tourism development in the area.

Growing congestion in the capital city of Doha has prompted this proposal for a New Town located 30 km north of the capital city.

Qatari Diar commissioned Halcrow to validate and re-plan an up scale environment providing a high quality, well planned extension of the city, attractive to tourists, future residents and businesses. The plan included the integration of a public transport network and utilities infrastructure.

Located on a scenic waterfront setting, the development will contribute to Qatar’s aim to diversity its economy as well as strengthen the tourism sector in Qatar.

Mina Al Arab is spread over a beach front strip and a group of islands in Ras Al Khaimah, only an hour from Dubai. This unique development provides a mixture of leisure and holiday recreation activities, various themed resort hotels and two eco-hotels, in addition to a cluster of 3,500 residential units. The site has been carefully designed to avoid development on an area of tidal flats to the north that are home to an eco-system of important avian and marine flora and fauna. These areas have been incorporated into a conservation zone. This move reflects the growing consciousness of environmental issues in the Gulf.

The Nujoom islands master plan provides a luxury resort and residential area including a deep water marina, hotels and resorts, shopping centres, offices and community facilities.

The master plan includes a number of dredged channels and a lagoon so as to create a water frontage to each housing plot. The waterway channels are curved to achieve mobility for self-cleansing flows, which was modelled by Halcrow’s specialist engineers and coordinated with the design process.

A residential and tourism resort spread across a varied terrain of steep mountains and low lying wadi channels, located north west of Muscat City.

The concept and detailed master plan creates a series of garden terraces on the rugged mountain side, sensitively designed to the local terrain. Tourism and leisure facilities were introduced to the waterfront area, which will be expanded through off shore reclamation.

The development included a souq, marina, central park and integrated park and pedestrian networks. Development guidelines were also prepared to steer development in line with the natural setting.

Development of a master plan for a world class residential and hotel resort development on a series of reclaimed islands.

The project aimed to balance the design of a high quality resort development with the environmental and functional requirements of off-shore reclaimed land. A key challenge was to develop a concept and detailed master plan that integrated the hydrological and environmental assessment with the design process.

The series of islands provided bay vistas, as well as activity nodes and low intensity areas to provide for a variety of recreation opportunities. The bays support both open sandy shores as well as harbour and marina development.

A master plan for a small-scale mountain resort on the highest point of the Hajar Mountains. The development was prepared with the aim to promote the Emirate’s vision to protect and enhance its natural assets.

The development was carefully sited and designed to blend in with the area’s natural contours, and to take advantage of the rugged mountain panorama.

Only two hours drive from Dubai, the resort is part of a larger strategy to provide access and development opportunities within the Emirate.

A master plan for a desert site. The vision for the site is for a very different kind of real estate development situated in a desert environment, targeted towards the 2nd home/weekend home market in the UAE. The key objectives, besides being commercially viable, will be to both maintain the integrity of the desert environment, while offering a quality experience to owners and visitors.

The work was completed in four stages:

• Concept master plan and illustrative urban design plan

• Planning and design guidelines

• Concept architecture for three villa types

• Environmental and ecological assessment

The site is in a relatively mountainous terrain. The intention of the client is to develop a 250 room 4 star mountain resort hotel with related level of facilities and services, while the residential development will consist of primary and secondary single family residential units within a secure gated environment.

Halcrow was commissioned to prepare a master plan and conceptual architectural design for this project.

Tourism Vision Master Plan for the Les Côtes des Anges site situated on the Mediterranean Sea, 24 km west of Bizerte.

The site covers approximately 214 ha in area. The overall site, with its 2.5 km long coastline, is noteworthy as it lies between the forest, the mountains and the sea.

Halcrow Group Ltd. has been commissioned to prepare a Tourism Vision Master Plan (Stage 1) for an ecologically responsible and tourism-based development for this site. Halcrow’s role was to study the site conditions, review the tourism demand and market studies and prepare a concept master plan for the site complete with character zones, land use zones and broad cost estimates.

Master plan for a 10km strip of mountainous coastline in Tunisia. The plan comprises seven pockets of development which are linked by road. Concept and detailed designs for a state of the art free zone media complex aimed to attract international and national media industries to Dubai.

The vision and master plan were a direct response to the unique needs of the publishing, printing and production industries. Layouts favoured a mixture of high rise and low rise development that were specific to the structure of media companies.

Key plan components include residential, retail, office, publishing pavilions, an event and leisure entertainment zone, hotels and an exhibition/trade and conference centre.

Ma’an Development:

Concept Master Plan for a SDZ – Special Development Zone located 220 Km to the south of Amman (Ma’an). The proposals covered four different sites comprising of an industrial cluster, a training centre, a housing and community facilities site and a Hajj City site, totalling 8.75 km2. The work included urban and industrial planning, infrastructure layouts, landscaping and transport planning (road and rail). A brief based on construction industries was explored and a 24 year-long strategy was validated, involving detailed demand studies for the metals and paper related industries.

Irbid Development:

Halcrow provided the master plan for this IT park and healthcare development on 180 ha site in the country’s second largest city.

The development included an office park and pharmaceutical offices, a hospital diagnostic and treatment centre, health administration centre, light industrial and warehousing as well as mosque, leisure and sport and related facilities. This was one of several key projects by the client aimed at raising the profile of the provinces of Jordan.

Halcrow managed the project and provided services in master planning, urban design, transport planning and civil engineering. It also validated the feasibility studies prepared by other consultants.

Dubai Internet City is the world’s first free trade zone specialising in e-business and a hub for the global IT industry.

Halcrow managed the project, along with providing conceptual and detailed design. The plan’s land use components included:

A mixed use gateway development for Dubailand. The master plan capitalises on the existence of a naturally occurring ridge and draws references from the urban structure of San Francisco with a commercial downtown and a residential area set within a hilly landscape.

Majan is a mixed use gateway development, designed to echo the vibrant streets and the pace of downtown Manhattan.

The distinctive grid network of the master plan is layered with bold ‘canyons’ of development, intimate residential districts, a central park and a pedestrianized ‘Ramblas’ dynamically bisecting the street grid.

The Arjan plan draws on references from the ancient sporting and performance arenas of Greece and Rome and combines these references with the iconic architecture and urban planning principles of these ancient civilisations.

Amenities include a modern ‘Collosseum’, a ‘Rotonda’ (retail quarter) and a ‘Pantheon’ (ring of buildings enclosing public open spaces).

A community district and infrastructure master plan which provides maximum flexibility to accommodate varying staff numbers of different hotel operators.

Recognising the need for the provision of a high quality living environment for hotel staff, the master plan aims to meet market demand by creating a sustainable community for resident hotel staff. Key plan components included appropriate land allocation for amenity spaces and community facilities, and provision of a pedestrian friendly and walkable environment. The plan was also designed for efficient circulation of staff buses and cars within the site while ensuring a pleasant streetscape.

As Dubai’s leaders and policy-makers faced the challenge of increased congestion and depletion of waterfront land in the Jumeriah area, the concept of Dubai Business Bay, a mixed use development focused on commercial activities, evolved.

Halcrow prepared the master plan study which involved the opening up of the inland eastern area through the integration of water by extending the Dubai Creek. Dubai Business Bay will eventually become home to approximately 135,000 residents and 135,000 workers.

Dubai Business Bay has provided the opportunity for a new CBD for Dubai, guaranteeing the Emirate’s regional competitiveness by delivering land for commercial development in a high quality setting.

Development of a master plan, consisting of five central ‘down town’ spaces replicating their traditional urban form:

⿎ Baghdad – a central enclosed space where events occur

⿎ Cairo – a town centre characterised by minarets

⿎ Damascus – a busy souq with clustered buildings and formal water features

⿎ Beirut – developed around ‘the street’ a lively network of outdoor cafes and spaces

⿎ Marrakech – developed around a rich pattern of buildings and spaces

The master plan is based around a large central open space with maximum development at the boundary of the site. The central open space will be utilised as a 18 hole golf course which symbolises a large courtyard for all residents. The villas are further grouped around courtyards and semi public spaces.

The development comprised of retail, entertainment, offices, apartments, golf course and amenities, and gated communities of villas along the golf course.
