Our Economic Success Depends On It

Serving the Tier I and most economically distressed counties of Halifax and Northampton, Halifax Community College has played a vital role in educating Roanoke Valley citizens for more than 40 years.

Did You Know?• HCC serves Halifax and Northampton counties in northeastern North Carolina, an extremely destitute part of the state. • Halifax County, the more populous of the two counties, ranks first among North Carolina’s 100 counties in percentage of persons in poverty (North Carolina Office of State Management and Budget, 2010) and 94th in median family income. Northampton County is only marginally better. • The resulting poverty is linked to low educational achievement. According to the North Carolina Employment Security Commission, Halifax and Northampton counties have almost double the percentage compared to the state for residents 18 and older without a high school diploma and roughly half the percentage of college graduates. In many cases, low educational attainment, with resulting poverty, is considered a detriment to employment, economic development, health care and other social factors. • According to the Lumina Foundation, only 20.8 percent of the population aged 25-34 in Halifax County, N.C., possess a college degree of any kind. This compares to 34.1 percent across the state. • Alternately, in Halifax County, 20.7 percent of all 25- to 34-year-olds attended secondary school through ninth grade but have yet to achieve a high school diploma. This compares to only 11.7 percent in the state. Northampton County, which is also in HCC’s service area, is only marginally better off.

A lack of education and job readiness skills equals a higher unemployment rate. In addition, an unskilled or underskilled workforce prevents new business and industry from locating in the areas, thus stifling economic growth.

HCC seeks to provide programs and services in a safe, supportive, accessible, functional and attractive environment. We help citizens achieve the life-long learning they need to grow as individuals, participate in the democratic process and succeed in a global economy. The College strives to be a catalyst for educational, cultural and economic development in the Roanoke Valley by anticipating and responding to community needs.

Programs are offered at an affordable price and conveniently located on campus and offered online. We hold fast to our mission to improve the quality of life and the educational and economic base of this service area. Due to our strong ties to local businesses and industries, our programs offer students the opportunity for a well-rounded, interesting and practical education.

HCC’s Mission and Purpose

And, we do our job well:

• In 2011, HCC awarded 468 degrees, certificates and diplomas, including the General Education Diploma (GED). The breakdown of credentials includes 149 associate degrees, 75 diplomas, 175 certificates and 71 GEDs. • In fall 2011, the 2011 Community College Survey of Student Engagement (CCSSE) key findings for Halifax Community College were announced. The CCSSE uses a set of five benchmarks of effective educational practice in community colleges: active and collaborative learning, student effort, academic challenge, student-faculty interaction and support for learners. The five benchmarks encompass 38 engagement items that reflect many of the most important aspects of the student experience on campus. They also contribute mightily to effective teaching and student learning, retention, and educational goal attainment. The findings show that HCC fared very well when compared to the top performing community colleges that participated in the study. HCC scored well above the benchmarks in all areas when compared to the 2011 CCSSE cohort. The College also scored above the top performing community colleges in the categories of student effort, student-faculty interaction and support for learners.• In fall 2011, e.Republic’s Center for Digital Education and Converge Online announced the winners of their seventh annual Digital Community Colleges Survey. Those named are the leading community colleges across the United States that offer exceptional technology support to students and educators. HCC was ranked in the top 10 community colleges in the nation in the small colleges with less than 5,000 students category, earning a fourth place finish. The survey looked at technology integration into college curriculum and campus life, documenting use of online admissions processes, distance education, technology training for students and faculty, campus security alerts, use of Web 2.0 social and collaborative capabilities and online tutoring and advisory services. Use of mobile devices was also used as a key indicator of success.

Individuals who earn at least a two-year, post-secondary vocational or technical degree can expect to earn almost $1.5 million over a 40-year career. Compare this figure to that of a high school graduate who will earn around $1.2 million or, more importantly, the dropout who will earn only about $800,000 over the same time period. That is a significant difference and shows that higher levels of education and training substantially boost lifetime earnings.

An economic impact study was completed for HCC in fall 2011. The study shows that HCC stimulates the local economy, leverages taxpayer dollars, generates a return on government investment and increases individuals’ earning potential.

Following are highlights of the study:• HCC activities encourage new business, assist existing business and create long-term economic growth. The College enhances worker skills and provides customized training to local business and industry. It is estimated that the present-day Eastern North Carolina and Roanoke Valley Region workforce embodies more 485,000 credit and non-credit hours of past and present HCC training.• HCC skills from current and former students increase earnings in the Eastern North Carolina and Roanoke Valley Region by $26.8 million directly and by another $3.7 million indirectly in fiscal year 2009-10.• State and local governments allocated around $10.1 million in support of HCC in fiscal year 2009-10. For every dollar appropriated by state and local governments, HCC’s spending alone generated $1.06 in income in the local region.• For every dollar appropriated by the state and local government in fiscal year 2009-10, student earnings will increase by an average of $0.28 per year, every year through the rest of their working lives. Likewise, for every state dollar appropriated, the Eastern North Carolina and Roanoke Valley Region will see social savings of $0.05 per year, every year. Social savings include reduced incarceration and health care expenditures, reduced expenditures on unemployment and welfare and reduced absenteeism from work).• Accounting for increased tax receipts and avoided costs, state and local governments will see a rate of return of 2.1 percent on their fiscal year 2009-10 support for HCC.• A total of 8,056 credit and non-credit students attended the college in fiscal year 2009-10, and 53 percent of whom were employed full-or part-time while attending.• As many as 75 percent of the students stay in the region initially after they leave the College and contribute to the local economy. • Studies demonstrate that education increases lifetime earnings. The average annual earnings of a student with an associate’s degree are $31,700 or 109.9 percent more than someone without a high school diploma or GED, and 35.5 percent more than a student with a high school diploma. • After leaving the College, the average HCC student will spend 28 years in the workforce. The student leaving with an associate’s degree will earn $232,400 more than someone with a high school diploma or GED.• Students enjoy an attractive 13.2-percent rate of return on their HCC educational investment and recover all costs (including wages foregone while attending HCC) in 9.4 years.

The American Association of Community Colleges conducted a survey of community colleges in 2004 to identify “hot” programs - those that have a large market demand for graduates - and homeland security training needs.

The top five fields of study were identified as:• Allied health• Business• Information technologies• Public services • Skilled trades-industrial

Among the allied health programs, registered nursing was the most prevalent. Nearly 47 percent of all hot programs were in the allied health field. This trend reflects the current workforce needs of the country and our region.

The top 15 hot programs included: • Automotive • Business • Computer technologies • Construction• Dental hygiene • Education • Electronics • Health information technology • Law enforcement • Licensed practical nursing • Medical assistant • Networking • Nursing assistant • Radiology• Registered nursing

HCC offers nearly all of these progressive programs – making us relevant in the nationwide and Roanoke Valley economies.

The overall average starting salary for all hot program graduates was around $32,000. Plus, when students graduate with an associate degree, it is almost a sure bet that they will find employment in their field. And at HCC, students not only learn basic writing and speaking skills, they also develop problem solving, analytical thinking and time management abilities. These skills are critical to be successful in finding a job right after college.

The North Carolina Commission on Workforce Development and the North Carolina Department of Commerce have released the “State of the North Carolina Workforce: An Assessment of the State’s Labor Force Demand and Supply, 2007-2017.”

Trends in state and regional economic and workforce development include six major issues:• Mature, traditional industries continue to shed jobs in tobacco processing, textiles, apparel and furniture. • Low-skill service jobs represent a major share of projected growth but will be filled by people who represent the working poor. • The state produces too many high school dropouts and too few post-secondary graduates.• Baby-boom retirements will also contribute to key talent shortages.• Low-skill immigrants will create special challenges for North Carolina’s education and training systems.• Some North Carolina regions successfully attract and retain skilled workers while others cannot generate demand.

The challenge to the state’s workforce and educational system will be preparing citizens to take advantage of the better-paying, higher-skilled jobs. As the economy changes, business and industry will demand an increasingly educated and skilled workforce.

The Halifax Community College Foundation Inc. is a nonprofit, tax-exempt 501(c)(3) organization dedicated to assisting the College in meeting its current and future needs.

Incorporated in 1977, the Foundation is committed to raising funds for student scholarships, academic programs, facility upgrades and equipment. Its purpose is to generate support and resources for the College beyond those provided by local communities and the state of North Carolina.

All gifts to the HCC Foundation are 100-percent tax deductible as allowed by law.

We are raising funds for the following projects:

• Student Scholarships – We have approximately 100 scholarships to assist students with tuition and/or books. However, there are no scholarships in support of these groups of students: associate in general education students, greenhouse and grounds maintenance students, paralegal technology students, , facility maintenance worker students, food service technology students, , masonry students, plumbing students, small engine and equipment repair students, welding students, medical laboratory technology students and phlebotomy students. Our goal is to raise $25,000.

• Student Emergency Fund – The monies raised for this fund will be used to assist students during emergencies. The funds might be used for transportation vouchers, book vouchers and a food closet for students. These funds will be limited to students with a financial need but who do not receive financial aid. Our goal is to raise $25,000.

• Transportation Fund – Our students struggle with consistent and reliable transportation to campus and thus are unable to attend their classes on a regular basis. Often times, poor class attendance means students are not learning and not able to perform well academically. Funds are needed to purchase gas cards for those students who have cars but cannot afford gas for them. Funds are also needed to purchase Choanoke Public Transportation Authority (CPTA) vouchers for students who do not own cars or who do not have access to reliable transportation. Our goal is to raise $25,000.

serve students. New equipment will ensure students are using state-of-the-art equipment and that they are prepared to enter the workforce after graduating from HCC. Our goal is to raise $25,000.

• Young People’s Programming – By partnering with local school districts, HCC will be able to provide opportunities for students of the Roanoke Valley to have top-notch cultural experiences right in their backyards. In the past we have been able to provide educational, yet entertaining, programs for all of our school districts and some of the private schools in our area. Funds are needed to bring performers and entertainment to the area. Our goal is to raise $30,000.

• Vehicles for Automotive Technology Program – HCC offers an associate in applied science degree. This degree is for people who are serious about the automotive industry and wants to be in a position to move to management or higher-level education. HCC is in need of three vehicles that are three years old or less to teach new vehicle technology. Ideally, one of them should be hybrid, so that we are able to teach hybrid technologies. We are seeking damaged, but functional, vehicles, including flood- or hurricane-damaged vehicles, vehicles from insurance companies, police-confiscated vehicles and state surplus vehicles.

• Reading Computer Software – This software is designed to assist adult students who read below middle school and high school levels. The computer software will be used for adult basic education and other lower-level functioning students. Our goal is to raise $12,000.

• Facilities Improvements – The funds raised will be used to provide equipment to serve disabled students, repair damaged flooring, provide equipment for the Wellness Center and make repairs to the greenhouse. Our goal is to raise $25,000.

• Equipment – Several academic programs and student support service units use outdated equipment to teach and

• Male Mentoring Program - The P.R.I.D.E. of Halifax (PReparing men for Intellectual, AcaDemic, & Educational success) is a college success, leadership and professional development program designed to enhance male student satisfaction, professionalism, retention, graduation and four-year college transfer rates. Funds are needed for the annual men’s summit, computers, tutors, travel to conferences, transportation to community service projects and life skills workshops (financial management, stress management, etc.). Our goal is to raise $10,000.
