Lieutenant ColonelPreston A. Davis (Ret.)

Lieutenant Colonel Preston A. Davis(Ret.),a Distinguished Military Graduate ofthe West Virginia State College ArmyROTC in 1949, was born in Norfolk, Vir-ginia in January,.1925.

Prior to his retirement from the military, hismany assignments included being an Artil-lery Commander and Staff Officer in assign-ments worldwide; Assistant Professor ofMilitary Science at Morgan State Univer-sity; Foreign Intelligence Officer in the For-eign Science and Technical Center in theDepartment of Defense; and OperationsAnalyst on the staff of Generals Westmore-land and Abrams in Vietnam.

Colonel Davis holds a Bachelor of Science Degree in Business Administration from WestVirginia State College; Master's Degree in Executive Management from the U. S. Com-mand and General Staff College; Master's in Administration from George Washington Uni-versity; and extensive post-graduate work at George Washington University in Public Ad-ministration.

His military education includes the Artillery School, Basic and Advanced Courses, and theUnited States Army Command and General Staff College.

Colonel Davis' military awards and decorations include the Bronze Star, Meritorious Ser-vice Medal, the Army Commendation Medal, Purple Heart, and twenty combat medals.

After.a distinguished military career that spanned more than 20 years, Colonel Davis hasheld the following positions: Vice President for Development at Morgan State University,Senior Management Analyst and the Assistant to the Secretary for Administration in theUnited States Department of Agriculture.

Presently a member of many boards, professional and civic organizations, he has received,on many occasions, special recognition from those organizations for his outstanding serviceto his community, state, and nation. Highlighting a few of these are his selection as the firstBlack to hold the position of Lieutenant Governor in the Kiwanis International in the UnitedStates; and his selection for listing in Who's Who Among Black Americans, Who's Who inGovernment, Who's Who Among Black Corporate America, and Who's Who in AmericanPolitics.

Colonel Davis is now Director for the Office of Small and Disadvantaged Businesses,United States Department of Agriculture.

Lieutenant ColonelHaywood H. Martin (Ret.)

Colonel Haywood H. Martin, a Distin-guished Military Graduate of West VirginiaState College Army ROTC in 1953, wasborn in White Sulphur Springs, West Vir-ginia on May 27, 1931.

His military assignments include command-·ing an Artillery battery of the 3rd ArmoredDivision in Germany; Aviation Officer forthe Ist Observation Battalion in Korea;Commanding Officer of Kaiserslautern Sup-port Activity in Germany; CommandingOfficer of Pleiku Installation in Vietnam;Deputy Director of the Department of theArmy Research Project in Organization De-velopment; Member of the Staff and Facultyof the Artillery School; and Assistant Professor of Military Science, ROTC at West VirginiaState College.

His military education includes the Artillery School-Basic, Battery Officer, and CareerCourse; Army Flight Training-Fixed Wing, Helicopter, Instrument Flight Training; andNuclear Weapons Employment Course.

Colonel Martin's awards and decorations include National Defense Service Medal with oakleaf cluster, Army A viator Badge, Vietnam Service Medal, Republ ic of Vietnam CampaignMedal, Republic of Vietnam Staff Service Medal I st Class, Bronze Star Medal, Army Com-mendation Medal with oak leaf cluster, and Legion of Merit.

Dr. Martin holds a Bachelor of Science Degree in Business and Mathematics from WestVirginia State College, a Master of Arts in Counseling and Guidance from West VirginiaUniversity, a Master of Science in Management from the University of Arkansas and a Doc-tor of Philosophy in Leadership and Human Behavior from United States InternationalUniversity.

Since leaving the service, Dr. Martin has developed an international reputation as a Man-agement Trainer and Organization Development Consultant, working with National Train-ing Laboratory's Institute for Applied Behavioral Sciences, and consulting with govern-ment school systems and private industry across the United States.

Colonel Martin is now President of Organization Improvement Systems, Vice President ofInternational Marketing Systems, owner of the Mailbox Station and teacher in the BusinessDepartment at Chapman College, San Diego, California.

Lieutenant ColonelRobert L. Stephens, Jr.

Lieutenant Colonel Robert L. Stephens, Jr., a Distinguished Military Graduate of West Vir-ginia State College Army ROTC in 1962, was born on September 21, 1940 in Welch, WestVirginia.

In the course of his many assignments, he has held a variety of command and staff positionsincluding command of a Special Forces "A" Team in Panama and a Rifle Company in Viet-nam; Army General Staff and Joint Chiefs of Staff positions in the Pentagon; and Comman-der of an Infantry Battalion at Fort Lewis, Washington.

Colonel Stephens holds a Bachelor of Science Degree in Education (English and SocialStudies) from West Virginia State College and a Master of Science Degree in Educationfrom Alfred University.

Among his many medals and awards are the Bronze Star Medal With "V" device and twooak leaf clusters, the Purple Heart Medal, the Air Medal with "V" device and two oak leafclusters, the Army Commendation Medal with oak leaf cluster, the Master ParachutistBadge and the Combat Infantryman's Badge.

His military schools include the Infantry School's Basic and Advanced Courses, theDefense Language Institute, and the US Army Command and General Staff College.

Recently selected for promotion to Colonel, Lieutenant Colonel Stephens is attending theNational War College at Fort McNair in Washington, D.C.
