According to Hampshire’s Small Area Population Forecast there are a total of: 8,075 children aged 0-4 year in 2017 and an anticipated 8,020 in 2020. January 0.6% February 0.7% March 0.7% New Forest district’s level of Job Seekers Allowance (JSA) claimants have remained reasonably static during this reporting period but there was a very small decreased between June and January by (0.1%). Changes in the district often are influenced by the seasonal employment opportunities.

DWP data set for autumn 2016 indicated that there were 385 children eligible for the two year old Early Years Education Funding. From the EYE take up data available for the spring funding period there have been 302 claims within this reporting period therefore 78% conversion of places. The majority of these eligible children are continuing to be from all ward areas of the district with the highest numbers in the Fawley, Fernhill Blackfield and Langley, Hythe, Holbury and North Blackfield, Milton, Pennington and Totton wards.

Comment: The New Forest childcare and early years education market has few changes to the numbers of providers delivering services. During this reporting period there have been some changes of management in settings that has resulted in some closures; but also new registrations with new management and ownership taking over. With some changes in ownership there has been an expected increase in places being offered to the market and no loss in places. Childminding places Overall at the end of this reporting period there is a small loss in numbers of childminding places with numbers of minders leaving the market higher than those joining, however we are aware that some of those who have resigned registration have not been delivering services recently. Childminders who are joining the workforce often want to deliver EYE services and offer funded services in a flexible way across the year. Many of those providers who are currently delivering EYE services are anticipating offering families additional hours if they are eligible for 30 hours. Home child carers Numbers of home child carers in the New Forest remain small, overall at the end of the reporting period in the New Forest district there were two additional home child carers Generally these providers offer services within the employing family home and have responsibility of a very small number of children; so we use a figure of one place for each of these providers where registered numbers are not specified. EYE non-domestic premises The report shows no change in the market during the first quarter period of this annual report, however at the end of the quarter 2 period there were both new entrants and some closures and this fits into the end of one academic year and the start of the new one. One provider who took on management of a closing pre-school having made a decision to offer services around the year as well as increasing the number and age of places available to the market. One full day care closure at the end of quarter 2 was from a provider leaving the market with no new provision taking on the premises. Other opens and closures throughout the reporting period reflect the changes in ownership and management which in some cases have allowed increased capacity with additional places available. Out of School services The data available doesn’t have detail on the numbers of new places created by the new registrations opened therefore it is difficult to assess if there is any changes in the market volume as the numbers of settings remains constant with equal numbers of opens and closes. There has been some interest from the out of school sector in delivering services that will support families accessing 30 hours from September 2017. 2.2 New childcare and early years provision known at 31/03/2017

Comment: Newly registered group provision in the ward areas of Hythe, Milton and Totton all replace registered provision that has closed and the new owners are quickly seeing places being taken up due to effective marketing within communities where there is some pressure on places. Newly registered childminders are anticipating to be offering Early Years Education (EYE) services to local families and all are engaged with supplying services that will meet the needs of working families eligible for 30 hours EYE funding.

2.3 Proposed childcare and early years provision known at 31/03/17:

Comment: These two proposed childminders will help to complement the existing provision in these wards. During the year from April 2016 one pre-school closed in Fawley and this new provision will add to the growing childminding supply in the ward to help parent choice in this ward. 2.4 Early years and childcare provision under threat of closure known at up to 31/03/17

Comment: During the last year the New Forest Local Development Team (LDT) has been working closely with several pre-school providers offering business support, including guidance on marketing, and to settings who have been experiencing financial challenges due to low occupancy. There were closures of setting at the end of the academic year with one pre-school and one full day care setting becoming no longer viable. Neither of these settings has been replaced in the market. The LDT are beginning to see the setting in Fawley has left a gap in supply as this is one of the wards with a low level of EYE take up during the spring 17 funding period., although the LDT were aware at the time of closure all families were able to secure alternative provision, including service families. Other settings that have closed have all been replaced in the market with the exception of one pre-school provision in the ward of Totton North where the selection for suitable provision continues currently. The setting in Holbury and Blackfield North has now made a decision to close the provision and the LDT have been offering support to the setting and families with the closure and to secure alternative provision.

of age they are moved to the Childcare register (5 – 8 years). (Indications are that many hold on to their early years registration due the higher cost of the childcare register only option). Comment: The information in table 6 contains closures of five childminders in the New Forest district who have resigned their registrations. We are aware that some of these were providing Early Years Education (EYE) services. We do not know why all of these providers have chosen to no longer provide services. The Local Development Team have been working with one provider who has been wanting to expand her business but has not been able to secure premises and has made a decision to move to another position within the childcare workforce instead. The three group provisions within this table have all undergone management or ownership change and have re-registered. EYE services have been able to continue without break of service and been provided at these settings over the whole of the spring funding period (quarter 4). 2.6 Childcare Workforce From the data available to the Local Development Team the current number of people working in the early years and childcare sector in the New Forest consists of a workforce of 707 people. The qualification profile of these people indicates 84.3% have a level 3 or above. There are 141 (20%) people in the workforce with a qualification between a level 4 and level 7. There are 68 (9.6%) people with a qualification less than level 2 or have no current childcare qualification. The local authority provides a menu of training for those in the childcare workforce in Hampshire through a subscription scheme and through the sold service portfolio of Professional Options. There are regular update information and support sessions offered to practitioners in the county districts. Childcare and Early Years training courses are accessed through local colleges and other training providers.

3. Early Years Education – Free Entitlement

Hampshire County Council keeps a register of all approved childcare and early years provision that delivers the Government’s free early years education entitlement. Free early years education places are available in independent school nursery classes, state or private nursery schools, day nurseries, playgroups or pre-schools and with approved child-minders. Free early years education is available from the funding period after a child’s third and fourth birthday. Some children, whose circumstances or family circumstances meet eligibility criteria, can also receive free early years education in the funding period after their second birthday.

3.1 Early Years Education for Two Year Olds

This is part of a national offer from the Department for Education (DfE) and has been developed to improve outcomes for identified two year olds who meet or their family’s income or circumstances meet, certain eligibility criteria. 3.3 Development of Childminder EYE Provision

In the New Forest district at the end of quarter 4 there were 74 Ofsted registered child minders who had been approved to deliver early years education. The New Forest district area had a total of 111 registered childminders and 90 (81%) of these had been graded by Ofsted as “Good or Outstanding”. The local authority is putting into place support for new childminding entrants to the market and those who wish to provider EYE services. There has been information available and briefings held to advise and support childminders in development of a 30 hour friendly offer. There has been events held in the district and across the county by Services for Young Children to facilitate childminder and group provision in communities to work together to provide services in collaboration. The Childcare Development and Business Officer (CDBO) continues to encourage new childminding services to be developed to offer early years education funding in all areas of the district but specifically in the priority wards where there is pressure on places including the New Milton wards, Lymington, Pennington, Marchwood, Brockenhurst and some of the more rural communities of the district. 3.4 Development of Group EYE provision

At the end of quarter 4 there were 87 childcare settings delivering early years education in the district who are a mix of private, voluntary and Independent school settings. There has been one full day care setting open and one close during quarter 4; the overall number of places offered in the district remained the same as these changes related to the same setting. There were two sessional settings close and two opened with a balance of places as these again were re-registrations.

Comment: Table 8 highlights that the wards have a higher proportion of eligible two year olds who are claiming the funding continues to be Butts Ash and Dibden Purlieu, Fernhill, and Hythe West and Langdown ward areas, but in the quarter 4 period also includes high numbers of claims from Furzedown, Holbury and North Blackfield as well as Totton South and Totton West. It is noted that some percentages in this table are greater than 100% this is due to SAPF being a modelled population forecast and the numbers of actual children is greater than the prediction made at that time. From the information in table 8 and analysis of the trends of take up of early years education funding in the New Forest districts there are some ward areas that are showing lower take up of places based on the SAPF (small area population forecasts) for that ward. There has been a lower take up of early years education hours than anticipated continuing in Barton, but also in Downland and Forest, Fawley Blackfield and Langley and two Ringwood wards -East and South. In the previous report low take up was noted in Bramshaw, Copythorne North and Minstead, and Forest North West wards for 3 year olds, however take up in these wards during this reporting period shows good take up in both of these wards. For the spring funding period the Hampshire Early Years Education (EYE) take up data shows there has been an increase in numbers of children taking EYE funding in New Forest with an additional 453 children claims made. Numbers of two and three year old children have decreased as a number of children have had birthdays and almost another 600 claims made for four year old children. The average hourly take up and additional hours taken remains similar with an average of 13.47 EYE hours taken weekly and an average of 3.37 additional hours being taken up during the spring funding period. The take up of EYE provision is largest within the pre-school or sessional provision within the New Forest district. From the last report there is a small decrease in take up of EYE funding at childminding settings. We are aware that many New Forest families travel both inside and outside the district for their early year and childcare needs, there is some movement of children coming into this local authority for early years education and childcare provision and some New Forest resident children taking up provision in other local authorities. Over the spring funding period there were 204 two, three and four year olds resident in other local authorities taking up both early years education and childcare provision in New Forest settings. These children came from eight other authorities. They took a total of 3,688.99 hours with the EYE funding hours totalling 2,423.82. The Childcare Development and Business Officer is working with neighbouring local authorities to track data on EYE take up by New Forest children out of the authority. However the following table indicates the location of take up within districts of the local authority from children resident in the New Forest. While we are aware that many families travel within the district of approximately 7 miles for their childcare and early years education services table 10 shows the take up of provision for children resident in New Forest but accessing provision in another district of Hampshire, indicates one family travelling a distance of 57 miles for their childcare provision. Currently there doesn’t appear to be any pattern of travel for

3.7 Percentage of two year olds taking up the free offer against Department for Education DWP proxy target The Department for Education in partnership with the Department for Work and Pensions (DWP) provides the local authority with numbers of families who are most likely to meet eligibility criteria for two year old funding. This data is used as a proxy measure to assess the take-up of the offer by eligible families. The details below outline the position. Hampshire has an indicative number of 3600 children to reach.

Comment: There are still some eligible 2 year olds who are not accessing the full entitlement of 15 hours weekly. The Childcare Development and Business Officer is aware of some settings who are offering families the 2 year old funding on a stretched offer and there has been a good take up of 11 hours over 51 weeks for those eligible. During the spring funding period 302 eligible 2 year olds accessed EYE provision for an average of 12.92 hours weekly. 41 of these eligible 2 year olds accessed EYE funding as a stretched offer, accessing an average of 10.35 hours. This shows a small increase on numbers accessing a stretched offer and the hours taken from this period last year. 3.8 Early Years Pupil Premium (EYPP) This additional funding is available to three and four year old children if parents receive specific benefits. Early years education providers may be entitled to claim EYPP funding for a 3 or 4 year old child in receipt of early years education funding. The funding is currently is 53p per EYE hour taken up with a maximum of £302

During the quarter 4 period in the New Forest district 234 children have been supported at 69 settings by EYPP payments to a value of £19,220.19 (147 three year olds and 87 four year olds)

3.9 Deferred and Decelerated

During this reporting year there have been a number of parents who have made a choice for their child/children to defer starting into the key stage 1 reception class in infant school. They have arranged with the school for their child or children to start at a later point during the school year rather than at the start of the academic year. There are also families who have made a choice for their child to decelerate and start key stage 1 in mainstream school in the year after they become eligible. These children have continued to access provision in early years settings. The Local Development Team liaises with the early years provision to ensure that these children are supported appropriately in their transition into school. Over the year 2016-17 there have been nine children deferred in New Forest district. During the same period there have been twenty three children decelerated in New Forest district.

4. Development of 30 hours Childcare From September 2017 some working families will be eligible for an additional 15 hours Early Years Education (EYE) for their 3 and 4 year old children. To qualify for the full 30 hours of free childcare, each parent (or the sole parent in a single parent family) will need to earn, on average, the equivalent of 16 hours on the national minimum wage per week, (currently £111 per week for those aged 21 or over), and no more than £100,000 per year. A couple both working with an annual household income of £199,998 would be eligible if each, i.e. both parent earns just under £100,000. (In a couple if one parent earns over this threshold they are not eligible. In a couple if one parent earns less than the minimum equivalent of 16 hours on national minimum/living wage they are not eligible). Self-employed parents and those on zero-hours contracts will be eligible if they meet the average earnings threshold as defined by Her Majesty’s Revenue and Customs (HMRC).

The local authority of Hampshire has been part of a number of local authorities working with the Department for Education (DfE) to prepare the market for this expansion, with a particular focus on evaluating parent engagement and meeting the ‘30 hour’ needs of SEND children. The Local Development Team has been working closely with providers to consider how the market can meet the anticipated increase in demand. The local authority has used a variety data in order to make estimates of anticipated demand and work with the market. The local authority has been updating the market on the development of the 30 hours by use of web and blog articles, termly briefings and workshop sessions. In the New Forest district providers are reflecting on their current models of delivery, discussing with parents using their services and having discussions with other local provision to enable parents to use provision collaboratively to prepare for delivering the 30 hours to families using services. In the New Forest district it is estimated that approx. 59% of working families with a three year old child will meet the eligibility criteria and 20% of parents of four year olds; based on the premise that 66% of four year olds will be in school. Therefore based on SAPF figures between 1370 and 1431 children in the district may be eligible for 30 hours provision. The Childcare Development and Business Officer (CDBO) continues to be offering support to the market to develop 30 hour friendly offers within the local communities; this includes some settings working collaboratively to offer a mix of services to families so they can offer the whole entitlement. From recent provider updates we are aware that 35 group settings plan to deliver 30 hours at their settings. 26 group settings are continuing to work on their business modelling and forming effective partnerships with other local provision in order to be 30 hour friendly. The CDBO continues to be in touch with providers in the New Forest market and has further events planned to facilitate collaborative modelling as well as offering Business Support.

Comment: New Forest district currently has 16 group settings waiting their first Ofsted grading inspection. The overall picture for Ofsted outcomes for the district is positive with 62 (76.5%) of group EYE childcare settings with an Ofsted outcome achieving an Ofsted grading of “Good” or “Outstanding” with 17 (21%) achieving an “Outstanding” grade. Support is offered to settings that have an Ofsted outcome of less than “Good” through the Hampshire Improvement Support Programme on an individual basis to assist their quality developments to address the Ofsted actions and

recommendations. There is also support offers made to new settings and those who have been alerted to the Local Development Team (LDT) who may benefit from some specialist support from the local authority for specific issues such as a serious safeguarding issue or premises challenges. Currently the LDT is providing support to 18 group settings and 7 childminders. Free entitlement for 2 year olds is expected to be provided through Ofsted Early Years registered provision that has an inspection outcome of “Good” or “Outstanding”. The local authority will only fund 2 year olds in provision less than “Good” where continuity of care for children is required or there is insufficient choice in the market. Such providers are required to have appropriate local authority support in place. All the providers in Table 16 are working with the LDT to improve quality of provision as indicated by Ofsted at inspection and have active support plans in place. Development of provision for Special Educational Needs

The Services for Young Children Inclusion Team is committed to ensuring that all eligible children are able to attend an early years or childcare setting irrelevant of any disability or additional support need. Ideally we would see this happening in the child’s local setting or parents choice of setting, however where a child’s needs cannot be met by this provider we will work with partners to support the identification of an appropriate alternative.

Service impacts & trends The New Forest team has experienced some long term illness over the year plus the recruitment and induction of 2 new team members. This has meant that there have been periods where the team was not working to full capacity. There has been a jointly led ‘Keep on Talking’ project delivered to 5 settings and 3 schools in Totton. Interim data shows percentages of children at risk of delay has halved for Listening & Attention, Understanding, Talking and Social Communication Portage waiting list – At 01/04/2017 - 15 with additional 4 waiting initial visit.

7. Development of out of school and holiday provision

The data for the period January - March 2017 highlights that there are 40 registered breakfast club, after school and holiday provision in the New Forest district. However these provisions are delivered by 21 providers some of whom deliver more than one service as part of their registration. There may also be other provision that is run by schools not known to the Local Development Team. Most of the settings in the district are managed by third party providers using schools and community centres as venues. Childminders do also contribute an amount of out of school care in the area. The New Forest district requires further childminder growth to accommodate the increasing numbers generally.

During this annual reporting period 2016-17 in the New Forest district there has been no out of school settings that have had an inadequate Ofsted outcome. During the quarter 4 period one setting has had “Requires Improvement” outcome and two settings have had a “Good” outcome. There has been some interest from the Out of School sector with the new Tax-Free Childcare and 30 hour initiatives to support the market and the needs of working families. 9. Parental demand

Comment: Support has been put into place for a local provider and families during this reporting period when a setting planned to close at the end of the spring term. . Information has been supplied of local provision that may have availability that will meet demand once the setting closes. The LDT are aware from population data, pressure on places and from providers and other agencies of the need for additional early years education and childcare places in several ward areas of the New Forest. This is particular apparent where we are aware of a potential high number of eligible 2 year olds and families who may well be eligible for 30 hours entitlement. Regular contact is made with providers in areas of limited supply to consider changes in delivery to manage the market. During a period of changes in management at local settings families reported to us limited availability around the Waterside area for 2, 3 and 4 year old EYE places and some difficulties to be able to access the full EYE entitlement. Over the quarter 4 period the Childcare Development and Business Officer (CDBO) has developed liaison with the JCP work coaches to provide signposting and support to families as parents return to work or training. There has been limited interest from potential providers over the quarter 4 reporting period to developing early years or childcare services including childminding in the district. The CDBO has been working with new providers who are interested in taking over existing business in the district. There has also been business support provided for provision to support sustainability.

After analysis of the data available for this quarter reporting period 1 January to 31 March 2017, the New Forest district shows a loss of places in the district with a loss of 6 childminding places; this follows the larger loss in quarter 3 when 21 childminding places were lost. There remained a balance of places in the Home Child Carer, full day care and sessional sectors of the market as the numbers of places that closed and open were the same due largely to management take overs. There were no opens or closes in the out of school sector during quarter 4 and over the year the number of places can be assumed to be similar as one 16 place setting closed in quarter 3, but the provision that opened in quarter 1 we understand has a similar number of places available. There are areas in the district where supply is limited these include New Milton, Lymington and Ringwood where the hourly take up may be lower due to places being limited. The market has become more settled over this quarter since the changes in management at some settings being completed with rebranding and advertising encouraging increased occupancy The impact of the demand for funded two year old places remains a focus for the Local Development Team (LDT) with training support and guidance available to help settings support the growth of this sector of childcare places. The childcare workforce are also being supported by the local authority in preparations for the current and future cohorts taking up additional hours as eligible working families of the three and four year old children become entitled to 30 hours from September 2017. During this year there has been an increase in providers approved to take funded two year olds which now equates to 79 private, voluntary and independent (PVI) providers and 67 EYE providing child minders.

Demographic and population changes According to Hampshire’s Small Area Population Forecast (2016 version) there are a total of 8,075 0-4 year olds in 2017 and 8,020 in 2020. This indicates a decrease of 55 children within this age range over the next three years. (0.6%) http://www.hants.gov.uk/factsandfigures/population-statistics/pop-estimates/small-area-pop-stats.htm New Forest district will have some additional new housing built by within the period of the core strategy, which ends in 2026, but is likely to be superseded by a new plan which has been consulted on from July to September 2016. The current programme of development includes a number of small and medium developments in Totton, Fordingbridge, Ringwood, Lymington and New Milton. From the latest Small Area Population Forecast data which was updated in August 2015 and showed some ward area of the New Forest decreasing in growth but due to the anticipated growth from the residential and commercial developments the LDT is aware of potential pressure on places in many areas including New Milton, Lymington the Totton ward areas particularly in Totton South as well within Ringwood ward areas. The new district development plans indicates a large volume of residential growth over the period of the new plans 2016-2036. The New Forest local plan review indicates significant additional residential development in the district with an estimated potential 6,890 homes on strategic sites http://www.newforest.gov.uk/CHttpHandler.ashx?id=32301&p=0 Services for Young Children continues to liaise with the county and district planning departments to ensure that the early years education and childcare needs of communities are recognised within developments. Childcare places and trends Strategic planning continues to be developed to address the childcare gaps in some wards and focus on identifying future pressure areas as the impact of changes in demand are influenced by 30 hour eligibility for working families of three & four year olds and the tax-free incentives for families with children up to 12 years old. EYE entitlement places and trends in take up The Childcare Development and Business Officer has identified supply and demand of places and undertaken further research using Free School Meal and current sufficiency data and other data provided from the Department for Work and Pensions (DWP) regarding the potential numbers of families who may be eligible for 30 hours and who may wish to take up additional hours from Sept 2017. The research has highlighted that there would be a capacity issue for Early Years Education (EYE) places across the whole district within the following areas and wards: New Milton, Lymington/Pennington, Ringwood, and in some of the more rural communities of the district. Providers have shown an interest in developing collaborative models of delivery so that 30 hour friendly offers can be available in local communities.

The EYE take up of childcare places within the district has continued to show a good level of for three & four year old children in the New Forest with 2,368 children taking up provision, with 285 of these had taken provision as a stretched offer during the spring 2017 funding period. The trends in childcare take up have increased as provision in the district has opened or expanded provision with additional hours available, by settings reviewing their opening hours and some more now offering stretched offer. It has been noted that the numbers of children coming into the district for early years education and childcare from other local authorities along with numbers of decelerated and deferred children may make an impact on the availability of places in the district. This could be an additional pressure on places as families become eligible for three and four year old children to take funded places for up to 30 hours. The LDT will continue to review and link with neighbouring local authorities. Department for Work and Pensions (DWP) list and take up challenges According to the Hampshire Labour Market Bulletins the benefit claimants in the New Forest district have remained reasonably constant over this reporting period. According to the Hampshire market bulletin and 2011 economic analysis, the district matches the county average numbers of Job Seekers Allowance (JSA) claimants in the county. Quality of provision There are currently 161 early years education approved providers within the New Forest district and 16 of these are settings waiting for their first Ofsted grading. Ofsted outcomes for the district are positive with (80%) of EYE childcare settings achieving an Ofsted grading of “Good” or “Outstanding” with (20%) of these achieving an “Outstanding” grade. There are currently 79 PVI settings and 67 childminders who are approved to take children who are in receipt of two year old funding. Special Educational Needs and Disabilities SEND development Information from the monitoring report/s indicated that there were 100 children supported by the New Forest Inclusion team, there are also 149 families being supported from the Early Years Portage team. The monitoring reports across the year have highlighted that speech and language issues have been the highest request for support from settings from the Area Inclusion teams. Over this reporting year there has been support to the market from the local authority that have provided an effective targeted ‘Keep on Talking’ project which has tracked and provided training, resources and tools to enhance the progress of learning for children. This project will complete at the end of the academic year 2016-2017 but the mid-project data tracking indicates that the numbers of children at risk of delay has halved within those taking part in this project group. Developments and any changes in the locality that affect childcare The balance of childcare places in this quarter period shows balance in the number of places available in the market with the stabilising of provision after ownership changes and new registration have occurred.

There continues to be good take up within new provision that has opened that is offering EYE funding places in the specific ward areas of the New Forest where there was previous limited supply. Some of the provision that opened from September 2016 is still building business with the occupancy levels and take up of EYE places is rising. The LDT have been advised that the demand has been highest for full day care and for children 2 years and younger. The LDT have been offering support to families affected the closure of a setting during the spring term period, assisting them in finding alternative provision. As far as we are aware those families who need alternative provision have been able to find this locally. The LDT continue to work with parents who request help finding placements for their children. The LDT will continue to work with provision to ensure that families with eligible two, three and four year olds can access local provision. There will be particular focus in the ward areas where the take up of EYE hours tends to be lowest, in the past these have including Barton, Bramshaw, Copythorne North and Minstead and Forest North West but within the current EYE take up data these three wards all have take up of 72% - 100% by 3 year old children. The current focus is in the ward areas of Bashley, Downland and Forest and Fawley Blackfield and Langley where take up in under 70%. One setting in Fawley has closed within the past year and this may be a reason for the lower take up, although the LDT are have not been made aware of any families not able to secure provision. The LDT continue to work with a premises owner to explore the possibility of change of use of their premises for childcare purposes. The support for this premises owner will continue as this project will take a significant time to complete. Work continues to promote the childcare opportunities within the New Forest district to new and existing provision so that the district has sufficient places available to meet the market demand. The LDT continue to support capacity growth and have been working with some settings that have been considering expansion through offering a stretched offer model. The LDT continues to work with schools who have expressed interest in developing preschool provision within their infant school sites. We are also working with schools in the New Forest who are planning to take on the management of the on site pre-school provision. Services for Young Children have been working with the DfE as an early innovator for the 30 hour funding that forms part of the Childcare Bill 2015 and will be available for eligible families from September 2017. The LDT has continued to work with individual and groups of providers in the district to explore the 30 hour modelling for their settings as well as possibilities of collaboration and partnership between provisions to meet the needs of families in local communities. Providers of EYE funding have been kept informed of the developments and discussions have taken place local to identify issues and find solutions to the challenges for the market. A bid has been successful for capital grant funding from the DfE to support the development of a new provision within the Lymington area to support the capacity growth needed to meet the 30 hour entitlement of families within this community, the LDT continues to work with the premises owner and the childcare provider on this project which has been awarded an extension on completion date into 2018.
