WELCOME SPEECHDear Friends,Welcome to Belgrade, the city of confluence. This year marks a new chapter in ESC history. For the first time we will have two semi-finals and new qualifying rules, which will make the competition even more exciting. With 43 participating countries we are setting a new record this year in Belgrade. Organising this competition, which is the biggest non-sporting event in the world, is a complex task and a great challenge. The Belgrade Arena, being one of the largest and best equipped venues of its kind, will add to the magnificence. The confluence of the Sava and Danube rivers is a landmark of Belgrade. This is geographical definition. To us, confluence means much more; it is a chance to bring together music, colours, cultures and people. Let us all unite in the confluence of sound! ArrivAL AND DEPArTurE Welcome desks are situated at: Belgrade International Airport Nikola Tesla, Central Railway Station and Main Bus Station Each delegation will be welcomed by its host/hostess at the time and place of arrival Each delegation will be transported by a bus or a car In case that delegation is arriving by its own transportation to Belgrade, they will receive directions how to reach their official hotel. Their host/ hostess will wait for them at the hotel.

TrANSPOrTATiON During their stay in Belgrade each delegation will have a bus and a car with a driver at their disposal Shuttle buses will be running from the Official Hotels to the Belgrade Arena and Sava Centre (press centre and Euroclub) from the 10th to the 24th of May from 08:00 to 04:00 every 60 minutes The shuttle bus departure schedule will be available at the information desks at the official hotels and venues Between the Belgrade Arena and Sava Centre there is a 15 - minute walking distance, however, the shuttle buses will be running every 10 minutes Public transportation will be free of charge for everyone with an accreditation

ACCrEDiTATiON

ACCREDITATION CENTRE

The Heads of Delegations will receive accreditations for the entire official delegation upon their arrival. The accreditations will be handed over by the Host/Hostess of each delegation. Press, Media representatives and Fans will collect their accreditations at the main Accreditation Centre which will be located in the Press Centre. The Accreditation Centre will be open from the 10th to the 24th of May between 08:30 and 21:30.

The Sub-Accreditation Office will be situated on the level 100 on the north side of the Arena and will deal with local staff accreditations, Daily and Visitors passes as well as urgent category changes for official delegations. The Accreditation gives you access to the areas specified on the accreditation plan and should be visible at all times. If your accreditation is lost or needs to be changed, please contact the Accreditation Centre.

ACCESS ZONES

There are 10 different access zones. Areas 1-4 and 7-9 are located in the Arena. 1. Hall 2. Show Desk 3. Backstage 4. Dressing Rooms 5. Press Centre Working Area 6. Press Conference Centre 7. Press Area in the Hall 8. Commentators Area 9. Technical Area 10. Euroclub/After Party The Head of each Delegation is entitled to grant the accreditation categories presented in the next page.

These categories provide access to the Euroclub which will be located in the Sava Centre. All members of the official Delegations as well as accredited press will receive a personal invitation to the After Parties which will take place at the Euroclub. A Fan Area which can be accessed by PF and accreditation categories will be situated in the Press Centre. It will be equipped with some computers and internet connections. All Delegates, Press/Media representatives as well as Fans will need a ticket for the Show in order to be able to access the Hall during Dress Rehearsals and Live Transmissions. The first Dress Rehearsals of both Semi-Finals and the Final will be open for all Media.

Green Room will be placed at the level 200, right behind the stage, located at the east side of the Arena, the stage being situated one level below it. DRESSING ROOMS

Twenty five Dressing Rooms are placed in the Small Hall, which has a passage connection with the main building at the level 100. All Dressing Rooms are equally sized, and equipped with hangers, mirrors, 20

desks and chairs. Delegations will be allowed to use Dressing Rooms only at the time of their scheduled Rehearsals and Live Transmissions. The Head of Delegation is responsible for emptying the Dressing Room according to the rehearsals schedule and returning the Dressing Room key at the Small Hall Reception. Make-up, hair dressing facilities, drycleaning, tailoring, and shoe repair are located next to the Dressing Rooms on the same level. Drycleaning, tailoring and shoe repair services are subject to a charge.

VIEWING ROOM

Viewing Room is situated at the level 100 in the room 1065, near the stage, opposite the show desk. After the 1st and 2nd Dress Reharsals ten persons per delegation will be allowed to enter the Viewing Room in order to watch their just finished performance for twenty minutes per rehearsal. It is only the Head of Delegation who can officially speak for its delegation, no record company or managers etc. After the 2nd rehearsal the Head of Delegation chooses 20 seconds of their footage which will be aired during the recapitulation.Contact person:

Show Desk is located at the level 100, in the room number 1076, near the stage. That is the information desk for the Heads of Delegations, their assistants and commentators. Heads of Delegations can also use the Show Desk in order to get in contact with the production team or the EBU. The Head of each Delegation will have separate pigeon holes at the Show Desk. The Press Centre will be located in the Sava Centre, the largest conference, cultural and business centre in our country as well as one of the largest in Europe. Sava Centre represents a modern complex situated in one of the most attractive parts of Belgrade, only five minutes away from the city centre and 15 minutes away from Belgrades airport by car. It is also in the vicinity of the Belgrade Arena, the 2008 Eurovision Song Contest Venue. The Press Centre will consist of three levels with separate P and PF working areas. Apart from the area where press representatives and fans will have the possibility to follow the contests, there will also be press and fan lounges. Radio reporters will have the ISDN lines at disposal for submitting their reports. Also ISDN services can be ordered through the local telecom operator in your country.

According to the EBU rules, there will be 15 free tickets reserved for each Delegation for each Dress Rehearsal, for both Semi-Finals and the Final. Additionally, each Delegation has had the opportunity to buy up to 15 more tickets for the Dress Rehearsals, both Semi-Finals and the Final. The Heads of Delegations can collect both their free and purchased tickets at the Show Desk in the Belgrade Arena. Considering free tickets for the first Dress Rehearsals, journalists, photographers, and cameramen will be able to collect them from the pigeon holes. We kindly ask all members of the press to remain in the Press Centre during the Live Transmissions on Tuesday, 20 May, on Thursday, 22 May and on Saturday 24 May. NB! the second rehearsal 20 minutes. The Head of each Delegation is responsible for choosing the segments to present the song during the recap. The segment is 20 seconds long for the Semi-Final and 15 seconds long for the Final. The decision should be made after the second rehearsal.

Artists must be at the venue 45 minutes prior to their first rehearsal. The rehearsal schedule must be strictly followed, since any delay will postpone the rehearsal. Each artist will have a total of 40 minutes of rehearsal time on the stage for the first rehearsals. The second rehearsal is programmed for 30 minutes per artist. The first 15 minutes of the first rehearsal and the first 10 minutes of the second rehearsal are devoted to the use of instruments and microphone adjustments. The artists are kindly requested to bring their costumes on hangers for the first rehearsal, for viewing purposes. Performance shoes must be worn at every rehearsal. The production crew may recommend changes to the stage performance due to technical reasons. Each rehearsal will be followed by rehearsal viewing for 20 minutes. WELCOME PARTY

The Welcome Party will be organized by the City of Belgrade officials at the Kalemegdan Fortress on 18 May beginning at 21:00. If the weather conditions are not good at the time, the Welcome Party will be held inside the National Assembly building. All accredited participants are welcome to the party. Shuttle bus service will be organized between the official hotels and the Kalemegdan Fortress or the National Assembly building.

Invitations will be sent out to all delegations and accredited press representatives.

BREAKFAST FOR HEADS OF DELEGATIONS

Breakfast for the Heads of Delegations will be held on 19 May at 10:00 at the Continental Hotel in the Le Club Hall.

AFTER PARTIES

An After Party will be held on 20 May after the first Semi-Final. The location of the party will be at the Euroclub in the Sava Centre. An After Party will be held on 22 May after the second Semi-Final. The location of the party will be at the Euroclub in the Sava Centre. An After Party will be held on 24 May after the Final. The Euroclub is placed in the Sava Centre and is open every night between 11 and 24 May from 21:00. It will have various music programmes with DJs and ESC artists.

BELGRADE FROM THE AIR BALLOON FLIGHTS (ON REQUEST)This excursion includes one hour flight. The maximum number of passengers is 5. The price for the excursion is around EUR 400. Flights are available every day weather permitting and when wind speed does not exceed 5 m/s. The balloon rises up to 1000m (3300feet). It is necessary to book the excursion in advance.
