    Joint and Several Liability.When two or more people agree totake on the same obligation (such asa loan), they may each be respon-

    sible for a certain portion of theobligation or they may each beresponsible for the entire obligation.When the contract states that liabil-ity is "joint and several", it meansthat all parties together are respon-sible for the obligation ("joint") butalso that each party individually isresponsible for the entire obligationon their own ("several").     The constant development ofelectronic banking and electronicmoney contribute to improving theefficiency of the banking andpayment system. However, banksshould adopt methods for identify-ng, assessing, managing andcontrolling the risks related to elec-

    ronic banking and electronicmoney", said Hany Abou-El-Fotouh, ABC Bank Egypt FirstVice President.Abou-El-Fotouh was speaking at

    Remote Banking Fraud Manage-ment Forum in Bahrain under theitle of "The fight against fraud

    crime and money laundering issuesn electronic payments. He saidhat banks have used electronic

    channels for years to communicateand transact business. With theadvent of the Internet, banks arencreasingly using e-banking ornternet banking to deliver their

    products and services to theircustomers. The open and auto-mated nature of the Internet

    means that neither geography nortime may create major barriersbetween banks and their e-bankingcustomers. The common deliverychannels include "closed" and"open" networks. "Closednetworks" restrict access to partici-pants bound by agreements on theterms of membership. "Opennetworks" have no such member-

    ship requirements.Currently, bankse-banking servicesthrough point of saleterminals, automaticteller machines, tele-phones, personal com-

    puters, smart cards and otherdevices.Explaining the term electronicmoney, Abou-El-Fotouh said "Elec-tronic money refers to "storedvalue" or prepaid payment meth-ods for executing payments usingpoint of sale terminals, directtransfers between two devices, orover the Internet. Stored valueproducts include "hardware" or"card-based" mechanisms (alsocalled "electronic purses"), and

    "software" or "network-based"mechanisms (also called "digitalcash"). Banks may participate inelectronic money schemes as issu-ers, or distributors of electronicmoney issued by other entities;redeeming the proceeds of elec-tronic money transactions for mer-chants; handling the processing,clearing, and settlement of elec-tronic money transactions; and

    maintaining records of transac-tions.

    Abou-El-Fotouh concluded bysaying "we are becoming increas-ingly sophisticated in how weapply measures to combat interna-tional security threats of fraud inelectronic banking. This new erarequires that financial institutionsand regulators search for threatsto the financial system, and ensure

    such threats are effectivelyisolated. Through collaboration ofkey players, we can continue tobuild strong and relatively safeelectronic banking markets".
