My great wishes to all our community members, families and friends for a wonderful Holiday season.

Luckily most Ramsay houses have chimneys, so Santa will have no problem delivering the goods!

We have been so lucky with the beautiful weather so far - my snow shovel is gathering dust! But we all know what is coming! This might be a good time to remember the Snow Angel program, espe-cially if you are an able-bodied neighbour living close to someone who finds it challenging. It doesn’t take long, but it will bring a lot of happiness to those who benefit.

Lots is happening in the community at the moment, with the Area Redevelopment Plan (ARP) at the forefront. Be sure you are aware of the proposed changes going into the ARP, as it is a statutory document, and it will lay a plan for the community for years to come.

The community Board of Directors continues to build relation-ships with neighbouring communities, businesses and stakeholders with the expressed desire to co-create our living environments, and to benefit equally in the collaboration. We all know the unique character that draws us to this community, and we want to move into the future knowing that the change we steer can enhance Ramsay, not detract from it. I, for one, am excited for the ride!

It has been another busy month for the Civic Affairs committee. If you’re interested in joining the commit-tee and being part of the development conversation,

Here is what has been happening with Civic Affairs this past month:

Area Redevelopment Plan (ARP) and the Green LineUpdate following the City “Information” Session on November 17th 2016:

This session was originally intended to be the City’s final public consultation for the finalized Ramsay Area Redevelopment Plan (ARP).

City representatives told me that we will probably get a two month extension to align the ARP with the Developed Areas Guide-book, and allow further work on Heritage and Transportation.

Two months?! Don’t forget that includes the Christmas season.The reason we can only have two months, apparently, is that it

puts the whole process into the “red zone”. Giving us any more time, allowing us to get this process right, would conflict with the election.

I was also essentially told that it was looking bad for us to keep asking for extensions.

This is not a fair statement. We should have been respected enough to be given an appropriate amount of time to deal with the complexity of a document that will guide planning decisions for the next 30 years in our community.

A typical ARP process takes a minimum of one year. We were given three months, over the summer when many people were away on holidays. Instead of focussing on the ARP, we’ve had to spend too much time asking for more time.

Ramsay has been nothing but accommodating, working on addressing the changes we are expected to accept, and in return we have not really been given anything.

Everything that is forthcoming is an impact leaning to the neg-ative side of our community life. I have told the City many times that we need a win.

I have a meeting scheduled with City representatives to discuss this process.

1001 8 Street SE (DP2016-1290)Multi-Residential Development - 114 Units

This is the development for the Penguin Carwash Site. The pro-posed development is slated to be 114 units on 7 floors. The planner

would like to see the developer come out to the community and discuss this development. I have requested their attendance at our December 6th monthly genereal meeting.

When this development was discussed at the Civic Affairs Meeting, the concerns were:

ParkingThere is a request for a relaxation. This means they want to devel-op the site without the bylaw required number of parking stalls. The planner indicated that the site qualified for a 10% parking relaxation based on being located close to an LRT site. I have since clarified that this is not true for the current conditions. (You have to develop to current site conditions, you cannot use future plans).

Based on the current design, the developer CAN accommodate all required parking on the site. It would mean making the second storey of the underground parkade larger. There is room to do this. The second storey of the parkade is not as large as the first storey. The City/developer will need to provide new adjusted parking calculations to me.

7 FloorsThere is an issue with the development having the 7th floor. Al-though it meets height requirements of 21 meters, it does not com-ply with our existing Area Redevelopment Plan (ARP). This might be an opportunity for a parking trade-off. Allow the developer to have the 7th floor, but require that ALL parking be accommodated for on the site. Right now, the 7th floor essentially accounts for the requested relaxation on parking.

ScaleThe drawing set shows no indication of scale compared to the sur-rounding single family homes. I have requested that we be provided with a streetscape drawing.

What happens when 8th St closes?Does the cul-de-sac become additional parking for vehicles going to this development? Is this what we want? How does this affect traffic circulation in Ramsay? We are adding 114 Units (114 plus potential cars) at this end of Ramsay.

EntranceThe entrance to the complex is off 8th Street, not Maggie.

River PathIs there an opportunity to address the river path, and enhance this neighbourhood amenity?

Civic Affairs (cont.)

This is a cafe and the rehabilitation of a heritage building. It’s a welcome addition to the community, but there are some concerns around this development:

ParkingIn an ironic change, this development comes prepared to offer up 8 parking stalls for patrons. But it is how the parking is being provid-ed that is the issue.

This parking will be perpendicular to 11th ave, and will require crossing the public sidewalk to access any one of the eight stalls. The neighbours at that end of the community have concerns over the saftey of pedestrians, especially the small children that use that sidewalk on a regular basis.

Parking done in this manner also means a large curb cut, paving an eight stall width of the grass boulevard and the removal of two trees. This would also mean the loss of street parking currently used by visitors to the community. The proposed parking is also indi-cated to be gravel. I have requested to be provided with the actual required parking counts, including the required parking for the apartment above the cafe.

Councillor Carra mentioned the possibility of angled parking on 11th ave. This would eliminate many of the above listed concerns and provide parking for patrons both at Red’s and this new pro-posed cafe.

GarbageThe site plan is currently showing three standard residential bins to accommodate both commercial and residential garbage. I have requested further clarification from the planner.

Business HoursThe neighbours surrounding the development have requested infor-mation around the proposed hours of operation and want to further understand noise control measures and lighting.

ZoningThis is a unique property spanning two properties. I have asked the planner to provide some additional clarification about what the development permit is covering. The back portion of the develop-ment permit, where the parking is, is indicated on the City website as a residential lot (R-C2). In my understanding, parking must be provided on the site of the development. There is a technicality happening here that requires further understanding.

The proposed development is to divide the house into two separate suites. A suite on the main floor and an additional suite on the second/third floor.

Hello Ramsay Neighbours,

I have always preferred the term ‘neighbourhood’ to ‘community’. I believe that a neighbourhood is not only the physical space that we inhabit – it is also the relationship between the people that live there and the businesses and institutions that operate there. By fostering and growing great neighbourhoods we ultimately build a great city - a city that is more equitable, more economically resil-ient and diverse, and, overall, a city that is better equipped to handle the challenges that we face in this complex world.

The strategic plan that I wrote, and ultimately guides my work, is called Great Neighbourhoods. Point two of Great Neighbourhoods demands local governance transformation and clearly articulates the importance of this resident-business-institution triad. The goal of this point is to build on the incredible strength of Calgary’s culture of volunteerism, neighbourhood activism, and local governance found in our community associations, and transform them into “next generation” organizations where the rich mix of residents, businesses and institutions that make our neighbourhoods what they are, can meet, and work together to make our neighbourhoods what we want them to be.

I am extremely pleased that this work is starting to be done through the Community Representation Framework (CRF) Task Force. Its mandate is to offer strategic advice on the development of a framework for inputs into decision-making that have traditionally

been provided by organized community groups on matters relat-ed to community-building. The framework will clarify the role of organized community groups and maximize relevant and sustain-able public benefit through all stages of a community’s evolution to ensure complete communities. At the Organizational Meeting of Council held on October 24, Council amended the Terms of Ref-erence for the CRF Task Force to include four Councillors, rather than two, along with 11 other representatives from stakeholder groups, demonstrating the weight and importance of this work. I am honoured and privileged to be one of those Councillors.

So why does this matter to you? This brings government closer to the people. It strengthens our neighbourhoods’ ability to engage the City and build the spaces that we want to live in. This is not a ‘one-size-fits-all’ approach but something that understands and celebrates the uniqueness of each of our neighbourhoods. I am excited to sink my teeth into this work and help strengthen our great neighbour-hoods.

Construction• Pile driving has progressed

faster than expected and will be complete by January 2017.

• General construction activ-ities will continue to take place on weekdays from 7 a.m. – 10 p.m. and week-ends from 9 a.m. – 10 p.m.

Road Detours• Zoo Road is closed to all

traffic and will not provide access to the St.Patricks parking lot.

• Calgarians can access park-ing for St.Patrick’s Island from the North side of St. George’s Island from Memorial Drive via Baines Bridge.

• Detour maps can be found at calgary.ca/zoofloodproject

Pathway Closures• Pathway closures are imple-

mented when they are necessary for construction. The detour must be along a sidewalk for pedestrians or along a roadway for cyclists or along another multi-use pathway.

South Side of the River• The current south side

detour starts at 8 Street S.E. and continues to New Street. Pedestrians and cyclists are detoured along 8 Avenue S.E.

North Side of the River• The pathway is closed from

the Zoo’s Administration Building to St. Patrick’s Island Park.

• Pedestrians and cyclists can access St.Patrick’s Island via Baines Bridge.

Generous gift from Ramsay seniors!

Jack Matheson and Janet FitzGerald, on behalf of the Ramsay Seniors’ Welcome Centre, made a significant donation to Ramsay Rink on November 2, 2016. The seniors’ group designat-ed Ramsay Rink as the recipient of a $50,000 donation to ensure facility improvements and programs continue for the kids and our community. We want to express our deepest thanks not only for this very generous gift, but for all the contributions you’ve made over the years as friends and neighbours in Ramsay. We’re so pleased to acknowledge that Ramsay seniors make ours an amazing community! They are demonstrating that pride of community that we all feel in Ramsay.

Ice making will start when the temperature dips!

Thanks to all who’ve joined this season’s ice-making crew. Weather dictates when we’ll start making ice, but our hope is to be skating by the holidays. See the schedule, which is also posted/updated at ramsaycalgary.ca.

Rink shack maintenance

We had some digging done outside the shack to install a French drain that will redirect water from running under our rink shack door after heavy rain. We’ve also installed the new rubber skate flooring in the shack and it’s a great improvement!

Rink rental rate raised

Public skate times are always free at Ramsay Rink, but we do offer a few private group rental times and after a lengthy discussion the decision was made to raise the rink rental rate. It’s been a long time since we’ve addressed the rates and after a review of other rinks, we’ve raised the rental rate to $70/hr including GST (from $40+GST) and $100 including GST (from $60+GST) for 1.5 hours.

The rental fees go directly to support Ramsay Community Association. We’ll honour all existing bookings at the previous rate, but the increase will be effective immediately. If you have questions

or concerns, you can always send a note to [email protected].

Rink Etiquette

Please observe the following rules so everyone can enjoy the facility!

• Do not use hockey sticks or pucks on the small pleasure skating rink.

• Respect designated programs and rental times (see posting at shack and online at ramsaycalgary.ca).

• Be courteous to the next users and use the shovels and scrapers provided to clear the ice. Don’t pile snow outside the entry gate, remove snow preferably through the fence on the south side.

• Use garbage cans provided.• Be considerate of noise levels.• Do not use foul, offensive language.• Absolutely NO alcohol.• Use of the facility at the users’ own risk.

Volunteers of the Ramsay Community Association operate this facil-ity. Thank you for your respect.

Winter Rink Schedule

Get out and enjoy the rink from 8am to 10:30pm daily. Please note that to help offset operational costs, the rink is available to rent for private events at $70/hour. The public is welcome to skate for free.

Before you head up to skate, you may want to check the rink calen-dar to see if group rentals are booked at ramsaycalgary.ca. If you’d like to rent the rink for a group event, contact [email protected].

“Will you be a snow angel?” asks the cover of the Ramsay newsletter for Dec ’06. Adopt a driveway or sidewalk - still a good idea. New Board President Judy Hellevang reported on Safety in Ramsay, and we got tips for close encounters of the coyote kind. The Creative Kids Kids Museum opened up, and Catherine Cartmill along with Civic Affairs were dealing with the Ramsay Crossing site and the Lilydale Action Committee. David Graham reported

on the Rink Re-Development Project and its Life Cycle Plan, while Inglewood challenged us to a badminton bird-off. Other rink news covered youth skat-ing and the shinny calendar, along with info on Grassroots Hockey. Taras Semeniuk report-ed the Elbow River Pathway, closed since the flood of ’05, would reopen June ’07, and we got some stats on closing MacDonald Bridge - up to a 17-fold reduction in one case. We heard from Principal Barb James of Ramsay School, and Quinton Rafuse covered the inau-gural Safety Walk. I was promot-ing an upcoming show, Brenda Japp reported on Streetscape developments and public art, Alberta Printmakers new loca-tion opened up (now long gone), and Beth Carter profiled the leg-acy building of Ryan Johnston and Megan Emmet. Finally, the Talisman Centre encouraged you to “give the gift of wellness!”

This exhibition goes beyond nature and delves within the spirit and soul of this artist. She is inspired both by these natural elements and intertwines them with life’s experiences, its drama, its tragedy, and its energy.

It draws us in and allows us to connect and to relate to these same experiences with

our own. Allowing these images displayed to become part of us and to complete our own experience.

Stairway Gallery:

Brian Pawlak presents “Nature”. An exhibition of wild life images done in mixed media on canvas, the works explore a unique union of materials and subject matter.

Compiled of pop-surrealist portrait paintings, the solo show by emerging artist Lizzie Carr, ‘Body Dysmorphia’, is a visual interpretation of negative body image.

What’s Happening at Esker Foundation

Autumn is aro-matic at Esker this year! Step into the Project Space gallery

(access through the atrium of the Atlantic Avenue Art Block) to experience Sans façon’s exhibition, Jasmine from Grasse. This exhibi-tion is an invitation to journey to a specific moment in another person’s life through an olafactory encounter.

Sans façon, with the help of Professor of Psychology, Glen Bodner, and Master Perfumer, Irene Schnell, have faithfully recreated the scent of a place and time drawn from the individual memories of six members from the Atlantic Avenue Art Block, generously allowing us to share in the intimacy of a long ago moment through its particular scent.

Join us on December 3 for Sans façon’s artist talk which will explore the notion of a ‘sense of place’ through examples of past work and the development of Jasmine from Grasse. This talk will be followed by Ms. Schnell a perfumer who trained in Paris and is based in Calgary, discussing the role of scent in our memories and how it provokes us in our everyday lives. She will give some insights to the unique opportunities, inspi-rations, and challenges of working on Sans façon’s Project Space exhibition. Details and registration for both are on our website.

The ongoing exhibitions in the gallery Tear Down and Rebuild, CIVIC. CEN-TRE. and The Traveller continue through to December 18th. Join us for Esker curator Shauna Thompson’s tour on December 8, where we’ll spend time discussing how the works of the exhibiting artists address exam-ples of public space and architecture, along with how these sites both influence and are

indelibly marked by politics, power, and national identity.

It’s a sweltering hot summer’s day. The mercury is climbing. The heat is shimmering above the blacktop. The rivers are calling. Ahh, it is so glacially cold.

Yes, at this time of year a float down the Lower Elbow or the Bow is all but a foggy and rocky memory. However that doesn’t stop river enthusiasts and bankers from working on the health of the river.

Access and egress to and from the Lower Elbow and the Bow rivers during rafting season have largely been random events taking a toll on the rivers’ banks. This Fall Calgary Parks engaged Calgary River Valleys and its networks to assess potential launching and egress sites along the rivers.

S2G+ gladly took up the call to look at potential sites along the Lower Elbow. We were asked to evaluate sites in terms of: fish, flora, fauna, avian habitat and biodiversity issues; slope, soils, erosion and stability of banks; competing land uses and users; suitability of a hand launch; opportunities for rehabilitation associated with access development; and access to and suitability of existing facilities.

From an initial 10 potential sites, 5 were struck off the list immediately, leaving 5 sites to ground proof: Sandy Beach; Stanley Park; Woods Park (Elbow Drive at the old bath house), Talisman Centre/Lindsay Park; and Stampede

Grounds at Enmax Park. Along the way we added Goose Park (downstream end of the Mission walkway) and the eastern end of 26 Ave.

Space does not permit the full evaluation of sites assessed. However it is safe to say that Sandy Beach and Stanley Park are 2 good launch sites although signage at Sandy Beach would have to improve to direct rafters to the correct site, which is not Sandy Beach proper. Lindsay Park didn’t appear to have good launch or egress sites due to ankle breaking riprap or fencing. Although Woods Park, Goose Park and the end of 26 Ave have no immediate amenities other than gently-sloped and graveled or grassy banks they were determined to be adequate egress points being close to car-to-go locations for the return ride back to Stanley Park or Sandy Beach. Although there might be possibilities at Enmax Park (Stamede Grounds) we discounted due to periodic closures and proximity to the confluence to Fort Calgary and the confluence with the Bow.

RIO Kids Finish their MissionKim Firmston (club leader)While at the writing of this article in mid-November, we are unsure of how many of the Reality Is Optional Creative Kids’ Programming’s Novelmancers will finish their National Novel Writing Month mission, it’s looking good for most of them. We are really hopeful that a good majority of the kids who started writing a novel in a month will actually finish their task. It’s a huge endeavour, but one in which the kids are working really, really, really hard.

In other news, the Pen & Panelists of our Cartooning club are prepping for the Art in the Hood art show and sale at the Ramsay Community Centre on December 4, from 11:00 – 4:00. They will have Christmas cards for sale, as well as a brand new comic book, and some individual art from our artists. All proceeds from the sale go either to the artist who created it or to the group depending on the work. Come on out and support local artists!

The Rogue Poets went to their first poetry slam of the year and did quite well. It was a great learning experience for half the team, who had never slammed before. Now they are getting ready for their next slam, which will be held in the Rose Room of the Alexandra Centre on Dec 6, from 6:00-8:00. Come on out to this free event and see some wonderful poetry.

This will likely be the last RIO article you see, as RIO will be moving with the Alexandra Writers’ Centre Society (our umbrella organi-

zation) over to the old King Edward School in Marda Loop, South Calgary, which has become an arts incubator, in January. We are so sad to leave Inglewood and Ramsay, who have supported us and be-lieved in us for the past seven years. However, our RIO CPL Central pod will still meet at the Calgary Public Library and we will still be involved in all things Robotic in Ramsay. So, this won’t be the last time you will see us around.
