EMERGENCY PARKING

REGULATIONSEffective November 15th to April 15th.

TRAFFIC7-7.2 Parking Prohibited During State of Emergency.a. Upon the declaration of an emergency, there shall be

no parking upon streets or sections of streets wheretemporary EMERGENCY NO PARKING signs are dis-played. The Chief of Police or, in his/her absence, theranking Police Officer is authorized to declare anemergency and to direct the posting of EMERGENCYNO PARKING signs when weather conditions, acci-dents, road construction, fire or public celebra-tions dictate or require avoidance of hazards or otherconditions which interfere with the free f low oftraf f ic . Notification that EMERGENCY NO PARKINGsigns are being or will be posted shall be given to theoperator or owner of any vehicle which has beenparked prior to the posting of the signs.

b. The effectiveness of this sub-section is contingentupon the signs being erected as required by law.

c. Any unoccupied vehicle parked or standing in viola-tion of this subsection shall be deemed a nuisanceand menace to the safe and proper regulation of traf-fic and any Police Officer may provide for the removalof such vehicle. The owner shall pay the reason-able costs of the removal and storage which mayresult from such removal, before regaining pos-session of the vehicle. (1978 Code § 7-3.2)

7-7.3 Temporary Parking Pro-hibition for SnowPlowing and Removal

a. Whenever snow has fallen and the accumulation issuch that it covers the street or highway, an emer-gency shall exist and no vehicles shall be parked onthe following streets or highways or portions thereoflisted below.The parking prohibitions listed below shall remain ineffect after the snow has ceased, until the thestreets have been plowed significantly, and to theextent that parking will not interfere with the normalflow of traffic.

b. Any unoccupied vehicle parked or standing in viola-tion of this ordinance shall be deemed a nuisanceand a menace to the safe and proper regulation of

traffic and any police officer may provide for theremoval of such vehicle. The owner shall pay thereasonable costs of the removal and storage whichmay result from such removal before regaining pos-session of the vehicle.

c. The effectiveness of this sub-section is contingentupon signs being erected as required by law.

d. Unless other penalty is expressly provided by NewJersey Statute, every person convicted of a violationof this subsection or any supplement thereto,shall be liable to a penalty of not more than fifty($50.00) dollars or imprisonment for a term notexceeding fifteen (15) days or both.

Emergency Parking Regulations Within the Lake Mohawk Country Club ReservationParking is Prohibited On:

Attention: Snow Season Is HereThe Lake Mohawk Country Club Road

Department maintains 25 miles of roads in LakeMohawk Country Club and snow season is mostchallenging. Residents should be aware of thefollowing during the Winter Season:

• Parking: Between November 1 and April30, when snow or ice are present on theroads, parking is not allowed on the roads.Please note the emergency parking regulationsand the posted signs regarding emergencyparking regulations for any exceptions to theparking rules. Obeying the rules of parking inthe winter season will make it easier for theLMCC Road Department to keep your roadscleared.

• Mailboxes: If your mailbox is at theroadside, please make sure your mailbox isplaced and secured correctly. During thewinter damage occurs because of mis-

placement and unsteadiness of mailboxes andthe impact of snow against the mailbox. Yourmailbox should be checked after each stormfor stability. Lake Mohawk Country Club isresponsible only for damage resulting fromdriver error.

• Miscellaneous obstacles: All garbagecans must be placed far enough behind thecurb or edge of the road so the cans are notimpacted by the snow. Basketball stands mustbe removed from the road prior to the winterseason.

• Driveways: While our plow crews try tominimize the amount of snow that gets plowedinto your driveway during a storm, it is theresponsibility of the property owner to cleartheir driveway opening. As a reminder, SpartaTownship ordinance prohibits shoveling orplowing the snow back into the street.

• Snow Plowing Trucks: Please stay back50 feet from the Road Department trucks thatare plowing the roads. This will ensure yoursafety. Be aware that the snowplowingequipment might also be backing up to get thecorrect angle to plow.

The Beach 5 committee held ourfirst annual blanket and coat drive.The event was a huge success. Wewere able to collect fifty coats and fif-teen blankets. Everything wasdropped off at the Salvation Army,Morristown Division. Thank you toeveryone who contributed and sup-ported such a worthy cause. Becauseof you someone is able to stay warmduring the cold season.Next on tap is a Winter Poker Night,

The Free ski lessons for the youthpasses will begin onWednesday,January 8th and run for six consecu-tive weeks. Here are the dates 1/08,1/15, 1/22, 1/29, 2/05 and 2/12. Aemail will be sent each week as areminder so we can get a headcount on who is coming each week.The lessons will be held at VernonPeak and begin promptly at 6:00p.m. Please be ready to go and inplace by 5:45 at the Ski School meet-ing place to the left of the CabrioletGondola.There will be lessons for all levels ofskiing and boarding and even les-sons for the park and Free Style ter-

Happy New Year everyone! Ourspecial December business meetinggathered a quorum of approximatelytwenty-five members and our 2014MPC Board was voted into office. Theindividuals presented in the Decem-ber papoose have stepped up to keepthe Mohawk Powerboat Club goingand we appreciate their willingness todo so. Please consider assisting themon committees and events so that ourcollective energy can bring the mostgood. Kudos to Linda Zampino forserving as our Commodore and fordoing a truly fantastic job. Our photofeatures Linda receiving herMPCBoataward, presented by Jennifer Phillips,our new Commodore. as she offers some guiding words forthe NewYear.As Commodore 2014, I wish to

thank Linda Zampino, MPC Com-modore for the past two years andthe support volunteers who workedwith Linda to keep the Club alive andwell. We all know that last year was atime of change for MPC and LMCC,and Linda successfully navigated usthrough some rough waters. GailMiner deserves a round of applausehere as well, because she remains theconstant thread and “go to” personwhen it comes to championingan MPC cause. She can always be

the Club.We have had recent organi-zational meetings with treasured “oldsalt” members who keep us informedof past MPC history, accomplish-ments and frolics, as well as newmembers who bring some greatideas to the table, a very nice mixgoing forward.The common thread is that the

Club is looking to give back to theLake Mohawk community and weare working together to find effectiveways to enhance the lake experiencefor all. The Club has a history ofworking with LMCC through volun-teerism to do just that. Throughoutthe year wewill keep you informed ofthese activities as they evolve and weencourage new Lake Mohawk mem-bers to come and meet this eclecticmix of people who have so much tooffer and sure know how to have agood time.You do not have to own a boat to be

a member, but you must be open tomaking new friends, bring some

fresh ideas to the helm and bewillingto have a good ‘ol time! From the President’s Desk

I am honored to have been electedto serve as President of the Board ofTrustees at Lake Mohawk CountryClub. Two years ago, I ran for theBoard because I felt that I couldmake a difference and bring a differ-ent voice to the Board. I felt we need-ed to change the way we conductedbusiness and I wanted to be a part ofthe changes, not just bring sugges-tions to the Board. As Board Presi-dent, my feelings have not changed. Ihave four suggestions that I believewill help our membership develop abetter understanding of the issuesfacing our community and what theBoard is doing to address them.First, I believe we need to have well

defined goals for this business year,clearly communicated to the mem-bership. I have asked the Board toaddress four key areas:1.Improving communication with

membership,2.Complete and present a Strategic

Plan to membership,3.Complete a Reserve Study and

develop a Capital Plan forpresentation to membership, and

4.Prepare the 2015 annualoperating and capital budgets intime for review of membership atthe annual meeting.

Each of these items will be dis-cussed at every Board meeting andregular updates provided to mem-bership.Secondly, I have asked the Board to

reconsider all the standing commit-tees and restructure according to thefollowing guidelines: each committeemust have:1.a clearly defined purpose,2.one to three specific goals to be

accomplished during thebusiness year

3.regularly scheduled meetings tobe published in the Papoose andon the members website and

4.meeting minutes to be producedand kept on file with the ClubSecretary in accordance with theBy-Laws.

The By-Laws require three commit-tees: the Finance Committee, thePresident’s Advisory Committee

Making A Difference(PAC) and the Architectural ReviewCommittee. All other committeeswill be reviewed to ensure that ourefforts are being spent productively,addressing the most pressing needsof the Reservation. The end result iswe will have committees that areclear in what they are trying toaccomplish and will eliminate thosethat are no longer relevant. Member-ship will have the option to hearwhat is going on in each committeeand also to participate in addressingspecific goals where they believethey can make meaningful contribu-tions. We look forward to your helpin the large tasks we have before us.Thirdly, I have proposed we develop

a set of “Standing Rules” that will beavailable for viewing on our websitewhich will explain the procedures theBoard and Management follow incertain situations. For instance, wewould have a set of rules outliningcommittee requirements, as alreadydiscussed. We will also outline theguidelines for Executive Sessions(what is discussed, what is not, etc.).A policy will be developed andincluded in the standing rulesregarding information for member-ship - what is available, how toobtain the information, what will bepublished, etc. These will be devel-oped throughout the year and willanswer numerous questions abouthow the Board and Managementoperate.Finally, I have asked the Board to be

more engaged in hearing your con-cerns and answering your questionsat our Board meetings. I believe thatthe Board of Trustee meetings areyour time to talk to the Board mem-bers, not necessarily Club Manage-ment. Management will be availableand encouraged to answer questionsas needed, but the Board will make astrong effort to openly discuss yourconcerns and hear your valuableinput for Lake Mohawk CountryClub.The Board of Trustees has heard

membership say that you want bet-ter and more concise information,more frequently disseminated, using

a variety of media. We also recognizethat you want to see better, morecomplete planning and much moredetail in explaining the vision andplan for Lake Mohawk Country Club.I plan on creating a Communica-tions Committee which will beresponsible for addressing thisimportant issue. We will also be con-tinuing the Strategic Planningprocess, and will begin to initiate thesearch for a professional to conducta comprehensive reserve study.In closing, I ask for your help in sev-

eral ways:1.Please go to the members’ websiteand click on the link for themembers’ survey. Take the time tofill out the survey and check backmonthly for a new survey. We aretrying to find out what you wantso that we can make betterdecisions for your community.

2.Get involved. You have severalways to be involved, includingparticipating at Board meetings,getting involved with acommittee, sending yoursuggestions (andencouragements) to the office ordirectly to a Board member,supporting the member eventsthat are presented for yourenjoyment and participating inyour local beaches and intraclubs.

3.Provide the office with your emailaddress.We will be using moreemail communication as weimprove our capabilities to sendout large group emails. Help uskeep you informed.

I am humbled by the faith that youhave placed in me to provide theleadership to the Board of Trusteesduring these challenging times. Icommit to doing the best possiblejob for you during this year. Thankyou for your support.

Since September, the Club has been conducting anexperimental survey of Member’s opinion of LakeMohawk, its future and major aspects of the Club’s opera-tions. This experimental survey is the precursor to addi-tional surveys that will provide additional input fromMembers into the current Strategic Planning process aswell as on-going Member feedback to the Board and ClubManagement.A total of 552 Members completed the survey, which is

an excellent 21 percent response rate, assuming oneresponse from each of the 2,600 homes. Almost half of theresponses (245) were submitted during the week ofNovember 11 in response to the Club’s e-mail “blast” ask-ing Members to participate in the survey. Many thanks toMembers who took the time to complete the survey.

Major Activity Areas See Table 1Because the Strategic Planning process is looking at each

of the major areas of Club operations, the survey includedquestions related to each area. The summary question,“Regarding the Country Club’s distribution of resources(time and money), do you think they should spend moreor less?” (Q.29), elicited the following feedback:More detailed questions probed for additional Member

insights into the major areas of operation.

The Future ofLake MohawkSurvey…

DemographicsBased on the responses, the “typical” respondent was a:

• Long-time resident: 67.5% have lived in Lake Mohawkfor 10 years or more, with 39% living here for morethan 20 years. (Q.32)

• Planning to Stay: 69% have “No plans to leave” orexpect to live at LMCC for “More than 10 years.” (Q.33)

• Mature: 70% of respondents were at least 45 years oldand 21% were 75 or older (Q.35)

• Well-off financially: 74% had annual householdincome of at least $100,000 and 28% had annualincomes of over $200,000 (Q.36)

• Without children: 64% had no children 17 or youngerliving in the household (Q.37)

• Full-time resident: 93% are full-time residents; only 7%are “seasonal” (Q.39)Overall SatisfactionAbout 82% of respondents said they are satisfied with

their “experience living in Lake Mohawk,” with 31%“extremely satisfied,” 41% “moderately satisfied” andanother 10% “slightly satisfied.” By comparison, 10.4%reported some level of dissatisfaction. (Q.4)Looking forward, 90% of the respondents think the

future of Lake Mohawk is “promising,” with nearly half(48.5%) saying the future is either “extremely promising”or “very promising.” Only 5.6% think the future is “not atall promising.” (Q.5)

Lakes See Table 2Not surprisingly, the thing that Lake Mohawk residents

“like most about Lake Mohawk” are the Lakes, with 69% ofrespondents saying they like “the views of the lake” and61% saying “the Lake itself.” The next highest “like most”were “the People and Environment (friendly atmos-phere)” at 42.9% and The Plaza at 42.5%. (Q.6)This table* summarizes the responses to the question

“Are you satisfied with the quality of the water in the Lakesof Lake Mohawk?” (Q.9):

BeachesNearly 31% of the respondents reported that they

“never” or “rarely” use a Beach. Beach 6 (Balanced Rock)reported the greatest number of users at 16% of allrespondents followed by Upper Lake at 11.0%, Beach 9(Happy Valley) at 9.6% and Beach 4 (Gahonjonton) at

7.8%. The least used beaches were Tobbogan (2.2%),Tamarack (1.8%) and Manitou (0.8%). (Q.11)Beach users reported overall satisfaction with the quali-

ty of the Beaches with 79% reporting some level of satis-faction and 67.6% reporting they are “moderately” or“extremely” satisfied. (Q.12)Beach users also reported great satisfaction with the

Lifeguards at their primary beach: 48.2% reported“extreme” satisfaction and 28.3% reported “moderate”satisfaction. Less than 7% of beach users reported anylevel of dissatisfaction. (Q.13)

RoadsNearly half of the respondents (48.4%) said that changes

in the Roads “would most improve the Lake Mohawkcommunity.” (Q.8) However, 68.4% of respondents saidthey had some degree of satisfaction with the Main Roads(42.2% were “moderately satisfied”)(Q.14) and 60.4%expressed some degree of satisfaction (35.0% “moderate-ly” satisfied) with the roads in their immediate neighbor-hood. (Q.15)

Clubhouse See Table 5Members seem to be split about The Club-

house: almost 24.9% said the Clubhouse wassomething they “liked most” (Q.6) while a similarnumber (24.7%) said it was something they“liked least.” (Q.7)However, the vast majority of Members want to

keep the Clubhouse and indicated a willingnessto invest in it. In response to the question“Regarding maintenance and renovation of theHistoric Lake Mohawk Clubhouse, would youlike to see it...” (Q.30) Table 5The idea of selling a portion of the undeveloped

land on the Boardwalk to a developer for the con-struction of “lakestyle residences” in order tofund an improved or new Clubhouse (Q.31) wasvery unpopular, with 72% expressing opposition.The response to the question “Are you satisfied

with the Clubhouse?” (Q.18) respondents provid-ed results in Table 6.

In response to the question “How often do you participatein social activities or events at the Clubhouse” (Q.21), 13.6%said “very frequently” or “frequently” while the same per-centage said “never.” The majority (69.1%) reported usageas “occasionally” or “rarely.” When those who answered“rarely or never” were asked “why not?” (Q.22), the chiefreasons were “Schedule does not allow” (40.3%), “Notinterested” (38.8%) and “Too expensive” (21.6%).When asked “What types of events would you attend if

they were held in the Clubhouse?” (Q.23), the answersresulted in Table 7.

Boardwalk Club (BWC)See Table 7 and Table 8

Members are also split about the BWC: about 29% ofrespondents rated the BWC as something they “likedmost” about Lake Mohawk (Q.6) while 31% said the BWCwas something they “liked least” (Q.7) Nearly 37% ofrespondents thought that changes in the BWC “wouldmost improve the Lake Mohawk community.” (Q.8)Just over a quarter of respondents (26.5%) said that had

not used the BWC in the summer of 2013 while anotherquarter (25.%) had used it 2-3 times and 12% had used itat least 8 times. (Q.24) Of respondents who had used theBWC, half (49.8%) that their 2013 experience at the BWCwas “noticeably different” or “incredible” compared topast experience while another 43% said their 2013 experi-ence was about the same as in prior years. Just over 7%thought their experience was worse.Overall, more than three-quarters of BWC users were

generally satisfied, with 20.8% reporting extreme satisfac-tion and 39.6% reporting moderate satisfaction. In con-trast, 16.9% indicated some degree of dissatisfaction.(Q.26)Probing deeper into the reason for satisfaction and dis-

satisfaction produced the results in Table 8.Additional surveys will be conducted throughout the

year so please provide your responses.

Heattended Purdue University earninghis Bachelors, Masters and Ph.D.degrees in Mechanical Engineering.He was granted a fellowship in engi-neering research from Standard Oil,working for the company after earn-ing his Ph.D. Through the years hewas employed by Magnavox, CollinsRadio and Rockwell Industries. Don-ald was employed for twenty-nineyears as a mechanical engineer forthe US Department of Defense, retir-ing in 1994 from Picatinny Arsenal.He was a very active member of theSparta United Methodist Churchwhere he served on the Board ofTrustees, Missions Committee andas the Church Treasurer. 21-52Deposing of Snow

or Ice in StreetProhibited

��The ordinance reads:

Noowner, tenant or occu pantof premises abutt ing on

any streets shall plow, shovel,throw, place or deposit any snowor ice into or upon or across anystreet in the Township. The intentand purpose of this provision is toprohibit all persons from plowing,throwing, casting, placing, ordepositing snow and ice whichaccumulates within the privateproperty upon the sidewalks orstreets of the Township.

��21-5.3

Penalties and Violations:Any person, firm or corporationviolating any of the provision ofthis section shall, upon convictionthereof, be liable to the penaltystated in chapter I, Section 1-5and each and every day on whichsaid violation exists shall consti-tute a separate violation.

The penalties includebut are not limited to:

First offence a fine not to ex -ceed $100. For a second offensethe fine can range between $100to $1,250.
