    At the moment a massive share oft he m on ey p ai d b y H ar lowhouseholders is taken away byGordon Brown and spent in otherparts of the country. Currentfigures show that Harlow tenantsare paying 13.5m in a 'tenants

    tax' to the Government, with nobenefit in return.

    What that means is 13.5 million isbeing taken away from Harlowevery year, by Gordon Brown.

    Harlow's housing money should befor Harlow people. Local peopleshould decide how Harlows moneyis spent: not the Government.

    Just imagine what 13.5m could doif it was spent in the community.

    This is one of the most serious issues facing Harlow today. Did you know that over 7000 peoplein Harlow are on local housing waiting lists? Sadly, under this bankrupt Labour governmenthousing waiting lists have risen by 294%.

    I believe that Harlow tenants deserve greater choice andquality low-cost housing. It is about time that politiciansstood up for tenants and first-time buyers. A Conservative

    government will do this. s

    If elected as your MP, I will campaign to:

    Keep Harlows 13.5m of housing money for Harlowpeople;

    Scrap stamp duty for first-buyers on homes upto250k;

    Abolish Home Information Packs, which have mademoving house even more expensive and difficult;

    Make it easier for social tenants to own or part-owntheir home, through shared equity schemes.

    GORDON BROWNS RECESSION HITTING

    HARLOW HARDWe must put an end to high debt and high unemployment. GordonBrown says the economy is turning the corner. But empty promisesaren't worth a candle if you happen to be one of the 8500 people inHarlow without work.

    Hard times arent new to Harlow. Under this disastrous LabourGovernment, we suffered even during the boom years. Gordon Brownadmits that between 2004 and 2008, joblessness doubled in Harlow.

    Labour still isnt working. Sadly, our area has suffered the worst of theGovernment's mishandling of the economy: repossessions are high,taxes are high, and now we know the dreadful unemployment figures.

    Harlow deserves better. If elected as your MP, I will fight for moreemployment in Harlow and for all our hardworking families stuck in

    the ever-lengthening queue for work.

    People simply don't believe Labour's dishonest scaremongeringabout what the Conservatives will do. Far from being inactive onunemployment, we have been calling on the Government foryears to introduce welfare reform and to end the situationwhere the poorest households pay the largest share of theirincome in tax.

    During this recession Conservatives have led the way on policiesto respond to the unemployment crisis, such as subsidies toemployers to help create new jobs and encourage companies totake on the unemployed, which Labour belatedly took up.

    The reality is that Labour's reckless approach to the public financesmeans that they will be raising taxes on jobs, just as the economywill be trying to recover.

    It is time for Labour, and for the Government's MPs to get real andface up to their responsibilities. Rather than trying to blame theConservatives for everything, they should apologise to theelectorate for the economic mess we are all in after 13 years ofLabour rule. s

    FED UP WITH HARLOWTRAFFIC?Like most Harlow residents, I spend

    hours queuing in traffic on the A414.

    Traffic in Harlow has reached breaking

    point we all sit in roadworks on a daily

    basis and now is the time to say

    enough is enough.

    We desperately need a new northern

    relief road and an extra junction on the

    M11. Many have talked about it, but

    Labour have done nothing in 13 years.

    Now is the time for action.

    A northern relief road would take HGV traffic away from Harlow, and provide proper access tothe M11 for half of Harlow's commuters.

    Also, I am pressing the London Mayor to join me in campaigning for Oyster Card tap-in pointsat Harlow Town and Harlow Mill stations. In January 2010, the Oyster network will be extendedto Overground trains as far north as Enfield Lock.

    LABOURS TAX ON JOBSWeve all seen the fallout from Labours dishonest Pre-Budget Report.

    Because Gordon Brown failed to take tough decisions now, there will behigher taxes and higher interest rates if Labour win the election.

    Gordon Browns headline promise from his pre-Budget Report was an increasein National Insurance for everyone earning over 20,000 his tax on jobs.Not only is this sum well below the national average wage of 23,400, thefigure of 20,000 is also Labours definition of being well off. Of all the taxrises promised in the Report, this is the absolute priority for the Conservativesto block.

    Instead of coming clean about spending, Gordon Brown has made thingsworse. Labour will now introduce:

    7.8 billion higher taxes after the election - 370 more per family.

    6.5 billion of this is a rise in National Insurance; a tax on anyone earningover 20,000 - 310 more per family.

    Labours planned tax on jobs will be an extra 200 a year on someoneearning 30,000 a year, or 60 more on average earnings of around23,000.

    We have to deal with the deficit urgently. Instead, Labour promised that theywould borrow a further 789bn over the next six years doubling the nationaldebt again to an eye-watering 1.5 trillion. This is like paying for the entireLondon 2012 Olympics 250 times, buying 555,556 new Lynx WildcatHelicopters for our troops in Afghanistan, or building 1875 versions of thenew Wembley Stadium. s

    SAFER STREETSLabours pen-pushing approach to fighting crime has failed. We must winback the streets from the thugs and the vandals.

    I believe that Harlow police officers should be free to do their jobs. If electedas your MP, I will vote to scrap the stop and search form and the avalancheof paperwork that keeps our police officers stuck behind a desk, when theyshould be out helping our community.

    But we also need tough and honest sentencing. We will scrap Laboursdisastrous policy of early release and changing the law so that criminalsconvicted of knife crimes can expect to face prison.

    To beat crime we have to tackle the causes of crime, such as familybreakdown, alcohol addiction and drug abuse. This has to start with morepolice on our streets - something I will continue campaigning for. s

    SAVE OUR GREEN BELTHarlow needs more homes but in a way that protects our precious greenbelt. Sadly, Labour announcements have confirmed my worst fears.Gordon Brown intends to ram through building on our green belt areas,with little consultation.

    My main objection to Gordon Browns housebuilding plans has beenprecisely this. Housing targets have been set from the centre ofGovernment. There has been no genuine consultation involving localpeople and no guarantees of infrastructure funding.

    Gordon Brown's plans to concrete over our Green Belt are unnecessary,undemocratic, and unsustainable. They will not help the local communitieswho live here. The Conservatives have pledged to abolish all top-downhousing targets, and get rid of undemocratic housing plans. If elected asyour MP, I will fight for local people to decide where new homes go.

    I believe more must be done to build on brownfield land and to really involve

    local people in decision-making. When the election comes, say NO toLabours bulldozers. s

    GIVING STRONG SUPPORT TOOURNHSThe NHS is a unique British institution. The Conservativeswill always provide the funding the NHS needs and arecommitted to real increases in health spending.

    It has been an honour for me to visit staff at PrincessAlexandra Hospital. I am campaigning against Labours plansto cut A&E and Maternity services. Like local residents, I believepatients deserve access to high-quality services at their localhospital.

    A Conservative Government will increase the number of singlerooms in the NHS. This will mean more opportunity for patients

    going into hospital for planned care to have a single room ifthey want one.

    We will also reform the way drugs are priced so that all newtreatments that are clinically effective are made available.Under the Conservatives, cancer drugs routinely available inthe rest of Europe will be provided in this country too.

    Most importantly, a Conservative government will set theNHS free from Labours disastrous legacy of ministerialmeddling. I believe money should be spent on patient care,not wasteful bureaucracy. The staff at Princess Alexandra andthroughout the NHS can always count on my support. s

    EDUCATION AND SKILLSOPPORTUNITIES FOR HARLOWYOUNGSTERSLabour have failed on skills: the number of young peoplenot in education, employment or training has risen andthe numbers of real apprenticeships and Adult Learnersare down.

    Under a Conservative Government, Harlow would benefitfrom a massive expansion in the provision of realapprenticeships. Every year, across the UK, the Conservativeswill create 100,000 additional apprenticeships and pre-apprenticeship training places. We will make it easier forcompanies to run apprenticeships too. I have also secured apledge from Lord Hanningfield, Leader of Essex CountyCouncil, for a further 1,000 of these apprenticeship places tobe across Essex.

    Many local organisations in Harlow, like the Construction TrainingPartnership, have already made strides in this direction anddeserve support.

    If elected as your MP, I will also champion better careers adviceby voting for a new all-age careers service, and a careersadviser in every secondary school and college. s

    PROTECTING OUR ELDERLYUnder Labour our pensioners are subjected to means-testedbenefits. They are left to make ends meet on a fixed income.

    If elected as your MP, I will fight to increase the basic statepension in line with earnings, so our pensioners can live withthe dignity and the respect they deserve.

    We are committed to protect our pensioners. We willpreserve disability living allowance and attendanceallowance as cash benefits, which can be used to supportfamily care and all the costs of disability. Labour will notmatch our promise. Nor have they done anything to stop

    people having to sell their homes to pay for long-term care.We will act where Labour have failed. s
